said the Christmas party had an excellent turnout and he thanked the public for coming. He then asked for a moment of silence for David Blee, who was a member of the Nuclear Infrastructure Council and very supportive of Yucca Mountain and Nye County.

said he had a change on page 1. Toward the bottom where it said "commonwealth" he would like to change it to "State."

made a motion to amend and adopt Resolution No. 2019-39, a resolution declaring Nye County a Second Amendment Sanctuary; seconded by

had a request from Frank Maurizio, who wanted to know if the Board could add "militia" to the name of it so it read Second Amendment Sanctuary Militia.

Commissioner Koenig

pointed out that it did not say militia anywhere.

Commissioner Cox

suggested stating Nye County was a Second Amendment Sanctuary County, and anywhere it said "could" she wanted it to be "shall."

amended his motion to change it to Second Amendment Sanctuary County ; Commissioner Blundo amended his second .

said in line 7 where it said "could" she wanted to change it to "shall" to put some teeth into it.

said his problem with that was the legislation was not defined.

felt any legislation that passed shall have an impact on the County.

felt the wording was okay because it was unknown what impact if any the legislative changes would have.

wanted to change line 14, "Whereas the Nye County Board of County Commissioners wishes to express its deep commitment" to "Whereas the Nye County Board of County Commissioners does hereby express its deep commitment" because that was what the Board was doing.

said there were several areas where it stated "wishes" that needed to be changed to "does hereby."

wanted to change "to use all legal means at its disposal" to "will use all legal means at its disposal" in line 21. Bradley Richardson advised that change would not affect the intent of the resolution.

wanted to change "its intent to" to read "its opposition to any unconstitutional restrictions on its citizens' right to keep and bear arms" as she wanted them to know Nye was opposed. Tim Sutton suggested "The Board of County Commissioners hereby opposes unconstitutional restrictions."

Mr. Richardson

pointed out the paragraph that began on line 7 of page 2 concluded with the County may take such legal means as may be expedient and line 7 was a further declaration of that. It intended to oppose, meaning it would take action, and the paragraph concluded with the affirmation that it would take action.

said to leave lines 7 through 9 alone.

asked if line 8 should read "unconstitutional restrictions on its citizens' right to keep and bear arms" or if "citizen" as written was correct. December 31,2019 4. made a motion to accept the Insys bankruptcy plan in the bankruptcy case and release of non-culpable Insys employees; seconded by

. Bradley Richardson explained Insys was a small retailer and while the significance of their bankruptcy was very small to the County, the precedence had been set that cities and counties would get a significant amount of future proceeds that may come into Insys and the same formula and approach would be used in other bankruptcies.
