They are welcome to come back or call back in. 4IPage 16th 2025, Page December 5 2.GENERAL PUBLIC COMMENT (Up to three-minute time limit per person) Reopened: Stacy Edwards Under Nye County code and ordinance 611 zoning and land use for industrial solar is clear, the property is not zoned for a project like this. I want to address process transparency and trust. I attended all three good neighbor meetings hosted by Dandelion Solar. Across those meetings, the information provided to residents was inconsistent, unclear, and confusing. We repeatedly asked about required studies intended to protect residents’ water, land, and wildlife. At first, we were told they had not been done, yet we were repeatedly assured that there was nothing to worry about. At the third meeting we were told a hydrology study had been done but the public couldn’t see it because it belonged to the developer. That contradiction alone is very concerning. In response to a resident’s request to hear from a project engineer, an additional speaker was presented at the second and third meetings in a manner that led us to believe that he was the project engineer. It was later found out that he was not, although he holds an engineering degree. What’s most concerning is that we were told that applicant had already met with the commissioners, that it was public knowledge, and that it was available on the county website and it was not. They led the community to believe that it was a done deal. At the third meeting, when asked for the date of that meeting, he told us he couldn’t remember. Commissioners Koenig then stood up, clarified things, and assured us that the process for this project is being followed as written. A clarification that was much appreciated but then trust had already been affected. When basic information changes from meeting to meeting, is withheld, or clarified only after repeated questioning, it raises legitimate concern. When an applicant brings forward a request that directly contradicts the zoning ordinance framework that this board deliberately put into place, asks for a variance for a project that isn’t even allowed on that land, it reflects a lack of respect for the work that this board has already done. If that work had been respected, we wouldn’t be here wasting time and money at this moment, for them to pull it from the agenda. This board is being asked to rely on that applicant’s request representations when considering discretionary decisions. If our presentations are inconsistent and disrespectful at this stage, it’s reasonable to question how future commitments related to safety mitigation and long-term impacts will be handled. Process matters, transparency matters, and trust matters. For these reasons I respectfully urge the board to deny the application and to exercise extreme caution in moving forward with any future requests from this applicant. Julie Tucker I’m speaking on the proposed Dandelion Solar project. My objection is not based on inconvenience or opposition to solar energy. I’m not a solar activist. My opposition is that they want to run this thing 300 feet away from my property and the law, the ordinance, state that it’s not allowed. Title 17 chapter 17.10 of the Nye County code identifies where Tier I solar facilities may be located. The RH 9.5 zoning designation is not included. Accordingly, the proposed site is zoned in a manner that does not permit industrial scale solar and battery facilities. Even if zoning were set aside, there’s still a requirement for 1000-foot setback from non-participating landowners. I am a non participating landowner. Skip some of this just to go ahead and tell you that they have emailed me several times offering me payments to go ahead and sign a good neighbor 5IPage 16th December 2025, Page 16 agreement and let them say I love solar, and you can put it out my back door. I have made it clear to them that I have not consented to any setback reduction, that I’ve not executed any agreement. I don’t intend to sign any such agreement. I’m new to this county. It’s the first time I’ve ever been to one of these. I understand that these protections were put in place to protect landowners, and it seems to me that they want to bypass those protections. Setback reductions, variances, or waivers do not convert prohibited use into a permitted one. If the applicant believes that the zoning is inappropriate the proper path would be to request rezoning for that issue. Should this project be approved in a manner that conflicts with the zoning ordinance or codes, I want to be clear that I’m preserving all rights available to me under Nevada law, and in that event, I intend to consult more with the land lease attorney to make sure this doesn’t happen. I’m not here to say no solar ever or to say things are good for the county. I’m asking if a variance that allows them to put this 300 feet from my property is not allowed. Diane Davis Two and a half years ago, I came before this board with an idea how to help the homeless situation because I have worked with these people for five years and I know a lot of them personally. I didn’t meet with a good well four out of five didn’t make a comment and the other one made a comment by rolling their eyes and then you decided to go with this instead. It says local churches band together to help homeless residents. I’m not here to bash anybody involved with this, except to say not one penny of the money that went to them for that helped any of the homeless. Not one single homeless person that I personally know. My project that I had, all I asked from the county was use of a 40- acre parcel over on Interceptor Road. I did not ask for any money or anything else. With that project I had went out and talked to these people, asked them would they be in favor of this, would they support it, would they cooperate with this, and I was met with a lot of positivity from them, and they were in hopes it was going to come to be, but this knocked it out of the water, and nobody got help. None of them that I know anyway. What I’m here about today is that, first, this money went with no help. Now we’ve got $35,000 that was not a donation from a company or a business like it was first presented in the news. It came from another grant and another fund that the county has access to use $35,000 to uproot homeless people. I’m not in favor of squatters. I’m not here in defense of that but taking them and kicking them totally out of Pahrump and to some place that you know in two weeks from now the BLM’s going to have them right back in the same situation they were in before you spent $35,000 to have them moved up onto the other side of Powerline Road or to just take what homes they have. I think that is a terrible use of our money. There are other situations that could have been done to help people and I understand, from code enforcement, that on... First off, before I go there, I want to mention the fact that one of our former county commissioners and her husband lived in a motorhome. (Exhibit 2) Eric Vessella 10 years ago the lot at Boot hill and Highway 160 was generating dust hazard complaints. The Nye County manager and the Nye County air quality supervisor declared it to be a grandfathered use, thereby eliminating all future dust complaints. A while back, the grandfathered use was illegally expanded for US Ecology after complaints began coming in. Community stakeholders and RPC members changed the code law. The public has been tricked out of pavement and forced to breathe hazardous dust. Our community is less safe because no turn lane improvements were required. The code law was put in place for your health, safety, and well-being, and then the code law was changed for your health, safety, and well-being. All northbound traffic on Highway 160 7IPage 16th 2025, Page December 8 comes to a complete stop when US Ecology enters their new fenced storage yard. The fence improvements were kept secret from the public in the form of a no-bid contract. The 60-foot-wide state highway road dedication is used as a dusty travel lane because no frontage road requirements were placed on them. Our Nye County Commissioners preside over one ofthe unhealthiest counties in the nation. Our Nye County Manager gets paid about 20 grand per month. More than any other county manager in the state, why? The Nye County Manager is also the highest law enforcement officer in the land and he should be fired. I have referred these safety issues to the State of Nevada Department of Transportation. It will be a bit more difficult for this incestuous group to manipulate state law. Linda Clark I knew when I came today you would cancel this. You guys are predictable. I know that Deborah is working hard to get her playground fixed up and she’s going to use everything she can in her power to find every penny she can to do it, whether we want it or not, she’s going to shove it down our throats and we know that we don’t want it, but you keep doing it. Where is the budget that we were going to get? We were promised that 3-4 months ago. You were going to tell us how much you were going to spend on this. We still don’t see it. I don’t want to see numbers that you put on a piece of paper and tell us; I want to see the proposal from the person who wrote it and I think the rest of us would like to see that too because we don’t trust you. I do love some of you, not all of you but some of you. What I want to know is when are we going to get this information before you spend more money on something that nobody wants? There are a few kids that want it, a few of your coaches that you hired to come in here and the soccer moms we know that. We’re not fighting over soccer. We know the kids need it butthat’s the wrong location. Why would we tear down Petrack Park when it already has everything we need. Isn’t that where you want to build the new shopping center. You’re not ready to pounce that on us. Tell me what we are going to get some answers, and I know that you have lots of money that you can spend on our general fund but nothing else in the town gets done. Isn’t that correct? She’s not going to answer me either, that’s fine. She doesn’t have to. It’s not her job. It’s your job but you won’t tell us. I guess we’ll get a few other things where we don’t want them done and the things that need to be done won’t get done. Cory Merry I don’t know if anybody’s got their door knocked on lately but there’s a young lady who’s been going around, letting people know about the new radiation exposure compensation act. There are new provisions that have been put into this act that allows for down-winders from the testing areas. If you or your family were exposed during the testing, and you lived in particular areas between particular dates and you or a family member developed any kind of the cancers listed, you may be eligible for up to $100,000 one-time compensation. The website is www.justice.gov\civil\RECA for anybody who wants to look at that and see if you qualify. I’ve came here a couple weeks ago and talked about the idea of the city government. I applaud anybody who’s actively trying to get this put on the ballot. I agree, we need to vote on it. Again, I ask about the cost. Another study was done this week, because I have nothing to do, the city of Mesquite is 23 to 25,000 people. They currently have a budget of $413,000,000 to run that city. That is a lot of money. This is a small town with 40,000 people, are we looking at $800 million budget? 8IPage 16th, 2025, Page 19 December These questions need to be answered before anybody votes on this. One other problem I have is that I heard last week, and correct me if I’m wrong, that the people who are going to be running for that city government will also be placed on the on the ballot the same time the question is asked do we want the city government. This seems somewhat coercive and somewhat misleading. It almost indicates that the city government has already been approved and we must fill those seats. Michael David Garcia — I can spell Article 1 section 10, when it comes to annulment violations. When you pay these judges, DAs, and sheriffs deputies, that traffic our children. It’s unconstitutional to speak about Sharia law but if called it political Islam it might be ok. I don’t understand how you can make rules and regulations and think that you can supersede the constitution. I don’t understand that. Maybe we should break it down. For the last five years, as a parent fighting for parental rights, first amendment rights which you need a short bus for all these wages here in town. I want to keep it simple, because when you find yourself isolated, alienated, walking alone, when it comes to abuse and neglect of God’s children that are not for sale, I say you need to get involved in scripture, not German, scriptures. We got 10 commandments to tell Christianity what we shall not do. The constitution gives you 10 articles thattell you what you can do and somehow, we can let all this stuff go into a general government fund. There are only 19 services that you provide and you’re failing on all levels. I want to concentrate on God’s trust. God’s trust is what’s going to repair this county, God’s trust is what’s going to repair this state, and God’s trust is going to be what repair this country. Salvation. We have parents, we have mothers and fathers fighting. Deborah Thomas I’m going to address something that we should be thinking on the solar array and energy storage. The developer who wants to develop this project has been developing similar projects in different countries. They’ve been sued for environmental damage in four or five different countries including the US. Why do they still have a license? I am aware that county commissioners do not have the authority to issue licenses of this type, however, you do have the authority to say no to developers who ruin local environments, take money, and run. I can get each of you copies of the research that has been done on this company. (Exhibit 3) Daryll Lackey This whole solar thing. I learned much by coming to these meetings. It’s great but the things I learned are sad about the corruption and John Koenig, he popped up and supported it at the community meeting. I’m not sure which private interest group he’s in, other than the Republican Party, but I’m sure there’s another one in there. Like the minister said, humility, put people before yourselves. He was talking to you. We’re not bad at it. You’re bad at it. We have got a homeless problem; you’re spending money to chase them around, to do stupid things. These solar things that go in, they’re blinding because they’re not pointing at the sun. I build solar trackers that work on 2 axes of tracking. My solar panels, they glare back at the sun not at the neighbor’s house, increasing their cooling bill. They got this glaring on their house because you allowed them to build next to their house because of money, because of your greed for money, 9Page December16t, 2025, Page 110 and you think you’re going to be famous or something. You think you’re doing something good here. Carolene Logue I would like to ask the board if they would take an action and place on the next agenda for the County Commission meeting, a recognition and a plaque, to be placed in the Pahrump Public Library for our person that has provided much service for this community and that is Mr. John Pollock. Mr. Pollock has been a member ofthe friends ofthe library. He’s worked at the library, with tax dollars paying for his work, as he humbly said, a janitor but he was more than that. He was a friend to many people. He was involved in many parts of our community and that’s why I go to the County Commissioners to recognize him. He’s had a TV show where he invites anybody that has any statements to make, any activities to announce, any part ofwhat Nye County would want to know about. He was chair ofthe CountyAdvisory Board. He was chair ofthe Nye County Conservation District. He was the original organizer for Earth Day for 20 years. He deserves tribute and your interest in doing a recognition of some kind, to our lost fellow volunteer and activist, here in Nye County, Mr. John Pollock. Tom Waters I have two announcements. The first one is Pahrump Valley Academy, the charter school that we’ve been trying to get, has been approved by the charter school authority. You’ll get more information on that later. It will be K through 5. It will be starting in August of next year for classes. Talking about the town board committee, I’d like to say that we had five people, Pahrumpians, that came forward and said we’d like to go ahead and get something on the ballot. Five people representing 50,000 people. That’s exactly what they did but they need your help in getting these signatures that we need to place on the ballot. They’re trying to do it by themselves. We’ve fallen somewhat behind on the signatures. We’ve got over 1000 signatures, but we need more. The people that are getting the signatures are spending their time in addition to their family time. They need your help. We’d like you to volunteer to help the Pahrump town board committee and all you must do is contact them on their Facebook page which is Pahrump town board committee or via e-mail at townmail@mail.com. Let them know you’d like to help them with this awesome task that they’re doing. The town board committee is alive and well and if you have any questions about anything you can contact them on their Facebook page or through e-mail. The goal of the committee is to get the question to establish the Pahrump on board on the ballot so the residents can vote yes or no. We’re asking you to sign the petitions. We plan on being at the Port of Subs on Friday December 19th from 10:00 to 2:00 and at the Second Amendment on the 21st which is Sunday, from 8:00 to 4:00. You can come out and sign the petitions. We’ve got people there lined up to sign the petitions, but we just don’t have the workers out there to get the signatures. We need more workers. We need more volunteers, the people are willing to sign the petitions, but we need more workers. We need your help. We want you to do is be able to vote next November, yes or no. One person just brought up the fact that, yes, we’re putting on the ballot of whether we want a town board or not, and people that would like to run for the town board would also have be petitioning to be put on the town board. 1OPage 16th, December 2025, Page III Tina Alicea I’m the CEO for Safe Harbor Medical. I’m not sure if you are aware that the state of Nevada will no longer, as of January 1st, be providing fee for service Medicaid, the blue cards. They have changed this year, and they are hiring MCO’s, Silver State Summit and Care Source, to provide Medicaid Services throughout the entire rural areas of Nevada. Nye county, being our closest. We are in Las Vegas. I am a Vegas original. I remember when Vegas wasn’t much bigger than Pahrump and I can appreciate people coming from the outside not being welcome. I’m coming here to ask to be welcomed to the community. We are working with two organizations in Pahrump, Mind Space and Pahrump Pain Free. We are coming in to maintain theirjobs and to maintain their care for the patients that they have, also, to expand their services. We’ll be bringing in more primary care, pediatric care, immunization programs, sports physical program, senior cognitive care and any other services that the Pahrump community would require of us. I just wanted to say hi and happy holidays. Tamie Pitman I want to piggyback on somethings somebody said about the trust for Dandelion Solar. They originally proposed that for Crystal. There is a bait and switch because Pahrump is not Crystal. Secondly, if Ms. Borysewich had read the minutes, all my comments were in that November 5th meeting. I know she has my e-mail address and she can call me. Jeanie King Item 11, Dandelion Solar is what I was going to talk on. I know there are some of you that stand with the community against having the solar close and John you never stuck up for them at that meeting. Was it four or five years ago when Rough Hat wanted to come up by our schools? You guys stopped that and I’m counting on you to stop this because you do have that setback is not within their limits to getting the permit. It’s kind of like a non-issue. I appreciate your support. I appreciate that the RVs are gone and other things you have done for the community. Ammie Nelson I’ve been posting some articles that are coming out of Minneapolis, New York and major cities where they have pods of Muslims that are taking over and they’re telling people you have got to get the word out to ban Sharia Law. This is not a religion. Sharia Law backs up what the radical Muslims do with their religion. If you ban Sharia Law, then they will leave because they live by this. It’s not a religion, it’s a lifestyle. If you don’t ban it, you’re in trouble in the future. I’ve said it many times to help, since John Guandolo was here and showed people what it was all about. On the town board, a lot of people aren’t interested because they don’t want it. A friend asked me to mention the doctors are leaving inner mountain. There are many changes going on with insurance and Medicare this next year, the doctors are leaving and she wanted me to put a plea out to people to notify their insurance company that they want their doctors here and I told her I would. I’m not having a problem, my doctor is staying, but those are going on. Vicki Ba lint Today I am representing Southwester Wilds. I am the president and founder of the organization. I will be speaking about the Pahrump solar development and wildlife impact. Southern Nevada’s desert is not vacant land. It is a living, interconnected habitat and Pahrump is being asked to sacrifice it through a solar project that disregards wildlife, 11 Page 16t, 2025, Page December 12 zoning protections, and the safeguards put in place to protect this community. The proposed Dandelion Solar project in Pahrump is not located in areas zoned for, tier one industrial solar and battery development under Nye County. The request for a setback waiver is not a minor adjustment. It is an attemptto bypass Ordinance 611, which exists to prevent incompatible high impact industrial projects from being forced into unsuitable areas. Setbacks, zoning and required agreements are not bureaucratic hurdles, they’re core protections for residents, land use integrity, and wildlife. Utility scale solar fields in Southern Nevada caused permanent damage to fragile desert ecosystems. In Pahrump this means the destruction and fragmentation of habitat relied upon by wild horses, burros, migratory birds, desert tortoises, and countless other species. Fencing blocks migration corridors. Grading destroys native forage. Reflective panels and heat islands kill birds. Displaced animals are forced into roadways and neighborhoods in conflict zones where injury and death increase, hence, the increased number of strikes of burros and mustangs on our roadways. In desert environments like ours, recovery is not measured in years, it is measured in generations. Once this land is cleared, compacted, and fenced, it is effectively lost forever. What is most concerning is not just environmental harm, but the precedence being set. Granting setback waivers and advancing projects without required executed agreements undermined zoning laws, erodes public trust, and signals that industrial developers override community standards through exceptions rather than through compliance. Southern Nevada should not become an industrial sacrifice zone under the banner of renewable energy. We are not opposed to solar. We are opposed to reckless sighting, weakened oversight, and the normalization waivers. Helene Williams I’m glad you’re worried about solar, I would like you to all be more worried about your water. The water district governing board met last week. On the agenda was a letter ofrequestfor400-acre feetofwaterto betransferred from basin 162 to down by front sight, their well, into Clark County. 400-acre feet of water to be moved out of basin 162 at the South end. That’s like having a teacup and pouring the water out and taking away and that’s what it’s going to do for us. Be more careful about our water, please. All solar projects use water. Be mindful. Faith Bosket I want to thank Commissioner Jabbour for speaking about the agenda so we could continue to speak at this time. and I thank you all for working together to correct that. I moved to Pahrump 20 years ago for the health, safety, and the community that Pahrump represents. 3 of my children were born here, in my home. I oppose the solar project that was removed from the agenda because it endangers the land and the water of our town. My children deserve to grow up without the threat of contamination that is caused by the pesticides and the other contaminants connected with solar projects. I ask you to uphold your duty to protect Pahrump residents and not allow solar projects near our homes. Dwight Stoll I am speaking on behalf of Bruce Johnson. Those notices he gave you were judicial notices because you guys are trustees and servants of the people. I would recommend that you take careful notice of what was written because their judicial notices and their evidence and could be used in the court of law. If you all, that took an oath of 12f Page 16th 2025, Page December 13 the constitution, have not read the constitution in your responsibility, I advise that you do. You took an oath to the constitution and if any acts that you do that are contrary or not pursuant to the constitution are unconstitutional acts and therefore you carry personal liability for breaking your trust agreement that you signed an oath to. I would clearly advise, and yes, they’ll be attorneys that are part of a private association that have no justified role in government and advise you to break your rule and say that these notices don’t mean anything. I highly advise that you take notice of what Bruce Johnson presented you. Patricia Robb I found out some interesting things the deeper we go into this zombie lot mess. I’m always discovering something more through research. I discovered that Preferred Equities Corporation, who we’ve wanted to blame all along for what’s going on, they’re not to blame. They never said that there would be utilities, but they did say there would be roads. In 2007 after Preferred Equities filed bankruptcy, the county decided on their own to change CU zoning, open use zoning, to VR zoning. That was your predecessors, but you are responsible for fixing things. Close to 7000 people, are denied the right to use their own land because of that zoning. When VR restricts everyone from being able to live on their land because utilities do not exist, will not exist, cannot exist, and no one can afford to do so, you are permanently locking people out. That’s wrong. They’ve been paying property taxes for years and it’s just not fair for them to be locked out. What ends up happening is the homeless situation that you have instead. If people were living on their land, you wouldn’t have those homeless people. You wouldn’t have to pay $35,000 to have their RVs towed off, but this is a problem that was created years ago. The water board does have a committee, and I hope they come up with a solution but it’s not going to be for everyone. Selfishness needs to be put aside. Think about these people that you have restricted from using their land for years but gladly take their property tax dollars with nothing in exchange. You need to provide a pathway for them to be able to use their land. It’s what’s right. I would like to know, with all the research lye provided throughout the past few months, what are you guys doing to solve this problem? I don’t see you doing anything other than making excuses. While we were listening to this story the Sheriff and I were doing some quick research and we found out that there was multiple simultaneous incidents occurring throughout the valley including multiple motor vehicle accidents, a medical emergency where a patient had to be transported who is of a larger stature that required numerous resources and then an erroneous report of a working structure fire way out on the West End of the valley, which took our resources way out of 13Page Decemberl6th, 2025, Page 14 3.Commissioner/Manager Comments Cont... their immediate response areas, only to find out was an unauthorized controlled burn at the rear of the property. When this cardiac arrest occurred, the resources were all displaced. The sheriff’s deputies were with our resources handling these other six simultaneous emergencies occurring. It’s not to offer this as an excuse in any way but I think it highlights some of the challenges that we have on reports of multi-occurring, simultaneous, various incidents within the valley.

My sincerest condolences go to him and his family and of course he did say he was yelling at us. He’s upset and we understand that, and 1 wish he was still here to know what exactly happened. What are the odds of that happening. It’s all on the call log. It’s through dispatch and through the Sheriff’s Office and we appreciate both the Sheriffs Office, the first responders, the fire department for everything that you’re all doing and you are saving lives and unfortunately, we weren’t able to save Mr. Butler. Cory Fowles The board. A quick update about staffing and equipment. I know that we we’ve heard this before, and I hate to sound like a broken record, Nye County Sheriifs Office currently has about 1 .5 police officers per thousand people. We’ve heard this before. The national average is 2.5. The average among the state of Nevada is 3 police officers per I 000 people and it’s my long-term goal to get us closer to that 3 per 1 000 or even 2.5 per thousand, and as the chief was saying, if we could increase our staffing levels it’s going to provide a much better quality of service to the public. It’s going to greatly reduce our response times to both emergent and non-emergent calls. It’s also going to allow us to provide more frequent training to our deputies. Staffing restraints make it challenging to provide anything other than the minimums required by the state because of scheduling restraints and things of that nature. It’s going to allow us to provide more supervision, reduce liability upon the Sheriff’s Office and the county. It will also allow us to add more detectives to lower their caseload and provide more attention to the major crimes’ cases. that are already working with that on to PST and then in the very near future we’re going to need to spend some PST money. The tasers we’re currently equipped with are no longer manufactured byAxon and the warranties are expiring. Once those warranties expire Taser will not service or replace our current Taser, we need to spend somebody SST money to purchase the new model that is coming out. Yes, we hope to be able to do that. There are also other things. There’s software that detectives use that’s been beneficial to the DA and securing prison sentences by avoiding the jury trial. There’s Nighthawk software and Ferro software that’s very beneficial, and, as the chief mentioned, there are multiple critical incidents recently where we want to get a new command postto use for IC operations and that sort ofthing. We’d like to spend that PST.

I’m going to piggyback on Undersheriff Fowles’s comments. There were a lot of things that we need, and we need to get our ability to use our PST money opened again. There’s been a lot of back and forth about how we can spend it we can’t spend it we can and there’s some kind of audit. We can’t project every year for what might come up and we’re going to try to get that straightened out. The second thing is please, and I cannot tell you how many times I’ve said this, or other law enforcement agencies have said this, law enforcement will never call you and tell you have a warrant and to go to 14Page 16t, 2025, Page 115 December 3.Commissioner/Manager Comments Cont... anything and send money, send me a Walmart card, Bitcoin, Amazon gift cards. We have people in our community who are losing 1 Os of thousands of dollars on a regular basis. To be honest there’s probably at least five people a week that we are hearing from that are saying that they were called by, they even used my name a couple of weeks ago. They use names that are known to people because Captain Means’s name was recently used. We will never call people. Anytime you receive a phone call from alleged law enforcement and, oftentimes it shows up as Nye County Sheriffs Office on your caller ID, it is a scam or spoofing phone numbers. They’re sending money overseas. I don’t know what this is going to fund, for all I know it’s friendly to ISIS, but we have no recourse because they’re always using VPN’s and spoof numbers and tracking things that we cannot follow. If the federal government is following it, we have a case where we’re trying to get the feds involved in and trying to think outside the box. The moral of this story is please, everyone in our community who may hear this, do not send law enforcement money. They play on your fear. They say whatever you do don’t come down to the substation because I’ll have to arrest you and all I can say to that is BS, don’t fall for it please, and not talk about. Can we outlaw bitcoin machines? Kristi Siegmund The ones that we can end on a good note. We are in an animal crisis. We see twice as many animals coming into the shelter as we see going out and without spay and neuter ordinances, people are having lots of puppies, kittens, and animals. I have to please remind everybody to spay and neuter your animals. keep them been fined We are also seeing an increase in dogs getting hit by cars because they’re not being confined in their property. This causes thousands of dollars of medicine for these animals as well as just sad people and this isn’t the time to be sad. For those who are struggling, who want or need to rehome their animal, I also have to remind them please do not lie. Please do not come to us and say that your animal is a stray when it is yours. We do find out and I have had too many conversations with people about our abandonment ordinances, how that is inclusive of leaving your animal at the shelter especially leaving your animal at the shelter under the premise of lying to an enforcement authority. A reminder for the good stuff last month we saw 75 adoptions. Those are 75 animals that are home for the holidays that wouldn’t have been otherwise. We just finished our empty the shelter Bissell event and that was running from the 1st to the 15th of December. We saw 40 adoptions just in these last two weeks but we’re hoping to see another 40 at the end of the month and have even more animals in homes for the beginning of the year. This Saturday the 20th is our adopt and shop event. I know there’s going to be a study with the second batch of patrol cars and determining whether it would make more sense to outsource. I always believe it’s more sense outsource pretty much everything. It’s easy question for me to answer but of course we need to make that decision up here. Working with the Sheriff’s Department, we’ve removed about 6 RV’s ortrailers out ofthat area to the east side of Harris Farm Rd. ifyou wish the big area out there that’s got a lot of them in it that’s Bruce’s area, but Bruce and I have been in contact and because I’m very close to that I kind of lived there and I’m working on it for him. We’re getting it cleaned out little by little. The one that the Sheriff’s Department working on are the ones that are not habitable. if you wish the other ones were people living on and working with the people in planning and we’re writing people up because you can’t live here without water and sewer. They’re getting tickets. Some of them have gone to court. One ofthem has been put in jail because he told thejudge something. little by little, there’s probably I 00 of them up there and it just takes time and I can’t load it all down on code compliance where at once you have to just wonder time 2 at a time and we’ll get through it but they say the ones that were towing are ones that no one’s living in. You don’t have to berate me about throwing people out of their homes.

Getting to February Sir. I never forget our animals. Just to be clear what we were referring to what we are referring to Christy Sigmund the animal shelter manager who diligently takes care of our communities’ animals. What we did I want to say it was started in August there was a donor that that helped and assisted Christie with her endeavors for the adoptions and I volunteered to waive the $20 adoption fee for that month and then commissioner Koenig stepped up and offered to do the same for a couple of other months and here we are here we are tied and I’m amazed. I do the math and if anybody that’s interested in a pet, please refer them to the animal shelter and starting in a couple of weeks we will waive the $20 adoption fee. My month is January, that I committed to.

We’re asking you please help us clear the shelter but in a good way. They don’t return because they’re going to a good home. I used to say to conserve water and protect our children, grandchildren, family and friends, and people became very upset with me because I asked them to spay and neuter their pets. If you want to be inundated with forms and not do anything it may affect you later and that’s my time to be able to explain to people, to clarify what’s going on here in our county, through the state.

Some asked why item 11 had been pulled. It had been pulled by the applicant. Miss Clark mentioned the book boondoggle playground but I’m not sure the community knew what that was. That’s the fairgrounds. 427 acres that we are developing and all kinds of great ways that you will hear about what money is being proposed to be spent when these commissioners hear those items for those areas which we’re looking forward to hearing. Mr. Cory Mary mentioned the radiation extension act. That’s important for those of Nye County that may have considered themselves to have been impacted, certainly the workers that worked at the Nevada Test Site were impacted. My father, my brother, and my mother have been impacted and yes, they received their checks along with their monthly nursing services that come with that, which are outstanding. Miss Carolyn Logan asked that John Pollock be recognized. I’d like to direct staff to get that done, please, in the form of a plaque. Miss Rob mentioned what are we doing. We asked the Nye county water district board to look at it and when they’re done with it we’ll get rock recommendations from them and I wish she would remember that over and over thank you then we have a good news that happened we had the SRS we advocated as a county I was the representative that went forward for this Commission to advocate for SRS which is school secure rural schools and we did get that passed it came forward through Congress on December 16th excuse me December 9th and that amounted to $1 .95 million to the county and FY23 we are going to see FY24 in the rears we’ll be paid 25 and 26 have been approved to the tune of almost $6 million that money is split between the schools and the roads or the schools in NYC of that 80 to 85% goes to roads we will realize $2.5 million for roads over the course ofthe these three years and we need it desperately you ask yourself why roads school buses go on roads

Treasurer Powers Today’s bank reconciliation and treasures report is for October 2025, fiscal year 26. Our normal reconciling items or collections that we record in the Eden for the month of October but are taken to the bank in the month of November, it’s due to how our other departments handle their own collections. They then report those monies to the Treasurers Dept. for official reporting in our accounting system. One item on here, you may see an increase in the overall balance for our Pahrump landfill and our Tonopah landfill. Every year our Public Works Dept. work hand in hand with our environment Nevada Division of Environmental Protection. It is a means to provide financial assurance or closure and post closure of all of our landfills. They handle our projections. They have an inflation rate that they apply to all of our landfill balances in the investment accounts and then they provide us their recommendations of what needs to be held in those trust accounts. The Pahrump landfill was $356k, $350 of that is the additional funding that was needed. The Tonopah landfill was $704k, $700k ofthat was the additional funding needed for Tonopah. The good news is that this additional funding does not come out of Nye County general fund. You will see an operating transfer from our 10511 fund which is specific for solid waste open and closed. It’ll be a journal entry reported in November moving that $1,050,000 from the 10511 overtothe 10512-landfill assurance account. Which is fine, eventually we’ll get to that, I’m sure. 19Page 16th 2025, Page 120 December COUNTY MANAGER 20.Discussion and direction to staff on the current fiscal status and budget projections, identify any issues, and confirm next steps for the remainder of the fiscal year. Manager Waggoner — When it was brought to your attention that there were some discrepancies that were noticed within the budget. We went through and identified what they were. The majority had to do with what was budgeted for wages and benefits for the Sheriffs Department. There were some adjustments that were made through the CBAs that were approved in the last year that did not get adjusted to within the budget. Most of the positions were under budgeted for what they were going to cost, and it shows that we are facing a budget shortfall for the Sheriffs Department of roughly $1 .6 million. Another thing that was noticed is that the freeze on the positions that I had brought forward to the board several months ago, the 90-day freeze on filling vacant positions, we have seen some positive result which is helped with this projected shortfall. We can weather the storm by not doing anything other than possibly keeping that 90-day freeze going. We can try to chip that down as much as possible by the end of the year, so it’ll be less of a hit to the contingency funds that we have set aside. Another recommendation is, in the backup, I have added a list of current open positions that we have. You can see one column showing the dates of how long some of them have been open, some of them are more recent, but there are several that haven’t been filled for many months. One recommendation, if you go down to the bottom of each of those positions, it shows the potential savings if we were to not fill those positions through the end of this fiscal year. You can see the savings would be approximately $2.9 million. If that was the board’s desire to do that to try to compensate for the rest of it and then a little more because we are low in our projected ending fund balance. It’d be nice to beef that up a little bit, going into the next year, where we’ve got more increases that are going to have to be budgeted for the CBAs that we ratified recently. My suggestion would be, if we were to go that route, I’m sure there is some positions that probably directors of the departments or elected officials could make a good case as to why it needs to be filled but at least that way they could come to the board and ask for them to be released and that way we could just start working that number backwards of the 2.9 because you’ll see what that impact would be. If a decision was made to fill a certain position and that’s a $66,000 cost that we were looking at saving.

They were not part of the freeze. They are listed on this as part of that 2.9. We kept their positions open. I believe the Sheriff’s Office has 1 5 open positions and I’m not sure how many the fire department has but those are not frozen. They are welcome to and I know that they’ve been working diligently to fill those positions but it’s not easy. The number to me is a little skewed by having the Sherift’s Office and fire department included. Manager Waggoner I wanted to show you the whole picture. You’ll see N/A in some of the deputy positions because they have those being filled. Those are not included in the potential savings because they have already hired, they just haven’t started yet. Behind the scenes for us here, if we were to completely exclude law enforcement and the fire and first responders, then we would still see a potential savings of I .3 million.

Can we revisit this quarterly? Three months from now we need to look at it again because, as we keep realizing, money that has been collected comes to us late. Consolidated tax is a big one. Thanks to GridLiance we are expecting $3.2 million of taxes to come in on that project, and we realized 1 .2 so far for September. I just got reported, by a principal from that company, that they have paid $4 million in tax revenue that we will realize as a county. That’s going to be within three months. I like where we’re going, we’re putting some thought process into how to summarize our position currently, but I can foresee that position is going to change. I’d like to draw that to the attention ofthe commissioners. Manager Waggoner That can be done by a direction to staff in any ofthe commissioner’s comments.

I do not want to freeze the DA. I do not want to freeze the court. I do not want to freeze any of the first responders. I do not want to freeze the Emergency Management. Everything else, and I don’t want to be unfair to these departments, I would like to see the request from whoever it is that needs these positions so we can review them. That’s the most orderly way to do it because I have no idea whether we need a utility superintendent and I wouldn’t want to make that decision without hearing from the proper person explaining why we need a utility superintendent. I know one of these on here is a mechanic, for example I think that’s why our police cars aren’t going out. I wouldn’t want to freeze that mechanic, then have the police cars sit there because we got the one guy there doing everything. That wouldn’t make sense. I don’t know if that’s something we can revisit, package, or structure so that we can make sure that in addition to first responders, DA or whoever else is essential someone can make that decision. we sit as an executive and legislative body. What I don’t like about this position is we don’t have a typical place where there’s a mayor or a county chairman that has power. My concern is that I am acting as an executive and what I say carries executive weight. Speaking as an executive, I could step on employment discrimination, certain due process, and I’m not an employment attorney. What I’m concerned about is the potential for me to say anything in a public forum that may not be proper. I may have questions; senior staff have my e-mail. It was not handled in a way that’s commensurate with an organization of the size of our county, with all the money that goes through here. As I sit here right now, we’re going to hear the liquor board and we’re going to know far more about someone who’s serving beer at a pizza shop than we do about a person who’s going to be in sole control, in the candidates own words, independent exclusive, sole control without training, oversight, or anyone who can check their work. I’ve had some discussions with Commissioner Bayne, and this could help alleviate some of this. By statute, the Comptroller is an officer of the county appointed by this board and can be removed by this board at any point in time. You’re not powerless to react to anything that goes on by a Comptroller because of the status of the Comptroller has. They are an officer of the county and it’s completely within the control of the County Commissioners as to how long that Comptroller serves. There’s no term. I just put that out there whatever concerns that may have. If things happen you can react quickly as a board to address whatever issues come up with any of the officers of the county.

Manager Waggoner I did just do a Google search and there is a fact sheet that comes up and the 1st result does list of multitudes of citations that were issued by USDA for different starting in 2024 and these go all the way back into the 1990s. They have had several citations for different issues. The most recent was in 2024.

An elephant named Viola supplied by Carson and Barnes performing with Jordan World Circus escaped and there’s an incident that I can’t verify here but I do see some documents from USDA describing that event or there was a failure in 2024. I don’t know what the severity of that is. I’m not an animal person who is at that level where I would understand whether this is routine or not but there is an enormous amount of information on here about it. It looks as if Washoe County fined them. It looks like the USDA banned them somehow through some vote, again you’d have to qualify this with better research. It does look like the USDA license was cancelled after issues back in 2021 I don’t know who Adam Burke is, but what it seems to be is a pattern . of a master organization that hires people to come in and do other things. That always sets off a red flag because when the bad guys here in town do things what do they do they always have someone who’s sort of arm’s length, and they bring him in and oh I don’t know that guy anymore and that’s why our politics are called unique by some. I don’t think that’s unique, but some people would say that. it appears to be the same kind of game that’s being played potentially. I wouldn’t be comfortable with voting for this until we get more information. There’s an enormous amount of information. If I had an hour I could give you more, but I don’t have that hour.

We did have a budget specifically for Kellogg Park and this project is for $500k with the contract in place there’s still over $386k in that fund. There’s also 25223 the parks room tax and there’s a $90k budget for that as well, specifically for Kellogg. One you may not see is the capital fund 25401, another $1,000,000 has been budgeted for Kellogg Park improvement. The previous speaker brought up a great point that there is t a little bit offriction between tennis players and pickleball players. Both pickleball and tennis there are tournaments and it’s not going to be large enough for a tournament. I’d like to have you bring back a proposal, so we know what it is going to cost us to do this right. It’s a great start but if 4 is not enough how many are required for a tournament? We are going to bring tournaments here we’re going to bring tourism here we’ll bring revenue here to Pahrump. Jimmy Martinez Minimum is 8 but 12 will do for the tournament holding and if we wanted to get set up with that, we can do 2 courts as in like a pro tournament court. So, when you’re doing your championship round, we have that set off on the side and then during the season it’s just regularly used. I can go hours and hours on all this, but I don’t have enough time, and I only get 2 minutes. I mean Kellogg Park is already built out in my mind, whatever funding we have is what we move forward with and whatever demands we see is what we pull forward. Ideally, we’d love to put 12 butthe funding is not there.

You’ve heard me speak on this with every department to come forward to have the change of hours and I’ve been very clear to ensure that your hours posted here will be 7 to 5:30 PM Monday through Thursday. Regarding customer service, every department that’s posting a four-day work week some opening at 6:00 AM and working to 5:30 and with an overlap because of the staffing levels and to ensure that happens. We don’t want to hear from the public that they’ve gone there at 8:00 in the morning and the lights are out, the doors are locked, and they’re not available to assist them with county business and that’s why they’re there. I just want to be clear again that and this is for everybody in the county because many of the folks, especially up in the north, are off Friday Saturday Sunday and those are the times that they’re already at work at 5:00 or 6:00 in the morning and don’t return until 5:00 or 6:00, depending on their schedule and it’s a very sensitive area of where they work they have no phone access to get on to get online or e-mail service etcetera. They’ve figured out so far how to conduct their business, but I think this is the consensus of a lot of concern of will they be will they be available to the public for services. DA Kunzi My office is one of the most interesting because we rarely, if ever have any foot traffic on Fridays. Our busy days are when courts are in session. I personally enjoy Fridays because it is the only time that we have some peace and quiet in my office. Our interaction with the public is centered on those days in which we have court; with witnesses coming in and out, us dealing with the victims, and things of that nature. I couldn’t tell you the last time I had somebody in my office on a Friday. Even though we were open that’s not a big issue with my office. I think it is different from some of the other offices that are doing it. All our action is centered around the court happenings which are silent on Fridays. We work on the weekends because we have bail hearings and that happens anyway but as far as the public coming into the office, we don’t see that type of traffic on Fridays.

The tendency of a convicted criminal to reoffend; is your program supposed to help stop it? I’d like to know about how effective this has been. Michael Quattrocchi I don’t have the recidivism rates because we don’t work with all the most successful. We deal with the individuals in the jail, when they reach out to us, and we’ll have the case managers go in, they work, and they run the assessments screenings on them to assess their criminal risk factors that contribute to their criminal behavior. Based on how they score on those assessments tells us what areas they need to work on, then they’ll usually prioritize two or three areas to focus on. As they show progress, they move on to the other areas. While they’re in jail, they also develop a case plan for upon release, and once the inmates are released, they’re supposed to report to the program within seven days. If they don’t report to us within seven days, we obviously discharge them from the program. Unless there are extenuating circumstances, they show up later. Once they get out, they re-examine. Before it was a release plan, then a case plan for being out on the streets. But we’ll get them if they don’t have IDs; we’ll get them an ID. We get mental health treatment, we get them connected to mental health treatment, the case manager, and follow up to make sure they’re making it to their appointments, make sure they’re taking their medication. If they need a ride to court, we 48 I P a g e 16th 2025, Page December 49 26.For Possible Action Discussion and deliberation to: FASTT/MOST Cont... will give them a ride to court so they don’t clog up the jail system with failure to appear. We give them all the tools necessary to be successful. I think this would be a good opportunity for me to read excerpts from the client who sent the e-mail. I highlighted some excerpts from it. While I was in the Nye County jail, I heard that NYCC might be able to help me if I were released. Angie and the deflection team came and visited me regularly. They started setting things up for me so that I could get into a stable environment when I get out. I love that they weren’t pushing medication. I feel like meds don’t help unless someone truly needs them. Sometimes they can just become another gateway. While I was inside, Angie and her team encouraged me, visited me, and had me work through workbooks. They helped me set goals for getting my driver’s license, birth certificate, and possibly getting into a program after release. The day I got out, I walked straight to the coalition instead of going home to the party life. I feel that I made the right choice. Angie welcomed me, gave me a bag offood, and made a very important call to get me housing so I wouldn’t go back to my old lifestyle. Then I was told once you get all these ID’s and stuff then I was told about getting my CDL, I had thought about it but never thought I could afford it. Thanks to the workforce program, I met with the career coach Linda, and she got me started with classes and testing. While I was sober living, without that help, I’d probably be dead, back in jail or running the streets. Angie and her team always had an open number for me to call. I was given rides to No to Abuse and got some suits so I could look presentable for work. I got several jobs while waiting to get approved for the CDL school. Then I got a call, and I went to the Truck University in Las Vegas, awesome staff, awesome program. I don’t know where I’d be without the coalition. They’ve been a solid foundation helping me to build a healthy lifestyle. I still visit them to say hi and that I am thankful. I am glad you all took a chance on me. I could never repay you. I’m almost oneyearsober, and it’s all because ofyour help. As you can see, that’sthetype of support that we provided. I mean, we’ve referred them to other programs within the coalition, but that’s part of what makes the program effective is that we have a lot of stuff right on hand that we can internally refer them to help, support them. Being successful as well as the outside organizations that we partner with.

I appreciate that you helped save one person’s life, according to what they wrote. Congratulations, that’s wonderful. I’m asking that simple question: How effective has this program been? Please. Stacy Smith As Michael said, we didn’t collect the data, which is not one of the data points that the grant has collected, as far as from the beginning of when we started this, and where we’ve got it. I can tell you that statewide, the FASTT/MOST team is getting more and more successful all the time. I don’t know what the return recidivism rate is, we can talk to the Sheriff’s Department. Because when somebody comes into our program, I know what’s happening to them, but if they move away to Vegas or if they just time out of our program, unless I have access to the Sheriff’s and the County’s data, I can’t tell whether or not they recidivate. I know that there is a state website that you would have access to, where you can get the information that you are looking for. Michael Q Sir, in all fairness, the recidivism rates in the county as a whole wouldn’t be affected. I mean, you’d have to look at the individuals that we dealt with specifically, and if they reoffended. We don’t deal with everybody that comes through the Nye County. Stacy Smith I mean, that’s something that would actually be super beneficial for us, too. Because then we could use that data to write additional grants and seek funding. It’s not something that I’m opposed to tracking and doing at all. If we could get access to that, that would be great.

I’m a little surprised that you don’t have any numbers for us. Stacy Smith I can tell you how many we have served; how many are employed. All that is in the report. If you want data for 2 3 years, we will need arrest data to see if we worked with those people and then that’s my sample data. Did they have fewer arrests and returns to incarceration than the general population?

If an inmate was visited by you and your team and you assisted him or her, and then they committed another crime, they were arrested, they went back in through the process, and you were contacted, don’t you know that these people are reoffenders? Stacy Smith If we’ve had them in our case, and then we get called back out when they’re in jail, then yes, we would know whether or not they reoffender, but we don’t always see everyone that goes through the jail. The client, the inmate, has to reach out to us. There could be someone in there today who was our participant last year. We don’t originate contact with them; they originate contact with us, but I mean commissioner, ifthere’s some way we could work on getting that data, that would be great. 4:26:01

Well, I believe we are going to hear from the sheriff. We’d like to hear from the sheriff or the undersheriff in regard to the effectiveness of this type of program, and maybe there’s additional insight into the questions and answers. Thank you.

We could step back into this conversation we had a year ago. Where I opposed this, it reminds me of Planned Parenthood. Planned Parenthood says that they’re for planning parenthood, and they do the opposite. This is a Trojan horse to me. I know you’ve been trained to tell personal stories. I could tell personal stories, too. I grew up in Whitey Bulger’s neighborhood. I didn’t have a program, and I got in trouble. Everybody knows that people in this room pointed out to the whole community, and they enjoy doing it time and time again. I get it, I know what it’s like to grow up in a very bad place, and I had to pull myself out of it, and I went to law school, and I went to regular 50 I P a g e 16th December 2025, Page 151 26.For Possible Action Discussion and deliberation to: FASTT/MOST Cont... school, and I became a commissioner, and I’ve done a lot of things running a business. As a Calvinist, we believe that in election, if you don’t know what that means, you can look at it later. I don’t know how much help this does. My concern is that the name of the program is FASTT/MOST and when you look at it this is the Nevada State Board of Health. FASTT teams’ goal is to determine the best way to work with law enforcement to avert arrest. This isn’t a sheriff effectiveness question; this is a policy question. This is a question of policy for this county: do we want this policy here? If you just want to implement a certain percentage of it, you stay away from the things that you think the community doesn’t want; that’s fine. I would remind you that rat poison is about 99% healthy, and if you take rat poison, you are not going to be 99% healthy, and if you take FASTT/MOST, your community will not be 99% healthy. You will be open. This is a sanctuary program. Because if you avert arrest, you cannot find out if someone is illegal. Sheriff told me that unless you have an arrest, you cannot check and see if someone is an illegal alien. I’m sure you’d love to talk about that, but it’s a diversion program. Most clinicians will ride along with law enforcement if this is not being done here, and I’m told by our sheriff that you would not do this. Why would we want a program whose goal is to ride along with law enforcement and to avert arrest and keep people out of the justice system? There’s a crime, they should be arrested. I’ll flip through this very quickly because it is important you’re looking for community reflection management; you changed some of the language that was smart, congratulations on doing this, but I still have last year’s. So, I know what this was pitched as, and it’s very bad for this community. Can anyone tell me if you have anything to do with prearrest diversion? Stacy Smith The only time that we would deal and I wouldn’t even call it prearrest but the Sheriffs Department, sometimes, if they’re not going to arrest someone they’ve sent us, they’ve called us and said hey we had this situation at this person’s house, this is where we’re at, we’re not arresting them or anything which I’ll follow up its typically a mental health issue.

In the state website for FASTT and MOST say that that’s what you do and you’re saying that’s not the program. Look it up and it says it’s for arrest diversion and deflection and to keep criminals out of the justice system and to have social workers come in and talk to people so that they don’t enter the justice system and they’re never arrested? Stacy Smith A lot of times when a grant is released, it’s written very broadly and there’s lots of different options for someone to fall in. You’re given these parameters of if you hit any ofthese, then they may fund you. One ofthe great things about the FASTT and MOST is there allowing each community to make it look the way that they want it to look. A lot of the rural communities are not doing any type of ride-along, some of them because there’s not enough law enforcement, and some of them because the community doesn’t want that.

I can’t. This is a sanctuary policy because it diverts arrests. FASTT/MOST diverts arrest, that’s what it says on the state’s website. You can say 51 I Page 16th December 2025, Page 52 26.For Possible Action Discussion and deliberation to: FASTT/MOST Cont... whatever you want, but if it’s FASTT/MOST, and that’s what you call it, that’s the program that we will be employing here in the County, that’s what it is. If you want to rename the program and call it something else, we can have a different conversation. The point I’m making here is that the FASTT/MOST program is designed to avert criminals away. If you don’t believe me, I can start talking about it, if that’s what the program is, if you choose to carve some little piece out of it, that’s fine, but I can’t vote for it if it’s under this FASTT/MOST, that’s just how things work. I’m sorry, I can’t support this. I’m a solid no on this. Karyn Smith That was last year when we came in front, and there were concerns about that. That is when we came up with the MOU, yes, it is between Nye Communities Coalition and the Sheriff, and they did the wording in order to state that we would not be going out to do the deflection section of the FASTT/MOST program. It is strictly for them to go into the jail; they let them know that they’re there. ifthe inmate would like assistance, in order to hopefully remove the barrier so they don’t become reincarcerated. They do referrals, and they give them services. But we do not do the MOST side of it with the deflection, and part of that is it takes a lot, and you have to have social workers that are willing to go out that are trained to go into the vehicles and ride with the officers. Along with the officers, that is not something that we are open to or able to do in Nye County; that is not part of the program. It is named FASTT/MOST. That’s what it’s named throughout the entire state; we’ve continued with that name due to the funding source. But the agreement and the MOU confine it to the part where they help them in the end.

So you want us to support it by taking the sanctuary part out of it. Why don’t you bring forward a program that’s not a sanctuary program? I can’t vote for a sanctuary program, and I will not.

Commissioner Koenig

I’ve read the whole thing, believe me. And all I find here are inmates at the Nye County Detention Center. This, I don’t care what you call it, FASTT/MOST One, communities can change it to be what they want it to be, and if we want anything, it’s this, not the other one. I personally do not consider a sanctuary because they’re in jail; a sanctuary is before they go, you hide them somewhere, so they don’t go to jail. This says I’m not going to talk to you unless you’re in jail.

I don’t see a sanctuary program as an apportionment of what we’ve got in front of us. We’ve got a Memorandum of Understanding, and it’s very specific as to what can be done within this program. We’re getting the funding from a program that has a lot of different aspects of how we could use it, and we’ve chosen to use it for inmates. It’s really straightforward, and we’re not going to stop someone from geffing arrested; that would be acting like a sanctuary program. I absolutely disagree; this is not a sanctuary program we are taking a portion of. We’re going to get funds; we’re going to use them just like the MOU says, and that’s what we do every day when it comes to grants. I am in support of this item because it gets us funds. You’re not going to see counselors in our patrol cars; it’s not going to happen under my supervision. If this passes, then it passes, if it doesn’t, then it doesn’t. I can understand Commissioner Bayne’s position that if I lose the election, the next Sheriff could come in and change the MOU. The agreement is for one year. I think there is a potential benefit in this program. I tend to be a skeptic, and I don’t believe thatjail is meant for rehabilitation, prisons are not meant for rehabilitation, and I don’t think much rehabilitation takes place in those places. However, if we can keep one person from getting locked up again, well, it’s not worth it for one person, but for 100 people, this amount of money is worth it. If it prevents some crime, then it’s a good thing, and it has the potential of preventing someone or multiple someone’s from being arrested again. We’re not going to prevent them from being arrested; that’s all there is to it. We are not going to stop taking a person tojail. People can change, and ifthey can help them change, then great. Let’s try to do something because again let’s care about people too.

I appreciate it because we’ve saved a few lives. You said the potential is there for 100 lives, pulling a number out, the 100 lives that would have been solid for me, but you don’t even have that number, 10 people’s a success, 20 people a success rate. Director Smith I just want to say we have been doing this project for 5 years, and every quarter you all receive a project report that states how many inmates have been seen, served, screened, and taken in. I am a fanatic about making sure that the project report comes out every quarter. I’m more than willing to see if we can try to figure out how to see how many are successful, but that’s a hard number to come to. Because we can help a lot of people, they could be successful for the time that we’re managing them, and then they’re not, they could be successful for the rest of their lives. I have a lady that we’re helping through another program, because of case management, that’s been clean and successful for quite a few months, and I have another one who’s been clean for two years and successfully living as part of the community. That’s what we’re striving for, even with the inmates, but they also have to be willing and able to do their part too, but removing some of those barriers, which is what Michael Q and his staff do. 4 45 52 There is a backup that the public may not be aware of, where there is a census that says 125 people were served. In the month of October, 36 people were served. In that service is anything from making calls and scheduling interactions to their assistance, that they’re getting legal assistance, mental health referrals, there are skills follow-ups, and there’s a litany of services that are being provided. Someone’s going to talk to these inmates and give them hope, and this money is granted to Nye County to then grant it over to Nye County Coalition to make this happen, and it doesn’t cost the county anything. I don’t know what the pushback is, other than a label that has been labeled a sanctuary program, which seems to be the label that we’re going to go with today. I would hope that these commissioners see that this is, it’s more when you can take care of people, when you can actually have services rendered.

I appreciate your feedback and everybody else’s feedback. You all get the arrest reports just like I do. I know that I see repeat offenders, I see the faces, I see the names, and it’s not just once or twice. Perhaps these inmates that I’m referring to, who are on the arrest report, are ones that are not reaching out to you; it’s possible. Or they are reaching out, and programs are ineffective, the commissioner calls the policy, I’m calling it the program. Stacy Smith I think it would help to determine what you consider success. If you consider success not being rearrested in six months, a year, three years, five years, if that’s the definition, or is it getting a job, getting a job that pays 30,000, getting a job that pays 50,000, being employed for six months, being employed for a year. I mean, with the MOU that we’ve got and with the grant that we received from the County, there are certain outcomes that Karyn has put in place that we are delivering on. If you want something specific like that, then we can certainly establish those measures. We’ll have to have data because I’ve got to be able to see that individual person and be able to track them for however long you’ll want to, but certainly we can. But I mean, as Karyn said, this is where my confusion is coming from, because we submit monthly reports. I mean, if you want to set another goal, I’m more than willing to look at that as long as I can get access to the data. I have to go with what’s in front of me and what’s in front of me is that we assess them we provide education in jail we establish the relationship with them when they’re in jail then once they’re released then we continue that process of determining what’s their immediate needs removing any barriers that’s keeping them from becoming viable members of our society helping move them along that pathway getting them into work getting them into training and getting them home or they’re paying taxes and contributing to the world. I think for most people, if they feel that they contribute to the world and they feel that they are necessary to this world and to other people in it, most people make better choices, and that’s what we’re trying to help them do.

It is a little bit philosophical; you’re going to talk to me about measurement, that’s a great tool, and I’m looking for the amount of people who have been under the many definitions of success. Right? And well, there are a lot of definitions, a lot of tools to utilize. Stacy Smith — I cannot remember the exact stats, but I do remember attending a conference, and I think it’s like even in the best-case scenario its 45 50% recidivism. It’s just like recovery from addiction. Most people don’t stop once they develop an addiction;. Whether it’s criminal behavior, addictive behavior, or diabetic behavior, you’re going to have situations where people fall back into their behaviors.
