asked to have someone look at the big patch of Dandelion by the corner of Mount Charleston that was coming apart.

Commissioner Borasky

talked about the right-of-ways in Pahrump that had bushes and trees growing in them and said he would like to see a plan on how the Road Department would deal with that. Acting Public Works Director Tim DahI advised there were two mowers working the valley at this moment and it was just a matter of time until they got to all of them. However, if there were specific locations Commissioner Borasky could help identify Mr. DahI said he would appreciate that.

said he would provide pictures and he was talking about trees! not bushes.

Commissioner Wichman

told Mr. Dahl she thought the sign at the 90 degree curve on Toquima Range Road was knocked over when they bladed last time and asked him to look into it.

Commissioner Koenig

said he sent an e-mail to Mr. Dahi about a road in Amargosa. A was gentleman complaining that the County had taken it over years ago and never bladed.

said that was on their maintenance list and would be taken care of.

Commissioner Koenig

said quite a while ago he complained to NDOT that when they re did Highway 160 coming into Pahrump from the north the speed went down to 45 mph. At that time there was a sign warning of that reduced speed ahead, but now it just went from 55 mph to 45 mph with no warning. He had asked them to put a sign back and there was stiil no sign so he would like that sign put back.

Commissioner Schinhofen

mentioned the bamboo at Manse and Homestead was growing back again and blocking the line of sight. Additionally, the County did not accept the dedication to maintain the Vineyard Subdivision off Winery Road and he asked Mr. DahI to please bring that forward for the Board to accept because the roads there were cracking.

advised he had already prepared an agenda item for that.

asked for an update on the “Round Mountain Gold 3 Miles” sign. May 1,2018

Mr. Dahl

said he did not have much of an update. He prepared an exhibit for Sami Yousuf at NDOT to forward to his traffic engineers to consider putting up and he had not heard back yet.

asked that Mr. Dahi get the bids out for Pablo Canyon, Belmont, and Valley View in Tonopah to get them done before winter.

stated her belief that this had been done in the past and was found to be a nuisance. She wondered if it had to be done again or if the County could just go forward with abating the issue and putting a lien on the property. DISTRICT ATTORNEY

noted the amount of money being put out to collect the money. She asked if the County was getting ahead of the game or if maybe that money should be donated to people who did not get their child support. Angela Bello explained the wages were controlled by State law and her office was just a pass through.

mentioned the need for someone to look at the Manhattan and Gabbs utility funds to see if the incoming rates would cover what was needed in the future.

advised when she met with the Gabbs Town Advisory Board she discussed that with them and the problems with it. She would work with Administration to possibly bring something to the Board to provide a solution for that.

said both the Chapter and the Center for Economic Development at UNR shared the same mission to provide educational opportunities to Nevada’s elected and appointed officials, government executives and members of the public when it came to various issues related to planning and economic development. The guide was designed to do just that by translating Nevada economic development and planning law into understandable words, concepts and best practices. Ronni Boskovich said there were a couple of changes she would like to make on the record, On page 3 she would like the definition to read any display or billboard used for the purpose of appealing or opposing directly or indirectly any candidate or political measure during an electoral campaign.’

said he had a problem with the word billboard as later on there was a discussion on how big the signs could be. He thought billboard’ should be stricken also. Planning Director Brett Waggoner said the only thing being changed was adding the definition and verbiage for political signs and the size restraints were for political signs. The second change Ms. Boskovich made was on page 5, section D.1 a, adding after the word pavement and appropriately secured to the ground.”

asked why State language on the signs was not being used. Angela Bello pointed out it said they needed to follow State law as well.

Commissioner Cox

said she had an issue with this only applying to political signs considering the majority of it looked like it was being done for safety purposes. She felt it should apply to all signs and said if it was amended to apply to all signs she would support it. If it only applied to political signs she would not.

Commissioner Koenig

explained the whole sign ordinance was being rewritten and those would be taken into account. This was being done because theoretically most of the political signs right now were illegal.

opened and closed the public hearing. Ronni Boskovich advised the title and summary needed to be changed by striking Planning District” so it read simply “Nye County.” Immediately after that “adding a section” needed to be stricken and “creating an exception” needed to be added. The last change was on page 2, subsection 1 .A. 1, after the word pavement “and appropriately secured to the ground” needed to be added.

stated he would not vote on this item per his attorney’s advice.

said he would vote on this issue. He took an oath to do this job which required voting. This was just land use, he had voted for people he liked and did not like, and he saw no conflict on this item.

made a motion to grant the application to vacate and abandon the right-of-way and convert this to one parcel contingent upon following Title 9, Section 20.130.C., which outlined what signs could be put on the place, and all other signs had to be approved by this Board, meaning all of the signs in the right-of-way currently needed to be removed and any other signs on the property besides what was set out in the Code needed to be approved by the Board of County Commissioners, and that this was completed and done by the 2l as required in a previous meeting; seconded by

Commissioner Cox

questioned the concern about signs on private property in the strip they were abandoning. This was only the abandonment of the right-of-way that was dividing the two parcels, not Appaloosa Street.

Commissioner Wichman

restated her motion to approve the request of the abandonment conditioned upon it being done by the 2Vt like it was originally supposed to be done and also following Code 9.20.130 which spelled out exactly what signs could be there and all other signs must be approved by the Board of County Commissioners, so they needed to either be removed from the right-of-ways and brought back to the Board of County Commissioners for approval or simply removed and left down.

was still confused about the need for this on private property.

Commissioner Wichman

explained the part that was being abandoned had no signs on it. The problem she had was there were signs in the County right-of-way associated with this business that had not been removed and needed to be. Her motion was to approve this with that condition of approval.

Commissioner Koenig

added the signs were a separate issue that he brought up when he allowed them to reopen and they still had a few days to satisfy that condition. Additionally, the road abandonment did not make it one parcel. The merger re-sub would and he asked if that had been done. Planning Director Brett Waggoner said the merger re-sub would follow once this was approved and that right-of-way was abandoned.

Commissioner Cox

asked if this meant they could never have a sign advertising the brothel.

Commissioner Koenig

said no. It meant any future signs had to be approved by the Board.
