Public Works Director Tom Boiling provided an update on the activities of the crews and the projects in the County.

noted two or three dozen potholes were being filled in an area and they ended up bumpy. She asked him to use a roller in those areas or something else to flatten them out.

said McCulloch and Florence going up the hill in Tonopah needed to be addressed. Also, a quarter of the road was taken out on Huckleberry and Zephyr.

advised an NTP was given to the consultant to start processing the data. Misha Allen advised she was in talks with faculty about the flooding due to the major snow melt and offered to help with information sharing with that. said he wanted to revisit this off-line to see what this actually entailed and what could be done in Nye County.

Sheriff McGill

said in the future that was something that could be presented and could work, but more than likely it would be cost prohibitive as the County would have to provide a facility, hire a medical examiner, and pay salaries and wages for staff. This was one of those things that at this point in time the County had to deal with because any unattended death in the County had to have some consideration from a medical examiner. They oftentimes could communicate by phone with them as to what the investigation on scene related to and what the cause of death could be, but anything that was remotely suspicious or questionable had to have an autopsy done by a medical examiner. explained this item was asking for a proclamation throughout the Nevada cities declaring a statewide Youth Law Awareness Day to help all Nevada communities empower their youth by helping them make informed and ideally lawful decisions as they returned to something resembling normalcy. Samantha Tackett advised the wrong proclamation was in the back-up. It was supposed to be a Town of Pah rump proclamation. She recommended moving it to a future agenda since the presenter was also not present.

Commissioner Strickland

explained she brought this item forward because there was an advisory board for the management of wildlife. The Board was struggling with how to manage the burros and horses and she hoped that group could bring forth some ideas. There had been some discussion about getting the fencing back up at Roadrunner, which BLM and NDOT had offered to help with as well as Public Works. Once that was up the animals needed to be moved to the other side with the most care possible. She felt something like a wildlife viewing area was needed and wondered if that advisory board could come up with something. Shawn Fairbarin said Nye County’s Wildlife Advisory Board went defunct around 2020. He wanted to get that re-established and have the Commission appoint new members if needed. He was the previous chairman of the Clark County Wildlife Advisory Board. Mr. Fairbarin said they were able to do a lot of good things for Clark County and he thought he could transfer a lot of that to Nye. Mitchell Stoker from Wildlife and Habitat Improvement of Nevada said Mr. Fairbarin had been an incremental part in helping their organization and wildlife. As a group they supported him. Chrissy Pope stated she was the chair for the Nye County Wildlife Advisory Board. They had monthly meetings and there was a full board appointed by the Commissioners. She said she would talk to the wildlife board members because wildlife and horses hated each other and there were a lot of problems with the wildlife side of it due to what the horses did to the springs and meadows as well running wildlife out of canyons. Mrs. Pope was not against a sanctuary for wild horses and burros, but the things that needed to be considered were the feed bill and salt blocks.

said she had no intention of doing anything like that. She hoped the advisory board would come up with a way to manage horses that did not April 4, 2023 17. She said she needed that advisory board to step it up.

Mrs. Pope

asked for back-up and materials to present to her advisory board. Priscilla Lane said it might sound like a good idea, but if they were fenced then a way to feed them and make sure they had medication and veterinarian assistance needed to be presented. She did not think it was a good idea to have BLM and the Forest Service involved. She wondered what type of sanctuary it would be as 50 acres per horse was needed. Ms. Lane thought the horses should be left alone. Annette Shaw said something needed to be done to protect the animals. If BLM was allowed to continue managing them until extinction there would not be any of them left. She felt misinformation was stated today due to not being aware and encouraged everyone interested in this to attend the meeting. Eddie Jim thought it might be a bad idea to go to the wildlife commission because they were basically puppets for BLM and BLM seemed to have the last say. Additionally, a lot of environmental laws had been changed from this administration to the last administration, which he saw as harmful to the wildlife. Tim Bohannon thought this was a great idea, but placement was very important. Tina Trenner stated horses needed to be managed in a humane and professional way. Honey Strozzi, secretary for the Advisory Board to Manage Wildlife, let the public know they were alive and well. They typically had meetings six months out of the year, which followed the Nevada Wildlife Commission agendas. Their next meeting would be the last week of April, 2023. Notices were posted on the Administration boards, at the courthouse in Pah rump, three places in Tonopah, and on the advisory board’s Web site. People could also contact her at honeystrozzi(qmail.com and she would add them to her distribution list.

Mr. Fairbarin

stated he had been on the Web site and the last agenda he saw was from 2020. He said he tried to reach out to Mrs. Pope a couple of times via e-mail and never received anything. He said he wanted to get the entire County working together on wildlife. Laura Larsen applauded Commissioner Strickland for trying to do this, but said the horses were around before the people were. April 4, 2023 17. For Possible Action Discussion and deliberation to place an agenda item on the Nye County Advisory Board to Manage Wildlife to recommend to the Nevada Board of Wildlife Commissioners the establishment of a sanctuary and wildlife viewing area in Nye County to provide for the humane placement and care of wild horses and burros-Cont’d. Helene Williams believed Commissioner Strickland’s idea was the right direction to go, but more education was also needed for the public, such as signs stating they could be fined if they fed the wild horses.

asked Mrs. Pope who made the appointments to this board and how many members there were.

said the Commissioners made the appointments and there were five members.

Commissioner Cox

said she had been on the Commission for 10 years and this advisory board did sound familiar so she did not think they were coming to the Board for appointments like they should be. She asked what the exact name of it was.

Mrs. Pope

said it was the Nye County Advisory Board to Manage Wildlife. She explained she submitted a budget ever year to the State department which then sent Nye County a check for funds that paid for her or any of the members to attend the monthly commission meetings. Mrs. Pope said she would be happy to make presentations to the Commission on any changes in wildlife she was informed of.

Commissioner Cox

did not recall hearing any reports from this Board and now she heard the advisory board had not done anything since 2020 so she was not sure if any of the other Commissioners knew what was going on either. She asked who was responsible for communicating directly with the County Manager or the Commission.

Mrs. Pope

stated she was the chair of the advisory board and would be happy to present information to the Commissioners so they were aware of what changes the State was making for wildlife. She could do it on a monthly basis or whatever the Commissioners wanted her to do.

Commissioner Cox

asked who was on the Board from the Pahrump area.

Mrs. Pope

explained there was an opening recently and no applications were received from Pahrump, just one from a huntsman in Tonopah who was appointed. All of the current members were from Tonopah.

asked if the advisory board received any feedback from the Pahrump area about its needs since this was based in Tonopah. April 4, 2023 17. said she got feedback from all areas of the County as well as other counti es as they worked together. She said she would be willing to bring Commissioner Strickland’s idea to the State Wildlife Commission, although they would probably give it to the Forest Service or BLM as the horses were their job since they were not considered wildlife.

did not think this advisory group fit the needs of the Pahrump area and would rather have a board established there. She thought Pahrump could do what

For Possible Action Discussion and deliberation to: 1) Discuss the bid proposal received for Bid No. 2023-01 Tonopah Janitorial Services; 2) Award bid 2023-01 Tonopah Janitorial Services to Your Mama Cleaning Services in the amount of $119,988.00; 3) Approve, amend and approve or reject the contract with selected bidder; 4) Fund to 10101 General and 10291 County Owned Buildings; or 5) Reject the bid and provide direction to staff on how to proceed with the proiect. Honey Strozzi said the solicitation was published in the paper as well as on the County Web site. She also reached out to individuals who she did not think were subscribed to the Web site for bid announcements. Some were interested, but a lot of people did not want to do the traveling, and there were not a lot of vendors in Tonopah willing to do the work. There was only one bid proposal received, and it was a $30,000.00 increase from last time due to the increase in commodities and services.

wondered how staff felt about the cleaning.

said with any vendor there would be complaints because each department was not quite sure what they should be doing. She had fielded some complaints, however, Your Mama Cleaning Services had been responsive and typically complaints were addressed the next day.

said whenever he had an issue or a concern it was addressed almost immediately. He was happy with the services provided.

For Possible Action Discussion, deliberation to adopt, amend and adopt or reject Nye County Resolution No. 2023-10: A Resolution Supporting Coyote Calling Contests Within Nye County-Reopened. Chrissy Pope, chair of the Nye County Advisory Board to Manage Wildlife, said she was a member since 2018 and chair since 2021. She talked about AB1 02, which would prohibit certain competitions in which certain animals were taken. Coyote derbies were no different than fishing derbies. One of the Tonopah residents put on an annual coyote derby to raise money for the Tonopah rodeo club. Mrs. Pope urged the Board to pass a resolution supporting coyote contests and opposing AB1O2. Maryan Hollis objected to any further discussion on this agenda item as she had about a minute and a half to read the 28 pages of additional back-up. She also felt it was not fair to the people at home who watched to not have it available to them. If there was no impact on coyotes as a whole Ms. Hollis wondered what the goal was. She stated this was not hunting but rather slaughter for fun.

Commissioner Jabbour

said he received five pages of back-up double-sided. Samantha Tackett said that was correct. The original agenda posting was the resolution plus letters of support and the last nine pages to the current back-up were the resolutions from other counties that had passed. It was distributed on-line so people on the phone could have access to it as well. Priscilla Lane thought this was uncalled for. She did not understand the logic of killing these animals who kept the ecosystem in check. She did not think it was a sport. It was inhumane. Mitchell Stoker stated coyote calling contests brought economic value to the areas they were held. The predation was happening because of the high snow level and they were tearing apart the mule deer and elk herds. He did not think people’s right to assemble should be impeded just because someone did not agree with what they were doing. Eddie Jim felt this was basically cruelty to animals. He was part of the Paiute Tribe and all animals were sacred to them. If people complained they should find another place to live as the coyotes were already here. He was against the resolution. Luke Garcia supported the resolution. Stephani Elliott, speaking as a resident, stated her opposition to this resolution due to concerns with the effect it would have on the desert’s ecosystem.

Commissioner Strickland

said she brought this item forward because of AB1O2, which would ban the calling contests in Nevada. There had been an outreach from hunters April 4, 2023 18. For Possible Action Discussion, deliberation to adopt, amend and adopt or reject Nye County Resolution No. 2023-1O-Cont’d. and trappers who were keeping the coyote population in check. In the back-up there were resolutions from other counties supporting Nye’s resolution. The reason for the request from the public petitioner for the resolution was if AB1 02 move forward the Governor would have the ability to veto that bill if it hit his desk. Commissioner Strickland asked for the Commissioners’ support on this.

Commissioner Boskovich

said he understood both sides of the issue and it was not easy for him.

Commissioner Cox

pointed out most hunters hunt for food to eat, but coyotes could not be eaten, and she felt the letters of support were biased because they were from hunters. Also, since they were already doing it and were not being stopped, she did not understand the need for a resolution. Commissioner Cox did not think there was a problem with the coyote population in Nye.

Commissioner Carbone

agreed with the philosophy of them being sacred to the Indians, but they were predators too and he saw them around his property all the time. He had also seen them in yards of people who had chickens and livestock.

Commissioner Jabbour

said he respected everyone’s opinion. He shared his experience with coyotes when he moved to Pahrump in 1994. He had livestock and was told at that time there was an NRS that allowed him to shoot and kill any dangerous animal within six feet of his livestock. He lost livestock to coyotes and did not have to lure them in. He did not think with this resolution there would be more or less people active with the coyote calling. Commissioner Jabbour said he found articles regarding coyotes attacking pets and children, so they did not just go after dogs and cats. He said they were not going to be wiped out, but they would be controlled if this passed, and they were definitely predators that were out to kill because they wanted to eat.

Tim Sutton said he was able to contact Ms. Black, who stated she was recovering from a medical procedure. He informed her the item would be moved to the April 18, 2023, agenda and she said she should be able to make that. He said there was nothing to approve. It was just a report on how she spent the funds.

thought the Board and the County residents needed to figure out some way to put some teeth into some of the funds being given to people. He asked staff to help him figure out how to make people abide by what they were supposed to do when they got funds that were supposed to be used to help people. Regarding signs about not feeding the horses, Commissioner Carbone said they were up, but he did not recall anything about penalties being listed on any of them If there was something out there he would like to know what it was, and if not maybe that needed to be done.

did not believe there were any monetary penalties put on the signs, but that could be done.

As to the signs for feeding animals, Commissioner Cox did not know where that came from, but she did not think there was anything in Titles 6 or 17 that wild animals could not be fed. The only time she had seen those signs was out in Red Rock about not feeding the burros, which had a $500.00 fine through the State.
