echoed Sheree Stringer’s comments. He had a conversation with the Sheriff regarding loads going down many of the streets not being covered. A discussion needed to be had about what to do with that. He thought if a couple of people were hit really quick things might change.

Commissioner Strickland

advised the Pahrump Valley Rough Riders would be at the arena on Saturday and the fireworks display for Red Apple was also on Saturday. She said the intent was to start on the horse and burro fencing at the cattle guard starting on Thursday morning, but that was on hold because they were waiting for materials. Planning Director Brett Waggoner asked where people could sign up to volunteer.

Commissioner Strickland

said people could e-mail her for the volunteer form that needed to be completed. Tim Sutton said forms were also available at the Administration offices.

explained PILT was basically the federal government paying the County taxes on the land they were occupying.

explained the second part of the Recorders request for shelving would be heard when the capital projects were discussed at a later date.

(7-minute time limit) Assessor Sheree Stringer said she would like to remove one of the requests for a Personal Property Appraiser I and have the part-time account clerk changed to full-time instead. She was also asking for a part-time data collector again as she gave that up a couple of years ago so she could get appraisers, and a full-time account clerk for Tonopah. Chief Deputy Assessor Justin Zimmerman noted the cost of the three positions would be more than washed by the two employees who would retire this year. SHERIFF 11. presented his request for four additional positions for dispatch to increase the manpower and avoid overtime to cover a shift when an employee was out.

(7- minute time limit) Jennie Martin from Health and Human Services presented their request to reclass a part-time position to a full-time position in Tonopah. 18. For Possible Action — Discussion and deliberation to: 18.a. Adopt, amend and adopt, or reject Nye County Resolution 2024-15: A Resolution to Reestablish Land Sales Costs Special Revenue Fund 10204; and 18.b. Fund the initial budget in the amount of $72,500.00 for Fiscal Year 2025 from General Fund 10101. Helen Bae explained this was basically to collect and track administrative costs for the sale of surplus land to recoup some revenue. Lorina Dellinger said an item would be brought to the Board presenting the County- owned property that was no longer generating property tax revenue. Commissioner Strickland

did not think costly appraisals had to be done. Since the County had less than 100,000 people, she thought the Board should be able to make a determination whether a property should be sold based on a comparative market analysis that could be provided by any realtor. She said it was not good for the County to spend that kind of money and she would talk to Gregory Hafen about it. Brian Kunzi said the cost of the appraisals would be included in the purchase price of the property and recouped through the sale.

made a motion to adopt Resolution No. 2024-15, a resolution reestablishing the Land Sales Costs Special Revenue Fund 10204 and fund the initial budget in the amount of $72,500.00 for FY25 out of General Fund 10101; seconded by

Adopt, amend and adopt, or reject Nye County Resolution No. 2024-16: A Resolution Creating Extraordinary Maintenance Fund 10405; and 19.b. Fund the initial budget in the amount of $200,000 for Fiscal Year 2025 from Nye County Capital Projects Fund 10401. Helen Bae referred to earlier discussions about establishing a dedicated capital fund for infrastructure repair and renovations. The initial funding came from LATCF, but at some point that would run out and a set aside fund needed to be established to address the ever growing list of infrastructure costs and to keep buildings safe and operating. Mrs. Bae explained the initial $200,000.00 was for a facility conditions assessment, which would be the road map and the prioritization basis for the capital improvement planning. William Allen mentioned how long the capital projects list was. All of the equipment for Buildings and Grounds would fall into this fund and would take some strain off the general fund.

made a motion to adopt Nye County Resolution No. 2024-16 creating the Extraordinary Maintenance Fund 10405 and fund the initial budget in the amount of $200,000.00 for FY25 from Nye County Capital Projects Fund 10401; seconded by Commissioner Carbone. Tim Bohannon said there had to be reconciliation from a Finance standpoint as well as nrhk, Trciin, f2nrInnin+ tn mk i ir the rrni intinri ic rnmrIt I-l Icn wondered what extraordinary meant in this situation as it was not clear in the resolution. Maryan Hollis believed she had heard the auditor state that every two years there was a requirement for an inventory report on equipment and so this was a corrective action to the State. In her opinion, what needed to be repaired needed to be determined first and then the $200,000.00 could be used.

made a motion to add an additional full-time permanent position for the Nye County Finance Department titled Assistant Finance Director funding 86% from Nye County General Fund 10101 and 14% from the Town of Pahrump General Fund 25101 effective July 1, 2024, for FY25; seconded by Commissioner Jabbour; 5 yeas. 17. Helen Bae discussed cost-sharing between the County and the Town of Pahrump for Administration, IT, and Human Resources. Working with a live spreadsheet the Commissioners discussed the departmental requests heard today as well as the requests still to come. Since Mrs. Bae would present again at the May 21, 2024, meeting, Commissioner Strickland suggested all asks be included in the spreadsheet so the Commissioners could do their homework before that date. thanked everyone who worked on this. He reminded everyone an item for one department was removed and that may come back and impact what was worked on.

said he was pleased, but he was disappointed no candidates attended this meeting to learn about the budgeting process.

Commissioner Boskovich

agreed with Commissioner Carbone. He said when they spoke at the debate the information they shared was way off. He was happy with the results of the audit, thankful for the staff who put all of this together, and happy and grateful for reclassifications. April 30, 2024
