announced that on March 4, 2017, Donuts with the DA and Coffee with the Commissioners would be held’ in Tonopah, probably at the community center. He would notify the local press as soon as he got the location locked down.

mentioned the news release about BLM looking for nominations to the Wild Horse and Burro Advisory Board. Anyone interested could contact them at dbootheblm.qov. Sam Merlino reminded all elected and appointed officials financial disclosures were due January 15, 2017, as well as campaign contribution reports. Angela Bello said Donuts with the DA and Coffee with the Commissioners would take place Saturday in Pahrump at the Bob Ruud Center at 10:00 a.m.

commented on the number of people lost last year.

said he would like Finance to come back with a study on doing away with the last two tax increases that the now defunct Pahrump town board implemented to show the impact on the town and County. He asked that be completed in time to not miss out for the new tax year.

said he wanted to do a resolution similar to Lyon County on Ballot Question 1. The Attorney General had opined that they did not believe they could January 3, 2017 8. Commissioner Cox

asked what kind of cameras were being checked in Amargosa and where were they located.

Mr. Carlo

explained there was a camera installed at the bin site to try and eliminate some illegal dumping that was occurring. The camera had a data card that had to be downloaded weekly.

Commissioner Cox

asked Mr. Carlo to have someone check on Wilson where a bunch of holes had come in when it rained and the whole area was starting to deteriorate.

Mr. Carlo

said he and Wade Christensen looked at the intersection and were developing a plan to continue the skin patch they did in front of the church.

asked if there were any new products for patching potholes that would stay in the hole.

Mr. Carlo

said they used a mix called hydro-patch sparingly, which was meant for rain and a lot more expensive, but cold mix was good stuff. He was not aware of anything new. SITTING AS THE NYE COUNTY LICENSING AND LIQUOR BOARD

Commissioner Cox

asked for an explanation of what part of the park this would be in and what it consisted of. Matt Luis said this was to replace poles and lighting at Petrack Park fields A and B next to the Bob Ruud Community Center along with the field right behind the swimming pool.

noted a lot of money was put into some lights a couple of years ago and confirmed with Mr. Luis this had nothing to do with those other lights. She asked if there was a way to recoup any of the old materials from this.

Mr. Luis

advised that the wood poles from the B field were no good. The metal poles from the A field would be pulled into his yard although they were not sure they could use them. He assured Commissioner Cox they would be recycled in some way and not just sent to the dump.

noted the $429,000.00 for this project versus money for puffing in the lights at the skateboard park. She asked if there was money coming forth to help do that project also.

said first, this was a different location. Second, it was bang for the buck. The two fields right now were blocked out from use by hundreds of community members and

felt this was the smartest way to spend the money available. January 3, 2017 24. For Possible Action Discussion and deliberation to: 1) Award Bid #2016-04 Petrack Park Lighting. The amount of the bid is $429,000; 2) execute the contract; and 3) fund from 25101 Pahrump Town.-Cont’d.

said she was trying to justify giving one group this money and denying another group anything. She wanted Mr. Luis to try to hunt up some money for the other.

Mr. Luis

said the skate park was never forgotten. It was just a question of funding. Just for clarification, Commissioner Wichman asked if the infrastructure was in place for Petrack Park.

Mr. Luis

said no. They would have to pull new wiring to each new pole location, but they were replacing existing equipment. He confirmed for Commissioner Wichman that there was no infrastructure in place for the skate park.

Pam Webster said there were two in Tonopah and four actively working in Pahrump.

asked if the two people in Tonopah were allowed to go to different jobs or different locations. When Mrs. Webster said they went to different locations, Commissioner Wichman asked her to look into that.

Sheriff Position

#85010-041 in the Sheriff’s Office effective April 23, 2017 due to the employee resigning her position December 21, 2016.

said the problem he had with this, especially in the Sheriff’s Office, was making them wait the 90 days and paying other officers overtime to cover those 90 days. He did not believe there was a savings by doing that.

said not that he was aware of, but that was not his concern. His concern was the benefit the County would receive.

pointed out this was not a permissive use.

Mr. Carlo

stated the County did not have an R&PP lease. It had a free use permit.

made a motion to postpone any action on this until the meeting on January 17, 2017, in Pahrump; seconded by Commissioner Wichman with an amendment that if it had been determined that a waiver was needed then the waiver language would be provided at that time also.

asked if the County used that pit and all the resources for free.

said yes, so the County was not losing anything by giving the same privilege to the highway department. January 3, 2017 30. For Possible Action Discussion and deliberation to approve: 1) the Road and Highway Builders (R&HB) Road Use and Damage Remediation Agreement; and 2) the Basin Avenue Gravel Pit Use Agreement.-Cont’d.

saw where it said this would do a strip from Basin and Highway 160 all the way to the Town of Johnnie for the shoulders and all the improvements. She really supported this and did not see where waiting two more weeks would cause a problem. Brannock Wirthlin, representing Basin Road Citizens Group, agreed there was no problem with waiting and they would reserve comment until the January 17, 2017, meeting.

wondered if this had to be done every year and if a proclamation expired. Lorina Dellinger explained it needed to be approved annually at their request.

thought Comn,issioner Schinhofen made a motion last year to deny this. She said this was starting to bother her as right now it was voluntary, but she could see it becoming mandatory. She said she could not support it and thought it was going to end up with the County forcing people to do things.

advised he and Darrell Lacy would meet with the Sheriff and others to set up a good program to inspect MMEs and ensure they were following security protocols and everything else they said they would do. He asked how long before that was in place.

Mr. Lacy

said the Board approved his hiring of a code enforcement person to begin in December, so he should be able to get that going in two or three months. They would also be addressing code changes.
