Commissioner Borasky

explained he learned from the District Attorney that the requirement for the bond placed last month could not be rolled over so he put this on the agenda to deal with it again. He would like these folks to get a liquor license in the future, but he needed to talk to the District Attorney about that because it would be an outdoor event. It was Commissioner Borasky’s recommendation to go ahead and give them what they were given last month until he had time to get with the District Attorney and figure out what to do. Commissioner Schinhofen

noted that the Board approved this last time with a bond. The applicant said they were unable to get a bond, but they were able to get a million dollar liability policy naming the County as an insured and he asked if they still had that. Gloria Munoz said she would get the insurance for this event and explained she was not able to get the bond due to the lack of a statute.

Commissioner Schinhofen

felt the 72-hour permits seemed to be a way to skirt getting a liquor license. Pam Webster said she was working on a tiered event license that was between the 72- hour and a full blown liquor license that would apply to multiple events in an annual period.

Commissioner Carbone

made a motion to approve the 72-hour permit for White Glove Ranch, LLC, to sell liquor at their horse sale event on November 8, 2014. To avoid monthly meetings like this, Mrs. Webster asked if the Board wanted to make this part of their issuance of a 72-hour permit until the ordinance was modified.

Commissioner Borasky

said he would continue it until it was sorted out.

Commissioner Schinhofen

seconded the motion and asked for the record if this event would have any kind of horse tripping. Jose Munoz said definitely not.

asked him if he was familiar with the County’s animal cruelty and animal control laws. Mr. Munoz said yes.

Commissioner Borasky

said on Thursday, November 6, 2014, he would attend the Nevada Statewide Veterans Homeless Summit in Las Vegas, which would be held from 8:30 a.m. to 12:00 p.m. November 3, 2014 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (second).-Cont’d. Jose Munoz, one of the owners of White Glove Ranch, thanked the Commissioners for working with them.

Commissioner Carbone

stated he had talked to the Sheriff who said everything went very well at the last event and the deputies got paid.

Commissioner Wichman

reminded everyone that on Friday at 10:00 a.m. the Tn-County Working Group would be in the Pahrump Commissioners chambers and encouraged everyone to attend.
