It is not my desire to cut people off. | understand that we don't need to hear the same thing 1000 times because it isn't going to change anything at this moment. Are you good if we allow these comments as long as they're not the same thing over and over or what give me some direction here please. DA Kunzi - My direction is I'm not telling you what to do. I'm just saying you have the authority to cut off repetitive comments.

Diane Southworth - | just wanted to go back over some of the history of some of the things that happened with the BOCC things that have happened that have cost Pahrump lots of money #1 the airport. We had a county manager tell the FAA who wanted to build an airport out here for diversion purposes that would have given us probably millions of dollars to do so that we already had a public airport when we did not. Then some of the money was used to by the golf course which is losing money. The other portion is the fairgrounds Spring Mountain Raceway was willing to put in well and electricity to the fairgrounds free of charge and it was denied here. How much did that cost us maybe we do need a town board. Aimee Nelson - | have the opinion that the public comment restrictions really affect our freedom of speech. Some public comment can be directed to commissioners by the constituents in their districts that may not be happy with them. Restricting public comment is like restricting the First Amendment the timing is bad enough it used to be 5 minutes and now it's 3. | think it should be turned back to 5 minutes. Who cares if it's repetitive these are constituents that you're talking about. It's only because some commissioners want to get on with their day and spend less listening to the voters and that's becoming quite apparent. | completely agree with the comments that Miss Southworth just presented. It is a waste of money; we do not need a town board. it will actually cost us a lot more money in the long run, so | am against the town board. Tom Waters - I'm going to be talking about re-establishing the Pahrump town board. To get it on the ballot in November 2026 we need about 3600 signatures so voters can vote yes or no. If it passes by the voters, the town board will be effective on January 1st, 2027. The committee to reestablish the Pahrump town board will let you know when the petitions are ready to be signed and where to go to sign the petition. If you'd like to sign the petition, please don't fall for the scary tactics, such as it's all about incorporation or the town board will raise your taxes. No town board in Tonopah, Round Mountain or Amargosa has the authority to raise taxes because that's a county function. The Nye County assessor determines the assessed value of properties. The Nye County commissioners set the tax rates. The town of Pahrump doesn't directly establish property tax rates, but it benefits from the revenue generated. The Nye County treasurer's office is responsible for collecting property taxes while the Nevada department of taxation handles sales tax collections. The Pahrump town board would not increase your taxes. So just listen to the facts, not the fiction that is spread by people opposed to allowing the voters a choice to say yes or no at the ballot box. Tina Bond Kuglin - There has been a lot of talk about putting the town board back in place. I've been doing a lot of research and contacting other town board members to see what the purpose of the town board really is. | have listened to the pros and the cons of why Pahrump needs the town board. At first, | didn't see the need for a town board, but the longer | live here and the more | go through by Nye county building department the more | think we need to come on board. | have read the commissioner’s handbook and just like they have the authority to appoint a town board. | am not for the commissioners to appoint a town board but what i am for is for the commissioners to allow their citizens to vote for July 1, 2025 2.GENERAL PUBLIC COMMENT (Up to three-minute time limit per person) Public comment will be for all matters off the agenda. Cont... or against by putting it on the November 2026 ballot. | know some of the cons against the town board, reducing the money and how expensive it would be. Putting a town board in place would help the commissioners by allowing the town board to handle the five departments they're supposed to oversee. The town board was resolved in 2015 by a very slim margin. In the past seven years | have lived here, we have grown from 37,000 people to almost 50,000 people. They need to answer the question of why the town of Pahrump is the only town in Nye County without a board and why the county commissioners are so scared to have a town board reestablished. We are on the verge of losing the grant for the splash pad because there is no real focus on the town of Pahrump. !'m very disappointed that you guys cut that woman off because these meetings are for us to be repetitive and repeat everything that everyone else says, so that you guys know that there's more than one person that thinks this way. Georgianne Reddington - Thank you for the invitation to take my time back as it was rude for DA to impede on my First Amendment rights simply because he's fatigued by the repetitiveness of this. | simply wanted to comment that | believe a sustainable solution in a path forward is doable if we all work together collaboratively and creatively. It is my understanding that other counties have resolved similar issues with success, and | respectfully ask that the county take this zoning issue of Pahrump zombie lots seriously and put it on the next agenda for resolution, otherwise it is inexcusable to me for the county to continue collecting taxes on property that cannot be used. Molly Valdez - | am also a zombie lot owner, and | was just calling in to have my voice heard that | would love to see a rezoning. We could all work together collaboratively. Beth Borysewich - | would like to have my questions answered, if at all possible, somehow. I'm calling about the fairgrounds. | heard that we're not doing the Community Center. If we're not doing the Community Center, the $535,000 approximately that we had awarded to that designer, have we paid him any money? If we have, let's not pay them anymore money and keep that money for other things that we really need. The town board, there is an agreement in place between the Old Town board and the county commissioners that the county employees would take over the town of Pahrump and work dual jobs. That way that money already is going out, the county clerk is supposed to do the counties work and Pahrump work and mark down their time and gets paid as such. More people are saying it's going to cost a lot of money, | don't know where you're getting at because right now the town of Pahrump, which is kind of being siphoned off from what I'm seeing, is already being handled. ! just have a quick semi humorous thing to say on the 4th of July, please make sure you keep the fireworks away from the children and let the adults who have been drinking all day work them. Commission Strickland - |'m really sorry to hear about what happened to the battalion chiefs. My father-in-law was a Battalion Chief in Fresno CA. There was a comment about 5 minutes of public speaking, and | don't recall that. What we do have is two comment periods when in fact the NRS says we only have to have one, and we aiso have comment for each and every item, which doesn't even say we have to do that. We do listen and we want your feedback, so we could potentially hear something we haven't heard before and that's why the repetitiveness was spoken about. I'd like to turn to my fellow commissioners and ask if you will consider changing the date for our second meeting in August, please. | will not be able to be here on the 19th, and | believe that staff can work it out on the 26". If you guys can check your calendars, please.

The only thing | have is on the zombie lots. | have told you guys, this is the third time now I've said feel free to reach out to me, talk to me. There's probably some solution out there | don't know what it is at this moment. | don’t know how to do that if we don't talk, and nobody's reached out to me at all. | said last time that | have been affected by these personally, so | know that you can maybe combine them to make a bigger lot where you can do a well or septic. Let's figure out a way to talk about it at least and have the open communication.

| have been contacted by a few people asking for solutions and trying to get through this and come together and perhaps put something on the agenda. However, when and as soon as it's mentioned there will be a lawsuit against the county, that ends my conversation as well as your conversation with the folks that are asking us to come up with a solution. DA Kunzi - That is absolutely correct and that's one of the problems. Rezoning is not going to be the answer to this they can only be developed once you have the capabilities of having utilities. The counties are not responsible for utilities they're not in a utility district. There’s a lot of issues here and no one in the county is trying to ignore this. We are trying to figure out ways that we might be able to do some things. I'm personally working with the commissioners to try to figure out ways of what can we do. We could rezone all we wanted and it's not going to change the reality of these lots are too small for a septic and a well. But the utility companies have to be involved in this discussion as well, and they're not easy solutions and we do understand the frustration. There's just a lot of issues that unfortunately we wrestled with because of the swamp land sales that were being done by the original developer of this valley. | do want to reassure the public, July 1, 2025 3.Commissioner/Manager Comments Cont... we are not ignoring it, we are trying to look at things to be creative and seriously trying to find solutions.

Mr. DA | lean on you for advice because that is your job to protect us and help us, and so | always appreciate whatever you do for us. There was a somebody, some moron, on a Facebook site that said | had been in some sort of trouble. I've never been in legal trouble in my entire life and our sheriffs standing over there can run my name and you'll be able to tell you.

There have been members of the public that make comments that | was with preferred equities back in the 60s. | tell you what | was not a realtor when | was a teenager so just you know. Christie Siegmund - Two weeks ago | stood here and didn't have any data to present to you commissioners regarding a very generous ask to assist in the animal shelter. Today | am here to tell you that we listened, and the backyard is currently under construction. A huge thank you to commissioner Koenig, who used his resources to get us donations. An additional huge thank you to Renee Morales for donating the material and the time and the labor to help make this backyard something that is efficient and effective. Thank you to Director Allen who sat down with me to develop a pad drawing for how we can use the materials we have, plus the donations to make this happen. So, it takes a village and a team, and we have one heck of a good one here in Nye County. So, thank you to everybody involved in helping make that happen. We are coming up on 4th of July and fireworks are very scary to most of the pets. Please keep your pets secured, keep them indoors, keep them safe. We've already started to see an increase of pets come into the shelter because of early fireworks. Thank you also to Commissioner Koenig and to the board, who approved the van for the shelter. This is making a huge difference in transportation of these animals. Saturday July 5th through July 19th we are participating again in the Bissell empty the shelter event, so adoption fees are going to be $20.00 for those two weeks. We will have over 60 dogs, 17 kittens, a dozen cats, so if you want or need or would just simply like to save a shelter pet, please come in. If 55 to 60 people come into adopt means we have almost a clear shelter. Chief Lewis - | just want to remind everyone to have a safe 4th of July. It is dry out there and we're going to continue to have some elevated temperatures. Please do not use fireworks in residential environments. Make sure we're completely hydrated when you're there, try to minimize your alcohol consumption, and just have a very safe weekend. We've already been having a number of brush fires on daily basis so let me make sure everybody is safe.

McGill - 4th of July is coming up; we don't need people's houses and barns, and everything is burning down this weekend. | want to let you know that we will have deputies out on overtime on the 4th and their sole purpose is to write citations for illegal fireworks. | know that there was one individual in the audience today that was involved in this, but | had to remind 4 individuals last night about 8:00 about the leash law right outside these doors, because their dogs were off leashes. The potential for the dog being injured July 1, 2025 3.Commissioner/Manager Comments Cont... or the wild horses being injured. So, keep your dog’s away from the horses, out in the grass, in the eye, and keep them on leashes because that is a mandate. DA Kunzi - | wanted to let everybody know that my office is now responsible for another adoption out of the shelter. | think | think we're up to seven that have been adopted out of my office. This seems to be a kind of recurring question, but | do want to address some of the confusion and discussions about public comment. People need to understand that I've worked with several boards, state level, county levels, and honestly there is not a board of county commissioners that provides more public comment than this board. The public comment actually doesn't have to be any longer than two minutes, that's the minimum. If you go to Clark County they do public comment at the beginning of the meeting, at the end of the meeting, and that is it. | think people need to appreciate actually how active this board has always been in recognizing the right of public comment and the people to address them. This board allows public comment at the beginning of the meeting, allowing public comment for every single agenda item in which action is going to be taken, and public comment at the end of the meeting. | hope they appreciate actually how conscious this board is of their rights under the open meeting law.

It came up whether we were going to maintain the phone system that is very costly to the county, taxpayers’ dollars. We asked for public comment, because for whatever reason people were unable to come to chambers and attend the meeting and voice their opinion under public comment, was not our concern. We were fighting for the public to maintain, if that's what they wanted, to be able to call and afford them the opportunity to call in each and every meeting. We did vote, and it was favorable to keep the phone system alive versus having them come to chambers. They do a great job, Sam and Janie and the admin, and the clerk, that take care of this system for the public.

| called in on that meeting in support of keeping your phone system, and | was not a commissioner at that time. Manager Waggoner - The board voted at that point for the option to allow tiny home parks and basically the same zoning that we allow park model parks. Anybody that's asked, that's brought this up, there are procedures that they can take, and make, and pay for to where the taxpayers don't pay for it to make corrections. Any person out in this county can sponsor a code amendment and bring forward a draft to the board and ask to amend that code if they would like tiny homes to be allowed in some other zoning district. DA was absolutely correct zoning would not fix this problem at all. There are restrictions by state law that make development very hard to do. The other one for Miss Bond, she made a comment that she's now in support of the town board because she's tired of getting harassed by Nye County and code enforcement and building codes. She's in conflict with Nye County building codes which then brings in Nye County code compliance. A town board would have no effect on that. They are Nye County Ordinances, Nye County codes, building codes, property maintenance codes, that are adopted. they were not adopted by the town of Pahrump so that would have no effect. If she wants to be in conflict with the code, she'll continue to have to deal with code enforcement. July 1, 2025

it's my pleasure to mention a public works, five years of service by William Bill Hummel. Unfortunately, he’s not in chambers in Tonopah, he's out in the field working today. We do have the director of public works and if Tom Bolling would accept the plaque on his behalf, I'd be happy to give that to you because Bill, he’s a hard worker, he's a good man, and I’m sorry that he’s not here today.

| just wanted to express how much | and commissioner Koenig enjoyed working with him. This contribution will also help us move forward with some major improvements that we're already working on for this Commission, and it's refreshing that GPS Pleasant Valley realized how important it was. Kellogg Park, it doesn't show exactly what it is. I've heard a lot about this pickleball court. Can somebody answer whether that would go to that? Manager Waggoner — Two of the major projects with Kellogg Park is 4 to 5 pickleball courts and then we would also like to have the first ADA accessible playground in Pahrump, so that's our other plan with this money.

Steve on the impact fees, developer remains subject to impact fees adopted by county at the time any building permit is requested. So, whatever the impacts is when they request the building permit is what they pay right? if they wait five years to get a permit they pay what the impact fee is five years from now correct? Director Osbourn - Yes developer is subject to the impact fees that are adopted at the time and any building permit is requested.

Is there a way to get an answer as to where these speed bumps that kind of remind me of living in a city which is why I’m here and not there. | am wondering what the process was to make sure we don't have speed bumps left July 1, 2025 8.For Possible Action — Discussion and deliberation regarding the General Road Report Cont... behind with the private company or whoever it is that's doing whatever they're doing on Vineyard specifically, and possibly in other parts of the town that I'm not travelling down. Director Bolling - yes, | received the e-mail from Mr. Waggoner, forwarded to us from yourself. We do not know where they're at in the process of building or installing their fiber up in that area, we will find that out. We will also go and address with them the speed bumps that they're leaving. My guess is with the cold mix patches that they're putting in.

| will let Beau address this, but I'll just touch very quickly. | know that less than a year ago we mobilized the crew staff, full staff up to Gabbs to address their roads, as well as Round Mountain, and the roads are prioritized on the list as far as the worst to some that that can wait a little bit longer. I've been saying and preaching that we only have a certain window of opportunity to get up to the higher elevation areas, such as Smoky Valley, Gabbs, Tonopah, and | know that you're doing the best that you can with the staff that you have. Beau Gott - Nye County public works takes our crews that have certain skills from different areas and utilize them everywhere we can. The lack of work being done is mainly due to lack of staff within the department up north. When we cannot fill positions, we're going to fall behind on work. If there's something that's a hazard and needs to be taken care of, we do mobilize, and we'll take care of it. Basin, the striping there at 160, we painted that three times it's bleeding through. They're coming up with the design to put retro reflective buttons down which you would see a lot on our 45 mile an hour road around town.. and The other section of Basin we're well aware that a section of road is in rough shape it's ready for reconstruction, but that comes at a heavy price that we just don't have available at this time, so our course of action is just to keep patching it until we're able to replace it,

We've had some comments about mountain falls and getting onto Hwy. 160. My question is do we have to bring forward an agenda item to request the Nevada Department of Transportation to do an intersection study? Where do we go from here? That needs resolved, we're having nothing, but major growth and you can't even get on the highway. An acceleration lane would allow that are getting on the highway to get in safely by only have to cross one lane to get on to the highway. Director Bolling -I can request it, but it is definitely a lot better coming from you guys. So, we can bring back agenda item for consideration so that you guys can give us direction to request that from them. An acceleration lane headed north would be the best option. It would be between different kinds of other items in the middle of the lane, in the middle of the road, that people might not like at that point. If we could they would have to do their study their studies probably take 6 to 8 months

We talk about prioritization and sometimes the perception is that different areas of the county are neglected, but you are absolutely working together with William Allen and buildings and grounds here in Tonopah. , you love a plan, so where can you show me the plan for county fiscal responsibilities and management? it is my understanding that a county engineer will be formatting this for future consideration discussion more time lost. Meanwhile, the fine print for increased freight costs and materials will be on the county and the deadiine for the grant is December 2025, allowing 120 days for completion after the approval. In my opinion, approving this project is a reckless financial consideration as well as the logistical nightmare. Aimee Nelson - We went over all of the expenses and even the idea that they would consider nickel and diming us together with all these little projects and not supporting lan Bayne on his project to do some other things to clean up the county. | have a solution for this. | think you would save money if you just bought a bunch of slip and slides and handed them out to people that needed them. That's my solution, buy them up and save some money and let the individual be responsible for their own local location and their own kids. Linda Clark - | looked at the backup on this and | was really disappointed because of hundreds of pages; it didn't tell us anything. | was disappointed that there were no photos, no schematics, no pictures, nothing, and what they did show isn't even part of the plan. It’s in the wrong location, it's too small, it doesn't accommodate what you want to do, and the kids are not going to be enjoying it. And the money is going up, so you got a lot of explanations there and | still think it's the wrong location. | want the kids to have something. They deserve it. They don't have anything else in this town, but this is not the right thing. It would be fun if it could work out the way you want to see a nice splash pad. Beth Borysewich -When | read all of the hundreds of pages of this thing, | was appalled that he couldn't even put the RFP together, to give more information so we could actually get good bids. We didn't get 2 good bids; they were so different in price it was ridiculous.. | recommend that Marianne Hollis and Mr. Pittman sit down with whoever is writing these RFP's and give some input, because they're the ones that are doing the research. | went and did research on some of these splash pads and they can start at $80,000 and go up to $500,000. This is in the wrong place, somewhere by the pool would be a good idea, to have pool and then a huge splash pad area. The other thing that's bothering me is that you're going to take, it says $390,000 from the town of Pahrump but then in the write up, it's saying $290,000. Have the town of Pahrump people said anything about this? Have you asked them? And how much money is left in the town after you take 290,000? It's awesome to see the 1st amendment out of the basement and each one of you all actually articulated your points and stayed on topic and | commend everybody that just took the mic express their First Amendment rights. beyond the subjective category and saw through this discriminatory and when it comes to content there's no neutral zone. They can speak when it comes off topic or whatever but anyhow, | don't want to get off topic. | just want to commend the previous speakers and what a glorious day, independence coming out to see the 1st amendment shine and the constitution was meant to restrict government and not the people. Close Public Comment Jimmy Martinez - Staff have worked really hard to get this going and moving forward. We did bring this up almost a year ago trying to get this approved and get it moving forward, but the cost was outrageous, so we went back to the drawing board. We did another scope, went out again, and still it was too high for the money we allocated for this fund. We've got a company that came within our price range and we're looking to move forward so we can get this done for some for groups and the community on the north side of town. The reason why we didn't put it over at the pool, due to the fact that we do have homeless people at Petrack Park and we're trying to get it away, for it not to become a bathing facility. So that's why we're putting it at Simpkins, to help with that and also have some of the community on the north side of town. It is 1500 square feet. We put a lot of work into this.

| have the same problem, and | live up there. But you know the population, the kids are not down here, but down in the southern part. That's where everything is going. | drive by several times a week at least and | see maybe one, maybe 2 cars there maximum. Low usage, nice clean park, but | don't see a splash pad there drawing a lot of people. That's a lot of money for little use.

It infuriates me that we are being dictated to by the homeless as to where we can have this. All these new ordinances that we've passed, | would think, would be helping or going to help at some point.

That's the first that | heard one of the main reasons was we didn't want to make the splash pad of bathing facility, and that concerns me because what stops them from moving to Simpkins Park once it's installed and using it as a bathing facility. So, it doesn’t solve that problem. | am not opposed to a splash pad and one of the callers said that. It's not a question of supporting commissioner Bayne or the other commissioners personally, it's supporting the concept. Which comes down to, do we have the money. We have asked each and every time, to the Comptroller, do we have the money for this, that, or the other, and typically the answer, especially now, is no. We are in dire need of money. When we're told we have the money to spend and it's prioritized and it makes sense, we spend the money, and so | will defer to the Comptroller at this time before | continue. We did increase the allocation for the splash pad in our FY26 town of Pahrump budget for the CIP. There is a concern with all of these projects, and I've mentioned this before, is that there are costs to maintain, and a lot of times when we do go on to bidding or actually go into construction there are costs that do escalate beyond the budgeted amount. There is always a risk of that we typically have not been budgeting enough for these construction projects, and so that's going to remain an issue for a lot of these projects. Our cost estimation could be incorrect as far as issues arise or factors that have not been thought of before proceeding. To answer your question, it has been budgeted, and the CIP will come before the board on the 15*".

Looking in the backup and cannot find what funds are in 25401 Pahrump capital. | found grants which were fifth in exit 14,562 but we know only 50,000 of that is for this particular project, and so in our backup for finance | can't find 25401. Honey Strozzi - | did speak with the town's financial manager this morning. She did give me a briefing on what was available. So, $425,000 was budgeted for the fiscal year 2025. The CIP at the next meeting will be brought before the board in the amount of $390,000, budgeted for the fiscal year 2026. That would be out of 25401 capital, and the T-Mobile grant funds is currently on this agenda to be requested for a grant extension, | believe for December of 2025.

I'm not quite sure about the support services of $40,000, in admin costs of 6000, but not that's an awful tot. Marianne Marian Hollis - When | look at the numbers that they claim to serve, 39 domestic violence clients, what does served mean. did they pay rent for them. Once again we have the wording that when an individual meets with the case an assessment is performed, they are entered into a queue. How many people are in the queue and how long do they last there. We review and approve rents that are then paid directly to the landlords for domestic violence clients. I'm wondering if you will be using or utilizing the Rain Man facility for rent coverage. Linda Clark - I've been sitting here for five years listening to all this stuff, it's amazing to me the amount of money that comes out of HSS. The donations we get from HUD and July 1, 2025 10.CONSENT AGENDA ITEMS - Cont... whatever other programs here through the coalition and all the other grants that you guys get. Who are all these people getting all this money? It's always curious to me because every month it seems like we have somebody from one department HSS who had somebody else that we're getting money from. Who are these people that are getting it and what does it include? I'm OK with giving it to the seniors I'm OK with giving it to our vets, who are the other people and why every month or at least every other month you have something on these agendas that comes from HSS or HUD donating more money into this community. David Michael Garcia- My opinion on this agenda item is we really caution on the reserve side, and we actually take a good hard look at every homeless dollars founded in administrative fees and these courtesy grants. | go back to the constitutional side of it it's not yours to give. 1803 We can see there's no color when you're under the bridge it's supposed to be neutral, so a bridge is actually covered county and state and federal for some of you all new constitutionalists. These people are all vetted, they're all looked at. If helping people is wrong, | don't want to be right. Aimee Nelson - | have family members that were assisted by HUD and there's not a great big windfall. It's a few $100 a month, and they live on fixed income, and I've even been a recipient of it when | was in and out of the hospital! for the last three years. It was $300 a year to help me out with utilities. It helps people, literally the elderly on fixed income, put food on the table and expenses these days are higher and all the people that are on the borderline of being homeless can benefit from some of these programs. They’re voters, they can vote for elected officials too, they're not just some person with no name and no identity and no life. Beth Borysewich - HHS has gotten so much money in grants that I'm just appalled at the amount that is actually being spent. This for $106,960 out of that they're going to take $60,000 out to help rental assistance and take $40,131.00 and put it under support services. What are support services? | don't understand. How is it helping people when we're putting into something called supportive services? The administrative costs are $6,385. What are those? Are those employees working in the department? Those employees already get paid by county so they shouldn't be getting any more money. HHS did not fill out the addendum so there is no way for us to know how much the indirect costs are. | think those things should not be passed until we have all the information. Jenny Martin, program manager for Health and Human services - We just kind of wanted to start off before answering a lot of those questions with five accounts of the folks that we have assisted over the last year. Outlines the stories of an elderly senior living in her vehicle, a veteran, a middle-aged women with mental health issues and two domestic violence victims. Karyn Smith - | stated in the backup that you received on we've been receiving this grant since 2020 and assist clients with services so they can pay their landlords directly as rapidly as possible. Clients enter into stable housing they meet with the caseworker and assessment is performed and they're entered into the queue how long they're in the queue depends on when their names are pulled and we have no control over that. Clients must agree to basic terms of the program before entering the program and a place needs to be available for them to rent. They meet with the case worker weekly to establish a case plan look at barriers that have prevented them from housing stabilization. Community services include long-term case management with wrap around services to rapidly bring them into and maintain stable housing. There's two components of this agreement with the majority being rapid rehousing program specific to homeless clients for housing stabilization but also housing assistance for domestic violence clients. Our one case worker works with 25 RH clients each year and her wage costs are supported by three different sources of funding of the people we actively work with. we have a 95% success rate and already in the first five months of 2025, 17 individuals have been assessed and referred to the queue. We are all well on our way of exceeding prior year totals in regard to the domestic violence part of the grant. We help with rent, security deposits, electric and any utility bills. We help to remove barriers so that they can become thriving individuals in our community that are working. We do not service any immigrant, we help elderly, veterans, single women and men with children, and single individuals that are disabled. Our grant monies that come from our taxpayers and that go to the federal government and then we apply for them to come back to us. Supportive services covers the services of like rent utilities and part of our caseworker that's about a third of her wages. They are also picked up from my HHS grant and another grant or HHS budget. We only have one case worker under this program who is been paid through this program, but she's also covered by two other funding sources and everybody in my department pretty much is funded through numerous different avenues. This grant is they have to meet the HUDS definition of literally homelessness.

There are options in SB 116 that say any elected official can individually waive their raise, given by this legislature, and also if the board decides that there are not enough financial means to pay this amount that they must make it even across all elected officials’ pay, but individually they can waive their own raise. So, we can reopen this with the amended budget and then you can pass it then, but | do have to have instruction on how much to do. Miss. Cruz | have a question about something that you mentioned that the County was unwilling to bend within five days after we had approved the contract. Not the last time that we met but the time that your contract was up for discussion which we had approved so if the County was unwilling to bend which I'm not aware of until today with those words, then why do you want why do you want to work with the county again. Cruze - | met with my lawyer and the DA and some of the commissioners and we established a contract that is not the contract that you signed and approved 2 weeks later with the commissioner board. There were 3 items that were changed without my consent, without my permission, | didn't even know, and those three items is what | tried to explain to the county why they were necessary and why | could not bend to those three items. Would you like me to discuss the three items? One of them was that the County would own Serenity's documents, Serenity has been open for 14 years and we use our documents inside our clinics, and | could not give the documents to the jail as I'm currently using them. | was willing to sign something that said we could both use them and that was not going to happen unfortunately. The second item was that they took out the insurance but would not allow me to add the insurance funds to the contract and | told everybody in the room that that is what | made the insurance was about $80,000 and | make $80,000 off the contract and | could not work one year for free and they were not willing to bend. The third item I'm sorry | can't remember | wasn't prepared to speak today but those were the two items. Why do | want it today because | care about the inmates; | loved the job that | worked; | care about the inmates; | care about the jail; | like working with the Sheriffs Office. Staff and | enjoyed working inside the jail and serving our inmates, we brought lots of programs and grants to the jail to try and improve the July 1, 2025 18.For Possible Action — Discussion and deliberation to: Cont... accommodations; and to get more therapy in; to get more substance abuse therapy in, and to reduce the recidivism rate. | felt like we were doing a great job. | have a recommendation from the Sheriffs Office. Also, the previous administration recommended me, so | want to serve the jail again.

I'm representing Vista Health and all their physicians. We are a group of physicians. All of us are board certified in internal medicine till this day, with further subspecialties in cardiology, pulmonology, psychiatry, and neurology. Our credibility can be obtained by the fact that we were contacted by the prison initially in October 2024 and

stepped up without any questions and he provided the service organized with the help of the nurses at DVH without any cost. | was asked to come back and again stepped up, back in March did the same without any reimbursement. The two contracts that we presented initially in October and then in April were publicly disclosed so the rest of the bidders were not even there to be found, some of them were not even enrolled. If you go and look at those corporations some of those corporations were made in December 2024. For example, one of our competitors stated certain non-facts about the fact that the doctors are not from the community and certain other things. The name of that company is Medical Management on this paper that you guys have it is stated this is an LLC not true, our DBA working under Griffith Taylor Management completely different. That's where two names are there it is owned by two chiropractors who used to have a primary care practice they sold and then none of them have the credentials to practice internal medicine as per Nevada State Medical Board in addition the providers that they are providing has zero experience as of 2021. We have already pointed out that we have established credibility by providing services to the prison. We followed all the policies and procedures; we have the contract of Desert View Hospital here since 2019 and we have been successfully awarded that contract year after year. Going through each policy and procedure via the vigorous process of credentialing, background checks, uplifting all those issues which we have already discussed, instead of going item by item. And the volume of the patients has increased, satisfaction is increased, nursing quality has increased, the reputation of the hospital has increased in the community, and the same hospital through us has provided help to this prison. We are used to the inmates because we are on the receiving end providing acute care to all the inmates that come to the hospital, in addition to the services provided by the physicians in the interim phase. We have qualified nurses, all certified; we have all certified medical assistants; and we are all about policies, procedures, following rules and regulations. We would like the community, and the county commissioners look into it and see who's the most credible for your needs.

McGill - First and foremost | want to let you know that whoever gets this contract for our medical provider, there is no question whether we will work with that company, and we will do everything we can to facilitate the change. There are a couple of things that | cannot let today go by without saying; this contract was negotiated and written and all the bidders were spoken to without the Sheriffs Office input; we had no input in what was going to be required in the contract; what services we wanted; it's only based on NRS what we are bare bones required to provide. The provider, previous to who we have now, walked out and is now bidding again. | believe that provider that was giving our services prior to the provider now refused to communicate directly with the July 1, 2025 18.For Possible Action — Discussion and deliberation to: Cont... Sheriff's Office to the extent that there was a death in our jail and | knew about it two days later. Because the provider did not contact detention staff. In my mind, in my opinion, there is a personal relationship related to this contract that is interfering with the professionalism of this contract. With that said I'm happy to work with whoever gets it. | have a couple of preferences, | really do, | will say that Serenity took care of us very well for a very long time before | took over as sheriff and well after | took over. Raven bailed our butts out and was willing to do it one time previously, when a provider walked away. I'm not sure whether Raven really still wants it or not. | understand that there's an opportunity for her somewhere else right now. That's about the only preference or positive that | can give to one or the other because | don't feel that it's right for me to say | want this company. | would rather have medical staff 24 hours a day and | never had that opportunity and no one ever listened to what we wanted. | think that's a liability. It's been very frustrating to me for the last several months to have this contract being negotiated and having no input and | understand this is your jail we are just managing it, running it. | don't think any of the commissioners here or the DA has any knowledge, any experience in law enforcement, or jail operations, our jail staff does. So when my jail staff comes to me and says sheriff we need medical staff 24 hours a day because when that guy falls down a step there's an onsite nurse that can call up the RN and or the doctor and say do we need to take this guy to the emergency room for X-rays and an MRI, and a cat scan, and all these tests or he's okay.

County Manager Waggoner

— there is medical coverage 24 hours a day, 7 days a week, by phone and by medical assistance. The only thing that is being limited is RN's, LPN's, but they're still available. The doctor's going to visit one time a week to physically visit with each individual inmate, after obviously the first trip or two then it's just going to be more of a maintenance thing. With a budget that we have already blow by $800,000 they have to be budget conscious, that's why it was decided to go with strictly the services we're required to do. DA Kunzi - | definitely wanted to address some of the issues. First and foremost, the Sheriffs Office staff were involved in all of our discussions, all representatives from the Sheriffs Office, in our meetings. The other thing that bothers me is this issue that's regarding the nurse has nothing to do with any of these providers this was an interim measure that we negotiated with Desert View to have their RN's available to us, to have the RN's in the jail, nothing to do with any of the providers. To suggest that that is some implication of anybody who's applying for now is absolutely incorrect and it's interesting that you know that you know the concern was why wasn't jail staff advised about the death; we had a RN who advised the person who was in charge of the jail to take this inmate to the emergency room that night; that was refused. They were specifically told to take that inmate to the emergency room.

Griffith - | am one of the owners, managing members of Pahrump Med Management. Pahrump Med Management was brought to Pahrump in January of 2018 and Dr. Mirza is correct, by trade in my chiropractor. That being said | was one of the founding members of a company in Pahrump, it was called Spring Mountain Medical and was one of the founding members that helped grow that to be one of the largest private family practice groups in Pahrump from 2018 to 2024. During that time, we won five Best of Pahrump, under my direction; we also have done every school event that we can to do; every school physical for free. The schools, any student that wants to come; we go to Armargosa, we go to Beatty, we've gone everywhere that has asked us to. Because we think it matters to Nye County, we are local, we care about our community; we're trying to give back, we're trying to be associated with sports teams; we're trying to be associated with nonprofits; we're trying to be in the community involved. | think I've said once before we've seen a little bit over | think it was 67,000 family practice visits in the past eight years; and we've seen just over 20,000 mental health patients in the past few years. Mental health was something that we added later around 2021 after being in Nye County and realizing that there was such a need for that for the community. We continue to be successful, we have Pahrump Med Management and just so that everybody is very clearly aware, it is a LLC that owns the other companies, so we have different companies that are all within the healthcare scope, and we manage every single one of them we're only in Pahrump, we love Pahrump. Today in Pahrump we actually have three of the providers who would like the opportunity to quickly introduce themselves and talk about what they have done in Nye County. Ronald Vazquez-Correa - | am an MD I've been practicing in Nevada for approximately 30 years 38 years. Originally from New York and Puerto Rico; | went to medical school in Puerto Rico, and | trained in New York and Brooklyn. | came to the Veteran’s in the late 80s originally in Tonopah, for 3 years. Along with five gentlemen (inaudible) surgeon, Dane Johnson surgeon, Charles Lindsey OBGYN, Jerry Peterson who was already there for family practice, Jeff Fisher and myself internal medicine. We stayed there for about 3 years and then we slowly transitioned out of there. | have come back occasionally to both to the Veteran’s over the past several decades, currently | am practicing in Las Vegas. Over the years I've seen conservatively about 500,000 patients, after 38 years of practice internal medicine. | did critical care; | stopped doing that in 2014. | do pain management, wound care and that's basically it. Josh Weltha - I'm a Physician Assistant; | was born and raised and spent all my adult life in rural areas and I'm very blessed to live and practice here in Pahrump. | started practicing in 2020 and for the last few years I've worked with Dr. Griffith, Dr. Vasquez and Darrick Griffith here locally. | went to PA school in Nevada; | completed a postgraduate fellowship in emergency medicine. I've worked in the emergency department and primary care. |'ve seen incarcerated patients frequently in both settings. My goal for this contractor July 1, 2025 18.For Possible Action — Discussion and deliberation to: Cont... is to provide high quality care to people in the jail system, practiced in an underserved area, attract new providers and continue to put down roots here in Pahrump. Opportunities for healthcare workers in rural areas are few and far between. I've seen many healthcare workers leave for Las Vegas; my patients asked me every week do | plan on leaving? They often expressed frustration and lack of continuity of care and turnover. | believe opportunities like this will support local providers in Pahrump and attract other healthcare workers. Derek Griffith - 1 am a Psychiatric Mental Health Nurse Practitioner and one of the owners of Mind Space Mental Health under the umbrella that was previously discussed for Pahrump Med Management. | have been working here full time in Pahrump since early 2022 and have continued to provide full time, on site, services, since that time our staff has grown from myself and one medical assistant to believe we have like 6 medical assistants, 2 therapists, we just hired a peer recovery support specialist, for substance use disorder treatments and we last month brought on another psychiatric mental health nurse practitioner. We are working on trying to expand our offerings to the community knowing that just as Josh mentioned the turnover can be very difficult, especially after six months. That seems to be about the timeline that people who are commuting decide that they no longer feel it is worth their while commuting. So that's one of the big things even though we are a small company or a small group of companies we do believe in staying local and trying to help out the best we can; and that is one of our aspirations; and trying to help the community further by extending our reach and offering of the services that we have into the jail system. County manager Waggoner - In regard to all these folks that have submitted proposals there's only one of them, which is Serenity, that actually has a business license to operate a business in Pahrump. So, whoever is selected, I'm just putting it out there again, before any payments could be made or anything like that from the County for any of their services they have to have a business license in the Town of Pahrump. DA Kunzi - | just wanted because | know there’s some confusion about this that we made proposals and some of the people sent back like sample contracts which is certainly not what we're going to go with. So, my recommendation and how you move forward would be to pick the proposal that you believe is best at the price stated and then what we will need to do is sit down with that provider and actually execute the legal terms of the contract and then we would bring that contract back to the Board for approval.

Well we have a slim budget anyways, but it does drop our ending fund balance down to $34,077,661 we had about $3.8 before this, and it drops it down to the $3.4 million. We're projected to have almost $10 million, ending fund balance, this year. A large part of that is the $5 million Grid Alliance, normally we would have around $5 to $6 million, ending fund balance. This year this is a lower amount than our average. Yes, when we factor those in and we're projecting out that will be close to 10 million dollars leftover at the end of this fiscal year; so we are still expecting our PILT payment that's about $4 million and then we do have a couple months’ worth of sales tax, that has already been incorporated into the roil forward budget and it's just that our 25/26 budget is very narrow because of the increased costs that we've experienced.

The Department of Taxation that’s who you would send this amendment to, should it be approved? Are our current projections and it is just that a projected amendment, we would send forward for 25/26, is it within the guidelines for Department of Taxation?

It is still above the 4% ending fund balance in our general fund, that is their limit. | would say that we're getting close to that. | believe 4% of our prior year expenditure is somewhere around $2.8 million, so that is our threshold, so we're approaching that, and so | would be cautious; and we will continue to try to cut costs; and be careful about the cost where we can, throughout the year; and really watch our spending levels.

| want to make a motion and the reason | want to make a motion I'll point out. What your Comptroller just told you, you are within the margins of what it is allowable for the DTAX to not consider us in a deficit position. We have one very huge project which you know is Grid Alliance that the consolidated tax over that is going to be $5.3 million, how much of that we will realize within this 25/26 budget remains to be seen. Grid Link West is also coming through our town, and our counties and they also have laid down yards and have to pay taxes for those materials delivered to those sites, they also will be in need of putting an SUP together which they haven't done so with their substation which we are very disappointed in them. If you want to do one landfill instead of two, what's going to end up doing? A factor that I'm going to remind everybody about, is as of July 18! there's a charge to go to the landfills and it's almost impossible take the visual of the operator jumping up and down, if there's one person, | don't know how you're going to effectively run Round Mountain if this is approved, with just one person jumping up and down on the on the loader, charging people to come in, unless they close the gate make everybody line up, | don't know, but you know logistically Tom and have figured out of what you're going to do. Director Bolling — Logistically yes, ultimately a line of people coming in the operator will address each person as they come in, see what they have, tell them you have a yard of material, this is how much it's going to cost, follow the orange cones to the area to dump and he buries the stuff whenever there's nobody there. said there's what 1800 people living at Round Mountain most of them work during the day, they're not going to be hauling there during the day for the most part, unless it's their off day, so half of them work this week, half of them work next week, it's ultimately staffed, most of the residents work at the mine, most of the people that live there they do have trash service, the service the guy comes in we charge him for a fullload, here go dump your stuff and he has an account, so the loader hand won't have to get out and give him a ticket, or him to come in, it just goes to your account, and we're putting all of the point of sale stuff in the loader, so that the operator doesn't necessarily have to leave the loader in order to go up to the scale house to be able to charge the each individual, he'll be able to do it from where the trash is dumped. So that's the one man operation is the one person that will be able to operate that landfill; because everything will be done from the loader or 90% of the stuff will be done, handheld inside the loader, but we can't do that in Tonopah we are mandated by NDEP to have a scale, and we're in the middle of installing that scale as we speak, so as soon as that scale is installed we have to have somebody who records their weights as they come in and then records their weights as they go out; and then charges them by the tonnage that they brought into the !andfill; 1 and that's because of where we were at in the last few years; and how much material that we were reporting was coming into the landfill; which was just by sight and we were way over; and almost had to become a class 1 landfill.

Have you ever sat down and projected what you can imagine that the landfill will be taking in that they can charge for? Director Bolling - Round Mountain, we have no clue, because we don't know what people have brought in and you can't charge them, because we don't have a scale now, but we can charge them by the yard, we have that option based on the thing that you guys approved of in January. | think it'll pay for the whole thing to be honest with you.

Director Bolling - | want to talk to you guys about, | listened back to the last meeting, we're paying $204,000 a year for the contractor and now we're only going to pay less than that for our own operation. There's 10 road maintenance workers that we have in the north, | have to pay all 10 people, 10 hours a day, no matter what, whether they're on vacation, whether they're working on the roads, whether they're working at the landfill, someone’s got to do the job, at Round Mountain it’s four days a week, that's one person for 40 hours a week, it's still the same amount of money paid out every month, it’s just what fund is it going to come out of road funds, or is it going to come out of landfill funds, it's the same amount of people getting paid. The town itself, they are not getting charged. Two of the three employees were budgeted in, that’s what you approved, or in part of our increase, which is what you guys have approved in January, two of those three employees are already budgeted for that, we didn't ask you for the positions, we asked you to approve the budget, we have to ask you for the positions.

Mr. Bolling had mentioned the positions, so is this a reclassification or a regrading of positions? Is that why they're all on the agenda? Because if it was budgeted, | don't have the position numbers to actually verify that, in our position budget report, so | would need the actual positions to do that, but | mean | believe him, so for Public Works there is a Financial Manager and she actually she prepares the budget for Public Works accounts and solid waste fund is actually a Public Works fund and so is roads; there are several funds that are managed through Public Works; and so | mean | believe that if he says that that's in the budget and the position budget then it's in there; and we do budget for that; and this fund landfills is a enterprise fund and it does receive revenue; and so | would say that there might be a question about the actual positions themselves, whether or not these are new positions, because they are dedicated to the landfill. Elizabeth Jordan - | just wanted to call and clarify a few things just to kind of help with this item. As Director Bolling stated, the positions that he is requesting were budgeted and included in the projected that we did when we raised the landfill fees, so that was done and approved on February 4, 2025, knowing that we were going to need landfill position that was taken into account. The reason why the positions are being brought forward because any new positions that we request of course need to be approved by the Board of County Commissioners, but those were included in the projected revenue that we're anticipating in this new fiscal year, that includes the $5 per parcel that we are increased on our on our tax rate, as well as the tipping fees that are being collected. So hopefully that helps on the position side. Obviously at the moment we don't know exactly how much tipping fees we'll bring in, we've calculated just on an estimate, because up until now we did not have collections on Round Mountain’s, we estimated 5 to $600,000 for that piece of it, total between the tipping fees and the additional per parcel fee we're estimating 1.2 million, that takes care of new position as well as other capital improvements that we know have to be done, like the scales that are being worked on now in the Tonopah July 1, 2025 20.For Possible Action — Discussion and direction to _staff_regarding the operations of the Round Mountain Landfill. 21.For Possible Action — Discussion and deliberation to: Cont... landfill. | know we do have other capital needs that are going to be coming down the pipeline, as well as bringing the landfill per year to a positive, because we were running on a negative every year. Tom and Liz, I'm doing the math here and you're saying one full time employee at a base salary of $43,326 with $53,000 in benefits which to my math comes to $96,397 per employee, per year, times 3 is $288,000 a year, for these employees. But you're saying under and with the fuel and everything you're saying that would be an operating cost of $782,000 for the Round Mountain landfill, you're saying total for three positions $289,000, so you're saying that by taking one of these new positions putting it at Round Mountain; and then a loader; and fuel, that's where you're coming up with the 700 and something operation.

What’s our balance, what’s been used? July 1, 2025 Darrin Tuck - yes, we received a CDBG grant in the amount of 700,000 for power to that well, plus the drilling of the well and design and the equipping of that well. Stephani Elliott, grants manager - there has been zero spent of the $700,000 at this time. We are still in the process of obtaining approval to reallocate some of the funding out of electric into the actual engineering and construction management. So, at this time there's still the whole kit and caboodle and they would love to see us move forward on the project.

Stephani before you run off, the CDBG grant criteria on this 700,000, did they give us a time? Stephani Elliiott - We've had this grant for one year at this point. The construction grant is for two years, so we have one additional year to move forward, to complete the construction.

confidence level, in regard to both power and well, for the $700,000 that we were awarded, well I'd like to hear from Stephanie and Darrin. What's your confidence level? We need numbers, we need the public as well to feel confident with what's here. | don't think it was realized that this was a grant that was awarded to us, that was applied for and awarded. Stephanie Elliot - that is correct - this actually went through a very lengthy process in order to even get the award in 2024, it was fiscal 25. We've actually been working on this specifics of the project for three to four years now. The CDBG program has actually funded the development and installation of the initial water well, as well as the septic tanks at the fairgrounds. This is a secondary backup water well, as CDBG has helped fund us with that. When we had applied for this grant several years ago, we were under the impression we were going to have to move electrical lines. Now that some of that is being negotiated at this time, we'd like to move the electrical portion over to the required engineering and design. We had initially thought it was just going to be a really simple secondary well, however Superintendent Tuck has decided that this really needs to be a very good well, and we need the proper guidance and engineering to make sure that this is not just a backup, but an actual usable, going to be utilized within the facility. So, | am very positive that we're going to get the reallocation of funding to be able to utilize this grant money for the engineering. Once we can move forward with another bid package, | am very confident that we'll be able to install the secondary well as well as the surrounding amenities with the remaining grant funds. Superintendent Tuck — this water system is a three-phase project. We've finished phase one, which is the existing well that's there. We're going to do the secondary well, that's going to be phase two. and then we're going to see about phase three later on to connect them to wells to make 1 system that’s going to give us adequate water for the fairgrounds. This is going to make it this totally adequate for the fairgrounds. | also want July 1, 2025 to say, we have a point of diversion where we have to drill that well. We're not just picking the spot out there. We're under pressure with the division of water resources that we have to start pulling water out of there. So that's another factor in this. We do have a pointed version up in the northwest portion of the fairgrounds. This is the perfect spot as far as elevation as well.

you're aware because this has been your 29th and coming through and whether you start in Crystal or Johnny or Pahrump, etcetera, and we certainly appreciate this race. You have been professional, and you've complied with the roads and coming back and taking care of them, but again, | always say this almost the same thing, don't forget the dust factor. Don’t forget you have residents that are living and residing close to where you're setting up and camping. At night there's a noise factor, and they all have animals, they have children, they want their peace, and that's why they're out here in the rural area. Please don't forget the trash. You bring it in; you bring it out. The drivers, the crews, they have been professional, and we appreciate them and the money that they spend, and we appreciate you coming through Nye County continuously, but | have to remind you. | appreciate that and one more thing I'd like to mention is please remind the drivers that just because there is no house insight for example, on some of the roads, after you come and you go, on the weekend during the week, the retirees, the teenagers, school is out, the people that are into the outdoors and adventure and the elements aren't affecting them. So, | just wanted to mention that. Could you tell us Sir, because we know that you've been in communication with Beatty, all of the entities within Beatty, and you're July 1, 2025 25. (5-minute time limit) Cont... helping absolutely the infrastructure, and you're going to be helping with the infrastructure. | know, researching the company, you're real. I've known Mr. Dixon for many years, professionally, dealing with other mining groups, and I'm very confident that you're absolutely going to help uplift the whole community of Beatty, but could you tell us how much operationally to date you have spent on your project in Beatty? Steve Yopps - The various companies such as Corvis gold core, and the original opportunity with the silicon mine, there's been about $500 million in total acquisition costs of various companies, various claims. and then with regard to exploration activities, well over $500 million. So, you know 1.1, 1.2 billion.

well that's impressive and significant and thank you for coming to Nye County Nevada. the request, because it's on Nye County property, your legal will have to, if we move forward with this and if it's approved, with our DA, and go through the intricacies of the contract of the dues and don'ts etcetera. Because it's on our property, and how will that work. This is the first time anybody's asked to drill on Nye County type situation that we know of, that | know of, and so how will that work. would we be able to use that water at any time. Is it solely under contract for your use? How long a time frame are you considering? And then we still ultimately own this well, the casing, the pump, the whole kitten caboodle, but you're actually paying for it. Steve Yopps — ownership, whether it be Nye County or Beatty Water and Sanitation, we'd have to figure that out. But to your point, water is available for the counties use, Beatty’s use, as kind of a primary use and then we are secondary. but yeah, we're paying for the entire well development. With regard to the pipelines potentially hooking to the existing E W4 well for Beatty, we're doing alt of that as well. It's a large water development effort. The cost of that project is approximately $7,000,000. and ultimately the goal is to have this water from this well and perhaps E W4 and use that for alfalfa growing, to take those permitted rights that Beatty has and certificate those so that their water permits are long lasting. With regard to total timeline, with regard to the water opportunity, you know hopefully if everything works out as we think it will, this is going to be a 40-to-50-year project.

I have even talked to old members & some citizens that were around during the old regime. At first | didn’t see the need for a town board but the longer | tive here & the more garbage | get put through by Nye County building department & so on, the more | ‘think we need the town board back in piace. Tf have read trie commissioner’s handbook & just like they have the authority to appoint a regional planning board they also can appoint a Town Board. | am not for the commissioners to appoint a town board. The commissioners do not need another board to do their bidding. But what | am for is the ‘commissioners to allow their citizeris to vote for or against it, by putting it on'tie November 2026 baiiet. The commissioners would win a lot of points with their constituents by letting the citizens vote for themselves. | know some of the cons against a Town Board were due to money & how expensive it would be. For the past ten years that ‘the board hasnt been in piace Nye County still collected those taxes designated for the town board. So, there should be a separate account that was just for the purpose of a Town board & what the board handles & pays. | am sure if we trigger a state audit to find those funds & accounts we would be able to reseparate the Town Boards funds & bills. | ‘feet putting a town board back in piace will help the commissioners by allowing the town board to handle the 5 departments they are supposed to be overseeing. Parks, Cemeteries, Buildings & Grounds, Fire Department, & Recreation. The town board was dissolved in 2015 by a very slim margin. In the 7 years | have lived here we have grown from 37,000 people to almost 50;000. We have 26,000 homes’& every month at teast 25 new permits for homes are pulled. The citizens of Pahrump really need to wake up & notice what is going on around them. They need to answer the question of why the Town of Pahrump is the only Town in Nye County without a board. They need to answer why the county commissioners are'so scared to have the Town Board re-established & back in place. With a Town Board in place handling the 5 departments things like the splash pad & fairgrounds may already be finished. We are on the verge of losing the grant for the splash pad because there is no real focus on The Town of Pahrump by our commissioners.
