The issue is it doesn’t state what Commissioner Boskovich stated in a previous meeting regarding the utility challenged lots and the refusal to raise taxes. There is an unfounded concern on a zoning change for the utility challenge lots that it will raise people’s taxes. A zone change will raise the property tax on the owner of the rezoned property and not impact others.

made the motion to approve this zoning change and Commissioner Strickland quoted, if Nye County had acquired the Binion Ranch property we would be doing the same thing. Why is the county then reselling utility challenge lots at auction instead of taking them back to form another complete division in order to develop it? Evidently our Fire dept. and ambulance service is disconnected. They have policies that have been put in place by administration that prohibits them from acting until certain criteria take place. The Rosen Brothers who came to town with the master plan amendments and specific plans of development created lots on a master plan and never built. It wasn’t in their financial best interest. We don’t have the infrastructure or beauty improvements to support more people. When there is a zoning change, I found what property tax impact occurs for rezoned parcels based on assessed values; property tax in Nevada is based on market value of land and improvements, notthe zoning name. Changing from VR to SCO reduces the lands potential development value. Tammy Pitman The Town Board did nottake people’s vote to disband well. They actually fought it and cost the town/county $300k. The property tax did go down when we disbanded, going from over $0.04 per thousand to under $0.04 per thousand. The county’s financial is in financial straits, not the town. The town hasn’t been paying their bills. The Town of Pahrump had not been reimbursing the county for their portion of the fees with $63 million in an account but probably belongs to the county. The town is the problem, not the county. The Town of Pahrump looks flushed with money, but it isn’t. Ron Mortinson I continue to submit records requestto keep track ofthe dump fees. Two employees at the dump argued on what to charge me at the dump. It was not a pleasant experience. Patricia Robb Rezoning an area where infrastructure will never reach, it is not a burden for are all taxpaying citizens. Enabling off grid utilities and rezoning does not cost anyone other than the owner. We have alternative utility choices that the American National Standards Institute and the National Sanitation Foundation have already approved, tested, certified, and permitted in various jurisdictions including Nevada. Nye County can offer reasonable alternatives without taking on regulatory burdens. After devastating wildfires in CA, emergency declarations allowed temporary living in RV’s, tiny homes, and alternative settings after seeing how effective and non-damaging it was; permanent reforms were adopted. NRS 244 and 278 indicate that counties must balance development, property rights, and public needs. They cannot regulate to the point of making lots permanently useless without offering pathways for development or compensation. 3IPage November4th, 2025, Page4

Our rural community is in many ways anything but rural. We have a lot of urban problems. We had several deputies who were engaged in a high-speed traffic incident to recover stolen motorcycles from Las Vegas. There is a lot of questions about what kind of crime we have, if this is an issue, our staffing levels, and where we’re at with policing our community. The deputies were organized and did an efficient job. There is an indisputable fact that we have serious crime issues we need to make a priority.

It was mentioned that the Commissioners were against putting anything on the agenda in regard to the corrupt town board. I was never approached, called, e-mailed, or texted asking for such request, for the record. Beatty Days was successful with new attendees. The Tonopah Muckers HS Football team are absolute superstars. With a fantastic coach and groomed well, my prediction is they’re going to be the Divisional State Champions.

I want to point out that on the first page of our actual agenda it reads, as the governing body of unincorporated Town of Pahrump, as the governing body of the unincorporated towns of Beatty, Gabbs, and Manhattan. Yes, there are towns without boards, and we do represent some. The elected are Amargosa, Tonopah, and Round Mountain.

Addressing the Binion property zone change; development is intended to pay for itself, infrastructure is there. Nye County had the option long ago to buy our water company. Had we followed through with that, it would have saved a lot of these issues. At one point, Spring Mountain Raceway offered us their water system, which would have helped a lot of the infrastructure issues on that end of town. The infinite wisdom of that board, at that time, they said no. I am not against developing any lot and for responsible growth and development. I speak affordable housing; I’m talking workforce housing. Not section 8. Chief Lewis I’ve reached out to the coordinators with EMS division in Tonopah and they are unfamiliar with the incident that was described earlier. They do have a very good relationship between the Fire Dept. and EMS working together collectively. We often have meetings at least twice a month and issues are discussed. There hasn’t been given any impression or indication that there is a disconnect between the organizations. It’s been an absolute madhouse again in Pahrump with not only the NCSO activities but structure fires and motor vehicle accidents. We are extremely busy, and things do get slightly delayed. On this particular item, we do see that the federal award and federal amounts were behind us when the federal budget period was October of 2024 through September of 2026 and there is a state period that is current for July. I do believe that these funds were already allocated through the State of Nevada. With the Government shutdown, there is always a risk. We’re facing that right now with multiple grants. We’ve been advised to continue to do our reporting and request reimbursements for when we get back on track. Where we’re finding the trouble, is the state needs to finalize communications with the feds. Nobody’s working to be able to secure those reimbursements correctly. There is a required match on this, that HHS may have to utilize the 1 5% match first prior utilizing the federal funds. We have been advised to continue to submit for reimbursements. We haven’t received 100% of the reimbursements we’ve requested over the last quarter. These types of benefits have historically been made available. There is a portion of it that we are putting forward out of the 10281 senior nutrition funds that would be in part matched to this.

If we total everything up for the three items of question, this is a lot of money for the taxpayers in the county. We have a Senior Center facility in Tonopah. Tonopah receives the people from Round Mountain, Manhattan, Gabbs, and Amargosa. They drive up, and we have transportation for seniors. It would be impossible for us unless we had deep pockets to have a facility in every town area. It’s not only seniors who get a significant discount. Anybody that’s not a senior pays double that amount. They don’t close doors or ask for ID. It’s throughout the whole county.

The Sheriffs Deputies are doing a very good job of maintaining as much order as they can with the lack of rules we’re waiting on to move forward. We look to extend it for three months. It expires in a couple of weeks. This is a stopgap to ensure that there’s no open exposure for not being closed overnight. Manager Waggoner DA, with the word officially in this, when PTO 63 is adopted, will that undo the officially part of this.

These properties were seized by the Sheriff’s Office in 2008. We have had them on our inventory and Esmeralda County reached out and asked if we plan on doing anything. They were going to start submitting invoices for property taxes. The properties are in really bad condition. Esmeralda County asked if we would transfer them back and transfer ownership. Then they can either rehabilitate or try to use them for economic development.

Part of your analysis is what it could mean for Nye County. Analytical projects that are what it could mean, well, what does that mean. You have millions of dollars that could come back to Nye County. There is guesstimate of your employees versus permanent that will be part of the Beatty community. Joe Lednicky That is obviously a very complicated question when you get into it. What it could mean is a lot of challenges and also a lot of opportunities. There’s a lot of tax revenues: the construction and operating phase has I 0% going to sub county tax regions, 10% go through the county, 30% goes to the state, and then 50% goes to federal. That’s a pretty normal distribution. That money can go very far away for infrastructure et cetera. 16Page November 4th, 2025, Page 17 17. Presentation by University of Nevada, Reno Extension Cont... Part of our analysis did speak with people on the ground in Nye County regarding utilities services. Sheriff McGill spoke with the fire departments in Pahrump, Beatty, Amargosa Valley, and a couple other areas regarding potential challenges that could be found. such as an Amargosa valley where they don’t have the ladder truck for their fire if there were to be multiple multi story buildings built for any particular reason that would be a very big strain. The schools in Amargosa Valley and Beatty have enough capacity for influx of families. Housing is going to be a major issue, and AG can speak some things that they are looking at to help mitigate that issue. As part of our analysis, these are things that we brought forward to AG in our full report as items that could be detrimental to the local communities.

If I were to go with the 11 0% curve of this project, we’re missing about 10%.

These two sheets, one is what it could mean for Nevada and one that says what it could mean for Nye County. It’s 50/30/10 and 10 on the distribution of consolidated tax revenue per year. These numbers don’t jive for Nye County. If the State’s going to get 16.9 and the county’s going to get 15.5, what’s your total revenue? Joe Lednicky 16.9 million for Nevada, that is a conglomeration of all taxes in total. The two slides are the regions size in our analysis that we are using. The numbers are slightly larger for the Nevada slide because we’re using a larger economic and industry region of what those taxes would come back as.

What are you baselining the tax revenue total to be before distribution between fed state, counties, and sub county areas overall in Nevada? Joe Lednicky Overall would be 16.9 million tax revenue per year during the operations.

We ordered a pay study, took that pay study, and we presented it to a bargaining unit. They used that pay study to vote or to affirm/ratify certain salaries that come from certain rankings, positions, numbers, and data. Captain Means points out that dispatchers are paid less under this pay study. Under our study, it is correct that the dispatchers are paid less than the techs. Every county in the state, the dispatchers are paid more than the techs. This triggers a revelation among staff that now decide that he is correct and that this must be fixed. I say no to this solution of tinkering around or reducing salaries of one person in order to accommodate someone else. I say yes to fixing this pay study which I think is critically incorrect. The methodology used here weighed everything the same and each metric was assumed to be equally important. The comparable counties that were used is interesting when you look at the income of the AGI. When you look atthe ones that are similar to ours, the following populations of 966, 1 900, 3800, people et cetera. You have Douglas County, that’s considerably higher with the household income 84k versus our 53k, that’s what they consider comparable. There are two issues; one, we do have city problems. Elko, Fernley, or Carlin don’t have the kind of calls that our people deal with. These places don’t have the urban situation that goes on. For me, the fix is very simple, and that is we have to find out why the pay study is flawed. I am going to do my best as 20% ofthe board here to try to fix a problem rather than sweep something under the rug and accept a pay study that is obviously fundamentally flawed.

It’s my understanding that the paperwork was not filled out and completed by members of dispatch. Assumptions are made by the matrix itself. Every position is as important as the other. What happened at the last meeting, when this came before us, we had the president of the CBA, and dispatch staff come before us. Yes, very specific directive was given for the dispatchers specifically. I was surprised that this came back as it did. They had to go back through the matrix and measure. We’re talking numbers which is a different language than the language that we read. What’s not taken into consideration is their responsibilities, job duties, and performance. We have to take both languages and put them together to come up with something. Please be patient and know we’re trying to do the best that we can with the information that we are presented with.

SWW called BLM & told them that they are the only Rescue in Pahrurnp that the BEM can work with. When you buy 18 horses (Fred’s Posse) out ofthe back door ofBLM & don’t go though the same riggers as the rest ofus that want to adopt, I guess I would think I am special too. None of those I 8 horses has proper paperwork from the BLM because of that purchase. Same goes for the burros SWW bought through Red Rock. My biggest complaint about SWW is they have a volunteer that volunteers with No to Abuse & with the Sheriff’s abused women department. This volunteer thought it was okay to use the sheriff’s departments resource & run a background check on an abused women & now harasses that women. I am so upset by this that I would use all my resources & funds to get all fimding stopped for any abuse programs here in Pahnimp while that volunteer is still there. I will help any & all candidates that are running for sheriffin the 2026 election, even ifthey are the worst candidate for the job. I never understood the old fashion saying of”Jt’s not who you know, it’s who you blow!” until these last couple months. All other rescues here in Pahrump are required to have a state & town license & a CUP ifhousing the animals on their properties, but not SWW! Yes I understand they have certificate 82 & 84 or at least that is what they said to Code Compliance, which allows them to forgo a Town of Pahrump license but not a CUP. In-fact they told code compliance that the 2 remainffig horses from Fred’s Posse on their property are their personal horses. Yet at fundraisers each month they beg for money to feed those horses calling them SWW mascots. A day after the fall festival they posted on FB asking for money to feed their donkeys they have on their property from Drag’n Ass’s Rescue & Sanctuary, those same baby donkeys that shouldn’t have been at fall festival. When asked if they were theirs they said they belonged to Ryder’s Rescue. I spoke directly with Ryder’s Rescue, and they said no the donkeys are SWW. I even spoke to someone who was asked to take care of the animals housed at SWW while they were on vacation so no one would know the animals were there. When operating 50 1 c3 you must give anyone donating to your organization a tax-deductible receipt or any other corresponding paperwork. If you refuse you need to immediately be reported to the IRS for violating 50 1 c3 regulations. They are still advertising a 90-acre sanctuary in Armargosa Valley, 90 acres that they are trying to steal from a very generous old man. I don’t recall seeing this as an agenda item. In-fact I recall Debra Strickland stating at a BOCC meeting there wouldn’t be any approval of a sanctuary for wild horses in Nye County. What takes the cake for me is they are now trying to be a boarding facility. Yes, someone that was looking to board at my place, SWW told them “Don’t board with her, board at SWW!” I must have missed that item on the RPC agenda. A boarding facility requires a state & town license & CUP, in which SWW does not have. But wait they have all of you & the sheriff as their best friends, so they won’t need those things. What does the worst little whorehouse in Pahhimp have on all ofyou that they don’t have to follow the same procedures as the rest ofus do? As easy as it is for them to get out ofhaving one because ofwho they blow should bejust as easy getting one handed to them. This could be considered discrimination, prejudice, bias, favoritism, inequity, unfairness, & oppression. I just want the privileged treatment they give to SWW stopped or give it to the whole town of Pahrurnp. I want them to have to go through the same procedures as everyone else when it comes to adopting & purchasing wild horses & burros. I want the BLM to be working with all animal rescues here in Pahrump especially those that deserve it like Donkeys of Pahrump or Ryders Rescue Ranch. I knew of this program because Alma from Donkeys of Pahrump had rented my 2-horse straight load to pick up 2 baby donkeys when she started Donkeys of Pahrump. I was not approved by the BLM Ridgecrest program because ofVictory & SWW No one from BLM contacted me, toured my facility, theyjust took a call & was told SWW approve who in Pahrump can rescue horses & burros. I own and operate TI-ROD RANCH BOARDING FACILITY the only legally licensed facility in Pahrump. I sit on 5 acres that is fully fenced in with 6ft chain link fence. I won’t bore you with what the business part of my facility is. My personal horses were housed on a half-acre, which we call the grove. Their stalls are 24ft by 12ft, 12ft ofthe stall is covered, these stalls are open all day for the animals to access them any time they want. Auto water, feed bucket, feed mats, treat/grain bucket, salt & mineral blocks, 2 25-gallon water buckets, toys throughout the grove. The reason this is so unfair & discriminatory is the BLM allowed Victory & many others to buy horses & burros & none of the BLSM stipulations from their website or applications are followed. Those 18 horses are all located at places with chain links fences, many with no stalls, no covers. Those 18 horses should have been returned to BLM, do to the fact Victoria didn’t own those horses a year before selling them for thousands of dollars. Don’t you have to own them for a year before you can rehome them without returning them to the BLM? I just acquired a burro from a friend that came from Arizona BLM program to keep my horse OJ company. When I spoke to a brand inspector to transfer paperwork I was told I may have to return the burro to the BLM since the owner didn’t have him for a year. This is where we are going to have a problem & a court battle on your hands. There is another great rescue here in Pahrump called Ryders Rescue Ranch. They just became a 501c3 & is working with Code compliance to get their Conditional Use Permit & Town of Pahrump business licenses. One of their dreams is to be able to work with the BLM & rescue all kinds of animals. Yet again SWW is interfering in that. SWW is blaming Ryder Rescue Ranch for having baby burros at an event that put the young babies in danger, but the babies belonged to SWVT. In the beginning ofthe year I informed animal control, sheriff, county commissioners & BLM about a rescue called Drag’n Ass Sanctuary & rescue. This was when she started moving her animals (8o) from Goldfield to Pahrump. At the time you all claimed she was working with you guys regarding another rescue Kathy Jenkins Oatman Burros Rehab Socks the Oatmen Burros & brought sick burros to Pahrump. What were you guys thinking putting the rest of our Pahrump animals in danger with sick animals. This situation turned into arrest, complaints & people losing theirjobs. 170 animals were on her property, 170 animals needed rehoming adoption or fostering. ioo’s of us tried to help but were told ONLY SWW can approve who helps. I can go on & on with the issues with SWW instead I will put it this way: There is going to be a time when you will need the public, the Town of Pahrump & we are going to say go get SWW & leave us alone. I am not here to bash BLM, my off-road group has been Exhibit’j. To whom it may concern or who cares, I have attached a letter I sent to all my county commissioners & sneriir s uepartment where I live on October 6th for our BOCC meeting. This attached letter & what I have to say today is the beginning of my crusade to stop the unfair practices from the BLM. July of 2023 the BLM picked up 18 of Pahrump’s wild horse (Fred’s Possie) We started a grouped called Fred’s possie to raise money to bring those horses back to Pahrunip. Many of those hateful old women caused problems & the BLM would not sell us our horses back. In 2024 a lady named Victoria swooped in & took over the group. They started 501C3 and changed the name of the group to Southwestern Wilds. No one knows where the original $io/k went to, no receipts no paperwork. SWW were able to use their contacts at the BLM & bought those i8 horses out the back door of the BI4M office. Yes that statement came directly from the lads’ I spoke to at the BLM when I was inquiring where the paperwork was on all i8 horses. Was informed she paid the $125 BLM fee per horse. That lady informed me there wouldn’t be any paperwork because of the way the horses were purchased. I asked how this was possible when on your website & on the applications there are certain criteria to purchase or adopt through the BLM programs? Victoria went through her connections at the BLM. I have several acquaintances that purchased those horses from Victoria & still today have o paperwork from Victoria nor the BLM on those horses. Victoria charged over $5000 for Fred & Rosie to the new owner & still tells everyone those 2 horses are hers. A few months later there was a sale through a BLM Red Rock program where SWW bought several Burros again & sold them to people in Pahrump with no paperwork. Not following any of the procedures on your adoption or purchase application. Here in Pahrump, we have an amazing rescue facility: for burros. called DONKEYS OF PAHRUMP at Death Valley Market Place. They have become a pillar of our community. So many people volunteer with these donkeys. Even the schools bring the kids there. Other people have rescued burroS because ofAlina & her donkeys. Alma had been working with the BLM on a program for the locals to adopt burros. That was until Victory from SWW decided to harass Alma with calls, texts, emails, even showing up at her facility. Victory had Alma so upset & scared that she backed out ofthe program. Victory called the BLM and told the BLM that they are only allowed to work with SWW & no other rescues in Pahrump. I recently lost my horse FJ, we had to put him to sleep. A friend sent nw a picture of a baby mustang that looked like my FJ. I quickly applied to rescue him from a Wyoming BLM facility. I was approved to be able to rescue him, even my 2-horse straight load trailer & my facility (property) was approved. The more my husband & I talked about that drive back from Wyoming we weren’t sure if we be able to handle the baby mustang ifwe had to unload. We left the next people in line take him. I started the 1 1 /4/2025 Good morning commissioners, The Town of Pahrump is the onLy town in Nevada without a town board. The town had a board in pLace for aLmost 40 yrs. In 201 4-201 5 the commissioners snuck a question on the baLlot to do away with the town board. It went through but onLy by 200 votes. In 201 5 we only had 25k peopte in the town, in 201 8 when I moved here it was 37k but now we are at 52k untess you ask a reaLtor they say 62k. The Town of Pahrump needs representation & it needs to be more than the 5 minutes at each meeting the commissioners spend on it. There needs to be accountabiLity regarding its finances. If those that are apposed of a town board keep saying the town is broke then why aren’t they going after the peopLe that are in charge of our town & its finances right now? Some keep saying our taxes wiLt go up. My question to them is “Did your taxes go down when they disband the board, did you get a refund check?” Nope, nothing changed, taxes were stilt collected, the onLy change was alt money, jobs, buildings & equipment were merged as one. Which should never have happened. Pahrump, Amargosa, Betty, Tonopah, Round Mountain, Gabbs, Crystal & more should have its own accounting & never should be merged as one. If our county commissioners realLy represented us, they would have trust in their community to do the right thing. They would have put the questions on the ballot we are asking for, allowing all of us to vote for what is best for the Town of Pahrump & not just the 5 of them. I also want to say I thought it was very hateful & disrespectful to have some old nasty Lonely women show up at a free food give away & try to cause problems. The Town Board Committee & 1 8 volunteers put on a free food giveaway Nov 1 St Almost 8 patlets of food were handed out over 2.5hrs. But yet these women found fault in it. Even to the point of making fun of me & my bullet proof vest! No, it wasn’t a vest, it’s called a mastectomy pillow, I am just starting my 4th week of recovery & I was protecting my incisions, it was recommended by my surgeon. It’s bad enough I had to deal with the women that illegally ran my background being at the event then I had to deal with these witches on top of it.
