Commissioner Schinhofen
read a statement regarding how citizens came to him about the town buying this to keep it a golf course. He brought an agenda item forward for the Board to consider the purchase and by a 4-1 vote appraisals were sought. He also asked for a professional greenskeeper to assess the course in the shape it was in. Further, he went with staff to Boulder City to speak to their staff to gain a perspe ctive on owning a municipal golf course as they had two.

stated the governing board for the town of Pahrump would consider all facts and have public comment after a presentation by Bob Conrad and finance staff, if there was a motion to proceed. If there was a motion to purcha se the course he asked for it to include the following as he believed these were critical to improving and running the course: • That the 2% room tax for the now defunct airport fund be moved to an account to help with improvements of the course for three years, at which time the governing board for the Town of Pahrump should reconsider this funding if it was December 8, 2017 3. No new taxes would be imposed as this was already in place. • That staff diligently look for a professional golf course management company to run this course so that it did not overburden the current employees and thereby add more town employees. This would also ensure having people who understood what It took to run a golf course. • That the Pahrump Nugget and the town tourism department actively advertise this amenity.
Commissioner Schinhofen
pointed out the town offered many amenities that not everyone used, like the rodeo arena, pooi, tennis court, skatepark, museum, library, and soon a dog park. If this course was purchased by a developer it would likely remain fallow for years and drive down the values of homes on and around it as happened at Willow Creek. He felt keeping this as a golf course would provide another tourism opportunity and would be a benefit to the juniors and seniors by affording them a place to continue to learn and enjoy this outdoor activity. Bob Conrad said he had been in the golf course business for 40 years. He believed Lakeview LLC, the people who operated the golf course right now, had done a very good job as it was very difficult to bring a golf course back after it had been mothballed.
Mr. Conrad
personally felt this golf course would be a fine asset to the township as it was placed in the perfect marketplace with only one other championship golf course. The operation could be done through an outside company and it was his opinion to go out for an RFQ or REP to bring that company in.
Commissioner Schinhofen
asked if there were sufficient funds in the airport fund. Savannah Rucker said she calculated an ending fund balance for FY17 of $800,000.00 pending completion of the audit to confirm that number. There had been no expenses for several years so she anticipated it being pretty close to $800,000.00 for FY17. For FY18 Mrs. Rucker said she was looking at $1 million projected ending fund balance if there were no expenditures.

said a little less than $200000.00 would be collected if the 2% was moved over to help the golf course. December 8, 2017 3. Ms. Rucker
advised the average revenue for that fund for the last couple of years was $150,000.00. In FY17 it was closet to $200,000.00 and she expected it to be tight at $200,000.00 in FY18. She said page 295 showed the improvement costs at $446,000.00 for golf carts, a golf cart storage facility, new heads/valves, and seeding of the greens.
Commissioner Borasky
said he did not want to make a motion to proceed on this or pledge any money to it until the airport fund was brought back and the public hearing held.
Ms. Rucker
stated she was anticipating an ending fund balance augment for the Town of Pahrump general fund of about $1.4 million so there potentially could be an option to fund it out of the general fund this year and review the airport fund.
Commissioner Wichman
said she was totally for this as it was a great opportunity for the town. She stated she was hesitant to make a motion simply because she was not part of the community, but if two of the Commissioners from that community would like to move this forward she would be happy to support the motion.

made a motion to offer from the Town of Pahrump to purchase this golf course either out of the ending fund balance or the airport fund as this Board determines going forward $350,000.00, direct staff to bring the airport fund back and diligently set up an RFP/RFQ to have it managed by an outside company, and the Town of Pahrump would add this into its tourism and actively advertise this along with help from the Pahrump Nugget as they did that for Mountain Falls; seconded by

assumed the Chair of the Board of County Commissioners. Dwight Lilly thought there was a potential legal problem with this as the back-up material was incomplete. There was one appraisal in the back-up, but there was another that was not included. He wanted the District Attorney to rule on that. Samantha Tackett explained only two responses were received to the inquiries for appraisal, one from Fidelity and one from Southwest, and those were in the back-up. December 8, 2017 3. The second was provided by Southwest Appraisals, who provided an as-is valuation and a “what could be” valuation. Since Southwest provided that comparison, Fidelity was asked to provide the same so they came in with technically a third valuation.

said as a member of the public he had the right to have all the information considered by the public body.
Commissioner Koenig
said he printed them off the Web site yesterday and informed Mr. Lilly that the Commissioners could not get the back-up until the public got the back-up. Additionally, while it had to be agendized three days before the meeting, the back-up did not have to be there.
Mr. Lilly
said he was going to ask for an attorney decision on this and requested that this item be postponed until he had ample opportunity to review all the documents and make an opinion.
Commissioner Wichman
commented she got the back-up in plenty of time to review all 356 pages. Robert Adams thought there were a lot of reasons to go with this project, but that a huge segment of the recreation budget was being spent on one particular group that other groups had been asking for. He pointed out the fairgrounds had been stalled for years and felt completing that project would bring much more tourism to the community. John Bosta objected to the Board taking Pahrump money and spending it on an issue it wanted to take over. He said the Commissioners made a promise to this community that they would not use town money for County purposes. He pointed out this was the first time using the airport fund was mentioned in public, and he felt that was a violation of the use of that fund.

said he would testate his motion to say not the airport fund. It would be taken out of the ending balance so everyone could stop harping on the one thing. Herman Lewis was not opposed to the golf course, but said he would need mote time to review the appraisals. The only thing that mattered to him was the income approach for December 8, 2017 3. Mr. Lewis suggested the Commissioners have an open meeting at the Bob Ruud Center about this as there was no need to rush it. Jeremy Jensen from Golden Entertainment said he could not speak on the financial part too much, but he knew golf courses were difficult to operate and it was a declining market. The executive course was unique, but he was not sure what the dollar amount would be to operate it at a level to market it and see a solid return, If it got to the level of Mountain Falls it was something they could market, but if it continued in its current state Mr. Jensen said it did nothing for the community. If there were enough funds and enough income could be derived to operate it a high level he thought it was great for the town and something they could support.

said Mr. Conrad’s study showed it needed $450,000.00 in improvements. His plan would be after the Board had a chance to agendize the airport fund then that money would go for improvements at about $200,000.00 per year. George Carey applauded the Commissioners for taking on the project as he thought it was a wonderful thing for the community. He personally believed the golf course would be profitable without much effort. Barbara Gordon-Ferrizz hoped the Board would purchase the golf course. She said she and her friend played every week because she was a beginner, on a fixed income, and enjoyed walking. They could not play at Mountain Falls because it was too expensive, too hard for her, and they did not allow people to walk there. Judith Holmgren asked why the golf course as it was now was failing. She wondered if any surveys had been done prior to looking into the project as to the number of people who would be willing to play golf there. She thought the Board needed an idea of what the population would be at the golf course before they proceeded. Gene Bulac, a homeowner and current manager of the pro shop at the Lakeview golf course, said he was in favor of the town purchasing it and asked the Board to take the action to proceed. Wendy Barnett said she was present in case there were questions about the services the utility provided to Lakeview. She thought it was a wonderful asset to the community and looked forward to the opportunity to work with the County. Verla Purdy was in favor of the purchase of the golf course. Ron Boskovich said he had no ownership interest in the golf course and rarely played it, but he did not want to see it go down like the last one did and he was in favor of this. Gordon Call said he lived across the street from part of the golf course. Right now it was a giant weed farm with tumbleweeds blowing across the street and slamming against his retaining wall and spreading seeds. There was also a dust bowl every time the wind blew. He said this was a good golf course and the older people needed it as it was their only recreation. Tim Hafen encouraged the Commissioners to purchase this golf course. In his opinion there would never be a large developer that would find a place in Pahrump to build a big enough project to include a golf course as part of the amenities and as the town grew it would need a second golf course. Mr. Hafen believed the golf course could be bought cheaper than one could be built and thought it was a need for the valley and community. Spencer Matlock wanted the Board to realize the course was not in that bad of shape. It needed some work, but over time those conditions could be improved on. He said the course could stay open while it was being repaired and encouraged the Board to buy it. The Board took a short recess. Tim Sutton referred to the statement made earlier that one of the reports was missing from the back-up. He said he spoke with Mr. Lilly to determine which report was missing and found that it was in fact in the back-up starting on page 88 and had been there since Tuesday.

said he did not want to see the course turn into what the other one did because he had received multiple complaints over the last couple of months of druggies and dust issues. He thought this was a plus for the community.
Commissioner Cox
said she had a lot of concerns about this. She did not want to take all the money and put it into one project when past issues were still lacking like Kellogg Park, Last Chance Park, lights on the skatepark, and the fairgrounds, due to a lack of funding. She would prefer to see some of this money put into the Willow Creek golf course. She did not believe this was the best thing for Pahrump or the people overall, and she was not sure it was good for the Mountain Falls golf course either as it would take patrons away from there. She said there were just too many unanswered questions regarding the financial feasibility of the golf course considering the liens and the cost of improvements. Commissioner Cox also wondered how much the fees would have to be increased in order to make up the $750,000.00 investment.

pointed out this was not a County issue and it was not coming from County funds. She thought the 2% room tax, a professional management team, and active advertising would benefit the future of the golf course. She said she got everything she needed out of the back-up and it was easy to assess the financial condition and the opportunity the town had. Based on everything she had and what had been said today it was obvious to Commissioner Wichman the community wanted it and she was fully in support of it.
Commissioner Koenig
said this was a tough one for him. He believed a fully functioning fairgrounds would be used by more people than the golf course. He noted Kellogg Park was just put off again because it was too much money and the Board refused to fund the 4-H because there was not enough money. He said a way to make the golf course profitable needed to be found and he was not sure that was the town’s problem.

said he was asked by the public to bring this forward and he supported it. He noted Kellogg Park, although put off, had $1.6 million identified for it. As far as the fairgrounds, there was a dollar amount in room tax that went to the fairgrounds along with the fireworks money. He pointed out that some of the $350,000.00 would pay the other loan against it, and the other $453,000.00 identified December 8, 2017 3.
