3. Commissioners’/Manager’s Comments (This item is limited to announcements,
Commissioner Jabbour
reminded everyone that sabotaging political signs was illegal. He then mentioned the fish fry starting tonight at the Catholic church. In response to a public comment, Commissioner Carbone stated the Commissioners did not have the ability to fire specific individuals.
Commissioner Boskovich
appreciated staff taking direction on item 3 and the way it was written because it was much better now and the Commissioners could address things.
Commissioner Strickland
added to Commissioner Carbone’s comment by stating there were a lot of different employees represented and protected by a union and Mr. Boruchowitz was one of them. She then advised that starting today from 10:00 a.m. to 1:00 p.m. the Pahrump Valley High School Rodeo would be at the arena. Treasurer Raelyn Powers said she had a few items she wanted to share with the Board. First, she felt it was noteworthy to mention that in November, 2023, her office brought back an old procedure of noticing property owners if their first and second installment of real property tax payments were not received and had great results from that as the revenue collected for that month increased by about $400,000.00. Second, the spring live auction for the Treasurer’s trust properties was scheduled for March 22, 2024. Ms. Powers said there would not be same day registration this year. The registration period would be March 13-21, 2024, with a $500.00 deposit required.

asked Ms. Brown if she had met with the Northern Nye County Hospital District and brought this survey to them.
Ms. Brown
said she worked for Dr. John Packham and Gerald Ackerman who she believed had met with the hospital district. She noted the survey addressed the hospital district.

asked what the survey would do to provide the needed services in Tonopah and the surrounding areas as well as if it would bring in money for facilities and doctors. February 16, 2024 - — Nevada, Reno, regarding a Health Assessment to be conducted in Tonopah and Northern Nye County Hospital District to gain a better understanding of community perceptions and community health care needs in the area. said this would provide the Commissioners the ability to set aside lands the County already owned that had not been of use in any way. She hoped the other Commissioners could support this. Eddie Jim said the Board needed to take into consideration how this would affect the public when people went off the trails.

asked if the properties would be removed from the tax rolls.

said yes, and part of that would address the water conservation issue in Basin 162. There were way too many parcels with way too little water. Also, the highest and best use was for the public to access the land, and there was very minimal public land around this.

asked the Pahrump Public Lands Advisory Committee to be aware of the public concern.

stated her support of the trail system and keeping those roads open. SITTING AS THE BOARD OF COUNTY COMMISSIONERS TIMED ITEMS 9. 10:00 a.m. Presentation by Scott Whittmore with Gridliance regarding Transmission Line Upgrades for DA-23-4: 230kV or 500kV 57.7 Mile Johnnie Corner to Beatty Transmission line upgrade project, including five new switchyards: Vista Switchyard Upgrade, Johnnie Corner Switchyard, Valley Switchyard, Lathrop Switchyard, and Gold Center Switchyard), a double optical ground wire, access roads, and other associated facilities, and DA-23-5: Pahrump to Innovation Transmission Line Upgrade Project consisting of the upgrade of approximately 34 miles of existing 230 kV transmission line, the upgrade or expansion of the Pahrump and Innovation substations, and associated facilities to be located in Nye County, Nevada. (10-minute time limit) Scott Whittemore gave a presentation on the two transmission line upgrade projects in the County noting Gridliance’s ongoing investments and infrastructure upgrades were critical to improving the resiliency and reliability of the national, regional, and local electric grids. He discussed the jobs that would be created as well as the tax impact to the County, and how Gridliance was working toward being a community partner. 10. 10:00 a.m. For Possible Action Public Hearing, on results of Public Works — — identification and determination of improved roads and streets maintained by Nye County as of December 31, 2023, to be in compliance with NRS 365.550(8) regarding Proceeds of Tax Levied pursuant to NRS 365.180. Public Works Director said this was an annual item he put forth where the County had to report to the State the number of maintained miles of roadway in Nye County.

Presentation by Courtney Kenney, Town of Pahrump Building and Grounds Facility Manager regarding the 2023 Fall Festival for 2023 profit and loss, and planning for the 2024 festival. (10-minute time limit) Courtney Kenney from Pahrump Buildings and Grounds reviewed the profit and loss summary in the back-up focusing on 2021 through 2023 and how the changes made in 2023 affected the profit and loss for that year. 12. For Possible Action — Discussion and deliberation to: I 2.a. Approve the purchase of a property needed for expansion of Kellogg Park, consisting of 4.39 acres located at 3781 E. Santovito St, Pahrump, NV Assessor’s Parcel Number 045-191 -11; 12.b. Propose compensation for the property to the property owner based on the appraisal; 12.c. Fund from 25401; and 12.d. Direct staff to prepare and record the documentation necessary to transfer the property. Jimmy Martinez from Pahrump Buildings and Grounds believed this was a great purchase for Kellogg Park as it would be expanded to 85 acres. The extra space could be used for overflow parking, future pickleball, future basketball, future volleyball, and maybe as a little party area with a bunch of gazebos. Carolene Logue stated her support of this item.

Commissioner Boskovich
assumed the Chair of the Board of County Commissioners. Tom BoIling said this was highly needed due to the number of miles of maintained roads that had to be taken care of every year as well as the deferred maintenance over the years due to the lack of funding and he hoped the voters voted it through. He would bring the one-quarter percent sales tax forward which had been discussed previously at the next meeting, but he wanted to amend this resolution to put this question on the primary ballot instead of the general so the voters were not confused by the two questions. Diane Southworth said people with gasoline engines were already paying this tax while the diesel drivers had not been so fair was fair. John Koenig said as a member of the RTC he was well aware of the problems with the roads. The only money the County received to use for roads was basically gas tax, not money from the general fund. He paid tax driving a car that used gasoline, and if he had a truck that used diesel he would pay a tax, but the State got that diesel tax. Mr. Koenig said 98% of the heaviest vehicles on the roads that did the most damage used diesel. He said it was only a nickel and the tax was the only way to get money to fix the roads. Erika Gerling wondered how this money would be allocated. Jane Good row said she was a big truck diesel driver. She stated it was time the diesel drivers stood up and paid their share. February 16, 2024 - — and adopt, or reject Nye County Resolution No. 2024-02: a Resolution approving the placement of a question on the November 5, 2024, ballot concerning asking voters whether to authorize the Board of County Commissioners to impose a $0.05 per gallon tax on diesel fuel effective January 1, 2025. Kelly Green said she was willing to pay any tax to get the roads fixed because she was tired of doing the slalom every time she went down Wilson or Basin or any of the other roads. Comm issioner Strickland was present. John Shewalter encouraged the Commissioners to approve this being placed on the ballot.
