Commissioner Boskovich

announced technical difficulties online, currently being addressed. Administrative Manager Tackett confirmed that the website is currently down. The Public Communications Office distributed the meeting information as best as possible via email and social media, including a link to watch the meeting online. The agenda is available through that link, but backup materials are not. Efforts are underway to fix the issue. William Lovegren requested help with an ongoing issue regarding an encroachment permit, to install a culvert under his driveway. The permit was obtained in July 2024. Although the County issued the permit, the HOA is saying that it cannot be done. Lovegren argued that the County ordinance predates and should override the HOA rules. Lovegren is frustrated after reaching out to the District Attorney and the County Commissioners.

directed William Lovegren to speak with the District Attorney. Tina Bond Kuglin — read her statement. [See Exhibit 1] Ammie Nelson shared what she learned about the cloud seeding program after hearing a presentation some years ago. Nelson suggested that another presentation be arranged, to help inform the community, and praised those who worked hard to bring the cloud seeding program here. Diane Southworth stated that it was community outreach time. Southworth highlighted WestCare, who offers services in both Pah rump and Tonopah. Southworth reminded the public that unused medications can be legally disposed of at several locations — Pahrump Senior Center, Intermountain Health, Desert View Hospital, Tonopah Sheriffs Office, and possibly an upcoming drop-off day at Smith’s which will keep it out of the Board of County Commissioners Minutes — 04/15/2025 Page 4 of 52 water supply. Southworth announced the annual Earth Day/Arbor Day celebration on Saturday, April 26 from 10 am. to 3 p.m. at the Bob Ruud Center. The event will feature a variety of fun activities. Southworth shared information on ACEs (Adverse Childhood Experiences), and the Good Samaritan Act. Southworth concluded with her manta: “If helping people is wrong, then I don’t want to be right.” 2. Ron Mortinson referred to the last meeting, Item 16, in which naming and assigning a purpose to the new building was discussed. Mortinson suggested it be called the Ron Mortinson Regional Indoor Skate Park, with the purpose of providing skateboarders with a climate-controlled space to skate year-round. Mortinson stated that while it may seem absurd to suggest his own name and purpose, it is just as absurd as starting a project without a purpose like putting the cart before the horse, which normally does not work out very well. Darryl Lackey suggested that television and print are sometimes short from the truth. Lackey mentioned cloud seeding and chemtrails, with micronized aluminum and micronized barium being used. Lackey spoke of financial incentives for the pilots involved. Lackey reflected on the universe and his life, stating that people have been fed a bunch of crap and taught nonsense. Lackey ended with: “You got to wake up sheeple.” Richard Hery a property owner in Pahrump, and a Sparks resident, urged the Commissioners to amend VR zoning ordinances to allow alternative water sources, enabling landowners to live on their properties. The change is urgently needed and arguably in violation of Article 1, Section 2, of the Nevada Constitution, which mandates the government to promote the people’s welfare. Hery proposed the code be amended to allow both water delivery and atmospheric water generators, which produce potable water from the air, plus water storage tanks for RV or tiny home living, with proper sanitation. This could preserve the aquifer, and runoff might even recharge the groundwater. He has developed the framework for a permitting process to ensure compliance and sanitation and will be submitting an agenda item request soon. Tom Waters we had the town hail meeting this past Saturday. It was quite a successful meeting, a lot of interest that people came out. We’re looking for support from the community, of course, to start the first charter school in Lake County. The next thing is the prostate Cancer Support group. that’s going to be on Tuesday April 22, it’s always on the 4th Tuesday. It’s at the DAV building, which is also the town annex encouraging everyone to come out if we meet from 6:00 until 7:00. Also from the SOS office, we have a representative coming out to the Pahrump 7th day Adventist church at 477 N Blagg. This will be on Wednesday, April 23Id, starting at 6:00 and it’s open to the public. This is for scams against the elderly scams against our citizens. So, when it comes before you and we get up here and we give you our opinion on what we think, how would it be that you guys are going to take our comments into consideration. There’s really not a whole lot of conversation that goes on up here. I know that you do the work in your office but there are like questions that come up at every single meeting, they’re just sitting out there waiting for an answer. We are really concerned about the community we’re really concerned about the town of Pahrump, and we really want the answers, and we don’t get them. So maybe the administration department can go through and do what they did for all the yeas and nays and all the minutes and pull out all the questions. or maybe somebody else could. This is after I got in front of the commissioners over a compliance code, but they wanted me to have a doctor’s note stating that my mother needed to be on my property for medical purposes. I thought this was ludicrous, so did Ian. I reached out to him, like I said he wasn’t a commissioner at the time, but he cared. which I’m very grateful for. I ended up going to jail. I had Jerry Schulte bail me out. Like I said I got up in front of the commissioners, I didn’t get any help, reached out to Ian, he helped, Jerry Schulte helped, and now Ian is reaching out to the community and letting everybody know what goes on with the commissioners and I give you huge thanks for that. I love it so that is my gratification. I hope in the future that I can give more thanks to more commissioners and appreciate your time. Tina Dickson and Mellow I want to first thank the Pahrump valley times, they put a lovely article in for Mellow, but we did not find a placement for him. So, we’re still looking. I just wanted to come and thank you guys for the grants that we’ve gotten over the well about four years now. We’ve trained 9 service dogs through the grant. Thank you also the staff that’s helped me get all that paperwork done, and then I wanted to mention training styles and class days for anyone who’s interested in training or therapy dog training. Our training style is pretty much all positive reinforcement. We want dogs to want to do the things that we want them to do. We don’t want to force them; we want to teach them to make good choices. We have classes on Monday and Saturday at 2:00 and I think that’s all that we have. Thank you. Pat Minshall I was admitted to the hospital on the 13th of February. I came in by ambulance and an IV was started, and I was giving fentanyl for pain, doctor saw me almost immediately and said how dehydrated I was. About 45 minutes later, the pain was back, my IV was out, and I called and an hour later I got 2 milligrams of morphine, which is a dose you’d give a 2-year-old. for the next 5 hours I called and called, nobody 2. I was in severe pain and again very dehydrated. I called 911. The police have to respond and when they did, it didn’t get an IV, but I got transferred to the floor and told the order was I was not to get any fluid at all. I had to have a laser treatment for the kidney stone, and that went well. I won’t tell you the name of the hospital, but you need an advocate to go to the hospital, and I hope that if you have to go to the hospital, then you have one. But remember if you’re not treated properly call 911, they have to respond. Thank you Suzi Thomason I just felt like it would be a good idea to approach you and to maybe discuss something I feel. It’s been on my heart and on everyone else’s heart for a very long time. There’s been a lot of school bullying and a lot of problems with a lot of our youth, that have brought the attention to their teachers and to parents and have had no resolve that they and any kind or sort. As a result, a lot of people that I’ve talked with who are counselors and this and that have had to take the kids and had to counsel them because they’ve had to take matters in their own hands and have retaliated towards those other students because the parents some were not, but I would just like us to maybe put it on the agenda. I think that community brings unity, and unity brings community, and I think our young generation is important. This has been going on way too long bullying I know is one out of four every student nationwide. I know we can make a change as a community if we are intentional about seeing something change for our communities, It has to stop. This has been going on way too long and I’m thinking maybe we can come together as a family and come urgently to our grandchildren, our children, their grandchildren, their children. It starts with us. We are the ones that have been in leadership and guardianship over them, and I’m just saying please let’s think about that. Let’s see if we can come together as a family, and let’s see if we can make a change. Patricia Robb many of you already know that we have a zombie lot crisis situation here with thousands of vacant parcels in Pahrump, which are zoned village residential. and they’re unusable due to the lack of water or sewer infrastructure, yet the owners are still required to pay property taxes for something they cannot and are not allowed to use at Board of County Commissioners Minutes — 04/15/2025 Page 7 of 52 all. This injustice has gone on far too long, and it’s affecting both longtime owners as well as new buyers and heirs that inherit these same problems. Believe it or not there are solutions, and I’ve spent the last several weeks dedicating a lot of time and research to uncover them, although there’s more to be done. Great Basin Water Company is not the only source to be contacted. I’ve taken the initiative to reach out to the Public Utilities Commission of Nevada, the Nevada division of environmental services, USDA the department of water resources, Army Corps of engineers who confirmed that there are possible ways to help, but through the Los Angeles division which I’m waiting to hear back from regarding section 219 with three possible options. I’ve also reached out to congressional representatives, water restoration experts, and even a successful grant writer, who was dismissed by Great Basin water companies Sean Ashcraft. but that’s 2. Yes, it will require work, but I’m willing to step in and help where needed. other counties in dry lands of the United States have created change and so can we. Let’s bring Pahrump out of the horse and buggy days and into a future that values innovation fairness and progress. I’m here to help work together for the better of all and bring hope for these thousands of vacant landowners for a brighter future and not for disparity.

welcomes Pat Minshall. He offers an apology for what she went through and what she may still go through. He stated that he disagreed with the school board decision to remove cell phones from school. He feels the students should have them in case of an emergency. He states he is sorry that the school has not come up with a solution to the bullying issue. He states he went to Laughlin to a tourism conference, the Rural Round Up, where he was honored to represent Nye County. He gave a presentation at the volunteerism tourism awards where Pahrump resident Paula Elefante received an award. Paula is instrumental in bringing annual Native American powwow here to Pahrump which brings the culture of the Yomba, Timbisha, and Shoshone tribes to our county. He thanked Paula for bringing that forum.

On December 17th, we did allocate $285,000 to the Nye Couty Water District Governing Board, which was used for cloud seeding by the Desert Research Institute. She thanked

addressed Ms. Rob’s comment regarding all of the vacant land that is undevelopable, stating that something needs done however it will be difficult because Preferred Equities left us in such a mess. Chief Scott Lewis advised the Board about an emergency order originating out of Southern California for the transportation of a large number of lithium-ion batteries. After receiving the notification, he contacted the County Fire Departments Chiefs making sure that we had an appropriate and in place for any particular or potential response. He ordered additional product to successfully fight such fires and made notifications to those individuals that will be responding to an incident. They will be transporting an estimated about 2.5 million pounds starting today; vans will be placarded as hazardous materials. He stated he is available for any questions or concerns.

states it is unfortunate that we are just learning of this and his concern of the risk to our communities. He offered his support if the Chief and the Sheriff wanted to make a phone call refusing to allow future transports through Nye County. They were told it was an emergency, and it was happening. He said that they have been in contact with the Sheriffs Office.

states that he has dealt with this with military maneuvers being conducted without proper notification and told them no. He questions what’s the emergency that they have to come through our county. introduces the Make Pahrump Parks and Shopping Centers Safe Initiative. He asks for a passage which accomplishes 2 things; 1st commit to exercising chapter 244 section 167 of Nevada law that allows us as a county to hire security; and 2nd to instruct staff to identify sources of funding and acceptable ways that these security officers may be deployed. He is proposing a security force to focus on the homeless crime along Highway 160, densely populated areas, parks, and shopping areas to protect against illegal homeless camping, destruction of property, and other crimes. Due to restrictions in state law, we are not allowed to exercise this authority under the town of Pahrump. He states Commissioner Jabour has some concerns with this being a county function focused on the town. Passage of the item would allow them to work together to resolve fairness issues for constituents that do not live in Pahrump. He advises the Sheriff will probably speak in opposition. He states his support and appreciation for the Nye County Sheriffs Office. He states this is a cost-effective way to address the issues. He gives 6 facts related to the issue. He states these security forces could become category 2 peace officers and that he has spoken with the head of the sheriff deputy union who stated he is officially neutral on this subject. He is not suggesting that they become Peace Officers. He outlines his idea for hiring for the force, stating it could be hired by the county or an outside contractor. The number one thing that private security organizations do is deter crime. We hold people that commit crimes in front of us, and we call for law enforcement to come and arrest that person. These private companies don’t even feel it’s important enough to propose to their tenants, if you want to pay more money, we can get security. explains there are two buckets of money. One is the bucket that’s ongoing and recurring and that’s the one that we have to beg for approval from the State. This would not be appropriate to come out of that money for the reasons you point out. There is at least $5,000,000 in a fund for things like tribal police, fire, public safety, utility, and sanitation services. I do not think that it should be budgeted and that is why it cannot be sheriffs deputies. He speaks in favor of private security and touts their abilities. The funding would come out of the $5 million sitting there unspent. The passage of this would only allow me to put together a proposal for this board. This cannot be a Town of Pahrump expense due to the statute. This is just to explore, so that I can go with the authority of this board and talk to providers and the Sheriff. He addresses the administrative adjudication from 1994, where the Clark County Park, exercising the same authority, chapter 2.44167, was considered police officers. What happened is the Supreme Court reversed that. He believes an administrative adjudication, the Supreme Court stepped in and said, nope not police. These would not be police officers, but they would be peace officers, and they would have the same powers. They can do everything we want them to do as category 2 peace officers. That’s how that works. It would be putting together a plan of what is the appetite on this board, what’s the appetite for the department heads that may need it, code enforcement, animal control. I know there’s concerns. I know that the gentleman over there carries liability insurance himself, so there’s that.

Beth Borysewich, they are a fantastic augment to law enforcement, but that’s what they are, an augment. I ain’t leaving until the sheriff gets here. Security is going to have to stand there and wait for us to get there. Security has no authority like Beth said. Laura Larson mentioned the schools. How about we take this money and put those security officers into the schools and let me take the two deputies that are assigned to the schools and put them out on the street. That’s an option. Karen Waldman mentioned homeless people, and several other people did too. It’s not illegal to be homeless. I will tell you based on my opinion and my experience, in this community, the homeless are not causing an inordinate amount of crime, they’re an eyesore to a lot of people. We had that individual in custody within six hours after he fled the scene. We had the video, which security would not be able to access because we had to get county IT to pull the video. We knew who he was within minutes of looking at that video. Could security have prevented that had they been in the immediate area? Maybe. He brought up that security is a deterrence. It is absolutely a deterrence, so was a deputy’s car.

we’re not prepared yet. What you’ve proposed that happened in October is there was an ordinance that was written so we could deal with evictions 24-hour notice, you got to move unless you have a written, express notarized document that says you’re allowed to be on the property. You passed the state bar in California. Did you pass the State Bar here in Nevada? So, we had an issue, the sheriff had an issue with auxiliary, and it came up and it was a very important, precise question is are our auxiliary covered under our insurance because of the liability by them carrying firearms. and the answer was no. we lost so many of our axillary. Now in defensive Commissioner Bayne, Sheriff, we give credit to where credit is due. Since he has been seated, he has been supportive of law enforcement and fire. I think that this idea is a good one to build on. I don’t agree with having security officers out there on the streets, whether it’s in the private sector area or in the public area, because yes, your hands have been tied according to the law. I’ve been talking about perhaps curfews in the park, curfews in our public areas. OK and that’s something that we can work on. But this proposal is so open-ended and putting security at risk, high risk. These folks here are afraid to come out at night or afraid to come out in the daytime, and I think you’re aware of that. Again, this is something to build on. We have given approval, and we need more deputies, we want more deputies. We want our communities to be safe throughout the county. I don’t think this is the answer, but you had a good partial solution for getting a couple of your deputies that are post certified, because security officers are not post. If they were post certified, they’d be in law enforcement with the Sheriff’s Office. I think you have a good point. If we were to approve something financially, if we were to find the funding to help with the schools, I agree with you, we get those deputies back on the on the street or in the office. You know Walmart used to have security, not sure what happened, why they stopped it. They had 2-3 people. It was a deterrent and people knew. You steal a little tube of lipstick, they were 86’d for a little tube of lipstick, and it was a great deterrent. But we’re talking about safety here. People have come up in support of this, people have come up opposed to this, and the common denominator is safety and liability. I know you’re aware of that and this is something we need to work on, and we haven’t seen the proposal. Commissioner Bayne says he’s seen the proposal, DA’s office if you’re working on something I think this is great for the comfort zone for the public to know that at least it’s being worked on.

I would like to ask the sheriff a question but you know speaking to that he had told me and now won’t speak for him instead of that would might not work and I would just say this, I don’t expect any deputy who has other things to do in response to 911 calls and has the entire county, which is a giant county, even if Bruce Jabbour doesn’t think he has a larger part of the county than Pahrump. I haven’t driven the entire county but it’s huge, so all I’m saying is that this would allow us to have that interaction directly with security. I drive that county car and I go down there all the time, and my county car is the one that looks like it’s driven through mud field out there. I go and park somewhere and watch people move and leave and I feel like just the county cars are discouraging people from committing crimes, Of course, I have no statistical proof of this but that’s just that’s just the direction I was in. I think that it is improving, and we are expanding our workforce, our manpower, our department slowly. And we’ve got like 15 people in backgrounds right now, going to go to the Academy in July. The vineyard is now prepped and ready to be replanted. There was a loss of water rights, but irrigation was just renewed last fall. This spring we would put in about 2600 different vines that would be experimental to see what things will grow here. There’s a thing called bottled wine that’s already done. The only thing that’s not on it is a label. It is perfectly legal for any winery in the United States to go from bond to bond and two rooms in our winery are bonded. The bottles that come you could just put your own labels on. I’ve never done that, and my intention is to never do that we always bring in juice and or wines that have been fermented that are in bond. There are a lot of processes that go in before bottling them aging and time. I’ve always had a thing that I want to make some kind of change some kind of improvement if I possibly can.

Explains how he put that plan into action and his explanation to people that would ask about that aspect of it. On the 9th of December everything was stripped out of the front room and all alcohol was removed, and we ceased operation. We had orders for 20 or 30 cases that should have gone out so the first thing we did was contact them let them know the reason and reimburse their cash immediately. Outlines how he rectified the customers who received wine a year and a half who were deceived. They could release something on their email list but most sales are on site sales from people so we wouldn’t have that information.

Breaks down the general fund revenue. We’re about 3 months behind so the collected balance actually represents our latest collection for December. Our December revenue that comes from the state is not posted until three months later. Around September and October, that’s when we completely receive our budgeted consolidated tax. We are expecting all that together almost 15,000,000 dollars out there in future receiving that is not in our bank right now and grants which we were just told was another $2,000,000 that’s coming in. $163,000 was reclassed and moved into the opioid fund. We did not create the opioid until last year all the receding happened into the grants fund or into the general fund. Overall, we’re on target and because of the extra revenue we did see a 7% more than last year around this time. Notes one adjustment that does have to be made to this report prior to this becoming official and posted on our website. The giant spent amount is incorrect. The retro pay actually spans 3 years fiscal years, so the auditor made the adjusting entry on the statements as a memo, however we have not made that into our system. After those corrections and adjustments are made, we are sitting in total if you see all the way to the bottom under 71 % spent, which is appropriate for this time of the year. These numbers are not going to be as accurate as when we’re looking at our general fund. Outlines the town of Pahrump funds and the current fall festival budget. There is a huge jump in these percentages whereas in most cases you should see 75% at most spent on an item. Then we have the rest of the towns that we oversee. Salaries, benefits, services, supplies and capital outlay most of that is under a capital outlay and so that’s why there’s a giant number every year. Addresses Beatty, Gabbs and Manhattan’s overall change year over year stating there has been a decline in both areas, so that’s something that we’re keeping an eye on.

From a fiscal side we have currently as of today about $1.4 million receded into the resilient Nevada fund which is what we call our opioid fund. That is heavily regulated by the state and each of the settlement have its own stipulations of what you can use it on, and the reporting is very restrictive as well.

I would love for this board to be made aware of some special program that a commissioner might be wanting to see completed in a special area. Director Smith The plan that this point is going off the needs assessment she has already gone through and worked up. Any agency that applies and then we will have a committee that is separate that will go through they will review, and they will do the recommendations. Once we do the selection process, we will do a summary of it and we will bring it to the board of county commissioners for all of you to review and then you also to make the final approvals.

With the wages and stuff being paid through the grant how is by taking them off a contract and making them an actual employee for the term of this grant, the position would go away when the grant money goes away. The salary and benefits will actually be covered by the oploid program, so we have all of these settlements with their rules. The salary to oversee all of these settlements and the actual awarding and the programmatic work is directly attributable to the actual work. The main reason we want this to be an in-house affair is that this person cannot be an employee of a nonprofit it’s a conflict of interest to administer such a large program to yourself when you also are the recipient of awarded funds. The state requires Karyn to oversee this and be held accountable for every dollar that gets spent out of this so she cannot outsource any nonprofit. 20. She will be sending out the request for application that any agency who would like to apply for these funds in order to utilize according to what our needs assessment and the rules of the resilient Nevada opioid fund policies are. We talked about even running some vouchers through my department Health and Human services since we do have a transportation program. Cody, I appreciate your being an engineer. We’re not talking about the future projects and that’s great that we’ll have clarification. We’re talking about the current project that you’re asking for a waiver for through TPU in Tonopah, is that correct? Cody Black I understand all the action and discussion needs to be focused on just a fog seal for the current project but a couple of other things so with these with this funding we are receiving, luckily enough to receive grant funding from the state on these projects, sometimes from the federal government as well depending. On when we have requirements that the funders deem are outside of the scope of these grants, then it makes it difficult and what’s happened on the current project is because of the way that pavement patches grew in the field, they actually weren’t supported by ARPA. and Tonopah is having to fork over $40,000 of money out of their pocket to cover additional patching requirements that have been requested from Nye County. We’re trying to limit that risk for future projects. The town doesn’t always have extra money. We are depending on the funding, where the money comes from, what organization it is, it makes it very difficult. We are engineers that work for these agencies that review this stuff and if they think something’s not in line with the funding then we just get told no. We’re stuck between a rock and a hard place with Nye County requests and with Tom Boiling and his folks. Speaking directly to the fog seal, we are using modern polymer modified pavement patching here, with these projects, fog sealing as was requested by the Nye County general notes, and it’s actually not a requirement in the standard specifications. Just one clarification point, the agenda item talks about a waiver from the public works standards and specifications. I’m not exactly familiar with what document that is, and I believe that maybe Mr. bowling can clarify this, but I think it was meant to reference the standard specifications for public works construction. The 2016 orange book that is listed in the general notes provided from the county, it actually doesn’t have a requirement for fog seal. The only place that the requirement exists is actually in the general notes from Nye County. in March of last year, I had some correspondence with someone from public works, and I was directed to the T patch detail in hindsight, I Board of County Commissioners Minutes — 04/15/2025 Page 46 of 52 should have set the plans and made sure I got in that that in writing, and that’s unfortunate. had the plans have been requested or I have been told to do an online request or anything like that I would have. Before I said polymer modified binders and pavement that changed in maybe the last 10 years we’ve moved towards a better oil, what we’ve seen consistently in agencies is that the application of this fog seal immediately after paving like within the first few months, it actually creates a slicker surface on the road if you get a big rainstorm happens. understand that there used to be a requirement. Everyone required a fog sealer and sand seal. everyone’s slowly removed that requirement and they’ve just moved that into their pavement maintenance program, we’d really appreciate clarification we appreciate the county the public works department help with this, and I appreciate your consideration on the fog seal. Director Boiling there is some truth to it. However, if he would have scoped the project appropriately with public works, when on the initial phone call with the engineer that he talked to, then we would have immediately requested his plans. If we would have known there were more than just a couple laterals all across the street on various streets, then we wouldn’t have just sent in the trench detail. We would have requested the plans, we would have then identified how much asphalt he was going to have to replace, because these are our standard specifications we do throughout Nye County. The prime coat and the fog seal are on the general notes. and on an approved Nye County project, Nye County would have approved that project. Those general notes would have been on the sheets of that project, so they would have been required to do it at that point, the technical portion of it, I would like to show you guys some photos, as well. I would like the audience to see these. All the patches are disintegrating. This is the reason why we have our standard specification, this is the reason why we require the stuff that we require whenever we’re patching, back for all of these crossings and utility installs in Tonopah. because now, if we hadn’t required prime, if we don’t require the fog seal, and we have to go back in two or three years and fog seal this ourselves, then that becomes a taxpayer problem. It’s about 15,000 for what they patched already, and I don’t know the numbers on that. I’m not the one bidding the project. it sounds like there’s been a communication issue from the beginning. You said that you didn’t submit the proper report initially to public works. If that had been done, because now more information is coming out, which I’m not happy about, it would have been clarified. Because we are all opposed to any type of change orders at the end. It was clear in the notes from the beginning. We understand this is a water project, it wasn’t a road project, but through public works we have to work with the different entities within the county. My question director Boiling is we know how deteriorated the roads are in Tonopah, what is your prioritization for the roads of taking care of some of the roads. What’s your time frame to eventually take care of Tonopah, if we were to grant this waiver, where the roads are going to look the way they are now within two years three years, whether we do the fog seal or not. Director Boiling last year, we chip sealed 6 miles of the 24 miles that are in Tonopah, the paved miles. for this fiscal year or this calendar year our chip seal season, we are not doing that many miles in Tonopah. next calendar year, in 26, we will probably do another 6 miles. If you continue that thing it’ll take 8 years to completely chip seal, now I was just thinking about something while Mr. black was up here speaking again. We do fog seal. If the cost of the fog seal is a problem for them to be able to fog seal this portion of their project, because they weren’t expecting the dollars to be spent, if they at Tonopah TPU would like the county to fog seal that after the project is closed out, we would do that. It wasn’t part of that wasn’t part of their scope and their understanding, but it was part of your scope and from the onset I don’t want this to conflict with commerce and interference if they agree to have public works and what is what is your ballpark estimation? I have been at the eye at Least once a week to witness these idiots iLlegaLly stopping in the middle of the road, blocking traffic to take pictures, I have seen other videos of adults, children & dogs chasing these beautiful animals. When I showed up at the RPC meeting Last week I yelled & took video of guy walking up to the 2 young colts. I have questioned time and time again why these people aren’t given the minimum $500 fine for what they are doing. I have been told Victoria SWW here in Pahrump that the sheriff’s office must have some type of agreement in place with our state & federal governments & BLM in-order to hand out these fines. These round-ups have been happening since 2017,2020, & 2023. If this agreement is true then why isn’t it in place already? If the sheriff’s office, for just one month, handed out these fines, I could almost guarantee peopLe would think twice before approaching our wild horses. I realty don’t want to see a repeat of the Mt Charleston incident that has caused that herd to be relocated to Boulder City. I have aLso heard we are waiting on signs to put up around the Town of Pahrump. I don’t understand the wait, anyone can order streets signs, you can order them off Amazon, Uline, Safetysign, Trafficsign, even home depot. My new understanding, after filing complaints about illegal business operating in the Town of Pahrump without a CUP or business license is I just need to change my business to a rescue & file certificate 82 & 84 with the state. I won’t have to deal with the county here anymore which means no more CUP or license. What I really don’t understand is why, why would you lose revenue for the town by allowing this? Why wouLdn’t they have to have a CUP to house these animals on their property. Even doing backdoor deals with BLM they are still bringing these horses & burros to their property until they sell them to new owners. By the way most animal rescues aren’t supposed to be brokers & yes you are supposed to have a broker’s license when buy & sell horses. What makes some of the businesses so special that they don’t have to folLow the rules the building department crams down other throats such as Never Forgotten Animal Rescue. Just because you don’t see horses on some of the property right now doesn’t mean they aren’t operating.
