thanked everyone who stepped up this election cycle and put their name on the ballot.

Commissioner Carbone

echoed the comments made and congratulated the people who won their seat. Mark Kampf said the process the Commissioners requested to implement a paper ballot process was successfully done by the County Clerk’s Office. He thanked all of his employees and the poll workers who were involved in that.

Commissioner Blundo

asked what results the Board was voting for today. Mark Kampf said the results represented the information on the total number of registered voters in the County as of the date of the election, including people who registered at the polls. The Board was also certifying the votes cast through the system and entered through the tabulation process, and through those individuals who did vote on the ADA accessible machines. There were 20,890 votes cast out of 33,796 registered voters. The back-up represented the votes cast and counted. Mr. Kampf confirmed for Commissioner Blundo that all votes were counted and that the hand count process followed all the laws of the State of Nevada.

asked what would happen to the ballots received from this date forward.

Mr. Kampf

said they would not be counted. November 11, 2022, at 5:00 p.m. was the last day a ballot could be received from the post office that did not have a clear or properly identified postmark as of 5:00 p.m. on Election Day. As of November 12, 2022, at 5:00 p.m., any ballots received by the post office by that time could be counted. Anything after then was a ballot that was not counted.

Commissioner Blundo

asked if everyone had equal access if they had a disability or any kind of physical impairment to vote on the paper ballot or the Dominion voting machine, to which Mr. Kampf responded yes.

Commissioner Blundo

asked if Mr. Kampf believed he would have been able to complete the hand count process had it not been for the Secretary of State changing the rules as well as the ACLU lawsuits.

Mr. Kampf

made a motion to approve and canvass the returns of the general election held on November 8, 2022; seconded by Commissioner Carbone.

Commissioner Jabbour

asked Mr. Kampf to talk about the over versus the under votes.

Mr. Kampf

explained those were only appropriate when analyzing an individual race. An over vote occurred when a voter selected more than one candidate for an election and did not correct that in the manner established by the Secretary of State. The only method for correcting an over vote was to draw a line through the name of the candidate that was not to be selected. People used various ways to make that correction that were not in accordance with the guidelines. Under votes were when no one was selected in a particular race.

Commissioner Strickland

was present via telephone. She said Nye County should be proud of the people who stepped up, the volunteers who made it happen, and most of all the staff who directly answered to the Clerk.

Commissioner Carbone

hoped more people in the country looked at what Nye County did with paper ballots. Tim Bohannon commended all of the counters and the Clerk’s Office for the hard work. He suggested sending an acknowledgement to the voter when their mail-in ballot was received.
