Sutton. He had said Mr. Sutton had voted affirmatively for a homeless transactional facility here. Mr. Lilly was in contact with Mr. Sutton, who explained he organized a group of stakeholders to come together because Nevada was a swing state and the government was going to be spreading federal funds around, but he did not vote. Mr. Lilly talked about grant money, which was not free money but rather taxpayer money. Karen Waldman said at the last meeting Sheriff McGill indicated that he was working on some additional ordinances about homeless people occupying the parks and perhaps public spaces in general. Although that was needed, Ms. Waldman said what was needed was a County ordinance governing homeless shelters and it was needed before one was brought here. She said there were plenty of people who would be happy to help the Commissioners. She had prepared a list of over 125 questions that needed to be asked and answered. She stated Kathie McKenna chose to cancel the public input meeting that was scheduled for yesterday, which shut down the ability of the public to hear and participate in an open discussion. The good news was that thousands of views of these questions meant the information was getting out to people in Pahrump much more than what would have even fit in the VEA conference center and overwhelmingly the comments were all against bringing the shelter here. She would send the list of questions to the Commissioners as well as to Steven Horsford's office.

said Ms. McKenna referred to the location she had picked for the shelter as the Charleston Park by the television station parcel, but privately it was called the Winery Road location because it was off of Winery Road just a short distance off of Highway 160. Of the total 240-acre BLM parcel available, Ms. Waldman said the parcel closest to utilities was a section that backed up to the neighborhood off of Winery Road, which happened be incoming Commissioner lan Bayne’s district. She believed he even lived in the neighborhood that would be vastly affected by this project. There was a park close to the location as well that she believed the homeless would walk to, which allowed them the opportunity to go past businesses and perhaps get alcohol. She mentioned the loitering, increase in crime, and the damage in the neighborhood it would cause. Ms. Waldman said there was no reason for the Commissioners to ignore the duty they had to create a comprehensive ordinance addressing homeless shelters. Tim Bohannon announced the Tonopah Muckers high school football team division 1A was in the state championship and would play on November 26, 2024, against Pahranagat Valley. John O’Brien said the right to vote was given to the people on February 3, 1870, and it became the 15" Amendment. In the last election the voters cast their preferences and their voices were heard. He was glad the ranked voting was voted down. He noted Michael Foley, who ran for justice of the peace, was chosen second and Mr. O’Brien hoped he was considered in the future. As far as the homeless shelter, Mr. O’Brien said the auditorium and VEA were filled to capacity with standing room only and again their voices were cast. He was very disappointed about how the meeting was conducted and how the people’s opinions were constantly ridiculed, which went against public policy. It was her position only, not the people's position, and Mr. O’Brien asked the Commissioners to keep that in mind if it came before them. November 21, 2024

advised the Veterans Memorial Advisory Committee would meet today at 4:00 p.m.

Commissioner Boskovich

referred to the ordinance Sheriff McGill commented on at the last meeting. He said it was an important and needed thing and he looked forward to working with him on it. Public Works Director Tom Bolling advised he and his team had been driving around the County looking at the airports with the FAA. There were a lot of discussions and he would bring forward a bunch of items for the Board to make decisions in the next few meetings.

Ms. Hollis

believed had been on the District Attorney’s desk for months for action. Tim Bohannon said there was a problem with the homelessness in Pahrump, but he did not want anyone to think for one minute that everyone shared the feelings being expressed here.
