Commissioner Koenig

questioned the substantial increase in premiums for 2019 and 2020, which was why this discussion was occurring today.

Mr. Kalt

explained in 2005 the premium was $738,000.00 and in 201 9 the rate was nearly the same. The upcoming renewal at $879,000.00 was a 119% increase in 16 years. Clearly the POOL in seven of those years had cost reductions which the members benefited from. He noted there were things beyond the P00 L’s control, the County’s control, and the other members’ control, like the property market values, which was the primary driver associated with the premiums along with claims.

Mr. Rossi

added there were substantial increases among the double digits in the private sector when it came to property and general liability was climbing as well.

Mr. Kalt

felt the premium chart showed the program had provided rate stability for an organization with moderate increase. He then discussed claims smoothing factors, which included a five-year rolling average, capping year over year adjustments, and capping large losses.

Commissioner Strickland

asked if the other members in the POOL were seeing increases as high as the County’s, to which Mr. Kalt responded yes.

Commissioner Blundo

asked about figures with the $10,000.00 deductible.

Mr. Kalt

said in the proposal for 2020 it was $1 083,082.50.

Commissioner Wichman

asked why the $50,000.00 option was not on the agenda and if it was still available. Mr. Kalt

advised that information was provided and there was discussion about it not being on the agenda. The total cost was $879,527.45 for the $50,000.00 maintenance deductible. Lorina Dellinger explained the offer from POOL was received too late to change the agenda. If the Commissioners would like to entertain that deductible she would ask that this item be placed on the June 30, 2020, agenda.

Commissioner Blundo

commented he would have liked to have seen more aggressive rates and coverages.

Commissioner Koenig

said POOL was great because the cost was spread over a bunch of people, but one of the problems with the POOL was when one member had a large problem all members had to pay. He pointed out every other member in the POOL was paying a 10% increase while the County was paying a 20% increase and the claims did not support that.

Commissioner Wichman

pointed out the County had added personnel, especially in the Sheriff’s Office, which was a big reason for the jump as well as increased property values. Although it appeared the County’s premium increased twice as much as the other members, Commissioner Wichman said it actually meant the County was flourishing in ways maybe other counties were not.

Commissioner Blundo

asked if the County would get any COVID-related premium give backs.

Mr. Kalt

advised the executive committee had not taken an action. Staff was evaluating and looking at all program costs. He then continued his review by providing an overview of the County’s claims and claims reporting as well as the 15-year history of claims. He discussed POOL/PACT’s risk management services as well as the various training programs and services they offered.

Commissioner Cox

said she requested at the last meeting to look into self-funding, meaning she wanted staff to look into it. Now the original question of $10,000.00 or $25,000.00 was being discussed with no one speaking about the self-funding.

Commissioner Cox

wanted staff to look into how it was handled in Clark County. She also said she had talked to Savannah Rucker about a program through Travelers with a much lower deductible and she had not heard anything about that either. explained those issues had not been discussed because they were not part of the agenda. That discussion could be held under Commissioners’/Managers comments, which was why he put that last.

Commissioner Wichman

asked to have the package for the $50,000.00 deductible at the June 30, 2020, meeting while figuring out if the County could become self-insured.

made a motion to continue this item until June 30, 2020; seconded by Commissioner Blundo. Mike Rebaleati, Chief Operations Officer for POOL/PACT, said he had heard the same concerns from other members. He said they would be here on June 30, 2020, but he also offered to come quarterly or monthly just to update the Board on a regular basis.

opened the public hearing. Hubert Carl Newberry, the owner of the property, said this item was a complaint of a motor home with people living in it with no sanitation facilities. He advised they used the facilities inside the barn. Mr. Newberry felt without a court order they would not move. His property sat on the Warrior mining lode and he said he intended to stop the children access. The open iceboxes had been hauled off and the gate was put up, but it was left down most of the time because when they tore trailers down they salvaged the parts and had a hard time getting the frames out. Mr. Newberry said he did not have a problem with the County putting up a gate and putting the cost on his tax bill if they could find someone to drill rock as he had not been able to. He then asked for help from the Commissioners to get the people off of his property. Mr. Newberry mentioned the fuel tanks that were on the property and asked what the County wanted to do about them as he could not find any information on them.

told Mr. Newberry he was before the Board last August because of the original nuisance complaint. At the time she made a motion to not find the property in a nuisance status if he would do some things for her put up the gates and remove doors from refrigerators or anything else that could trap a child and Mr. Newberry indicated he would do that. Commissioner Wichman advised she went by the property this morning and saw a refrigerator sitting there with the door on it and no padlock. The gates were not there and Mr. Newberry having trouble finding someone who could drill a gatepost baffled her a little bit since there was a fence post right there. She said her concern and the concern of the Board was the health, welfare and safety of the public. It was an attractive place for children and individuals living with no septic system was a health and safety issue.

made a motion to adopt Resolution No. 2020-19 finding the existence of nuisance conditions on the property; seconded by Commissioner Strickland.

advised Mr. Newberry he had a brief period of time to resolve the issues and he could call Brett Waggoner for assistance as well as the town. If the County had to go in and resolve the problems it would most definitely show upon his tax bills, but the District Attorney would get involved first. Maria ZIotek suggested amending and adopting the resolution after setting forth what the nuisance conditions were so it matched.

directed staff investigate the County self-funding its insurance and look at how other self-insured counties were doing it.

directed staff to place an agenda item on the June 30, 2020, meeting so it could be discussed further.

said she would like to see the option for a $50,000.00 deductible on that same meeting.

Commissioner Blundo

mentioned the passing of former Clark County Republican Chairman Dwight Mazzone and read a statement written by David Tillem about Mr. Mazzone.

Commissioner Strickland

advised that tonight at 6:30 p.m. at the Ruud Center the Pah rump Parks and Recreation Advisory Committee would draw for concessions for the park. She then asked staff if there was anything yet regarding the CARES $8.4 million to make people aware of this evening. Savannah Rucker said it was still early regarding that. She had a meeting scheduled for Monday with the County Manager, the Assistant County Manager and the Grants Administrator to tidy up the plan and prepare something to present to the Board.

Commissioner Koenig

announced the County had received a $500,000.00 grant for the well and septic on the fairgrounds. Regarding the master plan update, Brett Waggoner said through the Public Information Officer and OpenGov there was a completely fillable on-line survey. The deadline for submittal had been extended to July 31, 2020. __day June 24, 2020
