made a motion to appoint Debra Strickland as the Chair of the Commission; seconded by Commissioner Cox. Diane Southworth thought Commissioner Strickland would make a great Chairman as she was very thorough and researched quite well. Mark Kampf did not believe Commissioner Strickland was the right person for the job and he supported Commissioner Blundo. Mr. Kampf did not think Commissioner Strickland would take on the County administration that prevented getting things done in the community and Commissioner Blundo would be able to with the support of

Commissioner Carbone

as Vice-Chair. Robert Thomas stated his support for Commissioner Blundo as Chairman as he was extremely organized and put a lot of effort into each matter. Commissioner Blundo also had a plan to quickly handle the calendar in a way that would not aggravate the audience as Mr. Thomas had seen previously.

Commissioner Jabbour

said he had made it known that there was no disrespect to any of the sitting Commissioners, however, with the process in the corporate world that he came from unless there were extenuating circumstances the vice-chair should be elevated and the Commissioners should vote on confirming her as the Chair the County Commission.

thanked the public for their support. He pointed out

passed on the opportunity to be Chair last year. He thought every Commissioner should have the opportunity to be Chair and it was selfish last year to hold it for another year.

said if Commissioner Strickland could not do the job the Commissioners would all know that.

thought Commissioner Strickland had done a good job this year showing she could handle the meetings and believed she would be open to ideas from the other Commissioners. Her second stood. disclosed she was a contractor and a realtor brokering in water rights. She did not see any specific conflict of interest items.

said the groundbreaking for the animal shelter was held. It was well organized and she was happy about seeing it move forward.

said he would like to look at getting little things for Commission voting because he did not like how the voting was being done. It should just be a vote, not polling and watching. January 4, 2021 8. advised the Legacy Racing Association would race the 250 Pahrump Valley Gold Rush on January 8-10, 2021. Tim Sutton read a statement regarding denigrating staff during Commission meetings. He hoped 2021 would be a more productive dialogue between Commissioners, staff and the public. He asked that his statement be included in minutes [see Attachment 1]. Sam Merlino reminded everyone to turn in their financial disclosures.

said she had reviewed the Board’s Rules of Procedure revised on February 19, 2020, which changed the name from Chairman and Vice-Chairman to Chair and Vice-Chair. She saw no reason for the madam, mister or any of that and asked that just Chair and Vice-Chair be used moving forward.

asked Mrs. Kramer to see if this grant fund could be used for no touch key locks throughout the County. 7. Presentation by the Director of Emergency Management regarding the status of the COVID-19 outbreak-Reopened. Department of Emergency Management Director Scott Lewis said they were going to re-start extensive testing today. Cases and death counts have continued to rise and he was getting many inquiries about the vaccination process. He explained the County was under tier one of the vaccination process, which was all healthcare workers, January 4, 2021 7. Presentation by the Director of Emergency Management regarding the status of the COVID-1 9 outbreak-Reopened-Cont’d. emergency responders, the hospital, skilled and assisted living facilities, doctors’ offices, clinics, etc. Pods had been commenced in Pahrump, Amargosa and Beatty, and pods would be in Tonopah today. After the tier one was completed a meeting would be held with the State to move onto tier two, which would include the courts, the school district, childcare, colleges, public transportation, significant and imperative retail establishments, fuel, utilities, communications, community support, etc. The 65+ population would also be considered. Chief Lewis emphasized the tiers were determined by the State. He said there had been no significant adverse impacts from the vaccine to date.

Commissioner Carbone

referred to the public comment made about hospitals not being as full as was being stated. He would like a better understanding of that if true. Chief Lewis explained the majority of cases in the last several days had been from the hospital and the hospital itself was still experiencing high caseloads, but the majority were being released to self-quarantine at their residences. Chief Lewis thought that may be what was referenced or the fact that someone could not go to the hospital and receive a COVID test.

Commissioner Cox

asked if workers would be discriminated against or if it would affect their jobs if they did not want to take the vaccine. Chief Lewis did not believe there was any information suggesting that whatsoever. Speaking for DEM and the fire department he said there was nothing like that.

Commissioner Cox

asked if there was a way to get something showing exactly how many people went through the hospital and were diagnosed with COVID. She also asked if they were testing everyone and how many people died from COVID and not something else.

Commissioner Strickland

asked Chief Lewis to get some statistics to Tim Sutton to provide to the Board.

asked what the timeline was for the general public to get the vaccine and who should be contacted to schedule the vaccination. Chief Lewis advised the State would dictate that once everyone had completed the tier one process. People should be sent to Emergency Management and they would be placed a list, but Chief Lewis said they did not want to be overwhelmed with individuals. They were trying to hit target areas and particular groups so it was more manageable and no one fell through the cracks. Someone working in a facility needed to go to the facility’s management team as that was who DEM was working with to get the entire facility vaccinated. said not lately, but there were occasions, especially in Beatty, that debris was dumped by a business which created a little more work for the contractor who took those bins to the landfill.

said she noticed last night in front of the park on Honeysuckle that 1 5 mph was painted on the road and asked if there was no place for a sign. She also asked if that could be put on the opposite side of the road facing people and be changed to 25 mph. She then advised Unicorn between Gamebird and Elderberry was starting to come apart.

asked for an update on the 1 5 mph versus 25 mph by Friday.

said he would have an update before the end of the day.

told Mr. DahI the light at the Manse turnoff from Highway 160 was malfunctioning.

suggested putting an ad in the paper reminding people that loads must be covered before they got upset over citations. He asked Mr. DahI if he had purchased the product he referred to at the last regular Commission meeting. January 4, 2021 19. said yes and had tried it out on the durapatcher. So far they had gone through half of the 250 gallons purchased and there were mixed opinions on the product. Some of the guys said it was working out similar to the previous oil and others said it would not compact in the bigger potholes so traffic could not drive on it right away. Mr. DahI thought a base of some sort may be needed and then durapatch a little thinner. He was on the fence if it was beneficial.

Commissioner Blundo

said he would like the parking spaces at the office restriped and made bigger to accommodate larger vehicles. He then talked about the flooding at Wagon and Calvada which was occurring again. He was concerned that it would happen at other corners there and asked to have that taken care of. As to the striping, Commissioner Strickland wondered if Commissioner Blundo would entertain having that looked at as there was a standard that needed to be followed and to make them bigger would eliminate parking spaces.

suggested having an agenda item. He also wanted a meeting with Clean-Up Pahrump to see if they could tackle the clean-up situation. Herman Lewis mentioned potholes on Vicki Ann between Kellogg and Gamebird as well as on Pahrump Valley Boulevard between Gamebird and Calvada. Ammie Nelson said the paint on the sign on Honeysuckle was the type of paint she had talked about previously as it could be seen on the road. Also, since Leslie and Barney had been fixed there was a pothole on the east side and another in the middle of the road which was getting bigger and bigger. She hoped someone would look at that.

disclosed he held a Nye County privilege liquor license and owned Carmelo’s Bistro. He had been in business in Pahrump and Nye County for a number of years. He did not believe participating would affect his judgment in voting on this so he would participate. Samantha Kramer said the Nye County COVID Relief Program was different than the Nye County CARES Policy. The remaining balance through the Nye County CARES Act Policy was $1,927,848.86, which would be used for the Nye County COVID Relief Program. Under the report of expenditures was a list and count of applications submitted and reasons for denial. The remaining pages were the CARES Act Policy which she would like to use as a reference for the Nye County COVID Relief Program. The programs that needed to be reviewed were the small business programs PPE — reimbursement, rental assistance, and working capital. Mrs. Kramer suggested utilizing the same requirements for each program for PPE reimbursement and rental assistance. January 4, 2021 38. For Possible Action Discussion and deliberation regarding the Nye County COVID Relief Program-Cont’d. For the working capital program, she suggested minimum requirements of obtaining 2019 and 2020 profit and loss statements, requiring the business to have an active State business license and Town of Pahrump business license if located in Pahrump, and the business must be located and operating in Nye County.

said he wanted this to be as simple as possible as he had several businesses contacting him with concerns about the information they had to provide.

Mrs. Kramer

said there were quite a few items she would like to discuss. Regarding the small business programs, she wanted to verify the Commissioners wanted to continue the PPE reimbursement program, the rental assistance and working capital programs. She asked if the employee count would change, if the applicants that had received funding in the past could re-apply, and what the thresholds would be if the working capital program was re-opened. If any of the requirements she listed previously for that program were too strict or if there were requirements the Commissioners would like in the policy she would like to hear those.

asked her if she wanted those answers today.

Mrs. Kramer

replied yes or the Commissioners could meet with her one on one before the next meeting. She then touched on continuing the public program of rent, mortgage, and utility assistance. She suggested using the same requirements, but she would like to separate out the direct utility assistance. During the December 15, 2020, meeting it was decided to include in the CARES Act Policy making payments directly to utility companies and she would like to make that its own program. Additionally, based on the Board’s recommendation they could determine what would be required for Finance to issue payments. She also thought it would be beneficial for non-profits to come to the Board if they had programs they could provide to the community due to COVID. Herman Lewis thought if this was handled in the way the CARES Act money was then the way the information was provided to the people needed to be re-evaluated.

disclosed he held a Nye County privilege liquor license and was the owner of Carmelo’s Bistro, which had been in operation for a number of years in Pahrump and Nye County. He applied for the Nye County CARES Program small business working capital, which was approved by both NACO and the Comptroller, but after signing the agreement it was never disbursed. He had also applied for the public housing side as he derived his income from his business and they were negatively January 4, 2021 39. Commissioner Blundo said that would not impact his decision making and he intended to participate on this item. Samantha Kramer said in the back-up was the GRE report of expenditures through December 31, 2020, showing a remaining balance of $1 ,927,848.86. Also included on the report was the list of denials. The remaining back-up was the Nye County CARES Act Policy which she had no changes to at this time.

asked for a copy of what the Governor sent to the counties regarding the CARES Act.

advised it was an addendum to the Nye County CARES Act Policy, but she would get that information to him.

reiterated how he wanted the program simple and wanted it to help as many people as it could.

asked if the denied applicants could be contacted to ask them to revise what they submitted or if they were just denied.

Mrs. Kramer

explained the majority of the applications that were denied were because they were incomplete. It was stated in the policy they had ten business days to provide the missing information from the time they were contacted and they were denied because they missed that deadline. Allowing them to re-apply would be at the Commissioners’ discretion.

felt letters needed to be sent to the business people.

felt the voter rolls could be used to get letters out to everyone. Herman Lewis supported the idea of a mass mailer to get the information out. Ammie Nelson felt the process needed to be sped up. Diane Southworth thought the utilities and mortgage payments should be paid directly to the utility company, the mortgage company, and the landlord, not directly to the person applying. She commented she would love to see Nye Communities Coalition involved as they had the ability to work all over the County and had a list of things in mind that could help a lot of people already. Health and Human Services Director Karyn Smith explained when they received incomplete applications they made extensive contact with the clients to tell them what else was needed in order to get the applications approved along with working with January 4, 2021 39. For Possible Action Presentation, discussion and possible amendment of the Nye County CARES Act Policy-Cont’d. landlords and utility companies. The biggest thing they were trying to verify was COVID loss, which could be done either through unemployment or through a statement from their employer that they were let go due to COVID. All clients were also told they could always resubmit their application if they were denied for any reason and if the money continued they would be contacted about that. Helene Williams suggested using the property tax roll to notify people.

said he had mentioned cutting taxes at the last meeting and would like to have a more in-depth discussion about that.

mentioned having an agenda item for voting buttons for the Board and he would also like to see a change in the back-up. Too often he saw generic staff recommendations and did not know who made those recommendations. He would like to see who was making those recommendations for follow-up if needed. He asked to see the budget item for the Commissioner budgets and said he would like Tim Sutton to write a letter to each County Commission to start getting rural support for the County’s BDR. He also wanted to discuss the travel policy with Mr. Sutton by Friday.

Commissioner Cox

asked about the new sign for the Ruud Center. Tim Sutton said the plan was to get it done by the end of the year, but that ran into a snag getting the engineering approved. It had gone through the permitting process and the sign company expected delivery of the materials at the end of the month with the installation happening shortly thereafter.

Commissioner Cox

referred to the changes she had asked for on the agenda regarding public comment and including the NRS. She hoped that was moving forward. Michelle Nelson said she would follow up with Commissioner Cox, but the language currently on the agenda complied with the Open Meeting Law and was pretty much verbatim. If there was anything in addition Commissioner Cox wanted to see Ms. Nelson would be happy to meet with her.

said she wanted the NRS added verbatim. As to Ms. Tackett’s comments, Commissioner Cox said she did not have any problem with lag time between herself and the Board in Pahrump and maybe she was having a problem today because it was in Tonopah. She recommended looking into that. She also did not want staff recommendations on the agenda items as the Board was supposed to make the decisions. congratulated Efona Goldner on her promotion and expressed appreciation for her coming up from Pahrump. He commented on the mural at the Ruud Center and said it really complimented its surroundings. As far as staff recommendations, Commissioner Jabbour liked what Commissioner Blundo mentioned as to having a name connected to those and felt the Commissioners were probably asked to look at what staff recommended because they had done the research.

Chai NCouty Clerk/Deputy On Behalf of Staff Over the past several years I’ve noticed a concerning trend that I wanted to address and I hope these comments will be taken in the spirit in which they’re intended. I don’t know exactly when it became popular to denigrate staff during these meetings but I hope that 2021 will bring an end to it. Over the past few years, I’ve heard members of the public and unfortunately even a few commissioners refer to county staff as government functionaries, unelected bureaucrats, big government, deep state, or “the swamp”. The problem with negative terms like this is that they are inaccurate and also have a crushing effect on the morale of hundreds of dedicated individuals who wake up every day and work hard to serve this great county. Generally, those who use these terms can’t identify any specific problem or deficit within county government but are simply seeking the cheap applause that these comments tend to elicit. Hurling pejoratives at county staff without highlighting a particular problem or offering any proposed solutions is intellectually lazy and accomplishes nothing. This doesn’t mean that we don’t have room for improvement or even constructive criticism here in Nye County. Every county employee is paid by tax dollars and is therefore accountable to every taxpaying resident of this county. We owe it to the taxpayers of this to provide a proper accounting of and a responsible stewardship over the hard-earned dollars we’ve been entrusted with. To be sure, we have some things to work on. Communication between staff and the public can always be improved. The lack of a comprehensive strategic plan has caused too many of our initiatives to be knee-jerk and reactionary. We have a lot of good resources and programs available to the public but information regarding them is sometimes difficult to locate. Many departments don’t have reliable means of measuring performance or accountability. We can and need to do better in these and other areas. 2020 was a pretty miserable year for most of us but I hope 2021 can at least be the beginning of a new, more positive and productive dialogue between commissioners, staff, and the public. My hope in saying all of this is that we will all work together to improve this great county we all call home.
