, you are an embarrassment with your temper tantrums. You won't get anything passed because you don't do the work. Can you please get somebody to train you for the commission position, that would be nice. We are embarrassed. Anthony Greco- | am a representative for Pahrump small business association, godfather media and KPFF TV. July 3rd next year | will be in business for 50 years, I'd like to help the community. With my media I'm going to donate $50,000 a month worth of free advertisement to any mom-and-pop business in Pahrump. That would be a total of $550,000 for the year. Ron Mortinson- | was present at the skate park and what | saw was 25-30 people, including parents, with the emphasis on parents. The kids in the skate park performed very well when they have parents right there. Off to the side of the baseball field it's dark and there's a bunch of kids, chaos, fireworks going off and kids running. The sheriff cars come in lights and sirens and that stimulates the kids. They get like an adrenaline rush out of being chased by the police. They go run in every direction and a little while later they gather up again on the baseball field. They were towards the restrooms and the swings gathered up, chaos, lighting fireworks, running. At exactly 10:00pm, | texted Mindy and asked her if she wanted me to watch the gate so she could get there because obviously, things we don’t need to happen in the skate park. | sat there to watch the gate, the kids started gathering in the parking lot, a car drove past the kids, stopped, opened July 15, 2025 2.GENERAL PUBLIC COMMENT (Up to three-minute time limit per person) Cont... the door, gun barrel, four shots and the car speeds away. These people probably thought that with all the other chaos going on throughout the park they could hide their own chaos. ! couldn't believe what | saw, but my first piece of advice would be that when the sheriff comes in, they need to come in dark, slow and quiet so they can actually catch kids lighting fireworks and doing whatever else. My next piece of advice would be to have a 10:00 PM curfew or get cited for violating curfew. They need to be introduced to some consequences for what they're doing. Light the place up and those kids won't be behaving like that. Diane Southworth- It is community outreach day. The back-to-school fair is on Saturday July 26!" 8-11am, to give away backpacks and school supplies. They've been able to set up 1200 backpacks to give out and school supplies. For the first time they've been able to go to Duckwater, Gabbs, Round Mountain and to various other places they have not been able to go before. On July 23rd and July 29th, the Pahrump heaith nurse's office is going to be open, it's time for back-to-school shots. You can contact the office to pre- register for vaccines. Nye County annual social services fair is Thursday July 24th from 9-2 at the Tonopah Convention Center and it's free to attend. They started game night on Wednesday nights to help people get off of the phones and they play card games, board games and have refreshments. It’s between 5-8pm at Nye County Coalition and it's really good for the kids ages 14 to 22. Nye CC cleaning program is just an act of collecting excess fresh foods from gardens and farmers markets to give to the pantries. If you have extra things you're not going to use, don't throw them away, give them to somebody who can use them. Remember my mantra, if helping people is wrong, | don't want to be right. Linda Clark- I've been sitting in this chambers for almost five years now and I've seen a lot of stuff from you that was out of decorum. We're wrong and you're always right. | would really like to see a little bit more give and take here. You guys take, we try to give you our advice, and you don't listen to it. | know there are many others out here that agree with me, and we feel neglected and hurt. It’s our community, we're paying taxes on it. You think you have all the answers to everything, but nobody asked us and that's the part that's very upsetting. You talk to a few people on the phone, maybe a few emails, about a town form with some basic questions and some stuff that people can actually answer. I've never been asked, although | give my opinion quite often, but I'm not listened too. Why can't we be a little nicer? | gave you those T-shirts for a purpose, you can't wear them, but you can look at them. Why can't you listen to your constituents? | have a feeling when it comes to our next elections for you people, you're going to be gone and maybe you deserve it. There's a big solution to the dump thing and it's really simple. A lot of the stuff that gets dumped there could be recycled if somebody went through it. If there was a yard for it. people were doing a small job and needed something they could go over there and buy it. What the commissioners and the government have done to this town by raising the dump rates, it’s really going to become Pahrump the dump. | don't understand why we need another storage place here and there's one going up by the VFW. there's nothing on the South end of town. The only decent restaurant to eat at, on my end of town, is Shari’s ranch. They let Lakeside go to hell, they killed the fish, and | don't like sitting there eating my food and watching some woman put secret deodorant on because there's commercials going around me. | would bet my life and my last breath of air that all of you have really nice bank accounts and someday when this town is really low on water and the poor schmucks like me are left, you guys are going to sell out. You're going to see the big plume of smoke in the sky out here because it's going to be the smoke coming off all your rear ends as you leave Pahrump. Tami Pitman- Add cost for garbage pickup with every parcel of land, then they automatically will use it. Last week Dr. Waters said they never increased our taxes for the town board, | got the town board minutes and prior to May 19, 2010, our town property taxes were exactly .1903. In 2011, Dr. Tom Waters asked what the repercussions would be to the board if they chose not to agree to the rate increase. Mr. Sullivan said that current budget was 3.4 million and the rate was not approved. The town would need to cut 1.5 in expenditures. The main source for putting in these expenditures would be staffing numbers and wages. Dr. Waters then asked how citizens were affected if the board chose to agree, and he explained the same dollar amount would be collected from taxes in the upcoming year as previous, but they need more money. They were 1.5 in the hole. Mr. Caulkins addressed the increase in property taxes and explained how it affected citizens. He also spoke of possible cuts if the tax increase was not approved. Mr. Caulkin said if the increase was not approved, the general fund would need to be half of what it has been in the previous year, and he would not be voting for the motion due to the public reaction. Ms. Parker gave figures from the previous two years, showing that the board had already cut 1.5 million in the budget, even though the expenses have been going up. They keep doing the same thing over again and expecting a different result, so they increased the taxes and motion carried 3 to 2. Following year, our taxes were .3316. Mr. Caulkin commented that the town was slowly losing money. Dr. Waters stated he felt this was important to pass in order to continue to maintain the level of service we give we have to raise the tax rate. I'd like this in the minutes. Amy Nelson- Have you noticed what's happening in London and Paris and you notice what's not happening in Washington DC. It is the streets are being controlled by a Muslim faction that is not friendly to us. in Washington DC they have banned Sharia law. Banning Sharia law will absolutely protect us from those things ever happening because the terrorist won't come. that's what they live by that governs their religion. It's time that people realize that it is a protection if we ban Sharia law in Nye County and hopefully the state July 15, 2025 of Nevada catches on. | had a possible solution to what lan Bayne wanted to do with the people helping the deputies out. A request for something like that might be used on a block grant. Patricia Robb- I'm here to propose a no cost, no risk solution. allow a pilot program. start with 15 of these paper lot volunteers, using the temporary use permit, to allow off grid utilities for two years with VR zoning. The two-year permit is valid for the original applicant only and non-transferable. any new owners must reapply to complete the approved term. There is a nonprofit organization who believes in our mission and is willing to donate to 15 container-based sanitation units which meet required environmental standards. Each participant must maintain a basic log including their accessible waterpower and waste use all subject to county approval. Owners must also agree to semiannual inspections, sign a temporary pilot residency agreement, and attend environmental sanitation training. The county can end the program at any time if the owners are not compliant and residents must vacate and remove structures within 90 days. The county continues auctioning unbuildable lots. Be upfront. Disclosure must replace blame of buyer due diligence after two years if the pilot succeeds. The county may then allow permanent use through a zone change or overlay based on real results. Other landowners can then apply under the same standards, at no cost to the county. If it fails that would be due to the owners, not you. If it succeeds, you'll be the hero. (Exhibit 1) Renee Jones- We are a nonprofit. We rescue mustangs and burros that have been rounded up by BLM. We try to educate the public about the safety and laws with the horses and burros. There are a couple signs up indicating not to feed them. However, it says please don't feed them. It’s not against the law to feed them. The public is not adhering to these signs, and we have had a lot of pushback indicating that it's not against the law. If NRS code is posted on some of these new and bigger signs, this could help with the horses and safety. I'm asking that the county come forward and allocate funds for new signs. | do have a clinic already on the eye and | have big signs that I've placed up myself. I'd be willing to do more of those with the NRS code on them. We have had a large number of incidents with residents of Pahrump, as well as tourists, that get dangerously close to the Calvada herd. Someone had dumped 50 to 70 crab apples that were rotten on the grass in front of my clinic on the eye. It still amazes me, whether it's here at the eye or within Nye County or the state, where people continue to think that it's ok to feed the wild horses and burros. | was exiting my office and there were four horses just outside the door. two were watching the other two reared up fighting and biting each other. i yelled at them to knock it off and then they turned and came after me. If they do that, they will do that if you don't feed them and they see that you have food and you're getting so close to them. They're not domesticated. They’re wild. So please, send the message out besides the signs. As far as curfew, | do want you to know that we're doing research, working with the DA with the county clerk. This was very unfortunate and unnecessary, as to what happened on the 5th of July. We've been working on NRS curfew which is for people under the age of 18 and also hours of operation for the parks. Just another phase for everybody's safety in these parks and we are working on it.

Linda, even though we have different ideas, it doesn't mean that you're not heard, or your thoughts and solutions are not appreciated. It's just that we can't please everybody all the time, because we all have different ideas on what things need to be. | hope Daryl you really don't think I'm sitting here acting all arrogant or whatever because | really don't. Kristi Sigmund- Reiterates leaving the burros and horses alone. This last trip up to Round Mountain, there was a woman trying to ride the burro while the other one fed it, | had to stop them, explain how inappropriate and how illegal that was. Don't feed them, ride them and try to get them to come to your car. Animals running at large has become a huge problem here in Pahrump. our ACO's have written dozens of citations over the last couple weeks, but it doesn't seem to be helping. | am asking the community to please keep your pets secure and, in your yard, because the unfortunate reality is if they get out something can happen. We still have a week left of empty the shelter, which is a really exciting program that we participate in every couple of months. We've had the lowest number of adoptions this time around and that tells us that the adoption fee is not a problem. We have to figure out what it is, because right now we have 120 dogs and 60 cats in our shelter. That’s 180 animals. We really need the community to please come and pick up your animal if it gets out. | worked really hard to get national recognition as a no kill shelter, but | think the community needs to understand that with that recognition comes the challenge of space. If you bring it to the shelter, that doesn't give it a death sentence, but in a way, it does give it a prison sentence. These animals are in the shelter and kennels; we aren't their famities. People comment about how you need to go to Las Vegas to the animal foundation to save these animals from euthanasia. Why can't we save the animals that we have here in our community? Why do we have to go and save them somewhere else? If you have an animal that gets out, come and get it. If you're embarrassed, come and adopt it back. The adoption fees are really not that high. We just want them in homes, and we shouldn't have to wait for another organization to come in. !t's our challenge and we should be the ones to find a solution.

Kristi Sigmund- The charges range between $20 and $40. it is fairly inexpensive. That would afford us the opportunity to Know who the owners are. We were able to prove beyond doubt that an animal had an owner because of a chip

| Want to get with public works and see how to make it easier and cheaper for local Pahrump or local Nye County folks to dump at our landfill. !f you're clipping your tree at home, that no longer is included as household waste, which | just find absurd. | understand the need for more funds and the fact that in 10 years or so the landfill is going to be full, and we have no money to replace it. | get the problem, but | also think I've had enough people talk to me about the fees and the new fee structure. | want to know if we can modify that ordinance and make it more user friendly for Nye County folks. If you'd be so kind to send out a reminder to the other town boards informing them that this is available. It is less than it has been in the past but it's still available to Nye County. That way everybody gets to participate if they have a plan and it makes sense.

This block grant has been available to the residents and the town of Pahrump in the past, but we are not going to be able to put in for this only the outlying areas will still qualify. Stephanie Elliot- There are certain areas in Pahrump that would qualify. Tonopah exceeds levels, there's a lot of mining revenues in those locations. Now we're looking for those designated areas and there's a map that we utilize and its reviewed by the CDBG department. There are some options. In the event that we find that somebody does not qualify based on low to moderate income levels, we may reach out to them. It's also my understanding that any prior projects that CDBG has approved are considered grandfathered in and may continue to receive funding in the future. We would actually go in there and look at exactly where that low-to-moderate income listing would be and ifit's not included possibly reach out to that applicant. We've been told that sometimes it's really just like a matter of one property line or it is right across the street, this does not qualify but on the other side it does.

I'd like to remind everybody that the CDBG funding is nota July 15, 2025 8.10:00 a.m. — Fiscal Year (FY) 2026 Community Development Block Grant (CDBG) Public Meeting: Cont... perpetual funding source. You may apply and have a great idea and plan of action, but once you're awarded the following year, the deadline doesn't necessarily mean you will continuously be awarded for your infrastructural project. It's not really seed money to get a business going, it's to help with infrastructure, but you have to have a plan of action. Do not rely on the funding source as your total income from now until the day you decide to close your business. | just wanted to remind everybody of that and if you don't mind expounding so they don't misunderstand what direction they should go in. Stephanie Elliot - There's a cost of creating and building something but then there's a cost of maintenance, staffing and labor. Nye County is not going to be able to help you with that in the future we have our own budgets. We're talking a lot about capital improvement and those plans for fiscal 26 so those are things that we have planned for and budgeted for. The most recent types of funding that we've received for through Nye County are parking lots, generators, an airport fueling station, fairground utility infrastructure and environmental assessments. The ones that were previously awarded for drainage detention are all infrastructure type projects in preparation for new buildings. We heard about transportation from the public, if we were looking at building an actual type of infrastructure like a subway or trains. The equipment to clear the weeds, love that idea, however that's not the infrastructure piece. We are locking for shove! ready projects. just another plug, that if there has not been an environmental assessment awarded and approved by HUD, then that will be the initial phase of this project. We do that for a one- year project and then we can apply for the construction which would be a two-year project.

| think the frustration with some people who see this is that it is permissible under HUD to do certain activities, but | believe that the appetite from the executive branch is to do infrastructure. It's not that it's not permissible, it's that it may just be the wrong place to fund something like cleaning up. \f anybody has any questions for me, you can find me up on the Internet and e-mail me on the government website. Just to clarify for some people who may be confused, if they look under the HUD guidelines, it says that it's permissible to do these things. Why are we steering it towards infrastructure. This administration ultimately signs off on what gets done, the governor, as with everything else in the county, is under their control. We are slaves to the state government here; we don't have home rule so that's how it is although the grant system is a little different than that. Stephanie Elliot - !t is mandated by the state the specific uses that they're going use the funds for this year. The RPC did not hear those at the RPC meeting. You can choose to remand these items back to the RPC since they didn’t hear the original proposed plan. The reason why we recommended denial was because the applicant couldn't provide what they wanted to do and within heavy industrial a lot of uses that may or may not work in that area.

We have light industrial uses, an allowable use. Their HI does not suit any of these. | just want to verify | could have turned over to my liaison for the RPC and he would have stated as much. Beth Borysewich- The word solar popped up. | was like hell no. I’m not in favor of this; we don't need any more solar panels being stored anywhere in town. The other concerns are if they decide to do some bioengineering there, that could be really dangerous. We could end up with all kinds of diseases flowing out of different kinds of engineering departments, so I'm highly concerned about that. | think before this is even considered to be approved, we would need to know exactly what is going on in each and every one of those storage areas. Linda Clark - | watched you when they said that, but yet you still approved solar for our community, and now | understand that our turtles are being destroyed. These companies come here because we are known as the dump of Nye County. Why would we even consider heavy industrial when they don't want to even explain it until we have to pin them down. We need to start really protecting our environment here. I'm not an environmentalist, but I'm really concerned about where | live. | love it here and all you people, there's a few of you | put on my hate list. How does this stuff even get this far | know you have to interview these people and talk to them and listen to their proposals. We can't keep doing this, you know we have got the glove factory and the fairgrounds that we're still trying to figure out what the hell we're going to be doing with that. The objections of your community need to be listened to, and I've told you this before. We don't get any say on a lot of this. We don't need any more of this garbage. They want to come here because nobody else wants them. We've just got to be pickier about what we're putting in our community and part of that is because your original planning for this town was not very defined and that's a problem. We have time, energy and a few brains left that can figure out we need to change either something on our planning or our land. What we want to do with this community, and it can't be just what somebody wants because it's their favorite Karen Waldman- He didn't even know what he wanted to put there so then he regroups and decides he wants to store green energy components there which may or may not have toxic aspects to them. | think the way the zoning is done here needs to be tightened down a great deal. | do think that this is a bad idea and I'm really tired of these developers and businesspeople coming in with their hair-brained ideas, that really are tweaked, just so they can get them across. Let's try and make Nye County a better place and not a place that they're trying to make with these ideas. Toni Hoverman- People have zombie lots and you're going to let some company bring freaking solar panets out here. All | can think of is that under the table kickbacks must be really nice. The earth is going to be polluted, and the sky and you don't think if that company comes in here there's not going to be any shenanigans going on behind the doors. The trucks that are going to have to go over our roads to bring the garbage and the crap over here. We have young peopie here that are going to grow up and there's going to be cancer, illness, sickness, pollution and more trash because somebody wants something rezoned for their own benefit. You guys think for one minute not everyone in this room doesn't know what the hidden agenda is here. When the times right, you all are going to sell out and move and we're going to be stuck with the garbage and the crap. | don't want it. / moved out here for a reason and it seems to me like the government in this town is as long as it works for you guys. | don't know of anybody in this room that wanted the glove factory here. | like the clean air, blue skies and the space. If you're going to rezone for these guys, what about everybody with the zombie lots? Let’s take care of the people here first. | know we don't have a lot of money like this other guy who's on the phone. Helene Williams- With windmill paths and it's well documented and proven that anything and everything that was utilized to build the windmills cannot be disposed of. It will not be taken anywhere in the United States is going to allow it to be utilized. !n Palm Springs you can see hundreds of windmills still up, falling apart, broken down, and they have no way of relocating any of those items for storage. We don't need that kind of storage here because once it gets here it's going to stay here, and we don't need that. When | see heavy industrial, | want to know what they're going to be doing; | have the same worries that everybody out there does. HI is dangerous as far as I'm concerned. whenever we do this, if there's something that is justified, it should be conditional if it gets approved. That's all they can do, and we don't do that very well. To do what he wants to do doesn't have to be rezoned he can do it with what he has.

Thank you for the very important project here and if you go to page 14 of the backup that was presented, it's very vague and unclear. It is very clear to me in regard to a multifunctional warehouse type production, manufacturing, no sales on property. Very vague and some of the people have said it is very dangerous for us to approve going to a heavy industrial type zoning without having anything in writing before us. You've heard the community. Their concerns are our concerns and I'm not in favor of turning this back to planning. There is a reason why they denied the application. because your client has no plan and in 30 days of your appeal process you've come up with a plan and an alternative plan. I'm here to let you know that we have had proposals before us in the past with storing solar panels, testing solar panels wind parts, but we don't have room for those parts. A lot of disagreements that may happen up here but the one thing that | do find up here is that there's agreement on stopping dangerous conditions in the community. There's never been a question in my mind about this, this is in my district. We had these windmill things, they were so disastrous, they bring them in and these trucks and they're giant. That's a big concern, especially in this particular area. | know it may be a moot point because of the zoning, but anything that does that or brings in windmill parts or any kind of parts, | would like to see whatever powers that | have being that's my district. | am very protective of that, specifically that area, things that are more amenable to shopping and retail that we desperately need here. This is the Liquor License Board, and this is the report in reference to the fees collected for the fiscal year from liquor licenses and Samantha, do you have that information? Administrative Manager Tackett- Yes, In the backup, the first 3 pages are the reports of the licenses that have paid in fiscal year 2025 and those that have paid for fiscal year 2026. those that are recommended for approval and renewal. on the final page of the backup, you'll see the unpaid licenses. We have two this year. First is Short Branch Inc., which is a bar in Crystal, Nye County, that actually burned down a while ago and I'm assuming they don't want to renew. The next is Beatty Wholesale Distributors, area wholesale cannabis company out of Beatty. For both we made numerous attempts to contact prior to the expiration date to make their payments and give them the opportunity to pay, and we made attempts after the due date to try to let them know that this item would be taking place. We were unable to contact both of them. We never made contact with anybody. Short Branch we sent a certified letter, and it was not picked up, but a notice was left. Beatty Wholesale, the letter has not been delivered yet, so | think there's an issue on the post office side. However, we did receive a Beatty Wholesale payment, the envelope was postmarked on July 10", so it was after the due date. For Beatty, we can accept the payment and renew for this quarter that they paid for. The Board could also request for them to appear to consider continuation of the license. Manager Waggoner- | have been told, just recently, Short Branch, did rebuild.

| heard some of the concerns, that are valid. is there a way to find some kind of funding to improve this? So that it's not something that's done in a manner that may be consistent with what people are worried about, maybe better. If there's sound barrier, there's not terrible things blowing around. | would be in favor, if you're going to do it, do it correctly. There's already a racetrack there. | haven't done any of these studies, everyone's been doing studies, things have been going on, it's probably since before ! even moved here. __Is there a way to improve this? | know this is phase three, | don't know what else is in the works here. Jimmy Lewis- A lot of the questions you guys are asking are addressed at our meetings. The $80,000 that's currently being used in an engineering study is to properly engineer everything at that 40-acre facility, that includes a sound wall, and it may not be just a dirt- earth barrier. there may be cement or walls, this is not my area of expertise. This is why we got the funding, and the funding is 100% or most of it is from OHV registration money, so the money that we're getting for the OHV park is paid for by OHV users and then there's some different things, the last $88,000 was specifically from that. So, we are really trying to do things. Currently all we have is a kids track and like on a monthly basis, when we have our meeting, we decide whether or not we're going to have a ride day for the kids, so we're not even at the point where we can consider this. When people are talking about the noise, | think when you guys approved the grant for the engineering study, we brought in a sound study that showed that the noise produced at the 40 acre off road park would be inconsequential, compared to the noise that's already coming out of Mountain Falls. But we're still taking measures, so that development does come closer to the park. Also to be good neighbors with the other uses that will go on at the fairgrounds, we want to be good neighbors. I'm just the chair of the committee, and just have some experience., the whole time we're thinking about how much water it is going to take, what kind of water, and these are the questions we have to ask before we can really go forward. Facility Manager Jimmy Martinez- We're taking every precaution we can to make this a benefit like Jimmy Lewis said. We did a sound study, we're working with our engineers to make sure our sound barrier, and our dust control is all in place every time the track is being used and after. We're working with the engineers right now to make sure that sound wall, wall is 20 foot, but we're looking at something different to make sure it's cost effective. we're doing everything we can to make sure that no dust will be flying around once the tracks in use and after, even though we do live in a desert. Our engineers are to watch and make sure, as the track gets bigger and we utilize the 40 acres, that dust control is one of our main priorities as we move along.

What we have with this item is a requirement by the state legislature. We operate at the pleasure of this upper-governing body. State of Nevada may pass a law to control every aspect of our local governing, our salaries, our number of elected officials, whether or not elected positions exist and only with their approval may we have a yearly budget. They expect us to take time every year to repass things like this when they don't even have the courtesy to fix really an effective and outdated laws that affect us. for example, according to the state, Pahrump may have only a Police Department with officers who earn $250 a month from 1967. This is not only insulting but lazy in the part of our legislature. The state legislature is all powerful and need not address things like this. They may rewrite all governing rules over counties, cities, and towns; and even change the state constitution; they have powers over everything. This begs the question, why such a powerful organization as the State of Nevada would need us to pass a tax on our own people. The law that has been pointed to as a requirement uses the word shall. in 2005 US Supreme Court dissent in the Castle Rock ruling with the word shall does not create a mandatory duty. We don't have a question about the state government's request; we just pass it and maybe we ought to. | don't see an expiration date on the last property tax law passed right here and so why does it have to be passed again and again? Why am | expected to explain voting for a new tax? And that's exactly what this is on the people | promise not to enact a new tax on. | do not want to be part of a validation system we cannot change. The way we tax without their permission, we must essentially review our entire government every year because they don't trust us and keep a reserve balance that they approve of. We pay money for financial spies that call themselves auditors because they don't trust us. We had to even beg to keep sales tax revenue to keep our first responders funded just a few months ago. They're treated like a teenager spending money in a dorm room while away on college. They fought a war over this a couple 100 years ago. The House of Burgesses demanded the colonists’ pass laws that support the king, only to make it seem as if colonists wanted to do it, but the king retained veto power and controlled everything. Until they allow us at least something called home rule, which is the ability to govern ourselves generally without their oversight. | say this if the state legislature wants a tax on our property, they can do it themselves.

This tax levy is the same one that was assessed for last year, | am sorry you don’t understand that nothing has changed. Tammy Pitman- Correct the tax per thousand did not change. What happens is they reassess our homes so that they're more expensive and therefore they get more money, so they get the money out of us anyway. McGill- We were approached by Langley Productions. They also produce Cops, and they have done filming here in Nye County in the past from time to time. There is currently a show on one of the cable channels that is titled Jail. They asked if we would consider allowing them to come film in our jail. There's never been an issue, to my knowledge, in the past with these production companies filming with our deputies and with our people. We currently have US Cops filming with us off and on, that is a YouTube channel show. We recently had On Patrol Live and spoke to a lot of people who absolutely loved it when | was campaigning, | said | wasn't sure. | didn't reaily think it was good, but since the community loved it, we stuck with it until they decided that they would move on to somewhere else. This is a request from Langley Productions to produce in our jail. anybody who is caught on camera will be given a waiver to sign and this has gone through DA screening at least twice, and the contract and everything was returned with us with no issues. So, with that I'll try to answer any questions.

| happened to watch that show Jail on Sundays because there's really not that much great stuff on TV. The way it is, somebody gets arrested, the police put them in the car, they bring them to the detention center, and then the people in the detention center, which are separate from the guys in the car, then take over the individual. They take them inside the detention center, and they then run them through whatever process it is it takes to book somebody. some people are drunk, some people July 15, 2025 23.For Possible Action — Discussion and deliberation to: Cont... are loud, some people are funny, but what it does is it shows the community that we are apprehending people that are causing problems, accidents and they didn't intend to, but they did. So, in my opinion, the show, you know informational. | don't think that it would be a detriment to our community if the detention center runs properly, which | don't know. The other thing is, are we getting any money out of this? If not, do we get it when they air it? So, we get money when they film it, or what if we don't get any money, then you know | don't know if that's a good idea. Tim Bohannon- Having produced TV and a host show, that | hosted years ago. One of the things to consider is creative control. Now given where the setup, I'm sure that's not necessarily going to be a strong option, but at least some sort of oversight to make sure that Pahrump is painted in the way that is not negative, we're not detracting, as much as possible. And that's really on the DA, and from a review standpoint, that belongs in that pocket; and dealing with that; and addressing it. Some of the feedback I've heard on this, I've had a few conversations on it, watch out who the producer is, watch out what their intent is. Those are some of the creative and technical things to be aware of. | don't know the show Jail. | do know the show Cops, make sure it has a good theme song, yeah that would be nice. But bottom line, make sure you have as much control as you can possibly have that allows Pahrump to be pinned in the proper way, and also from a law enforcement perspective that's accurate from that perspective as well. Karen Waldman- People watch those shows for anything that's sensationalism, they're not going to capture the audience with some boring person that gets arrested for something mundane, they're looking for the crazies. | agree with previous callers and previous speakers that this is not a good look for Nye County, we are already known as backwards people in many ways and this only accents that. Please do not put us in the light again, where people are watching toothless meth addicts running down the street naked or pooping in the desert, which some of them showed. we really don't need it here. Marian Hollis- When the medical contracts were being discussed | sent an e-mail. it probably got lost in the flurry of emails. | would appreciate an opportunity to see how the medical services are delivered. Because | was in that service for 10 years, Suffolk County House of Correction in Boston. This is like a little camp compared to that. But anyway, | didn't get in, but now | guess | will be able to see what goes on in there. but | will tell you that nobody is going to sign a waiver not to be seen. They filmed in Boston, and you had to pull a ticket to be chosen to be on, these are the convicts I'm talking about, to be on camera. So, nobody's going to not. | would like to respond, | would say that probably 70/30 in favor of these shows, as the comments that I've gotten from the community. Ms. Borysewich, no there is no money exchanging there, we're not paying for them, they are not paying us. Linda Clark, we will be receiving, via the contract, any video clips that they intend to put on, 20 days prior to the actual broadcast to myself and the Under Sheriff, so that we can review, make any deletions that we would want to do. However, | will tell you, I'm going to do that cautiously because | don't want to be accused of censorship. So, if anything, maybe there's a legal concern that comes up or something that may get the county into trouble, it's not going to be removed for the purpose of trying to cover it up, it's going to be removed for the purpose of protection. And Tim, | think that touched on your question also. This was just something that was brought up to us, | wanted to bring it to you to see how you felt about it or how the community felt about it.

| never watch TV, maybe an hour a week. But | have watched Jail. It's a real picture of what’s going on and I've watched one where they did it in Vegas and then | think of Tennessee and elsewhere where they've filmed. it's not a trashy thing like that at all. It just shows you a clear picture of what's going on. | also have watched US Cops, and | think it does nothing for me, except make me prouder of our deputies, because they do nothing without the utmost respect for whatever they're doing, so hats off to them

| forgot two things. First, this is going to show positive things for us, not only negative. As you all know, these shows show everything whether good or bad. Secondly, we have had deputies reach out to us from across the country and say, “I saw you on, On Patrol Live and | want to come work for your agency”, it's very flattering.

| watch repeats from Las Vegas Jail, really only because Nicole Sittre is on it. So, | don't | don't know if this is a good idea or not, but | think | would really want to hear from the DA what's the liability.

District Attorney Kunzi

| have had concerns with this contract from the beginning; | expressed those to the Sheriff. This came out from the standpoint of, do they have the authority to issue this contract, which | indicated definitely they do not. This is outside the Sheriffs authority and given the issues as you've kind of recognized with the contractual matters here, this has to come to the Board. The major concern | have with this whole operation is that nobody can be filmed without their consent. We don't have the right, and even though they're inmates, to force them to be on somebody's TV broadcast without their consent. | don't think this contract is strong enough to protect our requirement to get those consents. The sheriff is correct that they talk about being able to view something for 20 days, but the reality of it is we don't know when this is being shot, when it's going to be put out, and if that individual's no longer in custody, we don't have their consent. and !| believe the consent has to happen before they're filmed, not after. They could be spanning the jail, picking up people. There’s a lot of things in here that | think are too iffy for me to be comfortable with signing off on this without putting in these very strict July 15, 2025 23.For Possible Action — Discussion and deliberation to: Cont... requirements. We do require prior consent before filming. | also find the language that the sheriff identified, about being able to review this 20 days ahead of time, it's very unclear as to what authority he has to basically say no you're not filming, that you're not producing that. That’s one of the things these TV productions do, they kind of control everything, they own the tape and interestingly there's provisions in here about termination of the contract, they list several paragraphs that aren't terminated with the contract and one of that is basically controlling the film. If we're terminating the contract | think we need to have complete control over what happens with the film that they did take in our jail. Those are some of the legal issues that | have concerns with, of doing it with their contract. | think we need to push back to making sure that they have to emphasize here somebody who didn't sign consent, and you will open up a huge liability issue and we can't risk that.

Does the US Cops show them do they give consent? DA Kunzi - | don't know how that was contracted or who was in charge, we have to deal with these issues. | believe this is part of the same group, and | think it's Netflix, 1 think that's how they broadcast it. The other issue is that I'm a little concerned that there's a provision here that talks about if you go on private property following the sheriff under private property. If this is in the jail, why are they following into private property? What they're describing here is supposed to be stuff that happens only in the jail, this sounds like they're kind of trying to expand the scope out more than that. That's why !'m saying, | just don't trust this agreement and if you really want to pursue this, then we need to sit down with them and hammer out something that really gives us quite a bit more control than what this agreement actually gives us.

they want to start production on July 29", obviously there's no time to go through all that, but there's always time to go through all that. | just want to note that this whole process has been going on for at least two or three months, we've gone through the DA's office review. Michelle Nelson, | believe, is the one that gave us the approval. if there is something that is not acceptable here to Mr. Kunzi, | absolutely defer to him, as | should. { have a copy of the waiver which they sent to us. I'm sure you're all aware of this company, they've been going on for years and all over the country. This is not something that we reached out for, this is not something that we asked for, it was something that was offered to us, or they asked us to do. Again, we had no commitment to it, but in my experience and in my opinion, the community likes these things.

I'd like to address a few things if | may. You did address the liability, you addressed the public concern of wanting, not wanting, etcetera and the percentage, | appreciate that. I'd like to say that jail activity is much different than street activity. I've said it before and I'll say it again, when it has to relate to reality and these types of things, with my background we had many production companies that came before us and wanted to film within the hotel casino environment. And they're really crafty with their contracts and we lose our control over what actually happens, and I'lt say, July 15, 2025 23.For Possible Action — Discussion and deliberation to: Cont... Sheriff, | appreciate you and Tammy and the Undersheriff for saying that you'll review everything 20 days prior to anything being publicized, broadcast, etcetera. But is that time that you really have and you're willing to carve out because this isn't just one episode. this is a continuous episode, until they feel whether they like Pahrump or not, or what they're seeing. So, Pahrump being painted as an attractive place is our goals. But it won't be in our control whether that's factor or not. What | will say is that chaos brings excitement and excitement brings ratings, and I'm not interested in bringing ratings to our jail with these people. There’s a reason why they're in jail and I'm just not in favor of promoting them being in jail. That's my opinion, | appreciate being candid with us and saying you wanted to bring it, it was brought to you, and you wanted to bring it to us for consideration, and these are my thoughts and opinions and my experiences with production companies.

Personally | don't like it. If it's something the Sheriff wants to do, not really opposed to it. I've been a SAG performer, I've had two talent agents, and | know these contracts are huge. But those are union contracts and they're very different, this is sort of the Wild West. These people don't really operate in the same way, So it is a little a little harder. my concern is if you go back, | think you kill this. | believe that they probably have one contract that fits all. | could be wrong, but! would guess that this review period is not a review for content, but a review for legality, I'm guessing | don't know. DA Kunzi - It is for legality, and it is also content driven, from the standpoint of having more control over what gets published. Mainly | am afraid that things are fluid in the jail whether or not we truly have all the consent. That's hard to police and no pun intended but look my attitude on this is if they're not willing to ensure that we have more control, we are opening ourselves up to liability, then it should die. Tammy Engel- This went to Michelle for review, and it came back with a lot of edits and comments and changes that she wanted made. And they were very good at making those changes. Then | saw a letter or a memo that the DA had written, and | addressed his concerns. Then | sent it back to Michelle, because | didn’t feel comfortable bringing it to you and she reviewed it and said it needed no further review. So, | just wanted to put out there that this did go through legal review twice.

| want to point out on page 2, paragraph 9, about the center of the paragraph it says the Sheriffs Office agrees to provide any notes regarding substantive segment content within 10 working days of the receipt of the segment. then it goes on to say, contractor agrees to abide by the determination of the Sheriffs Office provided during the review period and to remove or revise portions of the segment requested during the review period as deemed by the Sheriff. So, there they are saying right here if we object to this video, they are not going to show it.

I, being a basketball coach, | was actually impressed with her defensive stance and really what she did was she was swiping up the ball and she just happened to catch him in a certain area, and it was very clear to me that there was no intent to be any type of the sexual assault. So, | dismissed those charges, so there was some benefit to the show. For Nye County, we do have debt service every year in the amount of $2.2 million. This document outlines and explains the different bonds that we have issued in the past and generally we have three main bonds the jail bond, the animal shelter bond, and the Siemens Energy Project. As well as an expiring enterprise lease that we will actually finish this year soon. The largest bond that we have is the jail bond, and that does not mature until February 2041. The total outstanding debt for the county is $24.8 million. if you scroll through here, just to give you a comparison of our debt to similar size July 15, 2025 27.For Possible Action — Discussion _and_ deliberation regarding the Debt Management Policy Statement and Capital Improvement Plan for Nye County for Fiscal Year 2025-2026 pursuant to NRS 350.013. Cont... counties, we're comparable to Douglas County, Elko County, and Lyon County. And we're the average of those comparatives. We do not intend on issuing any debt. Right now, the interest values are not as great as far as borrowing goes and we will try to keep our debt service low. $2.2 million is not easy to pay right now because our property tax does not designate debt service at this point. We have been paying this debt through our regular general fund property tax collection. There's not an amount that's set aside we have used our capital buildup of capital funds to service our debt so that combination of our savings from prior mining revenue collections and the property tax that we have saved up to service debt and to pay for our capital outlays, that is that report. Then the second half of this requirement for the state is to lay out our five-year capital improvement pian. One large change that we have undergone for this year is that we have raised our capital asset threshold, in previous years we just went with the NRS default of $3000 per capital asset and $3000 for capital projects. Capital projects are meant to be 15-year infrastructure improvement projects and it's $3000, that is not reasonable to actually put that on our books and depreciate. So, we went ahead and increased that to $50,000 and then for capital assets we have set that to $5000 and those are assets that generally have a useful life of anywhere from 3 to 10 years. | think a vehicle is 7 years, computers, if it meets the threshold of systems maybe $5000 that's generally 3 years of depreciation. I've meant to bring that fixed asset policy, together with the updated comprehensive financial management policy, today however we have been delayed and so that will come forward in the next meeting for your approval. But there we have addressed the fixed asset and the asset management policy that addresses inventory of these assets as well as sensitive assets such as laptops and phones and things that or a generally termed as controlled property. So that will all be addressed in our new policy that we will bring forth next time. Otherwise, our capital improvement projects vary by fund and mostly have our carryovers we have no truly new spending these are all carryover items and a lot of times outside of just one asset such as a vehicle the projects run several years. So, this year we are not prefunding or transferring over additional monies from our general fund to these capital project funds such as the 10401 which is the capital projects fund. So, we are using what is there already and being very conservative about spending. So, we have not planned anything outside of using other sources of funds such as LATCF. For that reason, we do not have a large reserve anymore in 10401, which is our main general capital projects fund. That is on page, these don't have page numbers, but it's like the it's next to the last page of the capital improvement fund. | apologize for this; these should actually have page numbers underneath. | am in appendix B of this series and those are the projects and assets listed. We are bound by the 1st column of the fiscal year series, year one which is the FY2025 to 2026, page-6, this is our main capital improvement fund 10401 it's sparse throughout this first column and you can see that a lot of these existing there's really no new spending happening. We have our ERP, our largest one, that's been set aside to pay for our new accounting system. That's $83,500 for the emergency escape route; we can make that correction. | need to look into that because this is something that came up on the schedule last year for FY25 there was an ask from July 15, 2025 27.For Possible Action -— Discussion and _ deliberation regarding the Debt Management Policy Statement and Capital Improvement Plan for Nye County for Fiscal Year 2025-2026 pursuant to NRS 350.013. The debt management policy, however, does need a Chair signature, so the CIP does not need signatures. it is packaged together. However, they are seen separately and validated separately by the state. So, you can go ahead and actually approve the debt management policy and the indebtedness report separately because those are not integral for this CIP number. Manager Waggoner- | haven't seen a lot of these requests, and | don’t believe you have seen them either. So, | was wondering Helen who makes these requests and how do they end up on our capital improvement plan if they haven't had any kind of approval from anybody to go on there?

They do come on to this schedule. normally it's through our budget process. We will have departments identify any capital spending that they need. Whether or not it actually gets funded and budgeted, it depends on the fund. We generally do not come to the Board and ask for a specific authorization for every single line we can, but these have been put on here and they just get rolled over until the project actually starts and finishes. A lot of these projects, because they are infrastructure and building and deferred maintenance type items, tend to not take place. It's unfortunate. We may have the money necessarily, but we don't have the staff to implement these projects. They're on here but not really implemented; we don't drop it because we don't want to lose sight of the requests that are made by the departments. Every year we revisit and if that need is still there, we keep it on the schedule so that you have visibility of them. So, | will need at least 30 minutes. | do think this needs to be heard and approved at this meeting because then we won't require a special meeting. Manager Waggoner- | still think, like any other capital improvement plan I've ever been involved in, there's prioritization that's done with and I'm not comfortable. I'm not saying we need it or don't need it because | don't know, just as | haven't seen this. Just because a department head feels there's a need, doesn't necessarily mean priority, especially when you're talking hundreds of thousands of dollars so |'m uncomfortable with the capital improvement plan part.

| would say that it depends on what kind of change you were expecting today. if it's a clerical error and it's a number where you're removing zero that can be done today. However, if you want to revisit every item that's a content change and that cannot be done today. It would depend on this board deciding what type of change is acceptable before submission and if it's not acceptable, it is to do a mathematical correction on the spreadsheet itself, because this is a spreadsheet beneath it. If it's not a clerical correction and you want to do a full-blown review of every item, we'll have to have another meeting.

To say that these are all of our rollover funds, these are the important ones, that we're rolling into the new year and then we're truly not going to spend on anything major or new, because we had no money saved up in 10401. We may not have realized going into this that the 63-2 was being covered in like and kind which was in fact one of our portable toilets that we've already purchased and the hours man hours that they're willing to put towards this. Discussions with staff, we probably won't get much further and just the well and septic truthfully with this money, but we have to start somewhere. So being that it doesn't cost anything to the County I'm hoping that we're getting a grant and so I'm hoping that the rest of the Commissioners can support it.

The septic part of the restroom, because right now it's a septic tank knowing what happens when you get engineers and stuff involved with this it's probably a septic tank it's not going to be suitable, so you're going to end up with a commercial nitrate system which is going to costs a lot more than $265,000. Administrator Urga- A company is bringing a well in, it may be a secondary well Darrin knows about that. Utilities Superintendent Darrin Tuck- It could require a denitrification system an engineer will determine that and the size. The size of that system will depend on how much that's going to cost. At the fairgrounds that was a good size but that was $150,000 labor and it's everything. We might have some saving grace; we're going to bring an item next week to you Shoshone Estates and an agreement for them to drill a well and bring in the community water system to supply water to Carvers. So that's something that's coming forward, it's going to be a matter of timing on that. | would still recommend upgrading the existing one for redundancy. That could take a couple of years for that upgrade. They have an arsenic problem, we don't. You can't have an RV park, or a concession stand, wash hands, or drinking fountain without potable water.

And as far as the fairgrounds and | didn't realize that tilt today that this was the restrooms, the portable restroom that's smaller than a single wide trailer, to be transported up to Carvers and set up. It doesn't have to be set up, has to be hooked up, so please Superintendent when these things come up, people are very concerned, as we are we're concerned, with the county monies but we're not talking a lot of money to transport that building up to up to Carvers if that's what the Board chooses to do.
