Good morning, everybody. Just so you know, after you made that announcement, half of the people did leave, so I’m certain that they will return after lunch, and we’re going to hold to that item after lunch. I’d like to address a few things that were mentioned regarding transparency. When we, as the Commission, have to make a decision and a financial decision is involved, I will always ask the Comptroller what our cash balance is. Not as far as a number is concerned, but if we actually have the cash available. We have the funding source in order to move forward and make an educated decision, and this is what has been asked of all of us from the people is transparency. We know the numbers, but the people don’t, and I want the people to know if we have the money or not in order to make a decision. A gentleman called regarding a letter of support for 18 acres in the Ash Meadows refuge. I would like to see more information on that, in 8 3. Commissioner/Manager Comments Cont... writing and not just over a phone call. This is federal; it’s encompassed by the Fish and Wildlife, BLM, and Ash Meadows refuge. We stepped up to the Amargosa Town Board, and I have two board members here in the Tonopah chambers currently. Carolyn and Michael stepped up, and we worked diligently to help protect that refuge from that Rovers Metals proposal of their exploratory drilling. That would have actually hurt the community of Amargosa, South Beatty, Crystal, and Timbersaw Shoshone tribe just over the border into California. I’ve said before, and I’ll continue to say it; water knows no boundaries; it would have eventually hurt Pahrump because of basin 230 flowing into basin 162. So, I would like some more information about that. For the record, we have no shelters. The closest shelters available for the homeless are in Las Vegas. Those shelters are at 40% occupancy. There are rules and regulations, and some of the homeless, many of the homeless, don’t want to follow those rules and regulations. They want to live free; they want to do whatever they want to do. And on the record, I will not spend the Nye County taxpayers’ dollars to build a shelter for the homeless, not doing it. I will help them with food, water, and clothing. I will be opposed to any proposal to build a shelter.

There were some great kudos given to all of the volunteers that made this happen on Saturday with the BLM drift fence that contains the horses and Burros from coming across that crossing. We planned on coming from 8:00 to I :00. We were done by 1 1 :00, and we spent the first hour doing a safety meeting. George Worley really turned up the volume on how to handle barbed wire. The last time we worked on that fence was May 10th, 2024, and at that time we worked 8 consecutive weekends to get 3 1/2 miles done, and we went in there for a day and a half and did repairs. We have got a lot more work to do. Butthank you for that. As far as the zombie lot utility challenge, I’ll say it for Koenig because you know he wants to say it. I’ll reiterate that we have lots that are unbuildable within all of Nevada because there are state regulations that say you must have a water source in order to build a home. You can’t collect water; there are real rules that the state dictates to us. I don’t like it either, but we do have the Nye County Water District Governing Board working on that to bring us ideas. They plan on taking a year to do so, and I’m looking forward to those ideas coming forward for us. I just want to reach out to Matt Sadler and say thank you for calling in as always.

I discovered one thing over the weekend: my age should not be working on fencing. I still hurt, but we got the job done. I’m going back to the zombie lots. I don’t know about you guys, but I can’t imagine taking a shower with the whole bunch of these [plastic water bottles]. I know I can buy them in the store, but that’s not why they sell them. The water governing board is talking about possible solutions to the zombie lots. According to the water governing board, the state says there are three legal ways to get water, and those are the only three. It’s not the county saying that. It’s the state saying that. So, take your argument up with the state, tell them that it’s alright to have the thing that sucks water from the air, and let me know how that works out. Okay, on a lighter note, I’m working with a member of the public whose first name is Beth on creating a Fairgrounds Advisory Committee to study the fairgrounds as we go through the whole process. Because it’s going to be a years-long process and give us ideas of what the public thinks should happen on the fairgrounds. So, I’m working on it. I have a whole bunch of stuff to read from her. The public asked about this, and I’m responding to the 9 March 3 , 2026 Page 110 3. CommissionerlManager Comments Cont... public. There are certain things that the county is not going to pay any money for. You guys can sit down together and have meetings. We’ll appoint different people to be on that committee, and I’m sure we’ll have several different iterations, but at least we’re trying.

I apologize for the ridiculous rules we must follow. I don’t want to get in trouble with the state or anybody else. So, we must do it the way we have to do it. I honestly am very appreciative that you guys take the time to come hang out and voice your opinions. Which probably isn’t very different than mine, so we’ll get there, I promise we’ll get there together and get it all done. Animal Services Manager Christie Sigmund A lot of you know I like numbers, and so I want to give you a few: 176 strays, 73 confiscations, and almost 40 surrenders. So that was 288 intakes the shelter just here in Pahrump has taken in in the last 60 days. Nye County sees an intensified animal crisis. I sometimes hate to say that because it sounds so dramatic, but that’s really what we’re facing. I know that we see it because we have limited affordable vet services, we have fewer local resources than some of our cities and other counties that surround us. We see a strain on the shelter and the intakes that we have coming in. I have an amazing team, and we treat these animals within our walls like they’re our own because each of us understands that the quality of care for these animals means that they can learn to rebuild trust and be put in a home comfortably. But it’s hard every day to see 288, almost 300 animals, coming through our doors in a very short period. It’s going to take the community together to help find those solutions. So, an additional set of numbers that I would like to give you is miles of fencing this weekend, fixed to protect our Wilds. hundreds of hours that are donated by the volunteers and the animal community advocates here in Pahrump, 144 placements. That’s 144 animals, that’s our homes also in that same period. So, we have a lot of positive things we really, truly do, and those are numbers that I want to celebrate. Those are numbers that I want everybody to understand, that when we come together, we can make amazing things happen. So, let’s just continue to come together and work together for the betterment of the animals in our community and the betterment of each other. Chief Lewis Last Thursday, a horrific accident occurred on the 95 around mile marker 73, which is approximately 13 miles north of Beatty. I’m here to tell you about the extraordinary efforts of our Volunteer Fire and EMS services in Beatty, with the assistance of Esmeralda County, coming from the south, our Sheriffs Office, and NHP. Unfortunately, this accident resulted in two fatalities involving a semi-truck and a tow truck. The initial impact resulted in an explosion. And fire there was, and vessels exploding. It was a very dynamic scene, yet the volunteers just did an extraordinary job, and they were on that roadway for approximately I 0-1 1 hours that day. You need to know the commitment that they have to their respective communities; even when it occurs outside their community, they’re still there for us.

Thank you for mentioning this. I received a phone call just the other day asking for details, which I was unwilling to give due to the protocols for contacting the next of kin. All I could give was kudos for this horrific accident that happened here in Nye County, as you said, mile marker 73. People who are traveling on 10 3. CommissionerlManager Comments Cont. that road you will see that the extreme heat from that accident has melted the asphalt. So, you’ll go through like a ripple very quickly as you pass by that area. I want to just bring to everybody’s attention that when Pahrump, Amargosa, Beatty, Tonopah, Round Mountain, all of the communities within Nye County come and request from us assistance for apparatus, for trucks, as I mentioned before, it’s not to have the trucks just sit pretty in their in their Firehouse as a museum for people to wow. It’s because they are called upon especially to help and assist. Esmeralda came and helped and assisted the Fire Chief of Beatty with this horrible incident. So please keep in mind, folks, that when we’re spending money for these fire departments, it’s for a serious purpose because they are saving lives to the best of their ability. Unfortunately, it didn’t happen last week at that accident. So, Chief, I want to thank you again for your efforts. I know that you and your assistance were out on the road at the site at 3:00 in the morning, along with everybody else. Chief Lewis Another accident was reported around the same time to the respective departments. That accident involved a large truck as well and occurred in Austin on Route 50, where a Las Vegas firefighter engineer lost his life. So, we extended our condolences on behalf of Nye County to Las Vegas Fire Rescue. Manager Waggoner Being that we’re coming into political season, it is not permissible to post any kind of signage, announcements, or anything like that on county or town- owned property that all taxpayers pay for. We arrived this morning to a sign posted right outside our front door that was placed at 9:30 last night, obviously under the cover of darkness, so trying to be sneaky, but it was caught all on camera. So I want to remind people that we have identified the individual, we know who it was, we know when it happened, and they also posted several around town, but if somebody wishes to have something posted from any of the town or county properties, they do need to get permission to do so, and they do that through our administrative office. D.A. Kunzi This weekend, I was driving in from home, coming in from the south, and basically just passed the Winery Road area. There was really a lot of activity going on [Hwy} 160. cars were pulling over, and so I was a little concerned as I was driving through. I noticed that one of our large white horses was off to the side of the road, and I was so impressed. I recognized many of our amazing animal people; our horse people were there trying to protect the horse. Trying to get the traffic stop so we could get the horse back across the road safely. I just wanted to shout out to all the people who were there. Thank you for what you did. It was an amazing scene to watch to see how everybody came together. trying to basically make sure that the public was safe from not running into the horse, and I’m hoping that the horse was able to get back to where he needed to be. 4. I just want to recognize this organization; they have done things all over town. One of the things that they did in my district very recently. I was on Fox 5, and I was standing in front of this disaster, which was at least three RVs near Gemini, it’s north of Petrick Park, and it was just so compelling that the Las Vegas news came out, it’s like a #38 media market, who drove all the way out here to capture that. And since then, there are still a couple of things out there, but Clean Up Pahrump did a really great job of cleaning that up. I just wanted to ask the board if they were willing to express gratitude towards the work that these people do, and they do stuff not just in my district, they do it all over the place, and so I just want to thank them. I put this on the agenda just to see if there were any options to mitigate flooding. There’s a small group of people who live right near there, and I will say that this is something I don’t do with any authority or knowledge that I’m asserting. I don’t know anything about the flow of flood water, but I will just share very briefly the two things 14 14. For Possible Action Direction to staifto explore possible mitigation measures to address potential flooding in/and around development on the corner of St. Rt. 160 and Homestead. Cont... I’ll say. One, I have someone in my district who’s got like a PhD in geology or something. We were driving around, and I said, Can we drive up there and just check this out”. “ Because I have a group of people who live here, and I want to know what you think. Certainly, an objective person, I think he worked atthe test site for a bunch of years. He said, actually, the development will take away a lot of the water that does end up there. So, he thought it was actually a good thing. So, whatever we were doing up there, he thought, was positive. That corner gas station built a wall, and a lot ofthe water that would otherwise end up in people’s yards, apparently, is going to be captured. I did this so that we could get this out in the open. So, pointing out the one house on the corner and not knowing how this works, I just wanted to bring it up to see if there’s anything that you know could be done about that. because these people are concerned that the water would run right towards their house. And the geologist said that it is a concern, it will probably never get built because of the poor quality of the soil. I don’t know how that works. I don’t want to recommend anything. I lack the knowledge to recommend anything. Public Works Director Tom Boiling- I was asked to speak on this item because drainage is controlled by my department. All development that comes into Pahrump has to go through drainage studies, and we enlist our drainage engineer, who is standing right next to me. She reviews almost every one of them, I would say 98% of them, and she reviews them thoroughly. So, I asked her if she would come out here and answer any questions that you guys might have for this development. We went out there, and we did visit those concerned citizens during an actual rain event and saw what was happening, and the flow that is designed was flowing the way it was designed to flow, and she’ll speak to that. Rachel Dennis I am with Kimley Horn and Associates, we are the consultants that’s hired by the county to review technical drainage studies and improvement plans. So yes, it has been made better. When we review these studies and plans, we look at existing conditions. Then we ensure that the existing conditions flow patterns are maintained and that they are not increased. As part of our review, which went through about 4 rounds of review to ensure that the engineer of that property met the requirement to maintain existing drainage patterns and mitigate any increases. I don’t have the exact numbers, but we typically look at it in terms of volume in acre-feet. So they would look at the acre photo volume of water that’s current stormwater that’s currently there, and then they look at their increase, so if you add pavement or things like that, it might have an increase, and they look at that, and they have to mitigate that increase and then maintain the existing conditions drainage patterns.

I don’t know how realistic it is, but maybe steering some of that water away from that corner is something that can even be done? It sounds like it would be extremely expensive. Director Boiling It’s not really necessary to be honest with you. The amount of water that goes through those pipes that come underneath the highway didn’t increase. The pipes didn’t get any bigger, so there’s no more water that’ll come through that. They did extend the pipes a little way, but that doesn’t increase the flow. The volume is exactly the same, 15 March 3 , 2026 Page 16 14. Cont... the velocity for sure. Because of the riprap that they put in that channel, which actually slows down the water, it deepened the bar-ditch on the other side. Whenever we were out visiting them during the rain event, it was still in construction, so they hadn’t done all the final grading and everything. Now that the final grading is done on the roadway itself, you can see where there’s an actual barrage on the opposite side from where the houses are. The water will come out of that channel and get into the barrage should stay on that side ofthe road.

So the existing streets are all ready and were being used to convey those storm flows, is that correct?

That’s correct, and that’s typical drainage.

That is because ofthe bar ditch work that I’ve had the pleasure of evaluating with Mr. BoIling. Yesterday we drove it. All of that was existing; those pipe sizes didn’t change, of course, because then we had to tear up the highway to make that happen, and what we have literally done is by putting in the riff raff we’ve slowed down the flow and we’ve graded so it goes around on the roadway so that’s what I observed and it looks like it was well done.

So, as far as the standards that Nye County uses to evaluate thesetechnical drainage studies. Whatare our standards?

Ms. Dennis

So we have a standard, and I broughtthe Guidelines and Design Guidelines for Design and Review of Development Engineering Submissions, and that’s a document that’s published by Nye County from the Regional Planning District. The engineer who is proposing that project will look at the existing drainage patterns, and then they will look at what their potential increase might be, and then they will mitigate that increase with on- site retention or detention, which is what was done in that particular case. And then in this case, those existing pipes were extended because that is the existing drainage pattern today. Public Comment: Beth Borysewich So we just now spent 20 minutes talking about a drainage study that should have been done when the company decided they wanted to build on that corner. I think that all ofthis wasted time and money, I hate to say this, should have been directed to the planning department to go out and talk to the people that are building on that corner and see how they can get rid of the water. If there’s a brick wall built up, the water is going to go right down that wall, it’s going to hit the corner, and where is it going to go? So, there’s going to be more water. I can tell you that right now we’re going to have an issue. It should have been checked out before it even got to this point. So, I think we need to do a better job looking at these different developments that are going on, and where you have to grade the land, so the water doesn’t get into a neighborhood. That’s not the way to solve the issue. I understand that you guys are construction people, but I’ve been, you know, involved in construction for a long time, and I want to let you know that there 16 14. For Possible Action Direction to staifto explore possible mitigation measures to address potential flooding inland around development on the corner of St. Rt. 160 and Homestead. Cont... are not enough studies done. We’re in the desert, and the water doesn’t absorb immediately. So, there’s something that we need to look at, but I don’t know if we should have wasted our time with this now. Commissioner Bayne, I don’t mean any disrespect. It’s just that I think the planning department should have been out there and looking at your questions and answering them, and then if there is another issue, then bring it before the board. Public Comment paused: Manager Waggoner The Planning Department, Public Works, is actually one that does the reviews. The site was designed by the contractor’s engineer. The drainage study was done by the contractor’s engineer, the engineer’s drainage study and engineering for the drainage that was installed was then reviewed by the engineer who is employed by the county. All that was done, and yes, a lot of that information has been addressed, as this has been a question by those neighbors for several months ever since the project started.

had many conversations with the people involved. So these are all conditions of approval, because what you’re stating is not correct. DA Kunzi I just wanted to add, for the public to understand that part of my review of these matters, this was one of the major issues, and quite frankly, was probably one of the most significant issues that we fought for, to make sure that the developer was properly being charged for the mitigation of what could be happening with this development. And in this particular project that I was involved with, that was a major point of our discussions with the developer to make sure that these mitigation issues were addressed and that they were properly proportioned to what was being caused by that development. So, I just want the public to understand that this isn’t something we’re just picking up now; this was done during the process to make sure that this was done in the most efficient and appropriate process to make sure that other areas weren’t going to be affected by the flows.

I appreciate all of you taking the time to have opinions and thoughts on this stuff. But please have the facts because boy, it’s hard, it’s frustrating when we’re fighting shadows here. Public Comment reopened: Darrell Young Alright, the water flow has definitely changed there. Those six lots that they put this gas station on were a low base and used to catch the water, and it ran down the east side ofthat bar ditch. Sincethey extended the pipes and putthem in the chute, my house is directly across the street, and I’m at 2360 Mallard, and all that water goes directly into my yard and floods my driveway. In the 2021 monsoon, we had two and three-quarters inches of rain in 45 minutes. I didn’t get that much water in my driveway as we got on November 18th of last year from this chute. I mean, basically, you guys have extended these pipes from the highway to my front yard. It’s not staying on the east side of the road, it’s not going down the bar ditch, it’s crossing the roads, and it’s going directly into my front yard. They’ve cut the road up there; they’ve put a cold patch in it’s 17 14. Cont... already coming apart. I mean, it’s just like a channel to shoot all that water basically in my yard. I don’t even live there anymore because of this construction, just made it a living hell. I moved out of there. I’ve tried to sell my house, but everybody who looks at it has concerns about flooding.

I would like the Public Works Director to follow up with me. Linda Clark I remember when that project started, that the people back there were so upset about what you guys were doing to their neighborhood. My question to you, and this is a new story for you. What happens when you decide to approve another gas station for the other corner? I don’t know what the lots are zoned, but I’m sure you’ll change it to make them happy. I’m just curious because that seems to be what the thing is on our corner, especially the major intersection corners that we have to have gas stations. Michael David Garcia And I just wanted to point out that all the chiming in when it comes to lengthy deliberations, you know last time I felt like I had to call my doctor to get a deliberation, and now just everybody can chime in whenever they want, and I don’t understand that inconsistency when it comes to due process by when we can speak and we can’t. You know, really, I don’t understand. You know what I mean, just what the DA and all these administrative wages are chiming in over what is supposed to be doing this, just so you know it’s a failure. I understand the operational challenges, but that doesn’t excuse your non-compliance and flagrant disobedience, so I wish we’d pay attention to that as well. Public Comment closed.

If the water is flooding his driveway, this is a major concern, and we really need to mitigate that and take care of it, and I guess we could do a test run with a water truck versus waiting for another rainfall. I just wanted to put this on the calendar because no one else did. We had a meeting here where we discussed horse safety. Everybody came up here, and I just wanted to get one foot in front of the other. I just wanted to put this on the calendar for possible solutions. We have an organization here that has been very involved in finding solutions. If I can use my time towards them, that would be great; if not, then perhaps they could come up and speak during a public comment. If anybody else has anything that they would like to see, codified or moved forward in addressing the horse deaths. That’s what I want to open up and start a conversation. But this would have to be something that all commissioners would want to move forward with. The majority here would have to be interested in that. 18 15. For Possible Action Discussion and debate possible solutions for horse deaths that have occurred in and around Pahrump. Cont... Public Comment: Rene Jones I usually talk from the cuff. This is hard to read, sorry, thank you for allowing us to address the urgent matter of protecting wild horses, burros, and residents on Nye County’s high-strike roadways. With the continued rise in collisions on Highway 160 and growing development, transforming rural spaces into more commercial and residential zones. A comprehensive approach emphasizing both visibility and deterrence is needed to ensure the well-being of wildlife motorists and all road users. For two years, Southwestern Wilds has actively hosted community engagement in education, wildlife watch network collaboration with local officials, local business partnerships, volunteer mobilization, advocacy backed by research, social media reach, and public backing, along with outreach efforts to gather best practice solutions. By doing so, this has engaged residents, advocates, businesses, and stakeholders for today’s efforts. This collaborative approach has strengthened both our understanding of the challenges and our resolve to implement effective community-backed strategies for wildlife and public safety. Ammie Nelson I think everybody agrees that wildlife organizations are doing a fantastic job. My sister travels from Tonopah to come down to Las Vegas and to come here to visit with me, and the first time she traveled where they have the signs and flashing lights. All the stuff that happens at night, she stopped and took a picture of it because she was so impressed. That it showed that people do see those signs, it’s a neon sign that flashes like cop car lights. And it has a big sign you can’t miss, watch horses and Burros and things like that are positive and have good energy. I just wanted to speak up, and you know, maybe someday they’ll have a plaque from the county for all the work they’re doing for the Mojave Desert in Southern Nevada, and the animals that live in it. Vanessia Fernandez Some of our current challenges are going to be the high frequency of vehicle-wildlife collisions, particularly on major county roads like Hwy. 160 and its connecting routes, and adequate visibility of standard signage, during nighttime and adverse weather conditions. Rapid residential and commercial development resulting in increased vehicles, non-motorized traffic, pedestrians, and cyclists in areas previously less populated. We have an increased presence of pedestrians and bicyclists enjoying the natural beauty and amenities of our rural communities, especially in newly developed and redeveloped areas. We have a need for reduced speeds through commercial and high-density residential areas to ensure the safety of all road users. There is a large need for fencing repairs and installation in key areas to prevent wildlife encroachment onto roads. There are diverse needs for public and wildlife safety throughout all of Nye County, not just Pahrump. Some of the proposed solutions would be increased and enhanced signage, enhanced welcome sign, enhanced lighting for signage, fluorescent silhouettes and pavement markings painted to look like cattle guards, life-size horse and burros sign sponsored by the community, and county road signs. Community parks and walking areas, fencing enhancements along key corridors, and reduced speed limits. A sponsorship and collaboration with local organizations and businesses not only offset costs but also deepen public commitment. Complementary educational campaigns can spread awareness about wildlife protection, safe driving, and the consequences of illegal 19 15. Nye County Animal Services Manager Kristi Siegmund has also represented and wants to join us in our solution-based group, Nye County Sheriffs Office representative, Renee Jones, along with some of our key Southwestern Wildes board members. Animal Services Manager Kristi Siegmund I was coming up today to offer my support in any way that I can, and our department’s support. It is no secret that when we do have these strikes, it takes manpower from our animal control officers as well. And so, when we’re talking about time, when we’re talking about safety, we’re not just talking about animal safety, but we’re talking about public safety as well. So, I just wanted to come up and publicly say that anything that we can do in our department to support this amazing cause, we will. Beth Borysewich I fully agree that we need to have a working group, but what I think also needs to happen is we need to talk to the Department of Wildlife and see if we can get their help. And NDOT also and see what they would suggest we do along 160 and 372. Because we don’t maintain those roads, and we don’t maintain theireasements, we’re going to have to have their input. And one of the things I’ve been saying for the last four years is we need to have the wildlife overpass on the north and the south end of town. I know it sounds expensive as heck, but grants are out there for everything. The working group could work on that they could work on talking to the different government offices. Southwest Wilds stepped up, and they’ve become a good name here in town in the last couple of years, and I’d like to thank them for that. I think that we need to keep in mind that we do need to get some federal money here so that we can either put up fencing, which isn’t a good idea because they’ve learned to jump over them, or try to figure 20 15. That would help not only wildlife, but it would also start giving our town an identity of wildlife lovers. The other thing is that at the entrance of Pahrump and 95 coming in from Vegas about 25 miles out maybe put in some big old signs even though they’re going to be billboards and light them up and say Pahrump is a wildlife free roaming area please keep your eyes peeled or something like don’t touch the horses and don’t feed the horses if you do there’s $1 000 fine. Those are my ideas, and I think this is a great thing that’s happening. Dawn Krolczyk I would like to say that the horses have been here for a long time, longer than us. They show up at my kids’ soccer game, they’re in the park, there’s a reason they come down to our valley, obviously, they’re hungry, they’re thirsty. And we see they are thriving. Whatever gates or whatever you think. I live off Sycamore, and the horses have been in my backyard. Don’t put up fences, I understand, but I like the signs because for the Nevada desert turtles, we have turtle signs, and everybody appreciates that. Also, the whole water thing down at that end of the town, how about the city water going through right here? I have a sign on my door that says you have to boil your water, boil your water to wash your hands, brush your teeth, do your dishes for over 3 weeks. I live literally 2 minutes from you. I get horses; they bring me joy; they bring my children joy. But you’re worried about water, I understand destroying somebody’s house. I understand that was on you guys. But how about the city water that’s contaminating, giving people rashes right down this street? I’m sorry, but I’m just nobody. I also own a company here, and I own houses here. I own land, and it would be nice if we didn’t have to fire the whole panel again, and I was never part of that. But I do think that when you come down to being a human, you should think about humans and humanity, and it’s nothing against any of you; it’s not against me either. I didn’t do anything. But these are the things we deal with. The horses are supposed to roam, and well, I should have clean water, and I should be able to bathe without boiling the water first. Public Comment closed.

Steve Osborne, planning director there’s three main parts to this bill. First, clarifying that the IPMC applies countrywide. Currently in the code, it says that it only applies to the Pahrump regional planning district. However, back in 2019 when the BOCC at that time adopted IPMC, it was supposed to be county wide. That was the action taken back in 2019. so obviously we needed to do something to correctthe bill. The second main item is the building permits. We’re just clarifying that the building permits apply only within the Pahrump regional planning district, because it doesn’t really say in the code currently, although obviously that’s since 1998, the building permits have only applied to Pah rump. we’re just clarifying that not changing anything there. The third item is the appeal process. Would you like to speak Commissioner Jabbour on this item? because we started working on this back when the Amargosa meeting took place and now it’s become apparent to us both, because we worked on this together, that we are of the opinion that the IPMC is farther reaching than I wanted to see, and wanted to hear whatyou had to say.

well thank you commissioners. IPMC, international property maintenance code, this code was passed in 2018. It was brought to my attention a few months ago as I was invited to Amargosa town hall meeting, where we had approximately 250 members ofthe community there. They were very upset, they were angry, concerned, stressed, worried, butthey also were professional. They had a lot ofenergy, as they came to the lectern to speak. some ofthem demanded thatthe Amargosa town board members all be fired, unseated, and some alluded to almost a lynching for our director of planning, Steve Osborne. When I got up to speak to the people and to the board, I reminded the people that the board members are actually there for their interests and protecting and working very hard for them. and so was Steve Osborne, the director of planning. and at the time he was the new appointed planning director for less than a year, and he had inherited all ofthese codes and ordinances that he was obligated, as I said, to follow. This was signed into law by previous Commission, long before you and I. so, in orderto change anything, they would have to do it right, any of the town boards would have to do it right. My request, publicly, was to come to the respective town boards, sit with them, and go over this international property maintenance code. there is no mandate or NRS that forces us to adopt this. I’m going to use the word compliment as I read through this packet of IPMC, it’s a very thick packet, it doesn’t really compliment but it’s supposed to complement the International Building Code, which we all must adhere to. and I’ll give you an example; of Tonopah had the foresight and they were proactive, approximately 7 years ago, mandating that any building, any construction, had to be by a licensed Nevada contractor. We, in my secular position, jumped up and down because we built everything correctly, we always hired a licensed contractor, etcetera. Why? Because it has to do with health and safety, and safety is very important. Why? Because we live in these structures, we work at these structures, people are visiting children, elderly, everybody in between. So, health and safety are a strong factor in why this probably came before the BOCC in 2017 and then 18. but again, within the PRPD there are such strict codes, and with the NAC’s and the NRS’s that are in place that we follow and everybody must follow, otherwise you’re uninsurable if you don’t follow these safety guidelines when building. but when I read through this IPMC there’s a lot of redundancy. there are some things that that do protect the people, liability reasons, et cetera. but there’s much of it that’s unnecessary. it’s overreach. It’s another layer of different level of government, unnecessary. and I oppose this IPMC that actually doesn’t complement any of us in the entire Nye County, including Pahrump. Where Pahrump is under the strict guidelines of the PRPD. So, I’m glad this wasn’t pulled. I don’t want to waste time. I did ask for this to be presented to the respective town boards, whether elected or advisory, that didn’t happen. And so, it’s before us now and I hope that my fellow colleagues, commissioners, have read through this and understand it. The people understand it, but this does not give a green light for accumulation of trash or vehicles and all kinds of debris, etcetera, which would cause an 23 7. 10:00 a.m. For Possible Action Public Hearing, discussion and deliberation — — to adopt, amend and adopt, or reject Nye County Bill 2025-09: Cont. unsafe and unhealthy environment, even on their private property. Public Comment: Labossiere A lot of people are going to come up here and complain. those of us that were here in 2018, we remember how scary the census was going to be. a whole bunch of county bosses, managers or whatever jumped ship. one of them brought this forward as a tool in case he needed it after the census, and to drag him under the bus because he did that isn’t fair, because he didn’t know what he was going to need at that time. and I don’t know if this has helped him or not I just I just know it doesn’t help us in District I at all. So, you don’t want that. alright so let’s go through the census really quickly. 76.4% of the properties in this county are owner occupied. Of those people that live on their own property and own it, 61.6% live under household incomes of under 50K, 20% under 20K. We have 32.6% of the people in this county who are over 55 years old. most of these people have retired from somewhere else, spend all their lives working, their money has run out because the cost of living has ballooned. the little old lady where I live who just passed away, she used to have a yard sale every year like clockwork, the month before property taxes came out. Obviously, we know why she was having a yard sale. These are the people that you are going to kick out of their houses, over $500 -$1 000 fines for people that just don’t have it. Someday, 30 years from now maybe, your retirement money won’t be buying you enough either and you’ll be sitting there wondering, why is the world falling down on me. I never hurt anybody. Well today’s the day when you have the chance to hurt people. I hope it doesn’t happen. Thank you. Mike Cottingim I moved to Nye County in 2001 to get away from the Las Vegas government overreach, and then to Armargosa in 04, to get a little farther away. This IPMC places a very unfair financial burden on our residents in Armargosa valley. They’ve been living there for years and existing and doing just fine the way they are, and now we’re trying to pass this IPMC. We’re moving the goal posts and putting a lot more financial restrictions on them. Making people comply with probably 80% of the residents in Amargosa valley would cost thousands of dollars, in addition to these costs we’re also dealing our water table has gone down 45 feet in the last I 8 years. People are having to spend 20 to $25,000 on new wells, which they don’t have, on the fixed income. Also, the last round of fast-track solar approvals from the government energy dominance committee increased the number of solar projects in Amargosa valley. At this point, and probably within about five years, we are going to have someplace close from 50 to 60,000 acres of solar projects within Amargosa valley. We’re going to look just like an industrial park. So, it doesn’t seem right to force us to look like mountain falls or Summerlin, where we’re going to be surrounded by solar panels, transmission lines, substations, and battery systems. The two kind don’t go together. The Amargosa Town Advisory Board did pass an agenda item October 28th, and the vote was unanimous to remove Amargosa valley from the requirements for the IPMC. The vote was four yes and one abstention. Please do not burden Armargosa valley with the IPMC. We do not want or need this. one final statement, the junk in your yard should not lead to a one-year prison term. Thank you Paul Lemus I represent Nevada southern real estate, Sin City Realty, two or three different developments that are being built right now across over by the racetrack area. I’ve worked with miss Strickland on real estate projects in the past and thank you for your direction change on that. I’d like to say that last thing I want to do is talk to you about what direction you’re going. I’d like to take a quick moment though just to introduce myself. I also work in cooperate with Mr. DeLee and DeLee associates. On the first suit this was filed criminally, rather than civilly, which I believe was wrong, and it criminalized our 25 7. 10:00 a.m. For Possible Action Public Hearing, discussion and deliberation — — to adopt, amend and adopt, or reject Nye County Bill 2025-09: Cont... community almost 100% of our people overnight on September 4th 2019, when this was passed. We were told that it also was not going to affect the rural surrounding communities at all. commissioners on this board, it did affect us, and people got six months and one-year criminal sentences. one of them got their zip tie wire ties on their gate, saying their property was being condemned in 30 days. There was this IPMC that led to a $1 000 a day fine if not corrected, which would then put the county in a position to basically be able to violate all of our 4th Amendment rights. I think it’s really important that we all look at each other and say who we are going to vote for. It’s up to us guys who we vote for, and who’s up here. We’ve got to start standing up for ourselves and we’ve got to speak up for our community out here. I see several folks in the community that I’ve worked with. I see several clients and good friends. Also, I’d like to say, Mr. Glass, who’s another town boardman who’s worked his tail off here. matter of fact, when this gentleman came into Amargosa, the guy who was being condemned went for his throat. I was the one who grabbed his hand and pulled him off and had a conversation with him to explain how important it is to use our procedures and our government and our opportunities of this great system we built in the United States of America. I’d just like to say thank you so much for changing that. The process goes to appeal. Once it goes to appeal, that goes to a Supreme Court appeal, similar to the one that I did with this county and fought for four years on my personal attack that happened to me. That case is on the record, if anybody would like to look it up Paul Lehman versus Nye County. With all that being said, thank you guys for changing it. Once things go to a Supreme Court level everything is determined offofthe constitution. You can’t call Gus Sullivan and ask him to do something for you anymore. It ends. It goes to the constitution at that point. So, let’s just protect our constitution. Thank you for having me here today. Adrian Wheeler-George I strongly oppose this bill and any additions to it to cover any and all of the town of Pahrump border to border of Nye County. I request our county commissioners to also oppose any and all bills related to this. If it’s that much of a problem that you have a neighbor with a little bit of trashy cars next door, then I beg of you guys, put it on the ballot so that all of my county can vote on it. The majority of Nye County is not under HOA’s nor do we want them. We sit here and have to abide by laws that five members of the board set for us. The majority of Nye County, like I said, are rural. We are unincorporated, including Amargosa and all the little towns that border Pahrump. I think that this bill is going to be bringing more problems and more burden to hardships of our income of our retirees, of our disabled, tax paying disabled, and retired citizens, families that are on welfare because they can’t afford any more. This is a burden, a financial hard burden on everybody in Nye County. I beg of you, town board, get rid of it. We have enough rules and regulations in this valley, thank you. Carolyn Allen I’m the Amargosa Valley town board chair. To answer Commissioner Bayne’s question, we were here on November4tI and asked ifthis come before you again to look at, to amend, whatever needed to happen. and so, we set this date back on November 4th So yes, there were typos and things like that; the whole crux of it was to get rid of this thing. the Amargosa valley town board was against it from the get-go when we found out, which was when things were starting to go into court. When we were here 26 7. 10:00 a.m. For Possible Action Public Hearing, discussion and deliberation — — to adopt, amend and adopt, or reject Nye County Bill 2025-09: Cont... in November asking for Amargosa to be exempt, I’m going to change that to all of Nye County, and I thought we would be alone in this and that isn’t the case. Just so you know, Amargosa is 95% BLM and has no permits and no zoning and we don’t want it. NRS codes can take care of issues. IPMC is an HOA and in a rural area, or as Joni Eastley would have me say a frontier area, that has little to no governance for 50 or 60 years. Many people moved to the rural areas to escape HOA’s government overreach and Amargosa has found itself at Ground Zero with federal lands, with utility solar fields, etcetera. We’re slated for 60,000 acres of public and private land, of what of which our private property is 30% now of that 60 percent. We don’t have a lot of private property and it’s getting swallowed up because of that stand that the administration took, like the solar ordinance. If anything like this comes back, the solar ordinance has different guidelines for the PRPD and for the frontier area. That is what is needed for the county code. the NRS’s can take care of some of this stuff in the county code. if you were to ever move forward with anything like this, what’s good for the PRPD is not necessarily good for the frontier and vice versa. So, just like the solar, it has to be looked at individually. driving up here today, looking at District 1, the sprawling landscape, anything here can be handled with the NRS codes. IPMC has no place here, so I ask that you strike this from the Nye County code, thank you. Gerald Butler part of the issue is that we’re not reading the laws correctly or properly. under NRS 278, which is code compliance, code compliance jurisdiction is for cities and political subdivisions, which means incorporated areas. we fall under NRS 269, which is unincorporated townships, basically stating that we can’t have a planning department because we don’t have 100,000 within the town, or 800,000 within the county. However, NRS 269.210 clearly states that it is the sheriff’s authority to make sure that he takes care of public nuisances. He must get the complaints; he must go out and do the investigation. He must write the citations, and if it’s not cleaned after I 0 days the sheriff must clean the property and can charge you no more than $50.00. but the issue is that we’ve actually been going on the wrong laws. I was reading over resolution 2001 resolution 2009, and , you guys completely ignored that. resolution 2001 is the closest towards actually being legal because it clearly states that it can only be for publicly owned properties. it clearly stated its jurisdiction, but it didn’t state the population under NRS 269, which resolutions have to have. Furthermore, most ofthe properties are not surveyed. We don’t know where the property lines actually start or end. Code compliance isn’t designed for low populations like this they’re designed for populations that are incorporated areas over a certain population. So, you guys wrote 2009-25, which basically broke the law, and said you guys can do what you wanted to do. but when you’re reading it, it says that they can only write civil citations. you guys keep writing them as misdemeanor citations. Civil citations are only $250, no jail time. that’s been ignored. They both fall under NRS 171.17751 which is for metropolitan areas. it clearly states pursuantto NRS to 280.125, , also states under NRS 171.1773 that it must be signed by a peace officer. the state is prosecuting this, so we have to go by NRS, but the county said, hey no they don’t have to be peace officers. The next thing is that you guys are writing out each 100% of those citations in the state of Nevada are avoided because of a few things. one they have to be signed by a peace officer, 2 they have to have a court date, what you get is a date to get 27 7. 10:00 a.m. For Possible Action Public Hearing, discussion and deliberation — — to adopt, amend and adopt, or reject Nye County Bill 2025-09: Cont... a court date, the next thing is it has to be I 0 days after issuance of the citation and then you have to give the issuer five days to get a court date. that if none of that’s all under NRS I 71 1773. You guys are not paying any attention to the laws. You’re just doing what . you want. When I took this to an attorney, the district attorney actually told me he can do what he wants. Jimmy Thomas I’m a 20-plus-year resident ofAmarosa Valley. I’m glad to see you guys. The board is going to do as they should do, which is notjust exempt Amargosa Valley but destroy this bill entirely because, as Commissioner Jabbour and Commissioner Strickland said, this is not just a little bit of overreach; it’s extreme overreach, it’s like an HOA on steroids. I’m not going to finish out what I said before about it, but it’s really a bad bill. I mean, you’ve gotall kinds of NRS’s, NACs, and everything elsethatwilltake care of every situation that is here and that is in Amargosa Valley, Tonopah, Pahrump, wherever you’re at in Nye County, you’ve got something to cover it. If you’re planning people or your code enforcement officers are too lazy to dig those NRS’s are in NAC’s out and do it the right way, then that’s bad on them. But I think you’re doing the right thing. Levi Christensen I’m calling in today to strongly oppose the implementation of IPMC. I’ll keep it short because of the financial burden and overreaching. I don’t know one single person in the community of Tonopah who is in favor of this, and I strongly oppose it. Linda Clark I’m a little confused about some of this. It does seem like overreach to me, but what do I know? It could be for safety, but we have a lot of other things in this town that don’t provide safety. You want me to name them? Fireworks: you put fireworks next to a residential area, then you have another one downtown that you want to take out because a new development went in next to residential area. What happened to the first people who were next to residential areas? They didn’t have any safety concerns. Or did we? There’s so much trash here. Yes, there’s lots of trash in this town everywhere, but you let it get along for such a long time and did nothing about it, and suddenly everything in this town now is urgent. Why? Because elections are coming up, we want everything to look very nice, and you want to smile nicely because you did this. Do it, go ahead. How are these people supposed to get rid of all this stuff? The other gentleman spoke about the cost, especially for seniors, who are many of us. The trash dump area is charging us huge fees now to dump trash. Where do you want them to put it? We know where it’s going to go because that’s where all of us are going now, out into the desert. Oh, that’s wonderful. We need all that out there; let’s just keep doing that. How are we going to determine who you’re going to cite? First of all, I don’t want to be cited because of fonts. Why would I want to be cited because of fonts? I didn’t write those fonts, but if you want to put stuff there and all of a sudden, we’ve got those fonts, and you’re going to find people for it, maybe 1 didn’t say the right word, Ron. You were talking earlier about people making fonts on here, and that was your argument was the fonts and the rewrite. So, if you don’t understand it, better go back and read what you have in your paperwork. I’m from the country. Wayne Hage It was kind of handy to have that little lunch break. I went ahead and I printed off the IPMC and went through it, not all of it. But the reason I wanted to bring this up is, if you guys ever revisit this? I think it’s very good to know. I think all these public comments are good and showing the backlash against this. But, for example, the definition ofweeds and I come from a ranching background, the definition here means all grass and vegetation except trees and shrubs. So, from a farming and a ranching point of view, we cannot bring a crop all the way to ripeness before we’re in criminal violation of this IPMC. It goes through it, talks about ventilation standards on the interior of a building, your own house, and the size of your bedroom. I mean, this thing is so far- reaching. When you read this thing, there’s no way that Round Mountain Gold can comply with this. Our mines would be shut down if this were enforced. So, I want to thank you very much for the opportunity, and please take that into consideration and repeal this. Thomas Smith I want to say hello to Commissioner Jabbour and Commissioner Koenig. I don’t think this is appropriate for Amargosa Valley. Number One: Having a licensed contractor is no guarantee that work will be completed or the owner compensated if it’s not. My wife and I had some remodeling we wanted done in our mobile home, and Amargosa, the contractor, requested a $20,000 down payment and went bankrupt. We went to the Contractor’s Board they were unable to compensate us because it was a manufactured home and not a structured home. So, having a licensed contractor does not guarantee the job is going to be done or completed. Secondly, some of the buildings on our property, which we have 5 acres, were built in I 950 or purchased in I 950 from the test site. To the best of my knowledge, there’s no licensing of these buildings; they are, however, assessed and taxed by Nye County. So, we pay taxes on our mobile home that we live in, plus the other buildings on the yard that we don’t live in, but they are taxed. Finally, like the other gentleman, said to the best of my knowledge, I don’t believe our five acres have ever been officially surveyed. So, I just wanted to point those things out. I do appreciate commissioners taking this into consideration. Colette Johnson We live in Amargosa Valley and have for 25 years. The way this is written, some Yahoo decided he was going to create codes and then sell it to any municipality willing to buy it. So, it is a cookie-cutter thing and not something that fits any just any community. Another thing is having civil violations like this be criminal punishment, making them a misdemeanor instead of just a civil infraction. I think it is criminal. Third, I think that it is entirely too vague. Things like clean and sanitary are very open to the interpretation of poorly trained code enforcement agents. For instance, one of the people whose property was supposed to be condemned in Amargosa had only a couple of months before being told by CPS that their home was perfectly fine for their children. So, whose interpretation is accurate of what is safe for that home? Plus, that same family, I read the letter and went to the website where it said you could go to appeal the decision, and the appeal link led to a blank web page, an error: this page doesn’t exist. So, if we decided to have codes other than what is already in the NRS, then it would need to be started from the base and written properly in order for people to work with it. My last problem with the IPMC is, as was stated at our meeting in Amargosa by our District I County Commissioner, that this is strictly done maliciously. Philip Bovee I had intended to read the entire editorial that I wrote, which will be in the Pahrump Valley Times on Friday, but I was told a long time ago, stop arguing when you have already won the argument. They said it was good in the courtroom, and it’s good in a marriage. I stand before you as a divorced person, so maybe I didn’t learn the lesson as well as I should have. But I am not going to read the article. But I would like to say those who would give up essential liberty to purchase a little temporary safety deserve neither liberty nor safety. The other thing I want to say is that to everyone, anyone who doesn’t like the condition of my property, whether you are a government employee, citizen, or whoever you are, all welcome to come over and help me tidy up. Spencer Adams I moved to Pahrump following my grandparents here who moved here 40 years ago. It was quiet, it was more rural then. We recently moved to Amargosa Valley to get away from Pahrump and get more rural. I agree with Philip, who just said when you’ve won an argument, stop arguing. But I do want to just clearly state I am completely against the International Property Maintenance Code being instituted county- wide for Nye County. But I am encouraged and heartened when I heard an over the phone, I can’t tell how many of the county commissioners, but that there’s opposition to the IPMC, so I just wanted to say thank you. Debra Thomas I also based on some research I did when I was the executive director for the Foundation for Individual Responsibility, on the international and uniform building and construction codes, which is a one-world proposition, and do we want to be part of the one-world in other countries, they don’t build houses as we do, we need to maintain American standards. Trish Rippie But the one thing that bothers me in my county is, you know, if you want people to do something, you’ve got the carrot or the stick, and you always want to come after us with the stick. How about getting a little help for us? I’ve got an example. I have a property in Beatty. A few years ago, somebody was using it as a chop shop; they were stealing cars, dumping them off on my lot, turning them upside down, taking the catalytic converters, and leaving the cars. It was up to I 0 cars. I called the cops, and the property is right behind the Sheriffs Department, so they knew what I was talking about. They said, well, they couldn’t do anything because it was on private property, and I said some ofthese still have the used car lot stickers on them, no, can’t do anything. I was frustrated. I said OKAY, I’m going to hire somebody to hitch him up and pull them off into the street, when on the county’s property, then it’ll be their problem. The cop said Well yeah, you could do that. But the town of Beatty called me and said we’re cleaning up the town, we’re bringing in a Pahrump Valley Disposals crusher and trailers, would you like your lot cleaned up? I said sure would, and they got all those cars off there, and I even got a check from them when it was all done. Now that’s an example of a governmental agency that’s helping us clean up the town instead of threatening us if we don’t clean it up. One thing we’ve got in the code is salt cedar trees, tamarisks, they’re sucking up the water, and if you’ve got them, you can’t get rid of them, they’re horrible. Ernie Jackson from the water board told us that the county was going to have a plan to help people get rid of them. A few years ago, the forestry did it. But now nobody’s helping, and if you go to the tree services, they want $1 000 per tree. A lot of us have 50 trees. So, you know, the county could get proactive and help us clean up some of this stuff. If there’s anybody here who would like to get involved in the effort to repeal IPMC, I would like to take your names and put you on a mailing list, and we can all keep this going. What we’ve got going today, these turnouts are really good, so anybody who’d like one of my cards, email me. Ammie Nelson Of course, everyone has said pretty much what I’m saying. I hate this kind of regulation. I have friends who actually collect old cars; some of them have up to five cars. Old ones are parked in their property, and one guy has an old Lamborghini, and it’s not registered, and he doesn’t drive it, but he’s rebuilding it piece by piece, and it costs a fortune to do that. So, you know, one man’s junk is another man’s treasure or vice versa. Whoever came up with this idea. I don’t know if it’s collective. I don’t know where they got it. I don’t know if it comes from chasing people around and taking their property. I don’t know where it came from, but it’s got to go; it’s absolutely the worst of the worst. We’re not HOA, we’re not a city, we are rural. For those people who said we used to be rural, absolutely wrong, we are still rural, and if you want to do certain things in this town or in this county, rather go look at how individually wrong some of these regulations are. This needs to be completely removed. Charles Ackel Years before I moved here, I used to subscribe to the Pahrump Mirror newspaper and get it by mail. I read what was going on when this thing was instituted, and what people were saying about it, and what people felt about it. I read the editorials, and it was obvious that the people were against it, and yet the board passed it. And we’re stuck with it. I have a friend who is criminally prosecuted under this because some drug addicts dropped a huge travel trailer monster on his property, and he had no way of getting it off of there. He tried. I ultimately found a way of getting it off of there, but it took me months to figure it out. I had to repair the axles and put wheels and tires on it, etc., so I could get a trucking company to take it out of there. I don’t know if the chargers ever got dismissed against him or not. As much as I came here to complain about this, I’m also preaching to the choir. I’ve already won. I don’t think anybody else would really have much to say ifyou all announced your intention to try and get rid ofthis thing. I’m assuring you that you’re doing the right thing. Jack Schleuniger I’m also a victim of whatever you want to call this. I typically don’t talk about these things, but I feel I have to. I’m originally from Wisconsin. We purchased property here in Pahrump because the closest thing to God’s country. We live close to the California border. We bought the property. We had Silver Wise survey it, we had a contractor to build the house, this was back in 2019, the cost went up, interest went up, way out of our budget. I’ve been forced into retirement because I got hurt in a very serious accident. I’m like a retired construction worker. We didn’t live on the property, but we came out, and we worked on what we could to save us some money. Why did my RV have to be removed? We didn’t live in it. She says it’s unsanitary. I said we don’t use the bathroom in it; we have Joe’s Sanitation. It’s all got to go. I said ma’am I need that for my disability. It’s not like I can just run someplace and go to the restroom. I can’t believe the next thing; I’m fined and criminally charged for having my stuff on my property. When we bought it was a dump. We came in, we cleared it up. I brought my own equipment out from Wisconsin and had it delivered. I emailed the county letting them know that this is what we’re doing on the property. We have to be out of our house, so our stuff is coming by a Beacon truck, so we need a place to put our stuff. The containers on the property are ready. Is it okay? Not a problem, I got a letter stating that. The next thing you know, I got code enforcement come out and start harassing us, telling us those have to go too. Our entire house, our lives are in containers which are now seen on our property, which I’m now being fined for having on our property, but we’re not allowed to have access to our property. Because we’ve been kicked off the property even though we went through all the steps. Jim Pike came out and put the well in. We only stopped because, like everybody else, of the interest rate and the cost of that building material. Nobody could afford it. Even today, I’m fighting in court still because I have stuff on my property. It’s private property, it’s not personal property for everybody else to come play on, and I’m being kicked off. Tamie Pittman I heard you ask Commissioner Boskovich how this happened. I did some math; it was seven years ago. Two of our commissioners are sitting flanking you, and our county manager was involved in 2019; they could answer your question. Beth Borysewich I have like a statement I want to read, but I wanted to let everybody know that I helped Al Lumas and Mr. DeLee put together a group called Cowboy Load Committee, and that’s where a lot of information came from the entire county. I was so super impressed with the amount of people who had something to say about that IPMC. In reading, it’s totally ridiculous. I’m so against this. I know that the commissioners are going to vote no on it. I am not going to read my long, drawn-out statement here because you could read it right there on the Facebook group, the Cowboy Code Committee. I think that group is going to be around for a while because, you know, if we’re going to make things happen, we need to do it together. So, what’s happening in one county or one town can happen in another. The other thing that I was just kind of curious about, since we have our new town manager, we’ve come up with a basic HOA for people who are renting houses and are now planning to come out again. So, I don’t know if he favors these things and is working on these kinds of codes or whatever, but I hope that he will step back a little bit from his desire to push things forward and not make us comply with what he thinks we should be.

Randy Vincent I’d like to know when you are going to vote on this? Saying that you want it done. I don’t want you to go on my property to look for stuff. It’s none of your business what I do on my property. None of my business what you guys do on your property. And that’s the way most of us feel here. I’m a car guy; I want my cars left alone. What I think is nice looking, you guys probably don’t. That’s fine, but I want to be left alone. If we’re going to vote up and down today, that’lI be great. Because I’ll know what I’m doing in the next couple of months. Because if you still want to keep it, I’m going to go hand out Flyers. If you’re going to vote it down, hopefully you’ll never see me again. The only question opinion is for the RVs that people live on their property. You guys got it all backwards. I never have to come back here again. This is not my thing. I know it’s your thing and you like it. The building dude should be helping people, not trying to find people; your job is to help. The poor woman who has water problems, help her run a pipe out there, figure out how to do it, that’s your job to help. That’s all anybody wants, I mean, some people are crazy, and I understand that, but just help people. Herman Lewis I’ll make it short. For I 0 years, I had a neighbor whose property was in such bad shape, a fire hazard, a public private nuisance, the whole thing. But I don’t want to fight with my neighbors. I didn’t want to file a complaint and turn them in. I wanted to maintain a good relationship, but because of other things that were going on. Alleged drug dealing and all that came to the attention of the NCSO, some very good people there, and they brought it to the attention of Susan Whitehall, who got it completely fixed within 3-4 months. I know Susan doesn’t like me, like most people, I’m horrible for good reasons, very unlikable. All kidding aside, she did get it fixed, and I have to compliment her and thank her, and she’s tough, but sometimes you need to be tough. I think that the county has, if you deal with the people fairly and openly, you’re going to get good results. What I’m against is the IPMC, 100% against it. When I first came here in 2010, Richard said to me Hey we’re going to move here, we’re going to build a farm, we’re going to get involved. I said move here; I’m never coming back. I looked at so many houses; they looked like they were bombed out from the war in the Middle East. He said no, that’s freedom to be able to do what you want. So obviously, there’s a balance that has to be a balance where people can be left alone but not create public-private nuisances. I think right now, just to keep the county going in the direction they’re going, because I saw some great results from Susan Ryhal, and a lot of people don’t like Susan because she’s tough and she gets it done. I’m against the IPMC, I think you’re doing a very good job. Richard Glassow I’m one of the few people who live in Amargosa Valley. I do oppose this, and I’m preaching to the choir, but I came all this way to speak my piece, and I am on the town board, came on there to help my community. As we say in Amargosa, we take care of our own. I went there over 20 years ago to raise my son the way I saw fit. I raised my son, unfortunately we don’t have many jobs out there. So, he had to go, but I loved the community. I love being out in the open air. I really can’t deal with the city and its rules and regulations, and this was one of them. I went to the court hearing to help and support a couple of people who the code enforcers had violated in Beatty and in Amargosa. I’m perfectly willing to roll up my sleeves and help any one of them. I wake up every morning to be part of the solution. I don’t want to be part of the problem. But I am for the homeless. I am for the homeless vets 2 years ago; I was cast out of my home. They destroyed my property, destroyed my vehicles, robbed my Cadillac converters, robbed all my tools, and took everything I had. The one thing I did have was food, and they threw out the food and threw it all over the house. I had a bunch of feces living there, and I couldn’t live there anymore. I was told to vacate the property and walk away. I’m like, “but where do I go?” I reached out to my community, and nobody helped. There was one person who decided to roll up their sleeves and help me give me time to be able to get back on my feet again. And so, the opportunity came to the town board, and I say, good, this way I can help out my community, and that our town meeting, the individual came up there and said we take care of our own. I don’t mind your city folks, but I love my country, and I oppose this IPMC personally, and as they said, we don’t want it there in Amargosa. Darrell Wade I just want to thank all of you, first because you’re like the puddle where everybody’s dumping the five-gallon bucket on top of you, you’ve got a tough job. I appreciate your concern about this. I do not support this IPMC, and I hope that all of you vote it down. The people of the valley here throughout Pahrump, Amargosa, all over, we can do much better with what we have. We don’t need something to come in and tell us what we will or will not do. Michael David Garcia I just want to take a little different approach and comment on this agenda item when it says the constitutionality of it. I don’t see that being addressed nearly as it should be. Because in today’s time and error, we definitely need to concentrate on getting ahead of that curve, you know, there’s plenty of unlawful legislation that comes at us, and we need to know the difference between legal and lawful. Kudos to the audience and the previous speakers, especially the one out there with the 4th amendment sign. If you could turn that a little bit, I could probably see it better from the view. Mr. Butler had on with the NRS, and I also want to mention that one of the speakers mentioned Judge Sullivan, so it’s pretty funny how some ofthe name’s kind of mingle in certain circles. And the DA doesn’t have anything to do about that. The gal that mentioned CPS don’t worry about them, they’ve been mentioned 30,000 times in the Epstein files. When people start letting that sink in, we’re going to have a different approach on these courts, so the judges, it’s common as well as for the DA there, but it’s kind of funny you don’t have anything to say. Once we get past all the betrayal, you know we have the chance to rebuild and elevate, and that’s what you’re starting to see. Mark Roux I am an Amargosa Valley resident. I just have to mention one thing. I don’t believe in the Tooth Fairy, the Easter Bunny, and I don’t believe in the IPMC. I was a professional builder for 40 years of my life, and I worked in some major cities for many decades of my life. I have seen this coming for a long time. One of the reasons why I ended up retiring here is that I wanted to get away from all that kind of stuff. So, I don’t know who wants the IPMC, but I haven’t met one person who does. Why would we vote for more government layered on top of the already too much government? To begin with, I pay my property taxes I keep my property maintained and safe. I accept the fact that maybe some of my neighbors might have some stuff, but that’s why I moved here. I think that’s my whole point: before you move to a place and start complaining, check it out and accept where you’re going, or go back to where you started from, pay more taxes and HOA fees. When I read this IPMC, it’s nothing but a big giant HOA, and they’ve been trying to ram this stuff down our throats for a long time in the bigger communities. I don’t want it, and I don’t think anybody else out here wants it either. So, I adamantly oppose the IPMC. Paula Thompson I just want to add my voice to be on record as opposing the entire document of the IPMC. As we all know, the entire Nye County is a very special and unique place that we get to call home. We have great people who live here, and many of whom are our most vulnerable, who are the elderly. We’ve had issues with our code enforcement forcing people off their property, even though their RVs are attached to and hooked up properly to water, sewer, and power. So, we just don’t need any more overreach of our government, as has been stated before, you know, through that. If you want to live in an HOA, good for them. There are plenty of them that you can go and choose from, but for the rest of us, just leave our property private property alone, leave us alone, and reach out and get rid ofthe entire IPMC. Lorraine Gilbert Two years ago, I chose to come out here. I can’t live on my property; fortunately, I have an amazing landlord, who has chickens 2 lots over from where I rent. I love waking up in the morning and hearing the chickens over here and the turkeys over here, everything just going crazy if you’re in my neighborhood at 4:00 in the morning. You get this beautiful country sound. I purposely go out with my coffee. Then my neighbor, right across the street, runs a pole construction company. We got big rigs in a residential area, the boys all know me, they go Miss Lorraine, where’s the coffee today? I don’t want to see that change. Saturday and Sunday, I had to go to Vegas, oh no, don’t send me the Vegas. I got to the last gas station coming home on Blue Diamond, and I said I’m almost home. I lived for 4 years and 8 months in an HOA in Vegas as a rental. I don’t want to see that happen here. I don’t want my poor landlord to get code compliance because I’m down sick as a dog for 3 days, and my doggie did his little business, and the next day I get out there. But he goes coding compliance because I didn’t pick up after my dog. I love sunrises; I love sunsets. I appreciate the ability that I have out here. I love that I live in a community where I can go to any grocery store, and someone goes, Hey, Lorraine, “ how are you?” I can run into somebody on the County Commission when I’m out with friends, having a drink, or having breakfast. It’s nice just to live in a county where everybody knows everybody. I appreciate that my neighbors tell me, Lorraine, we’re going to be gone for 4 days, here’s our house key, will you watch our house? That wouldn’t happen in Vegas; let’s not let it happen here. We are a community that cares about each other. There is safety in knowing your neighbors. But you know my neighbor gets drunk, she runs into my fence, and I say hey dude, you hit my fence, are you going to pay for it no he gets mad, he calls code compliance, my landlord, let’s not do that.

I just want to point out that code enforcement does not come out unless someone files a complaint. They would not take it upon themselves to write it up without a complaint from someone else. 35 7. 10:00 am. Patricia Robb I just want to say ditto everything everyone here has said. I did have something I wanted to read and say, but there’s no use in doing that since you’ve already pretty much understood the issue, and I thank you for that. I believe in standing up for people’s rights. I believe in standing up for what’s fair and just. I do a lot of research, and I am just thankful for our town and for the county. I keep hoping that there will be some progress made in the right direction for these things. I believe your decision on this IP MC by saying no to it. I also feel kind of compelled to say something since you just mentioned code violations being filed by someone. If people have a code violation, I suggest that they get to know their neighbor; maybe they don’t like what their neighbor is doing, or maybe they don’t like what is on their neighbor’s lot. Maybe that neighbor needs some help, and your help may be just what they need. Or if you already have a complaint with your neighbor, let’s do the nice rural thing and say hey hi. If you don’t feel like you can say hi, send a letter, send a note, or something. Bring some cookies on a holiday, get to know your neighbors, so you guys like each other instead of being grumpy. This is just something that I think people overstep and start complaining when they’re building, no need for complaint, it could be fixed by being neighborly. Eddie Jim This IPMC seems like a lot of trouble. It’s basically an HOA on steroids, like somebody said. I just came up here to say I back a lot of the people here who spoke today that are against this. Steven Warren It’s good to hear that you are going to strike this down. Someone mentioned it was about health and safety. Part of what he included in that was that you have to have a licensed contractor to do anything on your property. I think that’s ridiculous. When it comes to that IPMC, I mean, all this should be struck down against the 4th amendment other people have noticed that, and so it’s sad to see that people did their due diligence. I mean, it was a 67-page packet. I read the whole thing over the weekend just to see what was going on, you know, and it’s definitely an overreach. I heard one of the commissioners up there saying he doesn’t remember if he voted yay or nay on it, but I hope it wasn’t nay. Lisa Sanders I understand you all agree that this is not a good bill. I also understand that this is just to fix the typos. That’s what this is for: to fix the typos? So, when is it that you guys will vote on whether or not we rescind it? Public Comment closed. Manager Waggoner I would like to address a couple of things. Commissioner Bayne had asked where this originated from, and a couple of other people. It actually was adopted originally in 2007, it was the 2006 IPMC, and at one point it came forward, and it was updated to the 2015 IPMC, and then in 2019 it was updated to the 2018 IPMC. It originated before any of us sitting here. We’re here regardless of trying to turn things. But upholding codes, yes, I did commit to do, and it was adopted by the board way back in 2006. The other thing is that my understanding is you cannot vote today as written to repeal it. What the recommendation would be is to motion to reject this bill and request that the bill come back, which would actually repeal the IPMC. thank you folks for coming up from Beatty. I heard William loud and clear, and I want to preface with, and I’ve stated, that as commissioner I was part of something that came up last year, during contracts, where I absolutely was responsible and part of directing staff and asking staff to look into all leases. all leases. nobody in particular. to come before us case by case basis so we could reevaluate what was going on with each individual lease. this this lease however you happen to be one of the first congratulations, the Beatty Senior Center this would be a huge negative impact on the seniors of Beatty and the surrounding communities that come and visit and participate with your program. I know that they have their social interaction, which is very important, and for some that’s all they have. Looking at the numbers of the 3500, we’ll say rounded off $3600, a year for proposed lease, what would that actually do for the county. I think as William said it would be 1/3 of the cost of the expenditures. Capex that’s required on a yearly basis, because we still have upkeep forthat building. but it doesn’t make sense to me, because it’s really insignificant amount and I would appreciate my colleague commissioners to really understand and hopefully agree to your plea, and to mine as well, to continue to assist the Beatty Senior Center to operate as it has been. However, with that being said, on the county’s responsibility, William, you heard him speak he’s the director of buildings and grounds, him and his team and his staff, they’re responsible for all ofthe buildings within Nye County. and he has a certain budget. This particular entity helps him go over his budget. So, I’m going to ask the commissioners to please keep it be mindful, as well as the Comptroller, that when it comes to our budgetary season, that we keep in mind, that we help our director to be able to sustain and keep this building where it’s healthy and safe to enter and exit, especially for the seniors. This program is really important program because as you told me on the phone, Karen, you wouldn’t be able to afford this. If you went away and shut down the program, there wouldn’t be a program until we figured it out. And so, I think we’ve already figured it out, and so I’ll turn it back over to the chair, and again I would be strongly encouraging that we continue the lease for the next three years. it may have to be rewritten, but at the at the $1.00. 38

Can I ask DirectorAllen; you estimate the costto operate over five years was $40,000 is that correct? Director Allen that is correct. We were conservative in our numbers. We don’t have a mechanism in our work order program to track travel time, so we didn’t, but what we did instead was we accounted for one trip for every work order that we had, so like I said, that number is conservative, but those are numbers that we have in Eden and work order programs. based on salaries that we have currently.

so that’s an estimation of $8000 a year which is $670 month as opposed to the 3564.05 to cover hard costs. As the commissioner stated, we need to think about what we could do budgetarily when our budget season comes up to front load this, so you have money in your coffers to be able to charge off to. so William and I have been talking and we do want to get a better handle on all of our properties, and put them on a long-range plan, and identify how to bring things into a state of good repair. Do I know if we have the money for it right now or next year? so since we’re not going to be talking budgets for a few weeks, I’m wondering if Commissioner Jabbour would entertain a six-month lease, so then we can turn around and read look at this after you’ve got some figures. because we need to do fundraisers or something. And if we can front load, it through our budgetary process to make sure there’s money available for repairs, and I’d hate to say it but an evaluation of the facility as to what it needs. should it have been part of the Sieman project for air conditioners and stuff? I don’t know. And frankly I don’t think Director Allen has had the time to do an analysis like that.

Commissioner Strickland, I really appreciate asking these questions because something that director Allen didn’t say was, he mentioned travel, his travel costs, but travel costs include labor with of all of his staff that’s going out there. and why are they going out there. They’re going out there to assess what may have broken down, as in the HVAC system, or walk in cooler, or a grill, or what have you. And so, there’s parts and equipment also that need to be considered. So, if you could help clarify for me, you’re asking that I entertain a six-month lease, but are you asking me to entertain a six-month lease at still the $1 .00? I believe it’s already been paid?

Also, and I believe it was mentioned that they helped reimburse utilities. and as you go before them and I don’t believe for the past five plus years that I’ve been a commissioner, that you or the Beatty Advisory Board has come before us asking us for assistance for the Beatty Senior Center. We certainly appreciate that you’re trying to do it on your own. You know our situation and we now know your situation. We appreciate you coming in person and notjust being on the phone. and let’s see what we can do. Manager Tackett I want to identify that this is a two-part item. It’s not just the lease. We have a subsection B is our inner local agreement to provide services. It’s kind of split between here you pay for the property and here you pay for our time and materials. So, if the board is wanting to make an amendment to the lease, to amend it to $1 .00 for six months, we would want to identify some sort of the same amendments for that interlocal service agreement. If you look at your backup at the last page of this item, that says that the entity agrees to share maintenance costs as identified below. in an attempt to try to recoup what we’re doing for our sub entities and community partners, we are we are attempting to recoup those costs. So, you would need to evaluate that page and identify what the board wants to do with it moving forward.

Manager Tackett yes commissioner. So, facilities services that the County agrees to provide maintenance services and entity agrees to share maintenance cost as identified below. The breakdown is facility services cost that identifies the hourly charge for a handful of the buildings and grounds employees that would respond to calls for the facility. we would charge them for the time, if it’s approved as written.

It was part of the agreement that we just leased to them for a dollar, and we maintain our own building at our cost.

I did forward all of the applications, so we just need you guys to pick us a few. Public Comment: John Shewalter I’m an applicant for reappointment. I’d just like to take a moment to inform you of what we’ve been doing on the board. since I was appointed to the board, we’ve established legal counsel, we’ve reformatted our agenda and meetings to conform with the NRS, we’ve implemented multiple policies and procedures to benefit staff and patrons. A couple programs that we’ve created, reading with pebbles is a children’s reading program with dogs. we’ve approved and will soon be implementing a tutoring program for local students. we’re modernizing the library. We’ve replaced the ILS, which is the computer system that manages the libraries’ catalogue of books. Our former one was written for a high school; the current one was written for public libraries and colleges. We’ve automated the circulation and reference desk services. circulation checkbooks in and out and reference provides faxing, copying, emailing, services like that. which is freed up a significant number of staff hours to perform the duties that they’re actually there for. We replaced the staff and patron computers. We’ve updated the security for the library networks. We’ve increased security for the staff and patrons. as many of you know we’ve completely remodeled the library, new flooring, new furniture, new decor. We also had a interior and exterior retrofit ofthe lighting and electrical system. We converted the meeting room into a multimedia room. Currently we’re having the five-year plan rewritten. The five- year plan hasn’t been addressed for 15 years. We’re also rewriting the employee policy manual and the library policy manual, uh neither of those have been addressed for 15 years also. one of our future projects is probably going to be a complete roof replacement. After 25 years of neglect, the roof was inspected after the significant rainfall we had not long ago. I found some leaks and it was found to be in pretty bad shape. Now we’ve also increased staff salaries to meet the average Nevada library salaries. Since this is public information, I can give you one example. Our library director’s position was barely making $40,000 a year when I came on to the board. Currently the library director’s salary is $138,000. Our last financial audit showed that the library is incredibly financially stab le.We are very proud of that. I would invite you to check with our liaison to see how we’re doing. and if I might also, I would also encourage you to reappoint miss Ann 19. 42 For Possible Action — Discussion and deliberation to Cont... Underdahi to our board. She was a really brilliant help from being in the audience. Today she spent two months on the board has proven to be an incredible asset to our board. Ginny Okawa I would agree that Ann Underdahl, who was appointed to fill an open seat, she’s been there for the last couple of months. I think she’s a tremendous asset to the board of trustees and I would like to ask you to reappoint her for the next term coming up. I would also like to support the appointment with Dr. Christopher Salute, the director of Great Basin. I think he would be an awesome assetto the board oftrustees. One member here on the list of applicants that I do not agree with is the current chair. Shewalter. Over the years since I’ve been attending the library meetings, there’s been quite a bit of turmoil in my opinion in the library. We’ve lost one director. I believe we have some lawsuits and I know we had to pay $500, I don’t know if it was last year, regarding I think a hostile work environment. I do believe we have a couple of lawsuits in the works or pending against I’m not sure exactly who. But this costs the county and us taxpayers money, so I don’t know as Mr. Shewalter suggests if the library will continue to be financially stable and I would ask you not to support his reappointment to the board. Ann Underdahi I am one of the people who has requested reappointment to the library board. I took a seat that was vacated when someone became ill, so I’ve been on the board for the past three months. As chair Shewalter mentioned, at our last audit things were very stable. We’ve made a lot of improvements to policies at the library as well as selections. Our new director is very forward-thinking. She is involved with community, making use of community resources for a lot of opportunities, potential internships, if the library is offering additional programs, she sees no reason to not deal with the local high school, with their college, for support and some of those programs. Artistic opportunities are available. people learning how to write newspaper articles, who might want to move on to journalism. So, all in all, there are very good plans coming forward with the library board and I would really appreciate being supported to be able to be part of those changes. Thank you

Salute I don’t know how all these things work but I’m not there so I’m pulling into your parking lot. I thought I could make it. I just wanted to say that I applied for the appointment. I’m really excited about be considered. I mean you know I think advocating for myself to be silly. I would just love to serve our community, and I think the library is a great place to start. we’ve already been in talks to partner with the College. of course I would have abstained from any ofthose conversations, but Ijust I think the library does a lot of great work and I only see it moving forward and I would love to just be a part of that growth. The other thing is, we’ve talked about this before. When I came into office, there wasn’t any legal representation for the library board. I instituted that. I did it the very beginning of it and what I saw was a shambles of how the public was reacting to the board and disrupting the meetings and causing a lot of issues that caused a lot of angst and hostility. It’s interesting, I’ve gotten recently involved again with the board and I was at a meeting I think it was last month and I have 43 19. I’ve worked with him very closely on things that are happening in the library district and what they’re doing. I think that they’re doing a great job, and Ann has been a wonderful addition to the board. Again, I’m just happy that some ofthe things that I witnessed a few years ago have finally dissipated. Assistant Public Works Director public works has received 102 maintenance requests since the last report about 30 days ago, with 81 ofthose being for potholes, 5 for shoulder and ditch repair and 5 for gravel Road maintenance and a few other for miscellaneous requests. of those I 02 33 of those have been completed. The central district spent the majority of their time last month repairing some failed asphalt sections on the Bob Rudd memorial highway near the California state line. They will be picking back up on crack seal and patching when those are finished. Here in Pahrump, the road crews continue to focus on patching throughout town. They were finally able to get away from flood repair and were able to catch up on some much-needed gravel road maintenance and tree removal. in the Northern District, gravel road maintenance continues. The Tonopah crew has been patching and crack sealing in town as well as taking care of some signage around town. I do have a couple of roads to follow up from last meeting. We had talked about Prospector from Barney to Woodchips. I did go and check on that road. It’s got a few potholes but it’s not nearly as bad as most, so it hasn’t made it to the patch list yet or the chip seal list for the year, but if we have a patch crew in the neighborhood, they’ll knock it out. I got a little inquiry about Julie from Thousandaire to Bridger, it has about a 50-foot section of failed road. We’re still concentrating on the sections of road that are complete failures, so I apologize to the people that are putting in these requests. we’re not getting there right away. We’re taking care of requests that take a week or two to fix. I ask the public to be to be patient with the road department. there’s a lot of requests coming in that we’re just not able to get to. Please remember something is we continuously thank you and your staff for what you’re doing out there on the roads. We really do appreciate it, but at the same time please don’t think that these are complaints that are being filed. They are our eyes and ears that are out there and throughout Nye County and with the new system, they will line up and be prioritized and rightfully so. the only thing I wanted to state is it also airports are on that list. also manages through airports Director Boiling it’s a lot easier for our utility guys to maintenance in the airports. Every now and then they’ll go and drag the fod boss around the airports to pick up rocks and or anything else that’s in their reports. that if a plane flies by or drives by with the propellers going around or a helicopter lands, it doesn’t blow dust up into their turbines, it doesn’t blow dust into the engine, or dirt into the engine rocks into the engine, which could steer severely damaged those airports. since they’re driving through those parts of the valley or those parts of rural airports all the time to check them and if they need to be dragged, they drag it. Public Comment: Sheree Stringer Nye County Assessor I have an issue with this, because all of our other departments have to wait until everything is realized as far as money goes. I feel that he should have to do the same thing. I’ve had to wait numerous times for people that have retired out of my department. I have one right now that I have to wait for July 1 st it’s a part time position, no benefits whatsoever, but yet I still have to wait until July. I think you have to look at this as that he needs to realize the benefits and the wages that that come along with it and needs to wait until July lstjust like everybody else does. Thank you. You said that we were not going to spend any more money, we were not going to hire any other people unless it was an emergency. Thank you Commissioner Strickland for bringing up airports, airports that we own, and maintain, and operate. But here’s the emergency, and I spoke on this when Director Boiling brought this to our attention a week and a half prior to Superintendent Darren tucks retirement. and congratulations to him. He put in many years taking care of Nye County. Earlier today, we had a public commenter who was in my opinion from here, watching on the screen very upset, distraught, just I mean I think she almost lost it at the lectern, because she’s being required to boil water. There’s a reason why she’s required to boil water and so is the community in her immediate area, being serviced by not one of our water systems, but a different water system. and so, here’s the emergency folks, is that these water systems, 14 of them that Director Boiling mentioned, are providing water to our taxpayers, to our residents, of Nye County, throughout Nye County, most of which are in Pahrump. Safe drinking water is very, very important 48 because it is about saving lives and it is an emergency situation. We don’t have the Superintendent currently, and we have an assistant on board that is able to take over as an interim, and hopefully he is the selected candidate, because he’s certified and knows what he’s doing, and he wants to give the passion and dedication as our former Superintendent did to our residents of Nye County. This is an important item. If it wasn’t an important item believe me, I would speak out against it and agree with the commenters unlike currently that I’m speaking on behalf of. I’m so sorry, but it’s reality. We need this position.

in the backup is the monthly chloroform samples that have to be completed on 14 wells. that’s every month. then there’s quarterly chloroform. So, we stop doing that, what do you think happens to water quality? Is there possibility we’ll miss something and make someone sick? Absolutely there’s a possibility that it can happen. There are reports, there are meter readings that have to be done; that are reported to the state. So, we just drop the ball? We no longer do these things. Marianne Hollis it was interesting that Beth brought up the issue of a conceptual drawing for the entire fairgrounds that’s in the OHV backup. I recently attended the arena advisory committee and there was discussion between a conceptual drawing I had and one that the secretary was referencing. At the end of the discussion, the secretary said that she was going to reach out to the information officer and have a blow up of the conceptual drawing that we are considering right now. I just checked with the information office and there’s been no request to do that. Whether it’s done or not through the arena committee 54 or through the OHV or through possibly the arena advisory committee that we hope to get off the ground through Mr. Koenig’s efforts, I think there needs to be the most updated conceptual drawing. I’ve been referenced to the G1S site and again it’s the 25 the 24 the 23 and that was the discussion at the Arena advisory committee. for clarification for everybody, a more updated conceptual drawing ofwhatthe fairgrounds will be like would be much appreciated and it’s going to put the rest a lot of rumors too. in regard to Marianne Hollis, that conceptual drawing was provided at the Pahrump arena committee on the 26th as was stated, and then it was forwarded to the OHV for them to attach to their meeting which will be this coming Thursday at 5:30. as far as the blow up, a blow up was present. but I don’t know where. I mean that it’s up to the new formation, what they want to do about providing blow-ups, but they’re the large print and so that was there for you to pick up, and they’ll also be there again on Thursday if you can come by. I found something interesting that happened that I thought I would share. We do a Nye County community development meeting once a month and, in that meeting, we get odd little things that we find out. Don’t you know, Asani Ridge, just the development that’s right there on Wilson Rd. just as you’re coming down off the highway like right at Wilson’s across the street from the Binion ranch, when they dug the test pits for that, there are I 2-foot pits, you know you got all the backhoe I 2 foot for the soil’s reports. that when they went back to the test pits, they are full of water. Our water table is all of our artesian wells all over town are bubbling up, over the top. We got a big head water right now and I like to think it was cloud seeding, but we’ll see how we end up. I’m looking forward to seeing some fresh measurements on our monitor wells. Thank you chair.

thank you. I actually can’t wait to see how the new water study comes out. I want to thank you all for being here and I want to have everybody think about our troops that are in harm’s way and keep them in mind. Manager Tackett 1st I wanted to announce our open meeting law and ethics training dates. We’re a little bit behind on that and a few other things, but I’m trying to catch up. So, the first will be Friday, March 20th at I 0 AM. Actually, let me back that up completely and restate. Friday, March 20th at I :00 PM and that’s for Tonopah and Pahrump only. The next date is Thursday, March 25th at 10 AM, and that’s all three locations. Tonopah, Beatty and Pahrump. and then Thursday, March 26th at 5:00 PM. This is available in Beatty. The justice court staff has agreed to adjust their schedules to be available for us to provide this service. That’s going to be an open meeting law only, to try to keep it a little bit shorter. We’re sending out our invitations this week, so public body members check your emails. If you don’t have an e-mail with us, we will be mailing it. I’ll be mailing it to our town offices and other sub entities so that’s coming out. I wanted to address some 55 ________ _____________________, concerns that were brought up by the public regarding arena advisory committee applications and their received dates and what excuses we might come up with. on why they’re not date stamped. I have three staff members in Pahrump and since July, I have replaced and had to backfill all three, so we are behind and we are struggling. for the record, Michelle Chapel and Christina Cothran’s applications were received via e-mail by the committee secretary on January 27th 2026, and Mr. Larry Shane Chapman, his application was actually received with a prior round of advertisements, and we just used it because we had a resignation. Michelle Chappell and Christiana Cothry responded to direction from the board, to me, to re-advertise because we didn’t have enough applications for as many positions that we had available. We followed board direction and I do have emails with date stamps if anybody wants to see them and that’s it. Thank you

Out of 15 total applications for appointments on this agenda ALL BUT 3 were time stamped as having been received by the clerk. Every ONE of those 3 WITHOUT a stamp were ALL for the Arena Advisory CQmmittee which seems to be a trend as at the last round the current secretary’s application was not time stamped. Convince me that there has not been special privilege for the process of which everyone else has to comply? I can maybe see ONE application getting overlooked, but not FOUR and ALL for the same Advisory Committee. The process is incomplete and the appointments shoGbe readvertied. Which would be the right thing to do... OR1 will you pull out a waiver from the county toolbox and forgft’e the lack of process? Will you suggest that these appointments need to be approved today for some emergent issue? Will it be Rules for all, not just for some. OR.. rules for thee, not for me?? Need for reduced speed limits through commercial and high-density residential areas to ensure the safety of all road users. • Need for fencing repairs and installation in key areas to prevent wildlife encroachment onto roads. • Ongoing need to engage the public and local businesses in wildlife and pedestrian protection initiatives. Proposed Solutions 1. increased and Enhanced Signage 2. Deploy additional large, clear warning signs at strategic points on high-strike roads, including Hwy 160, and intersections. 3. Ensure aD signage complies with NRS 569.040 and NRS 5O449O to meet legal standards and is posted. Fines posted for increased public awareness and consequences. 1 . Enhanced WeLcome Signage 2. Incorporate an additional message on all “Welcome to Town of Pahrump” signs reading: Home to the ‘ast ofthe free mustangs and burros” and “WE CARE.” Or similar message, reinforcing community pride and raises awareness for wildlife protection as visitors and residents enter town. 4. Enhanced Lighting for Signage 5. Incorporate solar-powered flashing Ughts or spotlights with criticaL warnings like “SLOW DOWN WILDLIFE CROSSING” and “IT IS ILLEGAL TO FEED...” to maximize nighttime and low-visibility impact. 6. Studies show iDuminated signage dramatically increases driver awareness and reduces collisions, especially in areas with frequent animal crossings. 7. FLuorescent Silhouettes and Pavement Markings 8. Paintfluorescent siLhouettes of horses, burros, and hoof prints on the asphalt of county roads and at key entry points to Hwy 1 60, serving as persistent visual cues for motorists. 9. Painted Look-Alike CattLe Guards 1 1 Apply paint took-alike cattle guards at county roads connecting to Hwy 1 60, especially . where fencing is not feasible. 12. These markings mimic the appearance of real cattle guards, which animals naturally avoid, thus acting as an effective wildlife deterrentwithout physical barriers. 1 3. Research indicates that visual cattle guards can reduce animal crossings at critical points, improving safety for both wildlife and vehicles. 14. Life-Size Horse and Burro Signs Sponsored by the Community 15. InstalL durable, life-size models of horses and burros at targeted crossings and high-risk zones. These realistic figures command driver attention and reinforce the message of wildlife presence. 16. Invite local businesses and supporters to sponsor these installations, incorporating their names or logos as a sign of community partnership in conservation efforts 1 7. County Road Signs in Community Parks and Walking Areas 1 8. Add county road signs to community parks and waLking areas, clearly identifying the dangers of wi[d[ife interaction and outlining (egat penalties for feeding or harassing witd animaLs. Install additional or repair existing fencing east atong Roadrunner to the power line, and introduce new fencing south along the PowerUne from Roadrunner to Manse. Propose the reduction of speed limits through areas with increased commercial activity, new residential developments, and high pedestrian or bicycle usage. As our rural communities continue to grow and evolve, it is crucial to address the safety of allwho share these roads, whether byvehicle, on foot, or by bicycle. 23. Lower speed limits in these corridors wiLl reduce accident severity and create a safer environment for residents, visitors, and our cherished local wildlife.
