There is additional information on item 11 over there by Sergeant Fowles on that table if anyone is interested. I noticed AB 540 passed and it said that it had the governor support. What this bill does create a qualified poor under the government’s idea of who is qualified to be poor they maintain that in an exchange. They take the market value of a home and then they cut it down a percentage so that only a certain person who is poor enough to live in that home will be able to live in that home. It’s subsidized for those of us who are not qualified poor, it’s a command-and-control economy, it’s a division of people based on class and redistribution of wealth. It’s a very dangerous thing and it’s shocking that it has passed. People should be aware that this AB 540 not only does it take your tax money and redistribute it to people, not only does it create divisions of people in different tiers you have tiers of people based on how much money you earn. We have to be very careful about what kind of impact that could have on this community moving forward. It probably won’t be implemented if there’s a Housing Authority, but they didn’t call it that of course because they’re going to rename everything. If you have ever been in a big city, you’re familiar with that so the same kind of people in their ideology now move west here to Nevada where people are not as familiar but it’s the same story it’s the same playbook it’s the same old play so be aware. What it does is it says you have to earn a certain amount of money to qualify to buy this house at a discount price subsidized by people who get to pay for the other people.

I would just respectfully ask that any of us, all of us that know especially of the youth that ride off road that they that they learn the protocol that while driving in residential area going to and from the roads they need to be courteous keep that dust down the noise down. We’ve been experiencing some complaints by the neighbors by the residents throughout the county and we would be remiss if we didn’t ask our youth again especially to be courteous and be safe while riding.

There is the miss senior golden years 7:00 PM at Saddle West your organization was founded by BJ and who created the Nevada silver Tapper dancing group and later ran the miss senior Nevada pageant. I look forward to celebrating her 100th birthday and thank you for bringing that forward to the community.

On the zombie lot issue, I completely understand where you are coming from, I’ve been here 27 years. Preferred equities sent a whole bunch of people up the river when they did this 50 years ago, they were deceptive and deceived a whole bunch of people on purpose just to make a bunch of money and now we’re stuck with that. If you’re talking these little, tiny lots and I believe you are it’s going to be really tough to put a cistern or some sort of other device on those properties because they’re so small. I understand that disclosure in real estate is a huge thing so most people probably had been disclosed that there were no utilities and if they weren’t then they should have sued the realtor or the company who sold them those useless properties. I’d be more than willing to talk to you so you can be heard more readily and maybe there is a solution somewhere in there.

I would just like to add what we’ve heard here in the meetings and on the phone and visits is they’re acknowledging and not hiding the fact of what happened in the past. They absolutely acknowledge and they understand, and they accept what happened and how it happened all they’re asking us to do is to try to find a solution to fix it.

Thank you both for shouting them out as their managers. We also want shout out to them for and on behalf of the people because we’re the ones who get the phone calls throughout the county, not just in Pahrump. We see just by your numbers that there’s been great progress and so do the people that are driving on these roads. It’s not that they come before us and call and have concerns that these potholes exist or there’s a new pot. This is part of our process to call in, write in, or get online and submit a work order for the specific dedicated area. It’s not easy in the cold and the elements. It’s more difficult in the heat because they must cool down after a certain period and we must ensure that they’re not getting dehydrated. We appreciate everything that you and Director Boiling are doing to stay on top of this because, as you know, we have relaxed a little bit knowing that you have prioritized road issues, It’s not falling on deaf ears and you’re doing the best that you can. Public Comment: Ammie Nelson I saw the contract that was up for bid for slurry seal. I never heard of it, so I looked it up and it seems the slurry seal is the preventative maintenance treatment for asphalt roads. It’s designed to extend their life by sealing cracks and providing a protective layer. It’s a mixture of emulsified asphalt, fine aggregate, water, and sometimes other additives. Applied over existing asphalt, slurry seal helps to waterproof the pavement, prevent moisture from seeping in and causing damage, and avoiding skids. It is the surface treatment that acts as a protective layer for asphalt roads, helping to maintain their integrity and extend their lifetime by addressing minor surface issues and preventing water damage. I’m wondering why our highway department can’t use that. Is there some problem where they must get it or a machine that they don’t have to spread it? It seems like it would be a great benefit for our highway department to do, especially when you’re talking about Mountain Fails. They don’t have as much traffic as we have. It’s bad. They do their best but it’s not enough. They’ve got to get something that lasts longer. If this is something that lasts longer it could save us money. I’m always looking at these things and this slurry seal, I’d like to get more information on it because those are the basics. It seems like it would be a benefit. I’m not sure why we put so much money into the road in Belmont. How many people live there? Even the DA made a comment about it one time and he goes down there. Pahrump gets more road assistance because we have more road traffic. Our roads are getting torn up because everybody uses them, not just the people that live here. I appreciate the work that the highway department does. They do a good job but maybe this is something that they can add to their agenda. Public Comment Closed Assistant Director Gott Slurry seal is familiar to us. We have public works projects in the works in Mountain Falls. We are unfortunately not able to perform that within the County. It’s very expensive to get the equipment to do so. We recently got our chip seal program going and we still need more equipment to get that to be optimal. Slurry seal is an option, but it is expensive to subcontract out. It is my belief and experience that swim lessons are the utmost importance for these toddlers to learn how to swim before they have fun in the water because water is very dangerous. Teaching swimming lessons for these toddlers is absolutely going to save lives. It’s about safety and it’s about saving lives, and I absolutely support this item.

There’s no evidence this budget is that they actually intend to help people, no money for giving formula and diapers. They should train every new mother on good nutrition but they’re not doing it YouTube is going to have to do it. Ammie Nelson- I disagree completely. There are small towns in this county where people are definitely helped by the WIC program. They reach out and they deliver food they have nutrition that’s available for people that can’t get out. It cost a lot of money just here in Pahrump, the retirement community has a lot of people that are retired or disabled and can’t go out and shop or fix their own meals. There’s a lot of things that are covered in this kind of program. Karyn Smith- This program is an education program our CPA meets daily with numerous WIC participants to do nutrition education. They discuss food nutrition and before they’re even given the EBT cards, which is part of these funds to help them and assist them in grocery shopping. We also have quarterly clinics that we go out to both Beatty and Amargosa Valley in order to go to the clients and assist them. Close Public Comment

You will still check in on the iPad, and now you’re going to get your voter card. You’re going to take it to a machine, put it in, it’ll bring up the ballot for your district, for your precinct, for your party, during the primary because of those matters. Once you vote then yes, we will have a printer that will be sealed with the blank ballots. It will print out a fully printed ballot that you will then, as the voter, go take over to the tabulator yourself.

we had the good fortune to see this at the last meeting. It was super impressive. We are paper ready, as this county has required us to be because that’s what the voters wanted. I’m tickled to death with it. Thank you, Con. DA Kunzi I am impressed with the security of this system. One of the things that I think really needs to be pointed out here is that if you were to say try to copy a ballot and put it through the system, it will reject it. It has to be the exact paper. No one’s going to be able to put a counterfeit ballot into this system and it won’t tabulate it. It will reject it. Again, there’s a lot of security and quite frankly you know being around as long as I’ve been, I can’t even imagine a system that has more security features than this one. and again, to emphasize what the clerk just said there are copies that there is paper the paper ballot is there, so it can be completely verified and checked and cross-checked. So again, like I said, and I know several commissioners have looked at it, and I highly endorse this product because I think it makes the system much more secure

my office has put this forward this is unsustainable as we are right now. - - We are going to need at least one more person up north and I know that’s not going to be in the budget cycle this year, so we’re rolling with this. We are required by NRS to be open 40 hours. Our hope with this move is that we can start making our appointments and out-of-town things for the one day. Emergencies are going to happen, vacations are going to happen, but we need to stop the flow somewhere. Another thing that I did want to put out there is that we can revisit this in a year or once I can get staffed up north to four people with the three down there to fully run the clerk’s office. Commissioner Koenig is correct, but there are already people in the county working 4 lOs, and are exactly in the situation that Commissioner Koenig is explaining. So, this wouldn’t be any different. They’re not going to be penalized, but I understand what he’s saying. This is going to add two additional hours to overtime holiday pay. currently they would normally receive 8 hours, and I just wanted to share that, and if I may retain the floor, I would like to address this further. I am not a proponent of countermanding the NRS of these certain offices not being open five days a week, as we are public servants. However, after meeting with Con and explaining that I was opposed to this, very quickly I understood the why. Currently there are two people in the office here in the north due to the change through the clerk’s office through Nye County of Pahrump and Tonopah. by reevaluating this in a year, recognizing the fact that it’s not always going to be two people, especially with the upcoming election cycle, mock elections, et cetera but with two people in the office not including herself as the county clerk travelling throughout the county, it is unsustainable. I understood the why initially again as public servants, regardless of whether people think that we’re closed or not we need to be open there’s a reason why that NRS is in place and yes as the county Commission we have the flexibility to modify and adjust and make those appropriate adjustments when requested to do so, and I believe that that it’s imperative that we help the clerk and the clerk’s office with their efficiency, especially with only having two people here in here in Tonopah.

I don’t bring it up to negate what she wants to do. I bring it up because it’s a problem that needs to be addressed. Normally, when I was in the working crew, you worked a 40-hour week, and if you had 10-hour days that was fine, but when there was a holiday, everybody worked 8-hour days for four days, and then they would get paid 8 hours for the holiday. It depends on how you do it. I’m just bringing it up because it could be a problem, because now we’re paying a lot of money as you get more people on 10-hour days. go fix it

Contingencies need to be added; they need an occupant license. It’s not complete and it needs to get done so thank you Tony Celeste working with Ms. Engel and the Sheriffs Department on this. I understand this is having a unique situation, maybe one that hasn’t happened in Nye County history. We are currently operating at 921 State Route Highway. We are literally moving next door into a brand new state-of-the-art 20,000 square foot facility that will have retail. One thing I would like this body to consider, additional condition as commissioner Strickland duly noted, is that it’s still under construction. We are hopeful to be open in the next 10 days or so, but you never know with construction and that essentially our transfer of the license be tied to the issuance of the certificate of occupancy. That would allow us to continue operations, especially in the busiest part of the season. What’s more important. Our first responders or a software for the court. Our first responders or plans for a building that may or may not be built? Our first responders or a new county wide key system? Because of all of these things I’ve mentioned we’ve already spent more than this initiative will spend on 1st responders. and when we did, there was no opposition from bureaucrats who worked for this county, no warnings about the cost, nothing. The first responder retention appreciation act is a onetime expense that will not raise taxes, comes out of grant funding that we already have sitting unused, and I hope I’m not the only one up here who supports our first responder, who prioritizes our police, our fire, over software and vehicles and building improvements. But soon we’ll find out Mr. Chairman, we have a problem getting and keeping first responders. I’d like to share a few numbers. in the months prior to myself taking office, 33 people applied to work in an open position at the animal shelter, than 51 people applied shortly thereafter, the same position, and when the animal shelter had two kennel assistants there was a total of 96 applicants, and the recent office assistant position saw 43 applicants. During that same time, we had deputy sheriff positions that hadn’t been filled in years. we don’t have this problem in other areas of the county government. If I quit this job today which pays about $14.00 an hour full time, there will be a half a dozen people spending their own money in an effort to replace me. Unfortunately, no one or maybe fortunately no one sitting up here will be driving any ambulances and no one sitting up here will stop an assault of the Dairy Queen parking lot. While this initiative doesn’t fix the problem entirely, it goes a long way in showing our first responders how important they are to us. bonuses to 1st responders who were under union contracts is nothing new. this board has funded police bonuses for union police officers in Dodge County Nebraska, retention bonuses for union detention center employees in Greenwood County South Carolina, and cash assistance to union public safety employees in Pittsylvania County Virginia, among many other places, without any Labor Relations issues. This LATCF expressly mentions allowance of cash assistance and that’s exactly what this is this is for. 142 positions and should anyone leave, they will forfeit whatever assistance they have not used, and the new hire will step in their shoes and take over assistance and I’ll be making a motion to include that language. What that means is that new first responders will get the cash assistance as long as the total number isn’t over 142, and of course no first responder will ever be asked to pay anything back to the county. Now it’s time to show our first responders that we care about them and they’re as important as building plans or new keys for doors and buildings. All of the unions that are affected right over there at the table have all signed letters of support. Mr. Chairman, I urge my colleagues for passage and thank you for consideration.

I believe I forwarded this in e-mail. one is from the fire union, and one is from the deputy supervisor law enforcement union, and the sergeant’s union, and the NCLA union. That’s what I was referring to, the commissioner, thank you. Public Comment: Aimee Nelson- I saw this item and I saw that it was being discussed online, urn at least the details were put online. I have a couple of questions. We have a lot of first responders. We have EMT’s, we have ambulance drivers, we have search and rescue, there’s a lot of them out there. and I don’t know if you’re aware of the kind of money that is offered to our deputies, but they get paid an awful lot of money for being out here in Pahrump and up in Tonopah, compared to other counties. matter of fact, they get paid around 200 percent more than some of these counties around us. and they you know the union I don’t know what happened, but they decided this is what they wanted, and they would pay for their own insurance, so I agree that our EMT and our ambulance drivers and our search and rescue team need a little help, they don’t get paid at all and some of them on a very small with a very small budget to keep them around. So, I’m not for furnishing more money to the Sheriffs Department, because they’ve got a huge budget, probably most of the budget, besides the employees in Nye County. Thank you Tammie Pitman- what is the other employees, how do they feel about this? we’re singling out the EMT EMS and all the other unions and all the other employees are going what are we chopped liver. Giving money for insurance has tax implications. Normally if you’re going to do something less like this you create what’s an HSA. The monies are in an account, and you have to bring receipts. You can use it for copays, or deductibles, or prescriptions, but you have to bring in the receipts because it’s tax free. So that money has to be administered either by our HR, I don’t know if our HR is up to that, because that’s another big headache, or you go through a third party and you pay the money to do it. again, another expense. We only have like a million left. I think it’s like somebody who has 4 hungry kids, and you decide you want to go buy an 85-inch television. It’s just using the last bits of money and it’s not going to help. Thank you. Debra Gaylord-Thomas When I read the backup, was that the people that are new hires won’t be benefiting from this, and that seems to me to make them want to go somewhere else. And also, I think that it should maybe the funds, if you are going to spend this money, and I kind of think a little bit about the way that Tammy does, it should be spread out and the people that are putting their life on the line every day should be getting raises as well. You’re trying to challenge the existing situation, which is something that we need very much. However, I don’t think this is a good idea, and I’ve got 2 minutes left to map that out, so let me say, we’re at a threshold moment from what I see based on my 33 years’ experience in the federal government, being charged with handling up to $100 million. So, from what I see from the spending patterns that I’ve witnessed just in the last three years, we’re at a point where we can’t actually spend any more money. If you have $1,000,000 in LATCF, that is kind of a windfall from the federal government keep it hold on to it. The reason why is that you continually have unexpected expenditures that are outside the budget. some of these are valid things, some of these are not. If you’re going to have a situation where you have a catastrophe in the town, whether it’s flooding or some type of criminal matter, you’re going to need that money to cover the expenses later on. We’re already at a point where you’ve all agreed that within six months’ time, you’re going to reassess to see how the revenue flow is as to whether or not you can spend more money, or whether you have to retrench. My recommendations just start retrenching now. DOGE is an option. But in reality, you could get together a group of citizens that have the expertise and find ways to cut money from your expenditures now before the six-month period gets here. This is why it’s a bad idea. My concern is that in six months’ time if the revenue flow is not good, which I don’t really expect it to be, for a variety of reasons I don’t have time to cover, you might be placed in a situation where Board of County Commissioners Minutes — 06/03/2025 Page 21 of 27 II. I’m willing to work with any one of you. if you need ideas on how to start a dodge how to cut expenditures, we’re all Republicans, I’m a republican, we should all work together. Tim Bohannon the budget is way too tight. From a financial standpoint we’re in really tight matters. I think I think the prior commenter about the risk of being on fiscal watch yeah, we’re pretty close guys. and we’ll keep close tabs, especially when you’re going to have cash flow challenges, based on when the tax revenue comes in and the regression analysis that we don’t really have in place that that helps us guide us through what the payments coming in are and making sure that we don’t have a cash flow issue. I’m concerned that we will have a cash flow issue. could be a timing issue like we had last year, and this is back in the same situation only a little bit thinner. So, we need to be careful. From a county standpoint, from a town standpoint, throughout our organizations here, we need to be careful about what we spend. The word no is a good word. I’m in support of our service folks, but we’re in a tight budget. If we don’t watch it, we’ll be on fiscal watch. They’re not paid, but you have fire departments and ambulance peoples throughout this county and the rural parts of this county, that are first responders that if this doesn’t provide something for them then I think we’re entirely missing the boat. I think it’s unfair, and I think we need to respect the effort that these people put in on a volunteer basis to serve our smaller communities in the north. I would hope that if this is something like this is going to happen, that it includes everybody who’s a first responder as it says in Nye County, and not just in the Pahrump Valley.

I just want to make everyone aware that this does dwindle down our LATCF to 752,600, since our last meeting. A lot of these allocations have not been spent yet, obviously because we just met about it two weeks ago. if this is an activity that needs to take place where you want to reallocate what you’ve already, I do hear a lot of well if you spent it on what is more important, and I do think that that is budgeting when you actually prioritize and if you feel that you want to maintain a healthy balance in LATCF of preferably 1.775 million, but you want to forego some of these other items because there’s disagreement on what is more important, software, people, vehicles, keys, that the board can reallocate and try to still maintain a cash balance just in case. I do want to point out that we do need to keep in mind NRS 288, which is collective bargaining. Although 288 does not prohibit the board of county commissioners from deciding to increase any funding for the budget, what the county cannot do is unilaterally implement changes to wages, benefits, or other terms of conditions of employment, without giving the unions advanced notice and the right to request bargaining over these changes. So, action today doesn’t necessarily mean that it will move forward.

I am probably one of the biggest proponents around here for our first responders. Having been one when I was in my early 20s, I know what these guys go through. So, I don’t want to hear anybody ever say I have no feelings for them. But you also know my feelings about depleting the money we have the LATCF. if we started at 5,000,000 bucks and I was happy with that. and then slowly but surely, we’re down to 1.7 and if we do this we’re down to seven, it’s not acceptable. You’re going to have something happen when you’re going to need money and I don’t want to be sitting up here borrowing money like they did before to fix it. You need money in the bank to run this business. The second thing is if you were to do this, I would much rather see a reimbursement type thing where you go pay your $300.00 for your insurance, you tell me you paid it, and I give you 300 bucks back. because if you give someone 3500 bucks it’s probably not going to get spent on insurance. What happens in year 3? They get nothing.

I think again, where Commissioner Bayne has brought this forward, is he’s thinking outside the box, but not in its entirety. because $300 a month for just those first responders that are that are in the Pahrump valley is totally unfair to the rest of the county first responders, who by the way and I know that DA Kunzi mentioned this, I’m just going to add to it, is that during the budget it was presented by the chief that the stipend went from $20. $20 is what they’re paid per call. if they even put in for it and even if they’re allowed to leave the workplace. but it was put in the budget, it was accepted by us, they appreciate the stipend being raised it’s not even close to this $300 a month in addition to what they’re already receiving. With the unions assistant county manager mentioned, that we follow the NRS’s, we follow, we respect what each and every employee of the county does. That you’re a 1st responder when there’s an irate guest that comes to the counter for whatever reason. Because the extreme could and has and will happen in the future. So, this is not fair. It’s not fair to the county employees. We have negotiated with the unions. We are well aware of what they do, what they don’t do, and that’s when we come in and we help and compliment and appreciate and agree with what these unions are presenting to us. If, however, if there is a motion that does not identify first responders, and we would need to have specifics. for example, dispatchers are not in a law enforcement union, they are in the Nye County employee association, if we were only to provide this benefit to them and carve them out there’s a potential for grievances for not applying to the rest of their members.

Da- so considers broad enough to allow you to vote to approve it or disapprove it. so I don’t think it’s unclear as to what the subject mailer is or what the intent of the action that could be taken. Manager Waggoner- Insurance cost is constantly going up. We were facing a 23% increase if we were to just to provide what we had previously. We negotiated and were able to get that down to where it actually did reduce the cost a little bit for the employee contributions for family members. Unfortunately, it did mean that some of the deductibles went up about $500.00. but in order to get that down, that’s what we did. The unfortunate thing is there’s still a union, a bargaining agreement, that has some particular language in there that ties the county’s hands on what options we can go with insurance they’ve got to be at levels from back in 2003. and the world’s a different place today, and treatment costs. So, we’ve been working diligently trying to get that language changed to where it would open up opportunity for us to bargain better on insurance. one thing I want to look at is the contributions that are made by the county in each of the bargaining agreements. in my opinion they’re pathetic. but with constant costs going up every single year, and now it’s expeditious, we are not afforded that ability to do that. It’s called a collective bargaining agreement, so the contributions were agreed to by the unions and the county for that matter. I just think that’s something to keep into consideration, nobody’s mandated, this is an agreement.

I remember at the PSST meeting and how you devote so much of your time to trying to make sure that the county is properly equipped and man it’s not an easy job, because all over the country people no longer want to be police officers because of the risk, even in Las Vegas, there are shortages of police officers. I know you’re doing your best and it may not be that money will really fix that problem, it’s going to be leadership and you’re probably the guy to that. We just have to wait and see. It takes time to convince people that good things are happening. I wish you the best. Lastly, I really would ask the Commission to change the mindset which you have already done but just in case, this is not the time to spend. This is the worst possible time, this is not the time to spend a lot of money, this is the time to look for efficiencies with the existing revenue that you have and that means looking inward. Not to create a firestorm and go after the people but just look at the processes and better ways of doing it and establish performance measures for department heads and incentivize them to find ways to use less money and provide the same services. The main road would be ip to 24 feet wide. All roads would be used for construction and maintained for the life of the Project. The Project would not include an interior perimeter road. The Project would include an O&M area that would contain offices, watér storage, materials storage, and parking within an area of up to 5 acres. The O&M building would have an on-site septic system. Permanent outdoor lighting would be provided at the O&M building and on-site substatioi while temporary lighting would be provided at the construction areas for nighttime maintenance work when needed. The on-site substation would be constructed on approximately 5 acres near the O&M office building. j A single fence incorporating both desert tortoise exclusion fencing and security fencing would be constructed around the perimeter of the entire permanent ROW area. Tortoises would be excluded from the fenced Project site, but wildlife openings would be installed in the perimeter fence to allow other wildlife access through the site. The western boundary of the Project site 4/ borders the proposed Copper Rays solar project (Copper Rays), which if constructed, would als require a perimeter security fence with tortoise exclusion fencing.
