She then talked about a group of individuals in Reno and Sparks who had started a Nevada Veterans Memorial Plaza to be dedicated to the Gold Star Veterans. said on the corner of Homestead and Hacienda there were piles of debris where one of the utility companies dug it up. He kept hearing they were going to fix it, but he hoped the County would look into an ordinance or something for when people dug up the County’s right-of-ways and did not properly fix them when they were done. He pointed out it had been nine months since that project started.

thanked Commissioner Wichman for the letter sent to the Governor from NACO and wondered if they all should send individual letters about the sage grouse.

felt a letter from this Board appealing the decision would be a good idea and asked to have it on the next agenda.

said he was working with Public Works to have rules in place so it would not take nine months to fix the problem. Also, Commissioner Wichman would be on the Nevada Newsmakers today answering questions.

said they were looking at all the applications for the Peace Officer Review Board and there should be an agenda item sometime in October. 5. Announcements (first)-Reopened.

said she received phone calls from Mineral, Esmeralda, Lander and lnyo County Commissioners to make sure Nye County understood they were there to help. She also received a phone call from a man named Bobby in Texas who wanted to help on the accounts receivable issue. September 1, 2015 TIMED ITEMS

Mr. Porta

explained a passenger had to submit a medical release to fly, but that only had to be done once. There was also a liability waiver that had to be signed before they got on the aircraft. The initial referral had to come from the attending physician, a social work group, etc., to get the patient into the system. After that patients could schedule their own flights. The acceptance criteria included being reasonably ambulatory with a medical release prior to flight as well as a financial component. When a mission was scheduled, Angel Flight West would need information about the appointment, the attending physician and contact information, as well as a little bit of information about the medical issue to ensure proper and safe transportation. Justine Harrison, a member of the Board of Directors of Angel Flight West and one of their volunteer pilots, added their organization arranged 7,000 missions last year. She said there was a lot they could do and they had a lot of resources they could bring to bear.

said there were a couple of mesquites growing that he would get with Tim Carlo about.

asked Dave Fanning, Public Works Director, if they ever thought about spraying instead of trying to mow every once in a while.

Mr. Fanning

said they had and it presented a few problems depending on who was supplying water to a given area. The Nye County Triparty Weed Control did it in the past, but if that material hit a fire hydrant shut-off valve or something of that nature it crossed into other issues such as supplying potable water to houses. Additionally, the pricing for it in 2006/2007 was quite expensive.

thought that was something to talk to the RTC about as they were getting worse all over the valley.

said he would supply areas of school bus stops that were bad. He also wanted to talk to Mr. Fanning and Mr. Carlo about the GIS stuff and why it was not accurate in certain areas.

advised they were graveling around the houses in Sunnyside. There were some breakdowns so they did not work yesterday or today, but they were making progress. September 1, 2015 John Koenig provided Mr. Fanning with information about a telephone pole with a large bush growing by it at the intersection of Highway 372 and Blagg which made it very difficult to see coming out of Highway 372.

recalled the advisory boards providing monthly or quarterly reports at the town board meetings. She thought there was a lot that happened that the public should be updated on and would like to see it no less than every six months.

stated if the public was interested they could go to the meetings and if there was something a liaison wanted to be let known the Commissioners/Manager’s Comments section of the agenda was a good place for that.

added that for his particular committee if there was something they talked about during a meeting they thought was appropriate to bring to the Commissioners he got them on the agenda.

thought it would be better if it came directly from the chairman or vice chairman of the boards rather than the liaisons. If they were required to come in then they would show up and the Board would get more updates.

Commissioner Wichman

pointed out many of the advisory boards were completely volunteer, including many of the community advisory boards. She was sure that as soon as a volunteer community board was asked to start reporting in a different fashion than what they were accustomed to the advisory board would be lost altogether. That was what happened with the board in Manhattan that was no longer in existence.

also pointed out that many of the advisory boards had Web sites where they reported on a regular basis and some of the advisory boards working September 1, 2015 21. said it was fine to put reports on the Web site and in writing, but she was concerned that the Commissioners and the general public could not ask any questions or make comments directly to that board.

said they could if they went to the meetings.

still felt one a year was sufficient. He said the idea was to streamline this, and most of the Commissioners had more than two liaison positions. If the other Commissioners wanted to go and sit in those meetings they were welcome to.

seconded the motion to strike quarterly and add annual. Richard Goldstein said when the town ran the advisory boards they had an item on the agenda for advisory board reports and if the liaison had something they wanted to say they could and someone from the board could speak; otherwise it was a non-action item and just there for information. He suggested that the Board might consider that.

asked Pam Webster if something could be put on the agenda for advisory boards to come in if they wanted to.

said those would be just reports and anything that required action would have to be done under a separate item.

said he would like to pull this item until the next meeting. There were quite a few typographical errors and they would be meeting with the LEO Board next Tuesday to change all of that. He also pointed out the Countys percentage of who defaulted was not included. He thought it needed to be cleaned up and the percentages put in so the Commissioners knew exactly what it was.

said her understanding of the Board’s motion in March was the funding from the health clinics was removed and put back in the general fund. Pam Webster said that was true for the Amargosa Valley and Beafty health clinics, but the County was still funding the Tonopah and Pahrump clinics for the health nurse. She advised that this was under evaluation right now for possible total removal from the September 1, 2015 34. For Possible Action Discussion and deliberation regarding funds from real and personal property taxes that are charged for health clinic to real and personal property owners in Amargosa Valley to the Town.-Cont’d. budget and recommended taking the Amargosa Valley’s action item and incorporating it into the analysis they were doing and address the entire thing at the same time.
