they had a fire in Tonopah, and they lost an apartment complex, they lost 4 of those apartments and have four displaced families. The community stepped up and they’re still stepping up and doing fundraisers and providing temporary housing until they can get resituated. Very rarely do they get thanks or do they give thanks. They had the Chief and Director of Emergency Management, Scott Lewis was actually out of out of town at a seminar, but on the phone, on the radio, helping to coordinate, and to organize even though he was distant from the actual location there were there were actually 3 fire chiefs from three different areas that stepped up between Esmeralda county sheriffs and fire EMS first responders and also Nye County they all stepped up coming in from Round Mountain, Silver Peak, they mobilized Mineral County was dispatched and asked to come and help because the winds were the winds were fierce and it took quite a while and there were some meetings that Assistant County Manager had to cancel because they we’re of close to where that where that fire was so we needed to keep people out of danger. He wants to thank all of the first responders for coming together and saving lives. Unfortunately, we did lose a couple of animals and a couple of animals were fortunate enough to escape and run for their lives and hopefully they were returned back. Chief Lewis It was a collaborative effort it was a wind driven fire involving a quadplex heavy fire conditions on their arrival, frigid temperatures, a lot of obstacles to overcome but the mutual aid response that you mentioned was phenomenal. At the last meeting in January when they discussed the Highway 160 - - Homestead project he was quoted, and he heard that there were a few folks that were upset with the way he said something, and they took it to mean that he was being disrespectful. In the fact that they shouldn’t be asking for details or the intricacies of what they’re doing but that is not at all what he was saying. He was trying to explain that if they provide you, the people, with a clear picture of what they’re doing and how they’re doing it, then it’ll be easier for you and us and everything else. He just wanted to clarify that they’re speaking the same language on that, and he just wasn’t as clear as he could have been, he would do better on his end. Locally, since their first meeting in January they are on a path of saving a tremendous amount of money that they believe is some wasteful spending but doesn’t need to be. Whether you support them or don’t get ready because it’s time to save some money. As far as Miss Pittman’s comments we have a District Attorney who will be happy to answer any of your concerns about conflicts, we also have a Nevada Commission on Ethics you’re welcome to reach out to them. All 5 of us operate under a very, very, very strict set of rules with regard to disclosures and abstaining from things and things like that so please feel free to reach out to anybody if you have any of those concerns. Kristy Siegmund provided an update to the shelter, including the number of animals that have been taken in and adopted. Tails of Nye County closed at the end of last year and in the last four weeks we have sent 71 feral cats to Vegas to be spayed and neutered, what this means for Animal Services is that an animal control officer is driving into Vegas once a week with at least 20 to 30 cats to get them spayed and neutered so that we can then release them back into the community so she loses an animal control officer at least one day a week. They’re working with a local rescue here in town to come in and do baths and walks for our dogs they are absolutely loving it and the enrichment that it brings is fabulous and she is also working with some local Boy Scouts to come in and build an enrichment program so they’re putting together tools and toys and various things that will bring some joy because those kennels are boring. Scott Lewis Stated they had a fire in Gabbs that occurred last week they had a good mutual aid response. It was frustrating from the time frame to get those resources there, but what has come as a positive note is that we now have reinterest from citizens of Gabbs to step up and start protecting their community. So, they’ve been working with their community leaders and getting that accomplished and creating an operational plan which will include the training of their persons interested. The applications, the physicals, all those different things so that’s some good news I’m really glad that that even though he’s driven as a result of a bad incident there’s a positive aspect to it. They also responded Charleston View over the weekend for a working structure fire that was deemed arson so they’re working on that and we sent crews over to assist them and then we had a structure fire here in town that took out a couple of trailers at the rear of the property that was a code compliance case so they’re working on that and working closely with the Red Cross for all the February 19, 2025 3. stressed the need for volunteers in the communities. Stephani Elliott thanked the Commissioners for their community service not only helping parents but our entire community of Nye County. She stated for clarification on a question that had been brought up during public comment Pahrump Town Ordinance #27 was adopted by the then Pahrump Town Board back in April of 1988 so there’s only a handful of people in this audience even that may have remembered that later in June of 2018 prompt town ordinance 68 was adopted to actually separate funding specifically for the Pahrump Fairgrounds. Director Adams I want to provide some clarifications and additional information based on the 911 outage that they experienced on January 31st.They had previously met unsuccessfully with other telecom providers investigating alternative options and have had multiple working sessions more recently with the new statewide 911 coordinator working to improve regional and statewide 911 technology redundancy resiliency and reducing legacy rules limiting options on the on the telecom 911 systems in Nevada. This is a shared concern throughout the state, separate recent outages and fiber cuts on the lumen and other telecom providers site have taken out multiple counties 911 circuits. Our dispatch has contingency plans in place designed to help ensure that our operations continue even if our primary systems AT&T fail. A process is also being reviewed and evaluated by the 911 coordination team to determine what steps can be taken to mitigate risks. He received an e-mail from the state 911 coordinator that indicated based on this outage which is a string of outages affecting multiple other agencies as well as us and in the state of Nevada that she has contacted Public Utilities Commission and will be attending every two weeks the Public Utilities Commission meeting that also hosts AT&T, and hopefully through changes in in legislature more stringent oversight when they’re actually doing the install of new fiber new construction we can mitigate some of these issues.

She discussed the sponsorships, fees, and changes to the festival. For 2024 they did bring in more sponsorship money on the festival side and this was the first year that the rodeo also did rodeo sponsorships on their side. They also went back to the alcohol sponsorships with the bars. In the previous year they did a contract where they received a percentage from alcohol, and we noticed that that doesn’t really work. They raised the vendor fee and lowered the vendor fee for non-profits. They did their best to keep the cost down for the entertainment. Ticket sales were lower in 2023 because that is when they first implemented online sales.

I compare this to the fireworks, it is the same thing, they don’t make any money and actually lose a ton of money. But they do it for the people. The same if for the Fall Festival. It isn’t intended to make a lot of money. The only way to make it cheaper is to go to events. They could as a Town decide they want to take a loss and subsidize the rides and the food, but he isn’t sure they want to do that. He praised building and grounds for what they do for the event.

We do hear from the public in regard to the cost. The contract with the amusement carnival has expired and they will be putting out and seeking any qualified carnival company. They will address the lower ticket prices, no more split Saturdays and they have been contacted by companies wanting to negotiate. They hope to break even, and they are doing this for the community. Jimmy Martinez During the fall festival, they come up to them anytime and talk to us about what to change. They do get a lot of comments saying there’s too many of the same vendors but that’s the reason why we bring multiple in. Because if we only bring in one taco vendor there be a long line and their prices will be higher so we bring in multiple vendors with multiple foods the same so then they can make sure those prices go low. That’s why the prices for vendors is low, so when you come in their overheads there is not so much and they can keep their prices low so that our public can enjoy the food. Thery brought in a rodeo committee and will keep that in house, and the more they keep in house it will keep the cost as low as they can.

It doesn’t just start in September when the checks start coming in and if the checks start coming in then to be a vendor it’s too late there’s no space. He recognized the staff and stated they are there almost 24 hours a day for the week before and after cleaning up and during to ensure it is successful. Because of their dedication it has progressively got better. When they handed it over it wasn’t profitable, and they didn’t expect it to be. He has experienced renting a booth and obtaining liability insurance and everything was professional. Payroll should come into account because they work on it all year long. They can’t control the inflation, but can help by speaking with the vendors, but they have to be careful with the vendors because they may not want to return. He is impressed with their efforts. A commentor stated he’s not impressed with the local company. It’s not the company; it’s not their management, it’s their product. They have to think about the safety of the rides, the safety of the children and not just the cost and the liability insurance is astronomical. Everybody here has to pay for some type of insurance and that’s beyond our control and they have to negotiate.

What is a timeline, you would feel comfortable with being responsible for this event so you can build it onto the real thing that it can be?

The body of this it says tentative based rental assistance, emergency assistance for rent, motel, utilities, security deposit assistance for rent and utilities. So, if someone walks in your office and they apply to have assistance and this is where the money has come from and what you’re going to use it for.

For clarification, she has applied for this for the last six years, and it’s been approved. Usually, there were numbers provided of how many people she helped in the past six years. Does she have a guestimate. Director Smith stated on average we probably help upwards of 13 to 15 families a year.

Is there a cap per family, per person? Director Smith Yes, they follow the fair market assessment in order to determine the amount of rent. We can help, but also, we do have it written in our policies that when they apply and we give assistance from the time they apply right now we’re assisting up to 2500. It can change according to the grant, according to the year, and that is all for a two-year period. But from the point that we hit that, or we first apply they cannot apply for two more years. It’s not ongoing, it’s definitely one that we help a couple times up to a $2500. Once they hit that that is it until they’ve reached that two year mark from the time they first were approved.

What happens here historically, is a lot of these boards are springboards for political advantage, but I can’t make that assumption. I’m thinking about some kind of a rule that would apply to my vote and I will I would defer to any input from the DA or guidance from the DA. what I would like to do is anytime you have one of these positions, that if someone had a political background or is running for office, in the effort to preserve their rights and balance them against new faces and new ideas and not using the boards for improper purpose of campaigning or getting there name out, I’d just want to have a conversation with them. In the interest of fairness here, to the former commissioner because it isn’t fair to throw this out there right now, I will probably not vote on this because he did not give the former commissioner that opportunity. So, I don’t think it would be right for him to do that so I will not be voting in this first round.

I have known Frank for some time and has swapped commissioner positions a couple of times. The people seem to have a thought that RTC deals with transportation, but it doesn’t really; it deals mainly with roads. Mr. Blackstock has an extensive background in what the RTC did, and Frank has an extensive background in what they do on the RTC, but technically did not have what Mr. Blackstock does have. He personally believes the RTC needs that kind of knowledge to get the roads back in shape instead of following the direction it was going in right now.

There is no doubt that there is extensive experience and is very impressed with all of the resumes. We have as you know 18,000 plus square miles of Nye County, and we have February 19, 2025 13. For clarification this is an 8-year extension even if it says 9. We don’t hand count, we did for 2 elections, and it was proven Dominion works, it was under 1% and she has all the back up for that. If they do want to get rid of the tabulators to tabulate the hand count ballots, it still was over 4 hours to do election days for hand marked ballots. They are willing to negotiate the years if they want to drop to 2 years, I’m doesn’t know what the cost will be. The cost is going up, but she can’t guarantee what it will be if they go further.

Stay with Dominion, they are a trusted source, 100% available when needed. Honey Strozzi 8 years and % a million is a lot of money if the board would recommend 2 years, they can take it back to Dominion and also reach out to other companies that has been approved by the State to look for additional quotes. Helen Bae, Comptroller, stated there’s also a clause 10, fourth measure that if there is an event that to no blame to the government the customer or the provider if there’s a law or act that prohibits the use of the machines that to no fault of either party is the contract null and void. So, if there was an event where it is outlawed or there’s something from the state that says Dominion machines are no longer in use then this contract is not valid. Stephani Elliott, Contracts and Grants Manager, stated there are termination clauses in the original contract that aren’t included in the back-up. There were also non-appropriations of funds. Dominion has a proven track record with Nye County and these voting systems meet or exceed state or federal standards. Every other county in the state utilizes a voting system and cautioned being the only county in the state that did not use a voting system.

It is my opinion, and I have verified that with the District Attorney, that if we do approve this, anybody with a VR-20 lot will be able to have animals and that’s not what we want to do. I have talked to Ms. Simunick and asked her to apply for a waiver for her property so she can have her pet cow there. But we can’t allow anyone with half acre property to have animals.

She is a mini cow. she will not get bigger than 42 inches. She has also submitted a petition that has all of my neighbors up and down my street and some behind me that are okay with her being there. She is cleaned up 2-3 times a day. She touched on the story behind obtaining Hope and the meaning to her behind getting her. She has been told that she needs to file an appeal and has been told that she needs to do a waiver and so she’s just been going with the flow of what it is that she needs to do to be here.

I professionally disagree. Under Nevada emotional support animal laws, individuals are protected by the Fair Housing Act. The Housing Act protects the rights of people with disabilities to have emotional support animals, which is different than service animals. People have the right to be with their ESA’s anywhere in Nevada and getting an ESA letter which you say you have, from a licensed mental health professional, will ensure you have an equal opportunity with your support animal. If we were to deny this formally, versus tabling it, rewriting it, she gets her waiver comes back before us. Denying it closes the door on this item.

It was specifically set up as a civic center knowing that the community was going to grow and it was going to outgrow our present community centers. The County Commissioners act upon the wishes of the people to go ahead and design and build this Civic Center on the land that was designated through the funds that are provided by room taxes. She asked the Commissioners to pass the item. Karen Waldman I want this to be a part of the public record “It’s time for this monstrosity of a money pit to be stopped once and for all. In fact, if this project does continue, I’m favor of naming it TMP for the money pit. Perhaps they remembered Adventure Springs. This was a project brought forth around 14 years ago that Pahrump Town Board was smart enough to understand it was unaffordable. “I just don’t see where we’re going to get the money to actually do the whole thing” was one of the astute town board members assessments. Of course, they spent several hundreds of thousands of dollars on the proposal which ended on the growing heap of taxpayer dollars wasted on a project too big and too expensive to ever come to fruition. As a matter of fact, there was a drawing that compared Adventure Springs to the size of Disneyland. That’s right Disneyland. This project has gone through countless stages and funding, approximately $12 million so far has been spent. I’ve seen everything on the plans from a helicopter pad, hot air balloon area, shooting range, veterinary hospital, harness racing track, truck stop, to an RV park. More plans, more designs, more money spent without a shovel breaking ground. Now you want to spend yet another $600,000 on just a design fee and preconstruction services. When will this end? One of the most heinous aspects of this project is a potential contract for the Nye Community Coalition to operate the facility. They put forth a list of programs that sound just like the ones discussed about the 40-acre homeless shelter and soup kitchen that was proposed last year. Was this the plan all along, as a pandemic and refuge center? How can a county fund a project and put a nonprofit in charge of operating it? Especially one that was the driving force to bring huge homeless shelter to Pahrump. By the way, the financial plan clearly stated that this would be operating at a loss for at least a few years, making perfect financial sense to build a project and hire a nonprofit associated with the homeless shelter and soup kitchen to operate it and at a loss so the county will once again have to go to the taxpayers to bail it out. It’s time to cut the losses and stop wasting money. Why didn’t you spend the money improving what we already have. Can you imagine what the Bob Rudd center could look like. What about improving our existing arena with all this cash? Isn’t that considered a beneficiary of the fairgrounds room tax dollars? Not long ago you purchased additional acreage adjacent to one of our parks, why can’t fields be built there instead? And lastly, to all of these groups that have been waiting in the wings, you promised amenities. Understand that their dream probably wouldn’t even become a reality and definitely not by the time their kids could use this facility. We are not stupid taxpayers. We can read these plans; we understand the blank check you’re giving this company with the potential for a number of increases you’re being disingenuous to not be forthright. That at the very minimum, the Civic Center loan will cost over $18 million. No fields, OHV, no arena or actual fairgrounds for years, but I guess when you’re spending other people’s money you lose sight of reality and just don’t care. Stop the madness, stop this project we simply cannot afford it. Victoria Poulsen I am against the project and stated there is a piece of land that was given to Pahrump to be used for a Civic Center and a fairground. It doesn’t mean it has to be used now. It doesn’t have to be used tomorrow or even five years from now. We have roads that are undrivable, no rural transportation. We have the Bob Rudd Community center and a beautiful swimming pooi and a fairground. Tamie Pitman against the project and stated they are in dire need of road repair, manned fire stations, storm drainage mitigation and I’m not even going to go on. There’s a lot more, so much so that investing a drop in a bucket of what is ultimately cost to close, but I would think, if you really add up all the costs for this fairground, we’re looking at half a million dollars. The proposed community center isn’t much larger than the existing Rudd center. They won’t’ be able to use the outside area for more than 2 3 months a year. This is an example of exceedingly poor management of our tax dollars. 1/2 a million to design something, that’s money down the toilet. Karyn Smith, Director of Nye County Health and Human Services, stated they had a meeting with the Sheriff and went over everything and he’s in agreement with what we discussed. We also have drawn up a MOU that has been reviewed by the DA’s office. It’s a MOU between the Nye County Sheriffs Office and Nye Communities Coalition. There will not be any social workers riding in the car nor has there been any at this at this time. This is a program in order to help those individuals who are going to be released from jail and go back out into the community. They will help them find resources in order to prevent the recidivism of them going back into jail. It’s also a program to assist if a deputy calls because they’re in a situation where it really is not conducive or to anybody’s benefit to arrest the individual. So, they call them out and if the FASTT/MOST team can come out and assist in finding resources to help them they work with them in order to find those resources.

What we do when we arrest people and find out if they are illegal aliens here in this county, we report that to ICE but under your prearrest diversion if someone tells you that they’re illegal while you’re diverting them what do you do?

in the document I have about their program it says lead enforcement is actually not law enforcement. I am concerned that this will lead to this county being a sanctuary county. We will have illegal aliens being diverted into programs for their care, we will not be reporting to ICE. My concern is that when law enforcement responds exclusively without assistance or guidance from social workers, they have a duty to report to ICE. You said you have not reported to ICE.

there are federal program level guidance and descriptions on deflection and diversion. There are then statewide, which is where most falls, where there’s guidance on the co-responder model and then there’s local county level descriptions of these programs. So, the local county specific piece that is modeled under the state identified mobile outreach safety team is what we have been doing here in Nye County. We met with the Sheriff before implementing that piece and it was identified that he would prefer at this time that we respond if a law enforcement officer refers an individual to our program and we would respond after the fact. After the discussion last month, we have since went back and the Sheriff made it clear he had no intention of supporting the co-responder model with a social worker. So, now in the programmatic description at the county level it states no social worker ride along. At this time, it they haven’t had a call from law enforcement or any call within deflection of an illegal immigrant and we do in fact ask about the state that they were born as part of our fairly intensive intake process.

He discussed his position on the homelessness issue. Homelessness is an issue that we have to deal with on a daily basis. This is not going to be a Co-responder, that brings a problem, and it creates more issues than we need. I made it clear to both of them the other day when they are going to take someone to jail, we are going to take them to jail and then they will get involved if there is something that they can do to help.

Frank Carbone stated a lot of properties have a lot of weeds on them, tumbleweeds and other things growing some cases 5 feet 6 feet high in some areas and they were asking if we have any ordinances or do we have any town ordinances or town documents that say the fire departments need to go out and hit people up when they’re not getting their yards cleaned up. He couldn’t find anything and maybe a commissioner or director could take on this activity. Tim Bohannon talked about accountability and the assurance of accountability. If monies are going out what’s the oversight. We have a Treasurer and Comptroller, and their feedback is very important but over accountability operationally as well is important and that really lies with the county manager; but you put policies procedures and processes in place to reduce that risk and build efficiencies. Beth Borysewich We spend hundreds of hours researching these things and we come up with reasons why either for or against or just think about and it appears that what we do is we do all this research and then we come and talk to you and then what we said just as blown out the door and not a single one of our comments ever have any reason for you guys to change your mind. She thinks a Fairground Advisory Board would be a good idea. Commissioner Strickland speaks up about the fairgrounds, is she the one spearheading the meetings? Linda Clark stated all they want is transparency and the posts on social media about what is going on around here. There are limitations on how tall they can be if especially if they’re dry and are a fire hazard. When you mow down the weeds, then you create a dust issue. If they are a nuisance like they are piled up against buildings or up against somebody’s fence to where it could potentially be more of a hazard to a home, we do generally address those. He stated, “Nevada revised Statute 281A-420 requires me to disclose a conflict of interest for this agenda item. Based on advice of counsel, I believe my personal past relationship with Waggoner is substantially similar to a blood relation and constitutes a conflict of interest in that the independence of judgement of a reasonable person in my situation would be materially affected by this relationship. It is to the economic advantage of Mr. Waggoner. Because this is a clear case of disqualifying conflict of interest I am abstaining from voting on this matter.” That the vote for Mr. Waggoner’s approval as County Manger was 4/0 was a shock! The County Manager has significant influence of the items that are brought up to the BOCC and a “reasonable person” would think that could lead to a professional judgement being compromised. They share the same address. Besides at the County offices, whenever I have seen them around town, they are together. The BOCC writes Mr. Waggoner’s review and approves his salary increases. That admitted conflict of interest has not gone away, it is compounded by that influence/relationship and as a result, Mr. Boskovich has put himself in an untenable situation. He should recuse himself from all items brought to the 60CC by Mr. Waggoner and his staff. Mr. Boskovich has effectively rendered himself a liability to the fair and unbiased decisions the BOCC must make.

, too, ran an anti-corruption in Nye campaign and, despite his being a J.D. and, as a result should know full well what a ‘Perceived Conflict of Interest’ is and how it would affect this appointment, on his first day on the dais he voted in favor of Mr. Waggoner’s appointment. Nye County deserves better. Exhibit 1 Well good morning, I know I come off brash sometimes because I don’t sugar coat what I have to say. I am direct & to the point. I know at a planning commission meeting in January I stated my issues with the county commissioners appointing the planning commission board to do the commissioner’s job instead of being voted in by the people. After doing some research I understand it a lot better now. Two years ago I applied for the position but was told I didn’t have the experience. 20 years in construction, 10 years in traffic control, 3 different HOA boards in Las Vegas working with Clark county, las Vegas, North Las Vegas, Henderson, my years with search and rescue, being on Nevada CERT, running an offroad group since 2013, volunteering with BLM through that group, volunteering with the historical society, let alone the countless other things I volunteer with or donate too wasn’t good enough. Maybe someday it will all work itself out. Anyway, what I am here about today is after Wednesday evening’s meeting (I was the last item on the agenda) someone on the board or one of the nye county employees called the boarding facilities that were in my statement & told them “I threw all boarding facilities under the bus” even told one of them I miss pronounced her name. Now I am not sure if this is common practice or part of the procedure, but this has led to me being harassed. I do understand that these proceedings are public knowledge specially when a request for the transcripts is given. I have been a HR manager for almost 30 years, if one of my employees or a volunteer did this they would be fired on the spot. And an incident like this can lead to legal action being taken against all involved. Especially if any harm comes to my husband or myself, or my ranch & animals. My intentions with my 3 statements were to show how much your procedure for a business license needs to change. To show that it is not fair or equal towards all business. To show how many equine facilities there are here but because getting a license is so hard they would rather work without one. It wasn’t to get anyone in trouble but to help the equine community. I had even volunteered my experience & my time with business license procedures to help revamp you’re your procedure. It is actions like these that keep the disdain for Nyc County building & planning, the county commissioners, & the planning board alive. If actions like this are left to go unchecked it could lead to opened ended lawsuits, or multiple arrest. The Town of Pabrump needs to make changes to become more small business friendly, needs to encourage & help small business grow. It needs to become more for the people & by the people. What about enlarging roads for access points? Not long ago, a motion to approve funding in the amount of $250,000 for a roundabout at Dalton and Highway 160, to be funded by county impact fees passed 4-0. That’s a great example of “hidden fees” that never seem to make it into your actual accounting metrics. I’d like for you all to consider that the Vegas mentality to “abandon the old” and “reinvent the new’ is part of what destroyed the history of Vegas. Granted, they had mega-casinos ready to implode whatever stood in their way of the idea of progress to fund this ideaL. But, having Lived in this valley for over 47 years, I think Pahrump can do much better. PLease remember it’s our NEEDS you need to be addressing, not your WANTS. If not, I suggest you give Mr. Morales a call and ask for a tour. He is very proud of his operation as he should be— he has invested hundreds of thousands of dollars there and provides countless jobs as a result of this facility. And ask him to show you his new scale that’s about 100 feet Long and cost around $200,000 which is far Less than what was recently proposed in the new [andfi[(fee increases for a new scale. Recently, I took a field trip to see the MoraLes Construction rock quarry. I was extremely impressed with what an incredibly clean and efficient operation he runs one I didn’t expect to see in a rock quarry. I’m holding some of the washed rock he seLls. Note that there isn’t any dust or dirt at all in it. That means that when the truckloads of rock are delivered to a worksite, there is little to no dust as it tumbles out of the traiLers. The question is, does this county have trouble with real competition among businesses? And if so, shouLdn’t you let true capitaLism go to work? If a business can run a profitable operation for less money and charge people that would Like to have their product at a cheaper price than what a competing business does, that’s exactly what capitalism is all about— providingthe best goods and services for the best price without losing your shirt or business. You aren’t going to spend $150 for a good steak if you can the exact same one for $40, and that’s just the way economies work. We all make choices of what we buy and what we can afford. Sometimes, I’m willing to pay a Little more money for something and other times, it’s the generic label because that’s all my budget can afford. Where is the county willing to buy its Landscaping product from? A company that charges the best price or the one that charges the most price, because in the realworld, we have to shop for the best deal our budgets can afford, and it’s great to have an affordable choice. County budgets cannot affordto shop at businesses that don’t stretch our county dollars anymore than any of us can afford to do. In fact, IF this project does continue, I am in favor of naming it, “TMP” for “The Money Pit.” Perhaps you remember “Adventure Springs?” This was a project brought forth around 14 years ago that the Pahrump Town Board was smart enough to understand it wasn’t affordable “I just don’t see where we are going to get the money to actually do the whole thing...” was one of the astute Town Board Member’s assessment. Of course, they spent several SEVERAL HUNDRED THOUSAND DOLLARS on the proposal which ended on the growing heap of taxpayer dollars wasted on a project too big and too expensive to ever come to fruition. As a matter of fact, there was a drawing that compared Adventure Springs to the size of Disneyland. That’s right. For a real picture of the waste of money, one Board Member stated that this was like going to McDonald’s and paying for a hamburger and then walking out without it. This project has gone through countless stages and funding—approximately $12 MILLION dollars so far has been spent. I’ve seen everything from a Helicopter pad, hot air balloon area, shooting range, veterinary hospital, harness racing track, truck stop to an RV park. More plans. More designs. More money spent without a shovel breaking ground. Now you want to spend yet another almost $600,000 for just a “Design Fee” and “Pre-construction services.” When wiLL this end? One of the most heinous aspects of this project is a potential contract for the NyE Communities Coalition to operate the facility. They put forth a list of Exhibit 5 programs that sound just Like the ones discussed for the 40-acre homeless shelter and soup kitchen that was proposed last year. Was this the plan aLl aLong as a pandemic and refuge center? How can a COUNTY fund a project and put a NONPROFIT in charge of operating it, especially one that was the driving force to bring a huge homeless shelter to Pahrump? By the way, the financial plans clearly stated that this would be operating at a loss for at [east a few years. Makes perfect financial sense to build a project and hire a nonprofit associated with a homeless sheLter and soup kitchen project to operate it at a Loss so the county wiLL once again have to go to the taxpayers to bait it out. It is time to cut the Losses and stop wasting money. Why didn’t you spend the money improving what we already have can you imagine what the Bob Ruud Center could look like? What about improving our existing arena with all of this cash? Isn’t that considered a beneficiary of the “Fairgrounds Room Tax” dollars? Not long ago you purchased additional acreage adjacent to one our parks. Why can’t fields be built there instead? And Lastly, do ALL of these groups that have been waiting in the wings for promised amenities understand that their dream probably won’t even become a reality, and definitely not by the time their kids could use this facility. We are not stupid taxpayers. We can read these pLans. We understand the blank check you are giving this company with the potential for a number of increases. You are being disingenuous to not be forthright that at the VERY minimum, this Civic Center alone will cost over $1 8,0000,000. No fields. No OHV, no arena or actual fairgrounds for YEARS.
