You can also make productive use of your land, such as chopping down your trees for firewood or building a structure; it is your property after all. You all sit up there in those high chairs are acting just like King John, with extortionate fines, seizure of property, and utilizing excessive taxation. Whoever you are who voted yes on the IPMC should be given a crown because that is a lot of power you would have over the common people. You aren’t Kings and Queens, this isn’t the Kingdom of Pahrump, where we have to bow down to you. I have every mind to turn a shed into a home for me and my son. But just like so many others, I’m too afraid of you to do that. The native people didn’t have an all-powerful government oppressing them. Adam and Eve didn’t need permits to live on earth from God. Your code enforcers are encouraging frivolous complaints and overusing the term nuisance. All because someone down the street has a tractor in their front yard, and it’s dropping property values. We are grown adults, not middle schoolers. Stop using the word nuisance as a weapon against someone you don’t like. If someone complains their neighbor has a vintage tractor, they really should get the binky out of their mouth I Page March 17, 2026, Page2 and grow up. Because that tractor isn’t keeping that person from doing laundry or holding them hostage. To the people who are overly concerned about their property value and getting rich, it’s far more valuable to sit on the couch with your kids watching a movie, or a mother helping her daughter with homework, or a father working on a car in his garage with his son on their property. You are consumed by greed, and the progress of a rural town that you have ignored the humanity of living so much that it doesn’t exist. Unlike you, I intend to teach my son that the house is not a profit or money-making tactic; a house is a home with memories and stability. Let me live. Dodie Reddington I am here to speak about the zoning for VR lots. Utility infrastructure that does not have any infrastructure in place is absurd. There are alternative options implemented that are responsible and viable solutions. For example, in asking experienced off-grid homeowners about composting sanitation systems, the takeaway from that conversation is that composting toilets do not threaten groundwater. They are safer and more sustainable than traditional septic systems. They eliminate the need for flushing water, saving thousands of gallons of potable water per household. This type of system eliminates the need for costly sewer infrastructure, pumping stations, and chemical treatment facilities. This is a modern conservation approach already successful, especially used in many communities. So, let’s look at a half dozen state laws, particularly NRS 444.650, 784.790, 796.81 8 and NRS 278.300. These laws together create a conflict for zombie lot owners, in NAC 444.650 is sewage system is required; in NAC 444.790, small lots cannot install septic, and in 444.796, alternative systems are legally allowed; and NRS 278.300 zoning variances can be granted when strict rules create hardships. Nevada state law requires an approved sewage system per 444.650, but septic regulations per NAC 444.790 prevent installation on small parcels. The laws also allow variances and alternative systems. Which means pathways can exist to address these hardships. Nevada law does not say hauled water is illegal, it does not say off-grid living is illegal, it does not say composting toilets are illegal, and it does not say tiny homes are illegal. The conflict is the county’s interpretation, not state statutes. Please add this to the agenda and take action on the corrections and updates needed for the zoning. Stacy Edwards On February 18th, there was an item 19 set for public hearing today, but I don’t see it on the agenda. So, I’m wondering why. Should I be somewhere else for that meeting, or has it been rescheduled? It was for the amendment to bill 2606-01 that was regarding, I think it was code enforcement type of stuff. So, is there a reason it’s not on the agendafortoday? Ally Valdez- We agree that state law requires water, and we are not asking you to violate state law. We are asking you what the legal path is for zombie lot property owners. You stated zoning will not fix it, then what will? We are not asking you to urbanize rural Pahrump. We are asking for a code compliance framework that reduces the legal occupancy, protects public health, and restores taxable value. We are not asking you to bend the law; we are asking you to interpret it in a way that does not permanently extinguish all lawful property rights. You’ve been presented with examples within Nevada where water haul is permitted under county oversight. If Nye County cannot do the same, 2Page March 17, 2026, Page3 then please cite the specific statutory prohibitions because NRS 244 and 278 state that counties must balance public welfare and property rights, promote orderly developments, and avoid arbitrary and unreasonable restrictions. If there’s no pathway given, then what corrective action do you plan to take to fix this? Passing the responsibility on to others to find solutions is not what we’ve been proposing. The only one who can fix this is the county, not anyone else, even though the state has said it’s up to the county regarding zoning planning and land use. Loriane Gilbert As I drive around our amazing town, I see all kinds of billboards for reelection. One of those says teamwork makes the dream work. I have always said if we fail to plan, then we plan to fail. Growth in our town is inevitable. Legally, we cannot stop anyone from moving here, and because I believe Pahrump is the best town in all of Nevada, I want more people to come. But we must plan for growth. So, what is our 5- year, 10-year, and 15-year plan? We must protect our natural resources, our aquifer. I don’t care how long ago these roads were planned; other structures have been built and will continue to be built. Our aquifer can’t support it. The solution for infrastructure is not to patch a patch on a road; we must have better roads, we must have utilities, and we have one electric company. That’s great, but how long can one electric company continue to serve us growth after growth after growth? So again, if we fail to plan, we plan to fail. So, we do have to have a 5-year, I 0-year, I 5-year plan, or we’ll die a one-horse town that doesn’t plan and isn’t active. Such as Mesquite, 15 years ago, they invested in infrastructure. The last thing we want to become is Sun Valley, Idaho, where everybody who works in the town lives 50 miles out. Erick Coleman — For a month from mid-October to mid-November 2025, during the government shutdown, we had clear skies, none of these ubiquitous white lines that expand out to the horizon. I even drove from Pahrump to Los Angeles and back without seeing even one of these suspicious white lines. Now, as I have proof, videos, and pictures to back this all up. Now it’s getting so bad that I’m starting to forget what a real cloud even looks like. It’s like we didn’t pay for our sunshine subscription, and service has been suspended. There’s very real evidence of geoengineering, and it’s been around for a long time, from 1962 to 1983, the US Navy and Noah launched Project Storm Fury, where they tried cloud seeding with silver iodide to lessen the intensity of hurricanes and steer hurricanes. In 1950, Operation Sea Spray was conducted over San Francisco, where the residents were sprayed with bacteria to determine how vulnerable a big city was to a biological attack. Then there’s Operation Popeye, which many Pahrumpians who served in Vietnam are familiar with. Popeye was a cloud seeding program conducted from 1967 to 1972 meant to flush out the Vietcong. Now, all these projects have been declassified; never once was the public consulted before experiments were conducted. My purpose here is not to give a history lesson or to discuss conspiracy theories like weapons of mass destruction in Iraq or a secluded island where the elite trafficked children for the purpose of blackmail. I’m not even here to talk about things like a mass bee die-off, conveniently, people like Bill Gates. I think you could pass a symbolic ban if nothing else against geoengineering, and that would be joining states like Tennessee, Louisiana, and Florida, which ban geoengineering in their skies. There are five other 3IPage March 17, 2026, Page 4 states, Kentucky, Montana, Rhode Island, Texas, and Vermont, that have active legislation proposals we need to stop. This is out of control. You might think you don’t have the authority to do this, but you absolutely do, and even if it’s a purely symbolic ban, it needs to happen. We would be the first town in America to pass a ban on geoengineering. And let’s say there’s nothing in the skies. Let’s test jet fuel that should still be tested, that’s falling on our gardens, our livestock, and our people. We need to do tests or something. Let’s just say potential future geoengineering, okay, let’s say nothing nefarious is going on or suspicious at all, those white lines that just are there. Why were they clear for a month during the government shutdown? That’s the giveaway. What I’m saying is, even if nothing is going on, why wouldn’t we just pass a ban on potential future geoengineering? I think you could be brave and do this, and I think if it’s purely symbolic, it’s a step in the right direction. Lucile Caird — I am not here to complain about anything. I want to thank you all for addressing my concerns. Also, to let you know about the upcoming Easter picnic that’s going to be in Petrak Park, we hope everyone comes out. It’s a free community event for everyone. So, hot dogs and hamburgers, there will be games for kids. It happens on the Saturday before Easter, which is Saturday, April 4th, from 10:00 2:00. So please come out and enjoy something nice in our beautiful park. Tom Waters always tells me you can only talk about one subject, but I’m sorry, I’m going to talk about another one. I just want to talk about how the veterans’ organizations get together to talk about what we can do for our veterans here as a group. We meet on the 2nd Friday at Valley Electric at 10:00. We would love to have a commissioner or representative come by and join. We have DAV, VFW, the auxiliaries, and community members. Andy Lucero — I am a lot owner in Pahrump. I guess they call them zombie lots. Unfortunately, because ofthe situation ofthe utilities and unavailability, there needs to be something we need to compromise a solution to allow property owners such as myself and others who are speaking. For myself, I pay the property taxes faithfully. I want to move overthere; thatwas my plan. But because ofthe situation notallowing development or being able to use the land, it’s just zombie land. So there needs to be something done. Please consider NRS 244.278, which indicates the county must balance development property rights for the public’s needs. It cannot be regulated to a point where we cannot do anything permanently. What I’m going to do is continue paying taxes for the rest of my life. That doesn’t make sense, so please take that into consideration. I know there was another caller who talked about composting toilets. Consider that it is a great option. I only see benefits for Pahrump, Nevada, allowing people to move in and develop the area there, so please consider it. Daryll Lackey I’m going to keep everything light right here local. But when you deny that you’re the government. How can you possibly even say that? You are the lowest level of the government. Government is a pyramid scheme; it’s a business, it’s a corporation, it’s a profit corporation. The white lines in the sky- that brings me back. One time I was here, and you’re talking about a quarter of $1,000,000. I don’t know if it was paid or received for cloud seeding. Did Nye County receive that quarter of $1,000,000 directly? Or if they 4IPage March 1 7, 2026, Page 15 paid that much money. That’s the part I didn’t know. I didn’t understand. Well, it’s your money; it’s not our money anymore. You got it from us a long time ago, but you got pages and pages of bank accounts with hundreds of millions of dollars in them. But I don’t know that, but I don’t want to talk about that. Let’s talk about local government again. Y’all got your big expensive signs up for reelection, and God forbid we elect any Republicans or Democrats ever again. As another speaker said, when the government was down, there were no chemtrails in the sky; it’s Republicans and Democrats, it doesn’t matter which one it is; they’re both in the running for Satan. You’re the almighty. It’s evil. Anybody voting for Republicans and Democrats at this point really needs to turn your TV off. I want to tell you something about myself: this year, my neck showed up because my posture is different. Because I became vegan nine years ago. About eight years ago, my gray hair went away. I’m in pretty good shape for 64 because I became vegan. I want to guess what TV does, but most of y’all have ice cream before bed, and you wonder why you wake up sick. You’re eating concentrated cow mucus with processed sugar before bed, but it tastes so good. You know, ice cream is a depressant. Back to you guys, there are a lot of things that are wrong here, and when you deny being government, you are linked; you can whisper among each other and make fun of me all you want, because you’re big shots and I’m just a little dirtbag. Y’all are fancy rich, and I’m just a guy that goes around fixing things for people. God sent me here to fix stuff, not to pile money. Beth Borysewich — I sent each of the commissioners 2 emails and the County Manager 2 emails regarding things on our taxes. Calvada Airport is private. Did you know it’s like an HOA? Did you know that we are paying $3.17? I think it is for the airport. It doesn’t say what airport our taxes go to. If any money is going over to the Calvada Airport, then we need to figure out why and to stop it. They pay dues over there. We don’t want to support an airport we can’t use. There is nobody using it unless there is an emergency. The second one was about a fee that we paid through the state engineer for water analysis or whatever it is they do. Back in 2020, Commissioner Blundo asked what we received in exchange, even though it’s only $3.43, not a lot of money, but still adds up. Wanted to know what we get from that? Well, evidently, Sutton tried to find out; they said they would return and let us know, and they didn’t. So, it would be nice to follow through on some of these things that are hanging out there and find out the answers to these questions. I would like to know what we’re getting from the water engineer. I mean, where is the study on how much water we have? I thought the water district was working on that. Things fall through the cracks a whole lot around here, and that needs to stop. Somebody needs to take all the questions that we ask and answer them and follow up on this stuff. I cannot believe the administrative staff is not following up on this. So anyway, those are my two things on our taxes. If we can cut our taxes, I’m all for it. Even though we’re going to be $6 million in arrears. Diane Southworth — I want to start out by mentioning that Vietnam Veterans Day is March That is a day to celebrate the veterans who came home and the ones that we lost. Also, the sheriff has a new thing coming out on May 9th I’m hoping he’ll talk about it: a community family event at the park. The January food pantry numbers were 12,650 individuals. Looking at the population, depending on whose belief we have here, if it was 5IPage March 17, 2026, Page6 55,000 population, that would be 23% of the population needing help; if it’s 50,000, it’s 25%; if it’s 47,000, it’s 26%, so there’s a problem that needs to be rectified. On the homeless school account, we reported on February 26th that we’re at 153 considered homeless; of that amount, we’re looking at 107 that are doubled up, one that’s in a transitional shelter, 5 that are in a motel or hotel, and 40 unsheltered, we know not where. I think that’s a problem. These people who are getting food and these people who are homeless have jobs. But they don’t make enough money to be able to support their families properly. So, I want that to be a focus of the community. Then we did get some information from Silver Summit Health Care Plan and Care Source, the two new ones that have come into town. So, I’ll pass that information on to you. We have our regular game night on Wednesdays from 5:00 to 8:00 at the Nye Community Coalition, and it’s for young people to get together and stay off their phones. We have a funding assistance program for reproductive healthcare that can help with birth control, testing and treatment, vasectomies, etcetera. We have the Good Samaritan Act. I think we’ve all talked about how you cannot get in trouble trying to help somebody. They have alternative methods of pain management, which are very, very helpful. And then my Acer Tree Genealogy. Michael Garcia I, too, would like to keep it in a thanks and praise mode just to help the interruptions up there. But I’d like to express my thanks for the right to practice the First Amendment and realize that it’s all about faith, hope, and love. I’d like to talk to you about the laws of nature, and I’d like to leave you with a quote: the same God that gave us life gave us liberty. I’d also like to point out that Mr. Tim Sutton was able to stand before you and give a presentation about 5P354, the redacted one, and I’m sure y’all have never seen the unredacted one. But you can appreciate those cutoffs as well. But basically, what we’re looking for is legal versus lawful, and you’re outmatched. It’s going to take more than an uncontested draw to interrupt God’s will. Hold your tongue, I beg of you. Let your children be vagabonds for trying to override God’s will. And traffic children through the county, state, and federal funds; everything in the dark is going to come to light. I’d also like to talk about public versus private. You know, down in Clark County, we’ve got a sheriff who will stand up to judges. When are we going to see our sheriff throw some eggs? Anyway, what about liberty over safety, and y’all got any opinion? I heard y’all still listed safety numerous times: I = I 000 and I 000 = I So, when do you solicit liberty? . That’s what it’s all about, folks. What about subsystem optimization? Every product in every air reflects every organizational error. I don’t need to bring n Captain Obvious. Your judges and your weak DA council, but when one department designs constraints to another, and you accept it without question, like those restrictions y’all put on her speech and like the DA interrupted from the side bench, every constraint to some degree is guaranteed to be wrong. You got one department overriding the other department, and y’all aren’t even questioning that authority or jurisdiction. I’m just trying to get some common ground here, folks. What about the alternative alters? When do we get to talk about the children being trafficked? Our number one trafficker of children, by county, is by state with federal funds. When do we get to talk about state and federal funds? They’re guaranteed civil rights in these grants that you’re so greedy for. And that was a $267,000 grant, seed money that started that cloud, that y’all say it’s perfectly fine; there are no side effects, go ahead and put your tongue on there. 6IPage March 17, 2026, Page7 Randy Vincent I was at the last meeting, and I really don’t want to be here either. But Bruce, we’ve sent four or five emails and a phone call. I just want to know when the IPMC is going to be voted on. So, I don’t know how to do it other than to get in contact with you on the website. So, I would really like that. The gentleman over here thanks you for picking up the trash, but the woman’s back living there. So, is there any way I can get hold of you? The only other thing I was going to say is I know that 50 cars in somebody’s yard is too much, but maybe 8 or 10 aren’t. You can’t make a law about what they are and what they aren’t. I understand that. But 8 or 10 ofthem are waiting to get restored, and it’s not out of the ordinary. The other thing is that you really need to slow down your building department on their permits. Because, like, I went down there to find out about the shed I can build without a permit, and then I have to get a permit for where it’s going to go on my property for a shed that doesn’t need a permit. Kind ofwild. I mean, I lived in California, and they weren’t even that wild. I had asphalt put in my driveway; it didn’t get a permit, but now you need a permit. Now, if you’re going to put it up against the road, you have another permit to get. So that’s about all I have to say. I appreciate you doing your job. I know it’s not easy. I worked for a city for 30 years. I would just like to know when the vote is because I want to make sure that I’m here. Caroline Logue I do want to thank the board for all their work and for the appointment at the last meeting of new library trustees. That is really going to have a significant change. A comment that I’d like to also address, that District Attorney Kunzi made at the last meeting when you made those appointments. He stated that when he attended the meetings, there was chaos, and that is very true. He had not been elected as District Attorney at the time that Commissioner Blundo appointed the past board and made a very big mistake by having the board of trustees appoint the chair. The ensuing experience really comes from the previous Commissioner Blundo having a gigantic rally in the library parking lot. In response to what the director at the time had posted a small, insignificant statement on the entrance door to the library asking people to please not open carry a gun that isn’t secured in the children’s library. And the response from that commissioner was to put together this gigantic rally in opposition to what he deemed was gun control, and it was just for the purpose of ensuring children wouldn’t accidentally reach up and take a gun from somebody’s holster. That board at that time then fired that director after her 20 years of service. And that is just the start of how the library’s board of trustees acted throughout the number of years, and when the people started coming to those meetings and resisting many of the things that were inappropriate for that library. Kirk Rex- I wanted to hold you to your convictions from last month’s meeting on the IPMC. You all acknowledge that it was notthe right thing for Pahrump. I’m just here to make sure that you still hold that value because it hurts this community. If you haven’t seen that, you’ve seen your constituents come up here and plead with you to get rid of this. So, I am here again to employ you to do this for your constituents. Linda Clark- I just want to say hello to the staff and say hello to everybody else. for Public Water Systems in Nye County, Nevada; and discussion and deliberation to approve, amend and approve, or reject Nye County Resolution No. 2026-02: A Resolution Adopting the Community Source Water Protection Plan for Public Water Systems in Nye County, Nevada. General Manager Daniel Weeks We have a presentation item that should have been an action item, which was an administrative error. I would just like to say that this document, and before we get into the technicalities, imposes no burden or taxation on anyone in Nye County. This is strictly an informational reference material document that existed and has been updated through the assistance of RCI. Who should be on the phone: Beck Environmental, BEC Environmental, Eileen, and Evandy. One really important thing, I think that the public should be aware of, and this board be aware of, is that there is absolutely no way that the water district could have engaged in this very important project without the assistance of Beck Environmental and RCI. This proved to be an extremely educational opportunity for me to see the proper way that a document of this significance and magnitude is put together, presented to all of the different communities throughout our county, and then brought before you for evaluation and hopefully adoption eventually. I’d like to thank Evandy and Eileen for their help in developing this program, which costs nothing to the local taxpayer. All of the work that was done here was done through federal funds that were grant-funded. So, if you have any questions for me or about the water district and our participation, I’m here to answer them throughout this presentation. Evandy Severt — Presents the results of the update of the Community Resource Protection Plan that is attached to this item in the backup. Mr. Weeks said this is an existing plan originally drafted in 2012 and underwent an update using the Nevada Integrated Source Water Protection Program (NISWPP) funds. (PowerPoint Slideshow presented.) Also on the line is Ethan Mason, the program coordinator with NDP. The Nye County Water District requested technical assistance from NDP to update this plan since it had been 12 years. We presented that we were going to be doing this update and L 15 I Page March 17, 2026, Page 116 10:00 a.m. Presentation ofthe 2025 Community Source Water Protection Plan for Public Water Systems in Nye County, Nevada Cont... gathered a few members to form local planning teams, and over 20 meetings occurred in 12 months. We brought this plan back to all of the local community boards, who recommended its adoption, and the Nye County Water District adopted it by resolution on December 9th of 2025, and then we’re here today to present updates to you. We are looking for adoption by resolution. Unfortunately, that was supposed to be for today, but we’ll have that at the next meeting. Our local communities come together, and the planning team consisted of many people who are actually in this room. Commissioner Strickland, we had Mr. Wagner, Chief Lewis, Mr. Weeks, and many of the public water systems throughout Pahrump and throughout all of the communities by county public works. We brought this finalized plan back to each board that provided letters of support, which they either adopted by resolution or recommended to be adopted by this board. There is a summary of accomplishments, but I’m not going to go to every single one of them. I just wanted to say that throughout each of the communities, there was a common goal and a common concern for protecting water quality and protecting their drinking water. It was our pleasure at Beck Environmental, RCI, and NDP to work with these communities and to listen to them and understand where they came from and what their specific community needs were. Successfully, we were able to listen to that and incorporate that into the plan, and that was a huge accomplishment. We have the plan adopted or recommended by all of those local planning boards. It has been adopted by resolution by the Nye County Water District. We are looking for this plan to be adopted by the board of county commissioners and then endorsed by NDP. In order to make this living document, we are going to do annual updates and regular implementation of action plan.

Public Comment: Michael Garcia- I thought it would be noteworthy that, according to the auditor, everything isn’t running smoothly, or maybe it is for y’all. Also, I think he may have misspoke because 16Page March 17, 2026, Page 17 6.10:00 a.m. For Possible Action — Discussion and deliberation regarding the monthly statement of county treasurer pursuant to NRS 354.280 Cont... actually, when you’re dealing with fraud, it’s origin plus equity equals validity. I don’t know what he was minus-ing when he had his last deal.

a. Declare 1360 E. Bruce Street, Pahrump, NV, a public nuisance consisting ofan unsafe, unhealthful building, which poses a public health and safety hazard; b. If declared a public nuisance, establish a reasonable time for Joshua Ware who is the property owner, to repair, abate or remove the public nuisance; c. If the public nuisance is not abated within the time period designated, direct staff to utilize the abatement procedures to abate the hazard by removing or causing the removal of the hazardous conditions; and d. Apply a special assessment against the real property in the amount of the total cost of the abatement. Assessor’s Parcel Number 044-162-18 Location: 1360 E. Bruce St., Pahrump, NV. Property Owner(s): Joshua Ware. Manager Waggoner — The property owner is now deceased, as of a few months ago. Susan Ryhal Our office received this on September 8th, 2025. We did conduct an initial inspection you’d see that there were two structures on the property that were destroyed by fire, and I believe that fire occurred on July 7th of 2025. We did send out a notice of violation. I did speak to the property owner, who said that he intended to bring the property into compliance, and he actually had started to do that when I did a subsequent inspection out there, and there was a roll-off container there that looked like he was intending to start to bring that property into compliance. I did advise him that we were going to post a notice to abate and what that process looked like, and I posted the notice to abate and then went back there. There was some time in between these inspections because I was out for personal reasons. So, he had some additional time, which we always afford them if they’re working on it. We did go back there, and the property was still in violation didn’t look like there had been any actual start of the removal of the fire debris. We did post a notice for the hearing, and here we are. We did receive the notice yesterday. I was notified by our office staff that we received the notice back from the post office that said deceased on it.

Ryan Muccio — I represent Desert View Hospital, and we would just ask for your consideration for this item. We’ve been working closely with Congressman Horsford’s office on many initiatives. He’s been very supportive of the hospital, and they would like to get this pushed through to the House Appropriations Committee on the 27th• I just wanted to reiterate that you guys are not really committing to anything right now other than the county being able to submitthe grant. There’s no agreement at this point; it would just be that you should or could direct staff to apply for the grant. I’m sure Stephanie could get more details on that. But I just wanted to make it clear we’re not entering into anything that’s going to hold anyone to anything at this point.

Public Comment: Stephen Pitman My questions come from the fact that I ran an ambulance service in northern Vermont. My question is, how many calls for non-emergency medical transport were there in 2025? Our Nye County Medical facilities are prepared to provide garage space, insurance, fuel, and maintenance for vehicles; they should not be left out in the desert sun. Will the vehicles be staged at the medical facility requiring the transport team to report to the hospital, check out the vehicle, accept the patient, make the trip, return to the hospital, turn around the vehicle, and prepare for the next trip? Or will the driver stage at their homes? To respond faster. If the transport team is provided by facility staff, what will they be doing when they’re not transporting patients? Will the vehicles be licensed by the Nevada Transportation Authority? Who will handle the insurance claims for transport? Where will the drivers be sourced from? Or do the training and certification requirements? DOT require background fingerprint checks because they’re prescribing a training curriculum for NEMT to include patient and equipment handling? The Las Vegas-based company that has been mentioned requires over 80 hours of initial training. Will there be a Co-driver? Continuity of care is a serious condition, especially if the patient is being transported on a stretcher. How will the vehicles be dispatched? Will the vehicles be equipped with radio or cellular communications and GPS navigation? If the driver must provide his own cell phone, the employer must reimburse the cost or provide a dedicated phone. If the use of a radio, under whose license will the radios operate? What frequencies will be used? Will this program provide transport for more than hospital discharges? And will there be a waiting fee if the transport team must stay with the patients? Assisted living facilities, dialysis, physical therapy, dental and medical appointments, and optometrist visits. If the transport team is on call, what is the minimum response time? In other words, can they hold a nine-to-five and still respond within four or more hours? Will the transport team receive on-call pay? As the distance they may travel from the vehicle limits their daily lives, if I am forced to wait on a call, I must be compensated for that time. What is the response area for this service if only from Desert View Hospital to a residence? If the patient is being returned to a residence just over the border in California, will additional certifications and licenses be required? Will the medical 23Page March 17, 2026, Page 24 23. While the service is definitely needed, these are questions that need answers before you commit to a program like this. I gave Miss Con copies of my comments, hopefully you all have those, and it contains some of the job requirements. Beth Borysewich- I 100% back up the last speaker. We need to look at how each vehicle and or seating area is going to be sanitized between patients, and what happens if there’s an accident? We need to look at that because sometimes there are some wacky drivers out there, and you know, it could be a horse that runs in front of the ambulance, and that would not be a good thing either. But you know it’s the reality here in town. So those are two additional things that we need to look at. Marianne Hollis- Who is going to manage this program? Is it the company providing the vehicles? Is it an outside source that will manage this program? In my career as a nurse of 50 years, sometimes a patient is discharged with medical equipment attached to them, such as a Foley, drainage, or a primary care line for IV’s, that requires an upper level of care in the transport. So, you’ve got a lot of questions to answer. Bruce Johnson - Steve, you did a thorough job there. I stand behind it, and I’ll end it there.

Finance Grants and Contracts Manager Stephane Elliott — We are applying for Congruential funding, so this community project funding, which is sponsored by the House as well as the Nevada Senate, then goes to the feds. We have not been awarded anything; it has not been appropriated at all at this moment. Ryan reached out to me on behalf of Desert View Hospital requesting that Nye County apply for the grant as we are considered eligible as a local government entity. Our responsibility would include the procurement process, which means going out for formal solicitation of vehicles, as well as grant management. Typically, we’ve seen two years on congressionally funded programs, as well as the grant closeout. I estimated approximately 104 hours would be our commitment over the course of the next 24 to 36 months, possibly costing in labor time around $67,800.00 with wages and benefits. I do want to state that this is for non- medical transport. I briefly spoke with Chief Lewis earlier today to make sure this didn’t impact the medical services that are being provided, and these are non-medical transportation vehicles, If awarded Nye County, we will serve this as a pass-through grant; we are essentially passing the vehicles onto Desert View Hospital. Ryan also has a couple of ideas for other local medical providers with a dire need for this type of transportation service. I think he may be able to talk a little bit closer at heart as far as numbers and what type of transportation is being provided. Public Comment: Bruce Johnson- Item I 5 presents a situation where the District Attorney’s Office has a conflict, and the proposed solution is to appoint a special prosecutor funded by public dollars. That immediately raises the question of structure, not of outcome, but of a process. When a conflict exists within the prosecutorial authority, the response must ensure independence that is both real and visible to the public. It’s pure; however, the process remains entirely internal. Brian identifies conflict government appoints to the replacement government defines the scope and public funds support that process. At the same time, it has been stated previously that a grand jury is not a practical option in Nye County. Often, due to a lack of resources, yet in the moment, resources are being allocated up to 30,000 for an alternative that does not include direct participation of the people. So, the question becomes one of consistency and choice. The funding is available. Was any consideration given to a mechanism that includes the people? Such as a grand jury or any form of independent citizen oversight. And if not, why was that option set aside in a matter involving acknowledged conflict? Additionally, clarity is needed on three points: who defines the scope ofthis investigation, what limits are placed on that authority, and what oversight exists on the use of public funds? National velocities no man shall judge in his own cause. That principle extends beyond individuals; it applies to structure, and our conflict exists; structure must rise to meet it. Justice must not be done; it must be seen to be done, and that visibility is determined not by intention but by the framework chosen. I ask that these questions be addressed clearly on the record. Beth Borysewich I must be stupid. I just don’t understand why the DistrictAttorney has $30,000 in his budget to pay for this. So, does that mean he’s going to write a check to the general fund to fund this? Or can’t we just charge him directly so that it doesn’t come out of the general fund? Assistant County Manager, Lorina Dellinger There was little action taken, but there was back in 1987 to 1988, the scholarship fund was approved by the board, and then they brought back an item to establish some sort of procedure on how to issue these funds. The employee was a road department employee, and the beneficiary was Nye County, so they decided to hand over the responsibility of establishing a committee to the school district. So, the school district had a committee that reviewed applicants for scholarships and then presented that to the board of county commissioners, and the board started awarding that, and the amounts of $500 it varied, and then it just stopped. So, this is where we’re at today, but that’s the history. Sherry Stringer I am the secretary for our Pahrump Valley Rotary Club here, and we would love to be the custodian to handle the funds and administer the scholarships. Right now, we give out five $1000 scholarships each year. So, we would love to be the custodian. I’m sure if Chris were able to be here, Chris Salute from Great Basin College, he would probably say the same thing. So, we just wanted to put our hat out there and let you know that we would be very good custodians of the money and the scholarships. Trailers and Recreational Vehicles being stored at the Pahrump Landfill. Director Boiling On November 18, 2025, this board approved up to $30,000 worth of monies to be able to start removing abandoned vehicles from lots that they should not be on to begin with. Noble effort, I am all for moving forward doing that, but we have to do it the right way. Upon the first vehicle entering the landfill, I said Well, did you remove all the hazardous waste? Did you do a VIN inspection? Did you do any ofthat stuff? We can’t just store these things at the landfill. After having multiple conversations with the sheriff and the sponsor of this, we decided that we would allow them to stay there for up to 45 days, so an event inspection could be done, and they entered all of the hazardous materials that were taken out of the vehicles before entering the landfill. As of today, the shortest amount of time any of these has been in the landfill is 53 days since it entered the landfill. So, we have some that are over 112 days that have been there for that long. We need to figure out a way to get these out of there. Subsequently, this morning, they did get a phone call from Mr. Harry Means, who kind of had a path forward. I don’t know if he did research himself or was directed to get rid of these, which would be to have Pahrump Valley Recycling. He would be able to take those to those who would crush them down and then be able to dispose of them after doing a VIN inspection on the vehicles. The caveat to that is because I called Pahrump Valley Recycling to make sure that she understood what hazardous materials could be present in these vehicles, i.e., oils, gases, propane, batteries, coolant, everything like that. She did state she would only be able to take the travel trailers. So, the RVs that are self-driven, they have motors in them, or used to have motors in them, she would not be able to take. So that still leaves 5 out of 10 that are there, not able to be taken anywhere. So, we need to figure out a 36 I P a g e March 17, 2026, Page 37 25. Bruce Johnson This has been an ongoing problem, and hopefully at some point we’re going to get a resolution, and I would like to know if at some point (inaudible) RVs came from whose property. Are there any investigations taking place amongst any of these? (inaudible). Beth Borysewich The last discussion was very long. A lot of people are posturing, and it’s the perfect example of things falling through the cracks. When Mr. Boiling put things up for the agenda, there was not a lot of backup. The procedure to handle those parts should have been done when the agenda item was added. As you guys said, the agenda should have been put together by now. So again, it’s falling through the cracks. They just hired a couple of new mechanics over there. Why can’t some mechanics go and remove the hazardous waste? And then looking online, federal laws governing abandoned vehicles in landfills fall under the Resource Conservation and Recovery Act, which regulates hazardous waste disposal and ensures proper disposal of materials like batteries, propane tanks, and oils found in RVs. While the federal law provides the same framework, disposals are also managed by the state and local authorities. Landfill compliance means that you have to follow federal law, but municipal solid waste landfills 411 P a g e March 1 7, 2026, Page 42 25. It’s like you guys are backwards in everything that you’re doing over there in the planning department. You get this stuff, you bring it in, it’s sitting in what I saw in the pictures, these RVs are sitting there by a hill doesn’t look like they’re affecting anything right now. And if it’s a violation, it should be a violation on you guys. But these RVs do need to go, use one of your mechanics, think outside the box, empty outthe hazardous waste, getthem crushed, and send them over to the landfill. Or send them off for recycling to make more money and bring some money into the town. I’m a little disgusted by this whole situation.

Marianne Hollis I would like to make an announcement about an event that is coming up on March 28th it is called Patsy’s Community Closet. It’s going to be held at the Bob Rudd Center, and it provides new and gently used clothing to individuals in need, including foster youth who are coming out of foster care, and who have nothing, seniors, veterans, and students who want to be prepared for prom, possibly with some dress clothes. So, this is out of my usual vein of comment, but I thought it was worthwhile mentioning. My next comment is a quote of the day, Restore discipline internally”, which was from a “ speaker, Mr. Johnson, I believe, and in my mind, it runs a close second to the quote, We “ are not the government. Secondly the hospital is celebrating 20 years of being here in Pahrump 20 years ago the population was half of what we have here now and it will be doubled again with all the new projects coming in and this is one of the issues that I’ve spoken of many times that there doesn’t seem to be any discussion about increasing services the size of the hospital or even the schools or even our responders.
