said the Republican Party was having a precinct day in Beatty from 8:00 a.m. to 4:00 p.m.

Commissioner Cox

advised funeral services for Andy Alberti would be on Saturday at 11:00 a.m. at the museum.

Commissioner Carbone

said the Veterans Extravaganza would be on March 4, 2022. February 22, 2022

Commissioner Jabbour

referred to the last two lines on page 2 which stated reconciling items to clear on the February statement with two significantly clumped numbers. In doing the math there was a difference of almost $79,000.00 and Commissioner Jabbour asked Mr. Prudhont to explain that.

Mr. Prudhont

said he would need to look into that and get back to Commissioner Jabbour.

Commissioner Jabbour

referred to the miscellaneous category and said on the last report he had voiced his opinion regarding that. It appeared that the same number was on the report again. He knew Mr. Prudhont provided an explanation, but nothing had changed.

Mr. Prudhont

explained a change would not be seen in the trial balances for FY21 pending roll-in into FY22 until that roll actually happened. It would also be a trailing entry. It rolled in March so that would not roll off of there until the March statement was done because it did not happen until March. He said that was the point of having reconciling items.

Commissioner Jabbour

asked Mr. Prudhont when he responded to his first question to forward the information to all of the Commissioners.

Commissioner Carbone

Mr. Prudhont

said because they had been doing cross training on the statements with employees and had a turnover in the department. This was assigned to an employee who was unable to accomplish it in 30 days so it was set back 30 days. The statements would be up to date on the March 15, 2022, meeting. disclosed she worked for GDS Enterprises dba Factory Home Center as a contractor, but she had no pecuniary interest in this item and found she could participate.

Commissioner Jabbour

disclosed he had a professional working relationship with GDS Enterprises as they had done work for him in Esmeralda County, but he also had no pecuniary interest in this item and would participate.

Commissioner Blundo

made a motion to award Bid No. 2021-03 to GDS Enterprises, Inc. dba Factory Home Center in the amount of $298,328.22, approve the contract with the bidder, and fund it from 25401 Pahrump Capital Projects; seconded by Commissioner Strickland.

Commissioner Cox

asked if this went out to bid as she did not recall seeing it. Jimmy Martinez said it went out to bid for 21 days and this was the only bid received.

Commissioner Cox

did not think the County could be charged sales tax and there was sales tax in the bid for over $9,000.00. She asked if that would be removed.

Mr. Martinez

said that would be corrected. Purchasing and Contracts Manager Honey Strozzi added the sales tax would be removed before an invoice was processed and she would make sure of that.

Commissioner Carbone

asked for that to be added to the motion. February 22, 2022 7. For Possible Action Discussion and deliberation to: 1) Discuss the bid proposal received for Bid No. 2021-03 Pahrump Fire Station No. 4; 2) Award Bid No. 2021 -03 to GDS Enterprises, Inc., dba Factory Home Center in the amount of $298,328.22; 3) Approve, amend and approve or reject the contract with selected bidder; 4) Fund from 25401 Pahrump Capital Projects; or 5) Reject bid and provide direction to staff on how to proceed with the project-Cont’d.

Commissioner Blundo

amended his motion to award Bid No. 2021-03 to GDS Enterprises, Inc. dba Factory Home Center in the amount of $298,328.22, approve the contract with the bidder, fund it from 25401 Pahrump Capital Projects, and remove the sales tax of $9,338.22; Commissioner Strickland amended her second; 5 yeas. Commissioner Cox

said she did not believe the County should be blackmailed into having to accept the grants. She thought what they were asking the County to do was violate human rights.

Commissioner Cox

made a motion to deny the use of the grant based on the fact they were trying to make the County violate people’s human rights by saying they had to participate in the mask law and basically holding the County hostage in order to receive the grant.

Commissioner Carbone

wondered if it would be better to let it die. Maria Zlotek said that was correct as Robert’s Rules of Order frowned on negative motions. Since this required a positive action motion the Board could make no motion.

Commissioner Cox

withdrew her motion.

Commissioner Blundo

said in all honesty everyone had seen the political science, the changing of the winds, and how quickly the mask mandates were dropped in the State, which he thought would be seen at the federal level. He did not think the grants would be jeopardized.

Commissioner Carbone

said he wanted to be able to go above the people at the Commission level because he had a strong feeling that based on what was happening in the country some of the grants may change. The language may not change, but documentation may be coming that said it did not need to be complied with. Assistant Public Works Director Thomas Boiling stated if the County did not implement a policy that matched the CDC there was nothing else to be done. They were not asking for the County to say everyone had to wear masks at the airport.

Commissioner Blundo

pointed out the County policy was to follow the CDC guidelines. ______________day _____________________________ February 22, 2022 14. For Possible Action Discussion and deliberation to amend Nye County’s Face Mask policy adopted by the Board on June 15, 2021, to meet the requirements of the Federal Aviation Administration (FAA) and allow Nye County to continue to qualify for Airport Improvement Grants. This amendment only applies to the Beatty, Gabbs, and Tonopah airports-Cont’d.

Mr. Boiling

said as long as the County policy said it matched what the CDC said there was no reason to deny or not push these grants through.

Commissioner Cox

said the CDC policy changed every day. The County instituted its policy at its airport and she did not believe grants should be accepted based on the fact that it said anyone entering the airports shall wear a mask, which went against everything the Commissioners had been supporting. The item died for lack of a motion.

Commissioner Carbone
