Commissioner Schinhofen

said he liked those options. If there was a hiring freeze then the Commissioners would look at every position that came forward to see if it could be part-time with no benefits. He also suggested seeing what else could be privatized and looking at other uses for the Tonopah jail.

Commissioner Borasky

questioned the sale of land at the Eye. Mrs. Webster clarified it was the sale of the land on Calvada that would be used for the assisted living project, not part of the Eye itself. Regarding the hiring freeze and paying back the endowment fund, Brian Kunzi advised that those positions would have to be removed from the budget of any department the hiring freeze would be in and moved over to the endowment fund.

said many departments were at the minimum amount of employees to provide the services the people in the County wanted and that was why he would favor the plan from the County Manager to move the funds from the endowment fund over, put a hiring freeze in, re-evaluate each position that needed to be hired, privatize, and look at other uses for the lonopah jail. made a motion just as Commissioner Schinhofen said it; seconded by Commissioner Borasky.

Commissioner Carbone

asked if this would close the jail in Tonopah. Mrs. Webster stated this budget did not assume any closure of any office or the jail. Commissioner Schinhofen was directing her to look at possible uses of the jail.

Commissioner Cox

asked if anything being done today was raising taxes. Mrs. Webster said it was not.

wanted to make sure people understood the County was not taking money out of any Pahrump town funds to cover anything it was doing in its budget.

Mrs. Webster

said that was correct and that she did not have the ability to do that. County Treasurer Richard Biliman advised they had been able to save approximately $120,000.00 a year on the investment program and the tax sale brought in approximately $700,000.00. Last year’s was not as good as the year before, and he did not know what it would be like next year, but Mr. Billman noted it was a substantial amount of money to the County that he believed the County needed. The person who did that tax sale was paid for by the people who purchased property and that employee was the employee he was without right now. He believed his office could limp along and get through to late September without filling that position, but in October he would want that position filled so the person could be trained and conduct a tax sale again in April of next year.

asked to have that on the first August agenda to look at.

explained the County spent 4.2% and got 4.5%, which was a $300,000.00 difference. The rest had to go back the fund it was borrowed from. June 27, 2014
