Joeseph Opatik Lakefield Golf Course holds events and tournaments that occur monthly to connect the facility with the community. We do varieties of fundraisers for different local charities. We have events and food specials on holidays. We can be found on social media, and we post in the local paper. Diane Southworth —At Nye Community Coalition there will be the annual, free community Thanksgiving dinner held on, Thanksgiving Day from llam-2pm. There is a general coalition meeting tomorrow and rural Nevada Medicaid information will be given. We have various community outreach programs and fliers for anyone in need of assistance. Jodi Reddington Utility challenged lots owners are burdened with challenges. Current zoning makes the land unusable. The practical solution is to update the zoning. By not implementing the zone change, it’s equal to taking away landowners’ rights and freedoms to use their land. Please put this zoning change on the next agenda so that productive discussion can begin. Richard Goldstein Thank you, everyone that attended our Veteran’s Day Ceremony. Civil Air Patrol worked for the first time as our honor guard and the kids were fantastic. We appreciate the Executive Golf Course that held a fundraiser for us. Helene Williams Petrack Park is not for sale. We don’t need box stores there. Michael David Garcia I give thanks and praise to this board for the opportunity to express and readdress: no state or county can create its own alternative legislation and substitute it for the guarantees of the constitution. #1 predatory practices traffic of constitutional wages is the betrayal of natural rights. I’m coming to you and discussing article I section I 0 specifically emolument violations of God-given rights. I had my Catholic vote cancelled withoutjurisdiction lasttime. It’s notjurisdiction that determines the case; it’s the case that determines jurisdiction. We have a severe problem here. You cancelled my speech on USC instead of USC 15. Daryll Lackey We all have abilities, but we don’t have any desire to explore the abilities we have because of our perception. People behind me want you to help with their problems. As an elected official, you don’t care anymore and make the best deals for yourselves. You don’t have the desire to take care of people; you desire to take care of people that have a lot of money. Once money is away from it, you have no desire to do anything that’s wonderful or good. Serena Otteson —At Bishop Gorman HS November 22nd, at 2PM, the Tonopah Muckers football team are playing againsttheAlamo Panthers forthe IA State Championship. We have a state send off this Friday, November 21st at 11 :30 to show them support. Lorraine Gilbert The water districts undevelopable parcel working group have been looking into how other counties, towns, and states address these undevelopable issues. What we found is, it comes down to allowing variances. Ordinance #528, Nye County Code Title 17, pursuant to NRS 244.19 states that the Nye County Board of County Commissioners is authorized to amend the Nye County code. Whereas Title 17 was adopted pursuant the planning and zoning act of the State of Nevada to preserve the quality of air and water resources, promote the conservation of open spaces, protection of other natural and scenic resources from unreasonable impairment and many other reasons. The most important of all is the purpose to ensure that development on land is commensurate with the character and physical limitations ofthe land. Code 17.04.925 is to create procedures for temporary use permits for specific use of land or activities for short term limited periods of time on lot or parcel. Patricia Robb Within NRS chapters 244 and 278, it states counties must balance development property rights and public needs. They can’t regulate to the point of making lots permanently useless without offering pathways for development or compensation. 2Page November 18th, 2025, Page 3 Updating zoning where utilities were expected but never developed would benefit the entire Pahrump community. Nye County benefits: reduces complaints and code violations from unpermitted living, shows leadership and responsiveness when you take action to correct a long-term failure, does not require public infrastructure investment. Environmental benefits: State approved systems including on site wastewater systems regulated under NC 444 permitted water haul storage, composting incinerator toilet, solar and other engineered solutions are restricted only because the VR zoning is outdated. Updating the zoning brings Nye county’s land use rules into alignment with existing state law and prevents groundwater pollution caused by illegal or improvised waste systems. Community benefits: opens the path to affordable housing, encourages legal and safe housing, reduces homelessness and squatting, generates more business for local retailers, while benefiting the overall economic health of Pahrump. Practical and legal benefits; acknowledges that traditional utilities will never reach many lots, avoids future lawsuits for regulatory takings or deception, aligns with Nevada’s SB-150 mandate to allow off grid housing, creates eligibility for state and federal programs. Risk reduction; brings off grid users into safe permitted systems, improves emergency response by recognized new dwellings, prevents legal disputes over unusable taxed land. Thomas Santanastasio I hear that the County may sell adjoining lots to zombie lot holders. I own one lot that is .192 acres, and I need five more lots to put a well on that property. This process may take a number of years so a community well would speed up the process. I’m asking you to do the right thing and start answering us. Andy Lucero I’ve owned a lot for several decades. The zoning is very difficult. Chief Lewis We anticipate ancillary roads flooding as our soils are saturated. lfyou need sandbags, we have the ability to deploy some. We’ll be working with Public Works with fill material.

Item 5 Pulled 5.For Possible Action — Emergency Items Pulled SITTING AS THE BOARD OF County Commissioners TIMED ITEMS 6.10:00 a.m. For Possible Action — Discussion and deliberation regarding the monthly statement of County treasurer pursuant to NRS 354.280 including receipts, balances in funds, money on deposit, outstanding checks, and cash on hand. Treasurer Powers —We have our normal reoccurring reconciling items with everything for June of fiscal year 25 clearing out. We did move $2 million into an investment with Multi Bank. With the feds cutting rates in October, we were able to obtain a 4.10 interest rate. The callable time frame does not begin until September 30th, 2028. The outstanding checks for the vendors are below 300k. You’ll also notice, the outage of 1.3 million listed under miscellaneous has cleared up, bringing our miscellaneous items back down for a reasonable and audible amount.

Stephanie Urga The Pahrump fairgrounds utilities upgrade, phase three project was approved by CDBG to move to the application stage. As a reminder, this project will be to install an 8-inch water line between the two wells to allow access for water service connections throughout the fairgrounds. Looking for approval to submit.

Public Comment Tammy Pitman CBDG grants seem to be a hole in the ground that the County throws money into. It appears our County is not interested in things that benefit our kids. We should put grants forward that would expand our parks. Close Public Comment

Public Comment Thomas Santanastasio I called the Sheriffs Department to have a small trailer removed. I had to call a junkyard to come and take the vehicles away. What is the procedure? Richard Goldstein Why is the county or town putting up this money to remove these vehicles? This is known as a private property impound and the person responsible for towing these vehicles is the owner of the vehicles, not the town, or county. There’s no reason my money should go towards removing these vehicles. Michael David Garcia —What a gorgeous day to remind our developers and our real estate agents about property rights. Nancy Maslach Being a trustee on the hospital board, I was glad to hear Robert Otteson speak. He would be an asset. Karmin was a trustee for years and faithful. You must have interpersonal skills and you have to be very careful about your communication. She already knows the ins and outs of what’s going on with this Northern Nye County Hospital District. It’s important to consider someone who is seasoned. Elizabeth Beale It is my hopes that you look forward and nominate the two individuals that you think truthfully is what the community needs. It is important to the benefits to this community and having somebody truthfully that can write grants would be impressive. We don’t have access to any of that right now. Public Comment Helene Williams We were informed that there’s 478 homes on the market and were advised not to put our home on the market at this time. These homes average about 400,000 asking price. Manager Waggoner We’ve become aware that there appears to be some errors in the budgeted wages and benefits that were budgeted as part of fiscal year 26. It’s looking like, at first glance, is that wages and benefits did not capture the contractual obligations in the CBAs, for a few of the different bargaining units. Which is NCLEA, NCMEA and the NCSA. We don’t know what the exact impact will be at this point and that’s what we’re in the process of trying to figure out. The way we’re doing that is we’re recreating the fiscal 26 budget with the correct steps and increases that were part of those CBAs. Then we can see what that number looks like, or where we are going to fall short of what was budgeted for the affected staff. We will be bringing this back to the board at that point for our suggestions and options of how to correct it. It could be a pure error. We’re still trying to figure out where these numbers came from that were input as the budget was put together. Because they don’t match. We need to figure out what exactly the impact is going to be so we can bring options forward within the next 2-3 weeks.

Flamingo Rd. Pahrump, NV. Assessor’s Parcel Number 036-461-13. Property Owner Maddy, LLC., Applicant/Agent John Harp. Asst. Planning Director Celeste Sandoval The applicant is applying for a new adult use cannabis license. They do have a temporary C of 0 that will expire December 1 5th They have an active waiver that will be heard by the Planning Commission to waive landscaping requirements and off-site road improvements. If that’s approved, then we can get them there to their final C of 0.

Public Comment Tammy Pitman The smell is a concern. People in adjoining lots or even miles away would be downwind and affected. Hopefully they mitigate that. Ammie Nelson I’ve never been against legal medical marijuana. Medical marijuana is losing its place by doing business like this. We have to be careful of the ideas that we have of these grow plants and these businesses that are going to be selling it. It’s something that should be in the medical field because you have to have a card to use medical marijuana. They should have to have some kind of licensing for medical marijuana. We need to curb this recreational business. Richard Goldstein Before we allow another marijuana to grow, we need to find out how much product we have on hand and how much they’re actually selling. I haven’t had a problem with the phone lines. The connection when it comes to disclosure, there’s a complete discrepancy between county and town. Close Public Comment John Harp This is not an additional cultivation license. This is a license who was already in Nye County owned by Green Cross of America. We picked up this license through a receivership. This facility is built solely for marijuana; not retrofitted, a bottle plant, and not a garage. We’re very proud of this facility. It’s going to have the rating of cleanliness as a clinic. We have 47 cameras at this facility with live feed into the Sheriff’s Department and The State of Nevada. Thursday, the CCB will be coming to our facility for a preliminary inspection. We have a TCO with two issues that we’re going to be talking to the Regional Planning Commission on December 18th We use all local contractors.
