To bring awareness, we are in Basin 162 and it’s a closed system when it comes to water. What you do with those drugs, if you flush them down the toilet, you send them to the landfill. That is an inadequate way of disposing of them. They’re incinerated by the Sheriffs Department once they are given over and that is the cleanest way to get rid of them. Please dispose of your drugs properly. We don’t want to end up with it in our water source.

The zombie lots: There is no chance on this earth that I would ever vote to raise taxes on anyone here to support somebody else’s lot, who they bought knowing full well that it did not have services. The town board: I’ve been here 28 years and the town board debacle that we had last time cost this county a whole lot of money. Several times that the town board issue keeps being brought up, I have no problem if the voters are allowed to vote on it. But the voters need to be told the honest truth. That it’s going to cost money to provide that board, the members on it, and everything that is required. Be very aware, if you stand with me and don’t want more taxes, be careful on that one.

We’re always looking for volunteers. Volunteers can be walking dogs, playing with dogs, and we have 12 runs out in the backyard for you to throw a ball with them. We need help cleaning, dishes and laundry, but enrichment for these kiddos is really important.

April Brown To be fair, when we were informed of the NCEA’s possible contract agreement, we were told that it was based on the point job study. I am expressing my opinion about the pay point job study. I deal with very hazardous materials that can cost me my life. I am being under related compared to others. It’s not fair to put the pay point job study, to possibly regrade certain positions without knowing to the full extent of the jobs that are being done. There’s no transparency, accuracy, or accountability.

Thank you, Miss Brown. I will see what I can find out about that. Kylie Charles We were forced to vote on the job study at the same time as the CBA. From what I understand, the job study was intended to pay us a competitive rate to other class 3 counties in Nevada. Currently, admin techs at the NCSO are paid higher than dispatchers. Dispatch was looking forward to the pay study resolving this issue. While admin tech positions are vital and desperately in need of a raise, their responsibility is much lower than a 91 1 dispatcher. Many agree dispatchers deserve higher pay. The job case study made it worse; no one wants to try dispatch, move to a different position, or leave. There’s a meter discrepancy in the job pay issues. For example, admin techs 23.08% higher, detention techs are 5.7% less than class 3. The pay study also showed under the compensable score, that we are only worth 12 points to the county. That is interesting because deputies, fire, and medical could not function without us. We are the first responders. Dispatching is a very hard career to get into. We are struggling to keep employees, get actual quality candidates to do ourjob, and the pay is a massive factor. Harry Means NCSO Captain in charge of the dispatch division. This issue goes back years, identified during Sheriff Worley’s tenure. It was identified then that the compensation of the Sheriffs Office civilian staff was incorrect. With dispatchers being paid $1 .26 less an hour than our admin, and evidence techs. Even though their level of responsibility and required training exceeded that of the other Sheriffs Office civilian positions. We’re told that the compensation study would be able to address this issue. Unfortunately, not only was the issue not fixed, but it was also worsened. Where they previously were $1 .26 an hour less, under this new contract they will be $3.28 less an hour. I pulled the data from the other agencies throughout Nevada and based on what I found, nowhere in Nevada is a dispatcher being hired at less than admin or evidence tech except for Nye County. In class 3 counties, dispatchers on average are hired at $3.93 more an hour than admin techs. We are on the verge of a public safety crisis if we continue to lose dispatchers. It takes an average, five months to train a dispatcher. Couple that with the three months to do the background and we’re at 8 months out from replacing a dispatcher at a minimum level for proficiency. Instead of focusing on supervisory duties, our dispatch supervisors are working the floor due to vacancies. Recently, our dispatch manager Ashley Castillo worked on the floor coming in on a Sunday night from midnight to 6AM. Our dispatch team is doing everything they can to keep us operational. This needs correction. Ashley Castillo Our communication center is at a critical point. We’re facing public a safety crisis directly from one issue; dispatcher pay that does not reflect the responsibility, stress, and skill required for this profession. Over the past few years, we’ve watched as our dispatchers leave Nye County to neighboring agencies with better pay and benefits. We also face the issue dispatchers are leaving for internal higher paying positions with less responsibility. With every resignation, our center becomes more strained creating gaps in coverage. It increases response times, it burns out the few who stay, and ultimately it puts both the public and our first responders at risk. Dispatchers in Nye County work 12 hour shifts, holidays, weekends, emergencies, and missing family moments. The people responsible for the safety of the citizens of Nye County deserve more. We’re asking for your support to revisit and restructure the dispatcher pay, so it’s competitive and sustainable. Ammie Nelson I have two nieces that were excellent employees there. They both quit because of the pay, and the stress of the job. If they are telling us that we’re in for a critical period without dispatchers, we better listen. John Tolle —Over the past week, the NCLEA conducted a confidential survey of our members to gauge how this proposed contract in the county’s pay practices are affecting morale and retention. We received 38 responses representing nearly half of our membership. The results were pretty clear. 68% reported that morale has dropped following the release of this contract. 54% said that they are considering employment elsewhere. 22% said they’ve already applied or are actively seeking positions with other agencies. Trained, certified deputies that in this county are invested in and now risk losing because of inconsistent compensation practices. This contract was built on a ranking formula, not an external market analysis. It reshaped pay grades unevenly, putting certain administrative classifications ahead of sworn positions. This doesn’t stabilize the organization, it distorts it creating long term instability between departments. This contract guarantees annual cost of living adjustment in addition to any pers increase. When the NCLEA asked for the same consideration, we were told it wasn’t financially possible. It’s not a budget issue, it’s a policy and consistency issues damaging trust across the workforce. Instead of fairness, what employees see is unpredictability. This is not sustainable. This is not how you build stable public safety agencies. We’re asking you to pause approval of this contract until a full pay structure review is completed. Cory Fowles I know that this is a negotiated item between this bargaining unit and the county. Nobody else can do what a dispatcher does. We need to do everything that we can to retain and hire highly skilled, highly competent dispatchers. It’s pretty apparent that the rank and file of our agency is not in favor of the way that this was completed. We do have to structure the pay scales appropriately to the job responsibilities. The dispatcher’s job is a higher level of responsibility and liability. It takes a lot more time to become a dispatcher than it does to become an administrative tech. Oftentimes, if people can’t make it as a dispatcher in their training, they will step down to an administrative tech. We have to pay our people appropriately based on their level ofskill, training, knowledge, responsibility, and liability. Ourdispatchers have already made it known that if this goes through the way it is written, we will be in need of dispatchers. We cannot afford to lose those women and men that are sitting in that dark room for 12/24 hours a day. We need to relook at the study and look at where the job duties fall in line. As stated before, we’re not against the contract, they’re against the contract as it is written. lfwe continue down this road, this is going to bankruptthe county. The pay salaries that are written down now, in a couple of years when the deputies renegotiate their contract, they’re going to be asking for more money then what the higher level is. Deborah Thomas I am concerned with these three contracts. Aren’t we going into fiscal watch? After hearing Sheriff McGill, I really support the people that protect, and part of our infrastructure, getting the pay that they deserve. Diane Southworth - I think you have a lot more workto do. Gloria Barrere I agree with pausing this and reexamining it. When I saw that, basically it was a little under 5% up, raised this year. 5% next year. 5% automatically the third year. At 15% when most of us are still attached to COLA. COLA is how you get your raise instrumentally without giving out extra money. I really think that needs to be examined. 15% in three years is going to skyrocket some salaries. Chris Fried I am the president of the NCEA. We did come to an agreement on this. It is not the ultimate agreement that has to be initiated for these pay scales, especially for dispatchers. We agreed that the pay should be what it needs to be under the correct study. Those pays are not being implemented until next year. The positions that are being ratified and taken care of now are positions that were from two years ago, before the job study was even initiated. Next year will be the severely behind employees that will get implemented. The evidence technicians have already requested for a job study for their own positions. Dispatchers need to be paid the salary that they need to, but we also need to do a study, and they have to ask for it to be done. But the county manager, Tim Sutton, did state that we are not doing any of the job studies independently because the class and comp study was being done for everyone. That is the reason that this needs to be implemented now. That we can move forward and the positions that will be adjusted next year can be adjusted accordingly and put into place. That way everybody gets their fair pay. If NCSO thinks the dispatch needs to be expedited in front of everyone else, that’s something that human resources can take up with them. Chris Freid stated to us; what we have on our hands talks about a 2.375 market adjustment. Along with the 2.6% COLA representing 4.975 is going to be the first step in getting the adjustments that we need for all them. Chris Fried Correct. After the 2027 contract, the market adjustment, COLAs, and the steps that are to be implemented will put everybody back to where they’re supposed to be in the pay point advantage. Other public comments were misunderstood about the COLAs. It’s not a straight 5%, it is a I to 3%. The 2% market increase for 2026 and the 2% for 2027 is to get those numbers back up to where they need to be, so the county doesn’t have an initial impact that’s huge on the first year. This gives the county the time to figure out where the money is going to come from to pay for these employees, raises, and percentages.

We have in front of us the wage scale. When we talk about administrative techs versus dispatchers; are you at liberty to be able to tell me which grade administrative techs are at? Chris Fried As the years go on, you move up steps. The regrading on those steps is done to a percentage. That they start over, but they’re guaranteed certain percentage raise. Then they have all of those years to move up past that also.

Are we explaining this in detail to our dispatchers? They seem to be the biggest disparage. Chris Fried Our dispatchers have come to our meetings, and we’ve talked to them about this. They have been informed on what to do and how to ask for their own job studies. The evidence technicians have already moved forward, and they have presented that to Elona. I assure you that the dispatchers are going to do the same thing.

I am not opposed to bargaining or collective bargaining. My concern here are the numbers. Under this proposal, what is the discrepancy between tech positions and dispatch positions? Is there an average? Is there percentage? You had said that every county has these tech positions over dispatch. Can you approximate a percentage discrepancy or is that true? Harry Means If I’m understanding the question, it’s how much more percentage wise or dollar wise.

One of the things that I was going to address is, if it’s $3.28 less and other counties are making $3.93 more an hour, this is a difference of over $7.00 an hour. Dispatchers are fighting to come to the point of no return of to where they need to be. Then negotiate for that $3.93 additional with what the other counties are. as the president, and Elona as the HR director. This can’t be the first time that the dispatchers have come to say please, we are really underpaid. Now if this goes through, they’ve already made it clear that they may depart. It seems that the dispatchers have been sacrificed in these negotiations and in the pay study. They’re asking to be brought up to where they should have been a long time ago. What is our Plan B? HR Director Goldner If they leave, I have no idea. We are doing a class study on the dispatchers and techs. I had a meeting with the sheriff, undersheriff, and the captain when this came out. The class income study was intended to use as a guideline. There are positions that need to be looked at closer. Dispatch is definitely one of those and we are. We were not intending on adjusting dispatchers today or this year with this contract. This contract does address the class and comp study, but not by position. We were going to, if you read it, 19 percent or more that we’re off is what we want to do adjust next year. The county can’t afford to adjust everybody this year. We wanted to, but if we were to take the class and compensation study as is regrading everybody to where it should be, it would be over $5,000,000. We can’t do that. We had to try to negotiate a reasonable amount of time to implement as much as we can, as quickly as we can. And move everybody to their appropriate grades. It was not meant to be put out there that this is written in stone, that these positions are moved to these grades. That’s all negotiated. Some of them, you can tell by looking at it, are right where they need to be. There are some, like dispatchers, that are definitely not where it should be.

I get we’re also talking about a group of 12 dispatchers that have some question to this. HR’s attention is to dive deeper into those positions. There’s a discrepancy. We’re hearing one thing from some members, but we don’t have the data. The data we have shows something different. We’re coming out with a schedule to implement.

Captain Means, what’s our Plan B? What’s written on the agenda is whatthe dispatchers have read. We’re talking only 12. But only 12 are still short staffed. We all getthe reports. We get the call log, the arrest reports, and the reports. I’ve worked closely with the sheriff and you in the past. I was appalled, at the position that they were at, the level that they were at salary wise. This says to be effective July 1 st, 2025, could be confusing to them. We have to stop confusing the employees and public. Captain Means, this is very important. What’s our plan B? If we don’t have one, we need one. Captain Means Plan B would take available resources from other divisions within the Sheriffs Office and cross train specifically for a single task. We’ll have to take potentially cops off the street and people out of detention. To get some level to provide service to the public. We’re not cross trained for that. Training is five months, and we would be in a tough situation. For clarification, dispatch is in the third wave in 2027 for a raise.

I’m going to defer to the Comptroller to see if we can do something immediately for the dispatchers through the sheriff’s office.

This is an issue that’s gone for many years. It’s not an adjustment to everyone’s salary. This is a correction of a wrong that’s been going on a really long time.

Comptroller Elliott

I recommend that it’s very dangerous waters to provide a raise to one subset of the NCEA membership without going through the proper channels. Grade increases and step increases, typically would go through the union process. Those great adjustments would normally get approved by the board. That is not the item that we have here today. There’s additional studies that are already taking place through our HR director that may correct the disparity. I do agree that we have until July of next year to bring that forward before the board to make any corrections for that first tranche of employees that are the most impacted. We’re talking their grades are 19 percent or greater below market. It’s the first time I’ve heard of class 3, I don’t know if Nye County is even a class 3. I don’t know what those steps are and perhaps Elona or our Assistant County Manager can talk a little bit more. I don’t believe that we can make an adjustment in today’s item to do that. DA Kunzi This is a negotiated agreement. You can’t make changes the negotiated agreement without going back to the association and reopening the negotiations. All great points being made, it does need to be looked at. Again, we can’t do what’s being suggested as far as changing; You either have to adopt or reject the proposed negotiated agreement. The direction from the board ought to be to ask that the parties do get back together again and try to bring back something as quickly as possible that might be able to address it through the proper process.

Do you want to continue? DA Kunzi No, you need to adopt the agreement today to put it in place. I think within that process, direction is to have this brought back to have the parties go back together and discuss these issues and then bring something back to you in a proper format. HR Director Goldner I can make the adjustment that you like. I could finish this study and bring it back next meeting as a reclassification for this particular job.

And only that job. By adopting this particular agreement, we have put into place those raises. In fact, they get back pay from July 1st• Then we look at one class that’s been brought to our attention. I think that would be well done. Manager Waggoner You have to remember, the DA mentioned, this is an agreement that was voted on by the members. If you change the agreement, it must go back to the to the members. That’s why you would be better off to adopt the agreement. Then the county and association agree to reopen it after we have that data to address that one classification.

It could be a reclassification. It doesn’t have to be a reopened. Manager Waggoner — It would have to be a reopener. HR Director Goldner I would have a meeting with the county manager and assistant county manager. If we agreed to what we feel would be fair to offer to the union, we would take it to the union for their board to look at.

We do have only two From the contract, it looks like it’s only able - . to be opened by us as far as it is reopening. I don’t believe that there’s any provision that the union in this contract, if passed, would allow for its reopening. I would say that the only two options, without giving favor, is to reject and ask for this to be quickly brought back after leadership decides these things. They all decide together what they want to do to fix this or to have some reopening request. I am not in a position up here to do something that will fail our dispatchers.

Assisting with providing 4 veterans received rental assistance, 5 received electrical assistance, 2 received mortgage assistance, 2 receive auto sustainability or payment support. It’s frustrating to me that our public gets up and says no. We collect the money through the brothels.

The title companies are instrumental in helping with the fraud. We encourage people to use title companies when they’re purchasing property. We have actually made our web recordings available 24/7 for submitting. Even though our office hours are being limited, we’re still going to have the full 40 hours a week. They can still submit them online. As soon as we get into the office, we record in the order that we receive it.

Every one of these meetings, we talk and we hear about needing workforce housing. This would directly help some of that and it would be designed in a way that would be aesthetically pleasing. Keep in mind that this is the development agreement. All of the details, issues, and concerns that this board has or our public has would be hammered out during that process.

My concern with it is the density of the building. I do want to see something developed there. We’re never going to get past not having doctors, infrastructure, people working, people not wanting to come here, unless we do all these things at the same time. We like to compare ourselves to other rural communities, but other rural communities don’t have an urban center 39 miles away. We have an urban problem here in our rural community. I want to encourage developers to do things because we have these needs. We have to weigh that lower income and affordable housing with what community we are. DA, I believe when you say this only gives us the ability to negotiate in good faith on the density and the project itself, I would like to make sure that’s what’s going on. That we could get to the point where we could negotiate on what goes on there as far as the density. The fire chief I spoke with was little concerned about safety. I have confidence that if we come in good faith and the developer comes in good faith, that we can come to some agreement to provide people in Pahrump with something other than a crime scene. So, people have the ability to buy a home if they’re not a rich person who wants to buy with their retirement money. Clarification that this is not an approval of a specific density plan, this is the ability for us to get approval to go to the negotiation process. Where we can say this is too dense, this isn’t too dense.

We’ve already completed this grant project at Ian Deutch. We installed lighting and resurfaced the skate park. At the time that we had closed it out, they did a final review. In the original agreement, we had actually assumed the grant back in 23 that we are required to put a deed restriction. That lan Deutch skate park as well as the entire Honeysuckle Park remains for the outdoor open public use. It’s in an effort, the land water conservation fund does not use actual tax dollars. It’s interesting they are utilizing offshore oil to help fund this to keep green spaces within our communities.

Manager Waggoner We have not ran it by our insurance company. We own a lot of that area and there is some private property lots that border Dandelion but everything behind all that the county owns. Currently where everyone parks, sits, and is downwind at Petrack Park is obviously a lot closer than what we’re proposing. In consulting with the Fire Department, he does prefer this location based on his response time from the station. The only other option that we had considered was the fairground site and it would require a lot of improvements. lfthere was an incidentthat required, an emergency response was bigger than the apparatus that would be sitting there or the brush truck; it would be a lot further response time. That’s why this was chosen as the preferred location.

We don’t have an aerial showing this as the Calvada subdivision that it originated as. Within that is all of the different lots and all that we own there is parking lot. This is actually a great opportunity ifwe’re going to spend the money, let’s grade in some gravel parking for the people ID park. Something to look at moving forward. We need a waiver for that for the gravel parking. But we don’t have to have a waiver to park in the dirt.

I don’t understand that the process to have a vehicle towed off of private/public property, a towing company has to post it for 72 hours. They take photographs before and after and they towed the vehicle that’s illegally parked and move it to their yard/ impound. Then the owners are contacted, and they are responsible to pay the impound and towing fees. Not the Sheriffs Office, not the county, not the property owner, it’s the owner of the vehicle. Why are we considering this money towards the Sheriff’s Office to tow vehicles off of property to an impound yard?

The current system is if a vehicle in a public area or right of way is tagged, then we have an arrangement to do that. The problem is, if it’s parked illegally on a property of another, then we go through months long process communicating with the owner. Owners are unaware of the crimes they have to deal with, and we don’t have the ability to deal with. The only thing missing in this equation is the funding. We can tow off of public land, private land, but we do not have the ability to withoutthe funding. Maybe trying a pilot program with a small amount of money. We have a rural community that absolutely has a unique urban problem because of the proximity to Las Vegas and California. Even ifwe were to get $15-20k now my hope is that ifwe can tow a bunch of these out of the desert, they stop becoming these de facto homes for travelling criminals.

In an emergency area in Pahrump of a fire hydrant traffic flow etcetera, they have the utmost authorization to tow something immediately for safety and traffic flow. One thing you explained, once the owner was contacted, they would be informed where their vehicle was, and they would have to pay the impound to get their vehicle released. What are we actually giving the Sheriff’s Office money for if the tow company is going to be reimbursed by the owner of the vehicle?

It’s my belief that probably close to all of these RV’s or trailers that we would tow, no one would come for them. They’re abandoned or have expired registrations. The Sheriff is more better authority than I am because he gets all the reports. There are a lot of criminal activities that accompany these RV’s. If it is something that someone’s in and they drug their RV from Las Vegas to sell drugs, and we impound it and maybe they’ll take some of their money to get it back, then get out of here because they know that it’s going to get towed.

I can certainly look into that. We did look for federal and state grants but we’re not able to find any for moving recreational vehicles. The majority of these RV’s/trailers do not have a legitimate owner. Many times, people in this community will donate a broken down RV and they will give it to a church who will turn around and give it to a homeless individual. The person who is currently living in it might be 10 people removed from the time that it was originally donated. There is no way possible for that person who was living in it at the time to go back to the tow yard and get it out of inbound. Typically, they do not have proof of ownership, insurance, or registration. This should happen because it’s embarrassing to see these vehicles all over the place. If I could tow these, we could get rid of the scenic blight. I am unsure we have the legal authority to tow them. Only one of the two companies 35 I P a g e Uctober21, 2U25, Page36 16. For example to Mr. Kunzi, there’s a property that’s vacant with 2 ancient fire trucks on it. The owner of that property is from Arizona and unaware of what was being stored on her property. Vehicles on that vacant property belong to the guy who lives on the property to the North. The property owner contacted us about a month ago, because code enforcement sent her a letter that she was going to be fined for unlawful storage of vehicles on her property. We went down there, and I talked to the guy that lives next door and explained he had to move his property off her property. He moved it and the vehicles were back again and moved again. Oftentimes, people who own these vacant lots live out of state. They don’t know this stuff is on their property. If we have this funding, I’ll be able to call that person and say, do you give me permission to tow this off your property and the reply is usually yes. It’s going to cost you about $350.00 and then they say no. With this funding, we can tow it without the expense to the property owner.

I never would have imagined in my wildest dreams that this would empower them to tow whatever. I’m not faulting the DA for questioning it, that’s his job and I respect that. Now it makes sense, your reservations make sense. I would hope legally it shouldn’t be binding. The question now is would it be permissible or whether the District Attorney be comfortable, if we had voted on funding yes or no with the idea that nothing’s going to move forward until either he approves of a policy or a plan administratively, or we vote on it. This is the three-part rule; permission from the peace officer/sheriff, somebody in some position to approve that they’re abandoned and may be authorized to be towed. The second step is to fill outthese DMV forms. Third, is the notice that we have to give, I believe, 30 days that the person who’s holding it has to give and make sure before they dispose it. This goes around all tax liens. This is a specialized statutory carve out that says abandoned vehicle lien transfer. It goes around the process and is authority from the sheriff, and all these DMV paperwork that is filled out by a by a tow truck company, and then three the notice and the disposal of which is done by a tow truck. I have spoken with the dump, and if we can squeeze money out of it, we can try. DA Kunzi I wouldn’t limit it to illegally parked on land of another authorization of the owner. I think this funding source, the way it is written, would not be used to go on to public land where someone’s abandoned the piece of property. Why wouldn’t we want to publicly fund that?

This is asking to accept The Vulnerable Roadway Grant from the office of traffic safety. It’s for pedestrians and bicyclists. It will give us the money to pay for example, crosswalk projects. It will address the issues of pedestrian and bicyclist safety. The $2500 match that’s is being met by the salary of Tammy Engle who is the program coordinator.
