said he had difficulty connecting to the system with the number on the agenda.

Commissioner Blundo

mentioned HB5717, the Gun Violence Prevention and Community Safety Act of 2020, and felt work was being done to infringe on Second Amendment rights. He would like staff to draft a letter stating the County's resolve and stand on Second Amendment issues. He then read a statement into the record to the DAV, VFW, American Legion and all veterans and current service men and women regarding what happened at the February 10, 2020, meeting of the Pahrump Valley Republican Women. Toward the end of the meeting he spoke about how the First Choice Pregnancy Center needed to expand but also needed to afford it. He compared his efforts to secure a town building for them for $1.00 per year just as the DAV was able to lease a building from the town for $1.00 a year. He explained that First Choice Pregnancy Center served a particular part of the community, just like the DAV. He felt First Choice Pregnancy Center was just as important an organization as the DAV and the VFW and he wanted to be able to offer the same type of lease the DAV had.

asked if the bladers were working outside of Pahrump or if they were all asked to stay at home.

said the bladers were home for a couple of weeks, but everyone was back working as of last Monday following state and local guidelines to prevent exposure to each other.

said since the rain Unicorn had gotten really bad. She also received a complaint from a gentleman about a 20-foot long patch on Hacienda and she asked

if he knew about that.

Mr. Dahl

explained there was a fissure there that allowed the surface water to get in and he was going through the motions of getting a couple of quotes before hiring a contractor to fix it.

Commissioner Cox

said that was not the same one. The one she talked about was a short way down on Hacienda.

Mr. Dahl

said he would drive by the area.

Commissioner Cox

said she received a complaint about the intersection of Mesquite and Highway 160. She knew that was a State highway, but a stop sign with lights on it was only put on one side of Mesquite. There was a request to do the same on the other side, but she did not know if they planned on doing that.

Mr. Dahl

explained those lights were the County's. The County voluntarily put them up because for years it tried to get the State to do it. He agreed Mesquite was a good candidate for another on the westbound side so he would do that.

Commissioner Koenig

said Bell Vista had potholes allover it again.

Commissioner Cox

asked if there was a reason why the corner of Mount Charleston and Dandelion could not be filled with gravel. April 14, 2020 6. said it was impossible for him to keep that cleaned out and that was why it opened up. He was going to put some reflectors there until he could get an estimate to put in a guardrail.

said he received a letter from the Nye County Republican Central Committee (NCRCC). They appreciated Commissioner Cox's ambition for them to operate the festival, however, they did not have any interest in doing that at this time.

pointed out FY21 was in two months.

Commissioner Strickland

made a motion to not put out an RFP for the upcoming fiscal year; seconded by Commissioner Cox. Joe Burdzinski stated he had conversations with Commissioners Cox, Strickland and Blundo that the NCRCC was changing its course to focus on Republicans. They were not interested in doing the fall festival now or in the future.

made a motion to adopt; seconded by Commissioner Blundo. Savannah Rucker explained this was a request to augment the capital projects fund as a result of capital projects that were budgeted to complete in FY19 but ended up rolling over. This was not found money.

Mrs. Rucker

then advised that Applied Analysis did an analysis of the Nevada economy by sector, which was more favorable and gave her confidence that budgeting conservatively and cutting where possible would put the County in a good spot fiscally. The analysis identified that the Nevada economy should have a full comeback in almost all sectors by May, 2021.

Commissioner Strickland

asked when the last payments for CTAX were made .

Mrs. Rucker

said CTAX was about two months behind, which created a challenge to project out revenues to be received in June and July. Her goal moving forward was to have a report tracking that.
