Commissioner Jabbour

Just a few things I’d like to address that were mentioned today. If I could get some updates, I’d certainly appreciate it. We did reject the licensing over on Oakridge a few months ago, and I have received a couple of emails, and then of course, today we have some feedback that it’s still in operation. So, I would like to know what’s going on with that, as we unanimously rejected to relicense and reinstate anything for that facility. Regarding MediWaste, with the millions of pounds of ash that may be produced if that project is given some type of state permit and licensing, just so you’re aware, throughout Nye County, ash is prohibited from being deposited in any of our landfills here in Nye County. So, I’m not sure where they’re planning on disposing of it. And the last item I’d like to mention is the IPMC. I know that it’s a very contentious item. IPMC came before us a month and a half ago. It was a totally different agenda item; that item was to clean up existing verbiage of the IPMC, and it was not the Commission voting on disbanding the IPMC in its entirety. However, it was mentioned at the last meeting for clarity that staff working with us are bringing that back so we can take another look at it, and we can either move forward, keep it the same, get rid of it, or what have you, but that’Il be discussed at the next agendized meeting with the IPMC specifically. So, if that’s clear with the staff, I’m notjust making the statement that this needs to come back, and it comes back through planning.

I would like to speak to the request for affordable housing that was mentioned. We do have something phenomenal happening here in the valley. We have a company named Cubby that is building homes. They have purchased the land behind Home Depot, which is on Oyster, which is the same street as the DMV. They will be manufacturing homes at a cost savings between 30% and 50% less than the market is currently bearing, according to their literature. They will also be able to produce a 8f Page product for between 90 and 120 days and employ 250 people. They’ve been working with this Commission to get this done for some time, and we don’t always get to keep you in the loop because we get a lot of tire kickers, and this one looks like it’s the real deal. We got some great renderings. If you can imagine a truss plant, when you’re building trusses, the truss moves through the plant and gets built. That’s how Cubby operates. They take the components, they build the house, they deliver it, and set it up, not unlike other systems that we’ve seen online. So super exciting for our community to be able to have affordable housing and manufacturing right here in Pahrump.

Regarding MediWaste, make sure you get your comments up to the state. It’s very important that you do that. Because they do hear us and they do listen, they don’t always do what we want them to. Secondly, I got an e-mail from a guy who is speaking on the zombie lots, and again, nobody wants them built more than I do because that brings in more infrastructure and more businesses that we need, more services, more medical, more restaurants. However, I got this e-mail from a guy, and he’s like what you do you need to do, because you’re not doing anything to help the people you need to pay to have the infrastructure put in, and then just raise everybody’s taxes for that. I am not doing that, can’t do that, it’s not fair to everyone else in this valley to force them to cover the cost of the infrastructure, it isn’t there right now, and I know you keep telling me that it’s just a matter of a simple zoning change. You’re going to see very soon, that is not correct. I’m working, I believe Commissioner Jabbour is working towards that, and I am absolutely in support of him doing that. But you’re going to see at that point that it may not solve the problem, but it’s a step, though. I’m all for doing what we can to help everybody out here. Another issue, Mr. Jack Schluneger, code compliance has a very different take on your situation than you do. I feel like folks are getting a very one- sided version ofwhat’s going on. I am all for live and let live and let people be. However, it’s got to be safe; it can’t be a situation where it’s going to kill somebody, and it needs to be done in a way that protects not only you but your neighbors. We had a fire recently that Chief told us about at the last meeting, and they had a very difficult time taking care of that and not endangering other folks because of all the crap that was on this guy’s property. I mean, just everywhere. It could have been a catastrophic thing, and it’s a clear example that being a good neighbor is probably the better way to go. So that’s it for those comments. I have a question for the staff. I hate giving directions to staff, but I would like to know, of the five commissioners, how many code compliance complaints each of us commissioners have submitted in the last 1 1/2 years. I don’t want to know what the complaints are; I want to know how many in number and how many man-hours roughly those complaints have cost the taxpayers of this county. Further, I want to know from our Public Information Officer how many public records requests have been submitted by any of the five of us, on staff or other members of this county. So, if you could provide that, that would be great. 9IPage County Clerk Freidhof— We are accepting poll worker applications from anyone interested in working the polls for the election. We have 46 days until early voting, 63 days until election. We really need some help. Ifanybody is interested, it is on ourwebsite; you can pick it up at either office. I wanted to let everybody know our sample ballots look like they’re scheduled to be mailed out on the 29th ofApril, with our actual ballots going out on the 11th of May, which is tentative.

McGill First of all, not trying to point any fingers and not trying to place any blame, I just want to bring up that there appears to be a significant backlog in vehicle maintenance. I realized there have been a couple of people out, and we’re in a bad way right now for vehicles. The undersheriff and a couple of our lieutenants have turned over their marked patrol vehicles to deputies. I hate to say buy used vehicles for Metro. I don’t want to do that because it’s a short-term, and the last time we bought them, we bought them with 50 or 60,000 miles. My understanding there’s the Clark County Commission decided that if Nye County is willing to drive them, you can continue to drive them. So now they’re not retiring their cars, I believe, until 1 00,000, which is kind of the end of life. We are in the process of ordering some new vehicles; however, it’s only going to be 9 to 11 vehicles. It’s going to take a significant amount oftime to getthose upfitted. Outsource the upfitting, which is going to more than likely cost us more. But we could probably get a car done in a week. So, we’re looking at that, we’re looking at the expense, we’re just hurting. The second thing is, I wanted to let you know we had an unfortunate incident yesterday, where an elderly male was attacked by a dog, and animal control and deputies were dispatched. When the deputy arrived, the dog was still on top ofthe male, who was on the ground and still being attacked. The deputy got the attention of the dog, the dog charged the deputy, and unfortunately, the deputy fired, and the dog is deceased. The cause of that was the fact that the dog was outdoors, free, not being watched, not contained in a fence, not on a leash, not being supervised by the dog’s owner. The victim, unfortunately, was just the next-door neighbor who, as of last, he was flighted to Vegas, was alive, but I can tell you there were some severe injuries, and due to his age and the extent of his injuries, it would not surprise me if that male had passed. So, please keep your animals contained, keep them in your house, in the yard, on a leash, or whatever it takes, because nobody wants that to happen. Undersheriff Cory Fowles — To touch on the vehicle maintenance, there are three solutions that may be looked at. One is possibly outsourcing that labor to a private shop third party contractor. Another possibility, and I don’t know what the workloads are like, this is just something, it may not be feasible because I don’t know how these guys operate, but if it’s possible to reassign a mechanic from the heavy-duty shop over to the light-duty shop. The other possibility is to pay the light-duty shop overtime to come in on Friday, again don’t know if that’s feasible, if that’s possible. But those are three things that we’ve looked at. This came up on my radar about three weeks ago. My lieutenant, who manages the fleet, had brought it up to me and said we have cars that are sitting in our lot that need service that the shop hasn’t been able to pick up yet, and the ones that are down there are just sitting in a backlog. The guys at the light-duty shop work hard, they take care of us, they support us. There’s a shortage of labor there. As the sheriff said, not pointing lOlPage fingers, but it’s been progressively getting worse. You just have more cars coming in for routine service, oil change, tire rotation, brake service, and just can’t keep up, and that’s in addition to upfitting the last batch of cars that we have right now. So that takes a lot of time, a lot of labor, and a lot of effort.

The three solutions that you brought up, the public works director or assistant director in chambers in Pahrump, that’s who you need to speak to. Undersheriff Cory Fowles I know there’ve been conversations. I didn’t talk to them myself, but I know that people in my office did. I’ll follow up on that with public works. Animal Services Manager Kristi Siegmund I am going to speak a little bit about what

talked about with the dog. We’ve experienced a lot of loss in the last few weeks. Our animal control officers are picking up dozens of animals that are deceased on the road and bringing them into the shelter. We had this unfortunate incident yesterday as well. So, the hard conversation needs to be had, we hear all the time, don’t take the animal to the shelter, they’ll be euthanized, and I want to remind the community that we are a no-kill shelter, we don’t euthanize for space. So, bringing the animal to the shelter is really the safe thing for that animal to have happen. No one wants to see these animals die. I don’t think anybody in the community does. But there is an honest reality that we have to speak about, and that is that dogs cannot freely roam out in the community. We can’t TNR a dog as we can a cat. Dogs become territorial, they form packs, they go without food, they suffer illness, and they end up dying. Nature is not kind to them when they’re out there. But the other side of that is housing these dogs in kennels for months or years. We have a dozen of them that have been with us in this shelter for over a year now. That’s not good either. Their mental health suffers, and that’s just as bad in my opinion as being out in the elements. So, we can’t say don’t euthanize our dogs or our cats that come into our shelter, but also not acknowledge that we have a lack of resources, we have a lack of space we have a lack of homes we can’t adopt our way out of the situation that we’re in right now and we’re not the only ones in it, this is this is nationwide. We need stronger laws, including spay and neuter. We need accessible funding programs for public accountability education. All these things that I will be bringing to you in future meetings to discuss as an agenda item. So, that is going to come forward because we must address them; we have to start being more proactive instead of reactive. The big thing is we need accountability and responsibility from these owners. We really need our community to step up when they have animals and make sure that they’re responsible for them. Dogs can’t roam and survive; there are too many of them, and our environment is not built for that reality. Last month, we took 121 animals into the shelter, but only 27 of them were adopted, and only 35 of them were returned to their owners. We’re not even at 50% of the animals that are coming into us. So, I ask the community, please, when you have your animals, keep them secure, keep them on your property, keep an eye on them. I’ve seen our community do amazing things when we band together, and I do fully believe in my heart that we can band together, and we can come up with solutions for this as well. I’m going to continue to work on additional solutions and work on laws, but I need the community’s support to help with their own animals as well. DA candidate Michelle Nelson 11 IPage is going to sponsor adoptions from the 15th of this month to the 30th of this month. So, for those who maybe have a financial concern, and maybe that’s why you’re not adopting, it will be sponsored for I 5 days this month. So, I’d love to see the community come down. We have 151 animals in our shelter right now. Not all ofthem are available because they need to be vetted, and as I’ve shared before, we have to bring our animals into Vegas for that vetting, and we’re at the mercy of the schedule, so not all of them are available, but over 65%, 70% of the animals we have in our shelter are available. Come down and take a look, but I also know that our community has done so many wonderful things with adopting animals. That space in your home is a concern too, but if you can’t adopt, come down and walk the dogs, come down and help enrich their lives, come and spend some time with them. They love that, and we love that. I know you guys will love that too. I’m always open to suggestions or solutions. Public Works Director Thomas BoIling To expand on what the undersheriff stated, yes, there has been, for years now, a deficit in the light-duty shop. I have come to this board numerous times during budget season to either get apprentices or more people to fill that shop. Isn’t there a budget? We did outsource a couple of times, but the budget isn’t there to do any more than what we do now. So, we’re either going to have to increase the budget in that shop, and the easiest way to do that, in my opinion, is to hire more people to get more done. I do have another person on again this year for another light-duty mechanic. All my positions are currently filled. Just recently, I had one person go from the light-duty shop to the road department, and we immediately backfilled that position from the heavy-duty shop to the light-duty. We do everything we can to keep those positions completely full. We need more people and more help. It is getting to a critical point at this point. The vehicles we have are brand new vehicles ofthe firsttranche that we purchased that are now in there needing major repairs, not just minor repairs, not oil changes and all that kind of stuff, major repairs. So, it’s something that needs to happen, and we’ll bring it up during budget season to make sure we get this taken care of.

After speaking, I had an email from somebody in IT that said that they recall this happening before and that the county used the school district mechanics to assist. I don’t know how that would look. Do we pay their fee? You know, maybe it’s a short-term solution. Chief Lewis Just talking about the call volume notice, some mention fires and things going on in the last several weeks. We’ve had no less than eight working structure fires in the last three or so weeks, multiple vehicle fires, multiple accidents, gunshot wounds, stabbings, just about the whole nine yards. But the reason I wanted to come up here today is that there are a lot of them that are preventable. We talk about the overabundance of personal property stored within and without; that’s something we can all work on together. But more importantly, just in the last 4 days now we’ve had two people burning their own structures down by unauthorized controlled burning that is something that’s completely preventable. I know we’re coming to the end of burn season, but let’s be prudent and use care and not risk our neighbors’ properties as well. 12Page DA Kunzi One of my statutory duties is to represent the school district, so I will reach out to the school district and see if I can pull some strings and see what cooperation we can get to maybe get their mechanics to help. We still need to get this addressed and resolved. I will contact the district and let the sheriff know. Manager Waggoner I just want to let you guys know that we did get notification yesterday on Wilson Rd. that we were awarded a grant that’s nearly $1 .6 million to reconstruct 4 miles of Wilson Rd. and I just want to thank public works and finance for putting that together in a package that was acceptable so we got the award.

This just popped up yesterday. Is it possible for us to use these funds to pay the jail fund?

Sheriff McGill

I don’t think so because it’s already being paid under some other fund, and you cannot supplant funds. DA Kunzi That’s correct. It must be for either new hires, equipment, you want to do new building, a new fire truck, but it has to be new. Our existing personnel, these are recurring costs for those. And they were hired as you would with PSST.

Sheriff McGill

The reason why we did that is that in the past we’ve come to the board mid-fiscal-year and said we want to amend our PSST budget and purchase this. And now we’re being told that we have to do that through the state and there are other loopholes and red tape that we have to jump through and so it was recommended that the carryover balance, the balance of my savings account, be made available to us at any time so that we can just come to the boards and say we want to make a purchase from the PSST fund in this amount.

So does that verbiage need to be changed? DA Kunzi No. I don’t understand going to the state. The state has absolutely nothing to do with this. The problem is, again, you have a PSST fund, it is not the sheriffs fund, it is the county fund that is split half between the sheriff and with fire. But that doesn’t mean that he has the authorization to spend any money because the main requirement of PSST is that you cannot spend one dime without it being approved by the particular town in which those funds are to be spent. Now that has to be done by their town boards, and of course, you’re sitting as the town board. But again, he’s not asking to spend that money. I don’t believe it’s appropriate to say he has the authority to spend that money anyway he wants to without bringing it back to the board. Just remove the verbiage, the money will still be in the fund, and if he wants to get more funding, he will have to bring that item back. There is a lot of confusion with PSST and this is the worst state law and ordinance that has ever been crafted. Everyone wants to apply their own interpretations. I will put out an opinion that will highlight all the real issues with PSST. So hopefully people will be able to understand how to maneuver through this. And one of the things that, just as an example that’s really complicated, is how do you allocate resources to what’s happening in Tonopah, Round Mountain, Beatty? That’s whatthe problem is. So how do you do that? I think that what is overlooked oftentimes when you look at the PSST Regulations is that there are two different ways of allocating funds. Either by where they’re located. Chief Lewis’s budget for his PSST money has to be spent in Pahrump. But the Sheriff has to serve the entire county, so the easiest way of allocating those funds is on a population basis. I believe it’s appropriate for the percentage of the population for each of the towns 15Page 9. I do have a very significant legal concern with leaving that line item on here.

The problem came in when he wanted to do that several months ago, when he wanted to buy new Tasers, and he was told he couldn’t come back and redo it until the end ofthe year.

And this was the recommendation that I received from the comptroller: to use To Be Determined. I added on and approved by the board at a future date.

My recommendation was to have a generic category body, safety, equipment, not to be determined. DA Kunzi — I don’t understand why taking it off is an issue.

Because we were told we can’t do it mid-year. If your opinion is that you’re going to write up, you will show him how to do it mid-year, then we’re good.

Sheriff McGill

I’ve been asking for a meeting with the state because it’s my understanding that there’s a town board member who has been meeting with the state or having conversations with the state and is getting conflicting stories. I would like for there to be a meeting between the Comptroller and a representative of D tax so that we can get this ironed out for the next 4 years, so I don’t have to go through this. DA Kunzi I don’t need D tax permission. This is a Nye County law. We will deal with the D tax if we have to. But the person he’s talking about, I’ve had many conversations with, and I have gotten buy-in for what I’m suggesting we do. It has been a problem, but it’s shocking to me that we’re doing this because of one person on the Tonopah Town Board who is saying something about it. I don’t believe this board can approve the spending of any money.

I’m not asking this board to approve any expenditure without going to the town board first, except for the boards that you oversee.

Commissioner Koenig

All I want is for him [DA] to tell us in October, and you [Sheriff] need more on how to do that.

Commissioner Strickland

It’s ridiculous that money is just sitting there. DA Kunzi You don’t go to the state; the state has nothing to do with the process of authorizing you to spend the money.

So, we create a budget, and if we go over our budget, we need to do a budget change, and for that, we do need to submit it to the state. 16Page 9. Manager Waggoner What Sheriffs referring to is when he tried to do it, it was delayed because we had to wait for the final audit to go to the state.

Why do we have to wait for audits when that money is in the PSST account for us to use? Manager Waggoner I have a question for Comptroller and DA, could any of this PSST money be used to hire a Sheriffs Department Mechanic that would be dedicated to the Sheriff’s department vehicles only? If we could provide them with space in one of our shops. DA Kunzi I’m not going to give you an opinion without looking at it but I will do a very quick review of it.

If I can offer my opinion on that. I don’t see why not because it’s an employee of the Sheriffs Office. If we create a position. DA Kunzi I do think it is possible. It would be a new employee, but the issue I have to wrestle with is that it’s kind of indirect support of the Sheriffs Office, and PSST funds really are more direct.

We have Admin Tech II’s who are paid under PSST. DA Kunzi But there is a difference between what he is talking about because those people are dealing specifically with calls coming in and handling those types of things.

Commissioner Boskovich

What if we move forward in that direction and give you 2 weeks to figure out if we can do that? DA Kunzi Two weeks is very doable, I can do it quicker than two weeks, I will make this a priority because it is an interesting idea.

So, assuming we take out to be determined the last line on this spending plan that we have here for approval, which leaves that money in limbo, and two weeks from now the Sheriff comes in and we have an amended budget to the state, at that time he can add that back in. DA Kunzi — Yes.

We’re going to need to do each of the others, which is Beatty Gabs and Manhattan, because they all have to be determined.

I am going to ask the comptroller what does it take to come back in two weeks after the budget is approved to amend my budget? If we come back to her and we 17Page 9. The budgets need to be approved by April 1 5th, that was the PSST change. We do not submit the final budget until the end of May. DA Kunzi The amendment does not have to be preapproved by the state. You notify the state that the budget has been amended. Is whatthe process is. lfthe state has an issue, they will take issue with it.

The issue that we had last year was that we were ready to issue our financial statements, but it was a matter of the fund balance, whether we had enough money for the change to address additional spending. DA Kunzi — D tax does not tell us yes or no, before we spend the money. It is a notification only.

Sheriff McGill

Can I bring up one more item? I’m not sure if it’s appropriate for this setting or not. We had to scramble because of the time frames to get our budget submitted by April 1 5th We did not make the Beatty meeting because of that, and we had six days to prepare our PSST plan. We got the audit done, and getting the financials from the state. By the time that we finally got the financials from the state, we had already gone to a town board meeting and said we think we’re going to get this much from the state in revenue this year, but we didn’t know. The April 15th PSST plan is really the kicker here, which was what killed us, and that we didn’t have time to get done without knowing how much is coming in the revenue base. Manager Waggoner — It should never be going down, look at it that way.

I just want to caution, make sure we’re not supplanting, we cannot spend more money in PSST than what we have in the general fund, that’s being paid for the expenditures for safety. Make sure you when you start allocating it to the different towns, the dollar amount can make a difference.

I did not realize that you were going to make that part of your pre-motion of removing absolutely out of 9, 1 3, 14, 1 5 and 20. I would also like to mention thatthe sheriff is correctthat he was unable to meet in front ofthe BeattyAdvisory Board, and so we can approve this contingent upon the sheriff going before the Beatty Town Board out of respect to the board members and presenting his PSST plan.

As part of my position, sometimes I do the inspections with the Sheriff’s Department and our code people, and these facilities are extremely clean, extremely scrutinized, and watched in everything they do. The product coming out of these places here in Nye County is literally some of the cleanest, best specimens of cannabis there is. So, it’s something to be proud of as far as that goes. The medicinal qualities of this stuff are incredible. Obviously, there are people who probably use it more than they should. But I’ve always wondered why we’re limited to whatever license number we are, the same with fireworks. But that’s a separate thing.

Mr. DA, could you tell us how many prosecutions have moved forward here in Nye County due to cannabis use? lfthey were arrested, then it comes to your desk. DA Kunzi I couldn’t tell you that, I will tell you this, that it’s interesting to me that the governments are trying to regulate and control the rights of people to be able to do what they want to do. I happen to be a civil libertarian, so I have problems with that. But the reality of it is, in my world, we don’t seem to be concerned about all the domestic violence and DUI cases that come from alcohol. That is the biggest mover of crimes that I have to prosecute, and I said before, yes, we might have a few marijuana cases, but the only way that they really would be in violation is if they’re driving under the influence of marijuana. Because other than that, it’s no different than cigarettes or anything else, and so no, we don’t see it. It’s not a mover within the law enforcement arena, and as I said, it doesn’t even come close to the issues that I have to deal with because of alcohol, which is also legal.

I don’t know if you realize that Nye County is not a member of SNPLMA. We requested to be a member, legislatively, through a land bill, which has not been heard. Maybe you’re in a different climate because you are US Fish and Wildlife, which is in the mix, but Nye County has no ability to use SNPLMA money. Kakol I agree, Clark County can is my understanding, but Nye County can’t at this time. It would be the US Fish and Wildlife Service that’s reaching into the money to buy the property from us, the Conservation Fund. My entity has bought property across the state. But we’ve never made a transaction with the county. We’ve made transactions with other federal partners, such as the Bureau of Land Management. How much is Fish and Wildlife purchasing this back from the Conservation Land Fund? Did Conservation Land Fund contact you when they were purchasing the property? I just find it funny how Fish and Wildlife never showed up in the Amargosa Town Board meeting to show support for stopping the Tidewater Solar Project, which directly impacts Ash Meadows, but they are here asking for your support of funding to purchase land from the Conservation Land Fund, something that shouldn’t have anything to do with the Board of County Commissioners unless there’s some underlying issue. Why would they have to draft the letter for you? Ron, you are the chairman of the BOCC, as I know you to be a very competent and capable man, having written many letters before this. I just find this to be out of character. Can you please address these concerns? We are in holders in Ash Meadows refuge, and nobody has ever come to us. We’re always in the dark there, so we would like you to address these issues, as we do not trust anything that Fish and Wildlife is involved with. We’ve had to deal with them for many years because of their lies and views. We just want to be upfront and know what’s going on.

This letter was drafted by them, which is typically the way it goes for us to support or endorse or something like that. Whoever that might be will provide a template of what they would like. If we were to go along with it, then it would be transferred onto my letterhead, which is not, and I would execute, or whoever was going to sign would sign. I never had this letter until this item came up. I didn’t draft this letter and had nothing to do with this letter. Victor Fuentes I have a concern. We’ve been residents ofAsh Meadows since 2006, when we bought the 40 acres, and we built a church camp. Ever since, Fish and Wildlife have been hostile to us and to many of the neighbors before me. From Murphy to Mary Hill to Cate Corvette, they divert the water and flood their property, so they have to sell their property and move out of there. They harassed Murphy when he tried to clean and fix his role with his own equipment, and no charge at all to the county or the Fish and Wildlife. Then we bought the camp, and they persist and harass us; they stole our water. They’re still using illegal water today in Ash Meadows because they do not own the permit. I found it ironic that, after all this, as we speak right now in Moapa, they are fighting a Mormon Church Camp. The Mormon Church, not too long ago, bought a camp in Moapa, and they are trying to take the water from them right now. They came to me, the people in Moapa, and they have documents, and we’ve been sharing documents with them. This is who these people are. The realtor that they used to estimate the value of my property in court, we debunked him because he was lying to the court. The property that they bought, they did it with that realtor. They were trying to devalue our property. The realtor gave them a price of $2.4 million, and they told them before they bought the land, now 28Page 26. What’s the valuation of the property, and they said no we don’t want to pay that. Give me $1 .4 million, no, so I called my realtor, and I said is that legal to do that? It is not legal to do that. I have never seen that done before. When they did their deal, it was under the Joe Biden administration, the Democrats giving an open check to these people, to the environmentalists. Then what happened? The administration changed to Donald Trump’s administration, and now all that is cut. So now they are paddling, that’s what I think. So, what I’m trying to say is these people have been bad neighbors, and I don’t think you guys should reward bad neighbors. If they wanted something from us, from you guys, the first thing that they had to do was to return that water to the customer, not only for me, but for our state. They stole that water from us. Linda Clark I believe anything we can do for the state, not divide it up into little sections. We have a lot of problems in this state, especially water, and whether the Mormon Church is taking the water, it would be somebody else taking the water. We need to do what’s good for the state, any area, especially for our wildlife. If you don’t like what these people are doing, somebody else will come in, and they’ll do it. Government gets rid of one and another one, that will do the same thing or something worse. So, my argument is that the biggest problem we have in this state is BLM. They control too much, they try to tell everybody what to do, and they don’t do what they’re supposed to do. And don’t tell me they’re good stewards of everything they do; we know they’re not. So, if we could get rid of them, we would probably be a lot better and let our own counties take care of whatever needs. Stop picking on these government agencies that are trying to do what they can. We know that here in our town, look at all the obstacles we have, and we don’t get anywhere but we keep fighting.

I would depend on you and have more faith in you than in that particular government agency, because I don’t trust them. Why would I want them to have the land instead of you keeping the land? Kakol We are not built to manage land long term; they just wanted me for Nevada and Utah. I essentially do real estate transactions; they are better equipped to ensure that the property is maintained in perpetuity.

It’s a very unique property, you are in the real estate industry with your organization, and as a unique property, it’s unlikely that somebody else would want to purchase that property besides Fish and Wildlife. I’ve been here in Nye County since 1994, and we all remember what happened to the neighbors who were in Ash Meadows proper. As we’ve heard, the husband and wife who live there are impacted the most out of anybody in the area. Besides the other neighbors that you reached out to in Amargosa and Beatty, perhaps you spoke to a few ofthe folks out there. We do appreciate it when you and other organizations do that. My concern from the onset is, why are you coming to us for a letter of support when this is a government agency wanting to purchase the land from a conservative group? Kakol We are just doing everything to ensure this project gets funded. So that the US Fish & Wildlife can acquire the property from us. I did hear from Beatty, who ran this by their chair, who had no issues. If they had been asked, they think it’s highly likely that they would have issued a letter of support. I’m not sure where the miscommunication was, but both towns were made aware of this.

Kakol I believe we have an option agreement, it’s pretty extended, it might be a year or two years long, the agreement states that the price, which is the appraised value, and it’s pretty open-ended.

This proposal will take a little over a million dollars of grant money in an account that has $1.7 million sitting unused to help our first responders and to support public safety in Nye County. Last year, we spent $450,000 of this money to change locks on county buildings, and we spent $600,000 on court software. Last year, we also managed to find $581 ,000 to spend on designs for a Civic Center. I think our first responders are worth at least as much as door locks, court software, and blueprints for a building we don’t need. This $300 a month will not solve all financial problems, but it does help retain police and fire. That’s what our police and fire associations have told us in the supplemental information that’s attached to this item. We don’t have staffing problems in other areas as we do with public safety, more specifically, these jobs. Last year, when the kennel assistant position was opened, there were over 100 applicants. We do not have anywhere near that for police or fire positions. In fact, we have a tough time filling the ones we have. You won’t find those with public works jobs or office jobs, which are overflowing with applicants. I’m proud to stand with first responders, and I hope my colleagues join me.

I’m not opposed to this. Let me be upfront with this, however, there are many that have not been included in this proposal, and for the discussion and debate, I’m respecifully requesting that we consider the first responders county-wide, more specifically, the volunteers of Amargosa, Beatty, Tonopah, Round Mountain, and Duck Water. These are all unpaid volunteer positions. If there were an accident or an emergency on the highway that runs throughout Nye, who do we think responds to those accidents? It’s our volunteers. A few years ago, Amargosa was able to acquire a brand- new fire truck to respond to emergencies. Unfortunately, there was a major fatality there of plural just south ofAmargosa, and Beatty took care of those folks on Hwy. 95. I request that this proposal brings the number up as far as personnel. The number will be brought down because there are dual roles; there are firefighters, plus EMS and ambulance drivers. So, by the calculations of including Round Mountain, Beatty, Tonopah, Amargosa, Pahrump, and Duck Water, we’re looking at a total of 234 positions. So instead of $300, the calculation could be brought down to $190 per participating person. We have a certain amount of money that has been identified, and then doing the math with the 234 individuals for the two-year program, it would bring down the money, but it would be fair and it would be fair across the county to both the paid first responders as well as the volunteer first responders. 35 I P a g e 17. My concern is that this $1 .7 million was some sort of an emergency. For instance, all of us have been paying more for fuel in the last four weeks than we were paying prior, so if you want to add that by all our county vehicles, I don’t even know how much that is, but I know it wasn’t budgeted. I’m for this, I think it’s a good program, I just don’t know how much of that rainy day emergency money we should be blasting through.

Point well taken. This program is a retention program, and I’ve been challenged since I came on board. What can we do to retain the first responders? I didn’t ask the most important question is do we actually have this money available to us for this program? I believe that it came from latch funding, which is my understanding. I don’t believe that this is interfering with the negotiations of the different unions. We are within our rights to try to provide retention, and a thank you, some get a uniform allowance. lfwe are going to consider this, it includes all first responders throug hout the . . county.

You are talking about a short-term program, but you are funding a recurring expense out of a special revenue fund, when in fact, you’ll be out of that fund within two years. So, what do we do in two years? I don’t understand. This is what the union negotiations are for. We’re right in the middle of a budget cycle. At the end of the month, we’re going to identify our budgetary needs. I don’t know what those are sitting here right now. Do we need that $1 .7 million to go into the general fund? I’ve had those discussions with the Comptroller just yesterday, and Commissioner Koenig, and this isn’t looking good. I mean, I would hate to go through this retention program, and the next thing you know, we’re going to let people go because now we don’t have the money. I just don’t think it’s smart.

We have an unallocated balance of $1.7 million. In the LATCF fund, we have a total assigned of $10.26 million, actually it’s more. I do not manage the bank account; I don’t have that balance. I would like to remind the commissioners that on March 17th we received a staff report that showed we were over budget by $1 .8 million last year. At that time, we had actually loaned ourselves $5 million of grid alliance money, and we’re sitting here trying to decide because our hearts are in it to give $1 90.00 a month to those first responders well we don’t know what financial position we’re in, and we won’t know it until we present the budgets and I don’t know why that’s so difficult.

There are a few things about this that hit me the wrong way. First of all, I’d like to know how many items have been brought forward to provide more money, more relief, more raise, more something, for first responders? As compared to any other department. It feels like we’re saying, hey, first responders, fire, police, whatever you can have, whatever you want. In exchange for what? Something is wrong.

I understand, and I don’t want my taxes raised either, but somewhere something’s got to give. I can tell you we have one deputy who is living in an RV at one of the big RV parks in town with his wife and young child and is working on his time off at 37 P a g e 17. For Possible Action Discussion and debate to consider the First Responder Retention Initiative Cont... Walmart to make ends meet. Yes, our deputies got a significant raise last year, and I’m the first one to admit that, but it only brought us up to average, and the problem is that we’re still not average pay. I’m not saying average staffing. We’re still not up to where we need to be with staffing; we probably need to be double what we are right now. With the population increasing, there are more developments coming in we’re going to need to continue increasing to keep up. Right now, we’re not keeping up; we’re trying to catch up. We’re at I .7 deputies per thousand residents; the national standard is 2.5, the Nevada standard is 3.0. We are competing with the law enforcement agencies and the fire agencies in Las Vegas, where people have the conveniences. We’re not keeping up with our community, we’re not keeping up with our growth, we’re not keeping up with our manpower staffing in the sheriffs department and in the fire department. And if anybody’s noticed over the last few days, I’ve been being raked over the coals for a delay on a call for service, and that’ll continue. It will have to continue when we only have 4 deputies on the street on a day shift. Yesterday, we had four deputies and a Sergeant on our day shift, and we were not able to keep up with the level of calls for service that we have. So, if this will help us to get more people to come here, I’ve gotto tell you, $190 is almost insulting. I haven’t seen the fuel bill for March yet. I’ve been seeing decreases for about 6 months in our fuel cost; it isn’t going to happen this time. Some of these people have to drive here from Las Vegas to go to work. That is a choice of their own, I realized that. I absolutely have to support this because we are trying to increase our numbers, and this community deserves that. James Swagart — I am the Town Manager in Round Mountain, the Volunteer Fire Department for 28 years, I was with the ambulance service out there for I 0 years, founder of the mine rescue team. I want to thank all these people who do this because they are special people to be able to run towards the fire or whatever and risk their lives to save someone. I did it for all those years, and I never really did it for money. We’ve got 12 volunteer firemen in Round Mountain; the chief receives a stipend, and so does the assistant, but it’s minimum. To be considered by Commissioner Bayne to be with volunteers or full-time, I mean, they’re the same type of person, they deserve everything thatthey can get. It’s one thing with Round Mountain, there was a County Fire department outthere from 84 until 2011 and then it disbanded, and Dan Sweeney, the Fire Chief, the , Hadley Fire Department, Round Mountain Fire Department absorbed the entire Smoky Valley area. We have mutual aid agreements with Kingston, Manhattan, and Tonopah. We have a huge area we have some really dedicated people; they train 3 hours a week. I think that they should be considered. If you’re going to throw out $1.7 million, I think volunteers should also be included with the full-time. I got a question; if you do the math, Idaho math, where it came from 40 years ago, it’s about $7.50 an hour. Is that something that could be worked out with the unions in that agreement? Tamie Pitman My husband was search and rescue for the Sheriff of San Bernardino County for years, we also served our country, both U.S. Marines, we’re used to serving. I am concerned because I also know we are flat out of money, and while I believe it is helping people who help us. We can’t help them with something we don’t have. People 38 I P a g e 17. For Possible Action Discussion and debate to consider the First Responder Retention Initiative Cont... who have multiple bankruptcies and multiple tax liens sitting on the board obviously don’t understand money. The first person who should have been asked to speak is our Comptroller, and you can’t put her in a corner and say well there’s money there, if the money’s there, it’s because it’s been allocated, and you can’t touch it, it’s not available. We have limited funds, and part of the checking has to be afloat for so many $1 ,000,000 because it takes $1 .7 million, I believe it is the last I checked to do the payroll for this county for a month. We have to have a percentage of several million dollars in the bank at any given time. Because it’s there doesn’t mean you can spend it. It’s not a free-for-all. I would love to hear from Zena and find out exactly what is available unallocated. The other thing is, how long are you going to do this? Forever? Because then it’s well over $1.7 million, then you’re looking at millions. No restrictions? What about their performance, their attendance, or their seniority? Is it carte blanche for full-time, part-time, or volunteer? What about the other disenfranchised county members who are not going to be considered? I can just see a human cry. Why are some people better than others? The HR person in me has way too many questions. I’d like to hear from Zena. Linda Clark I agree with Bayne, we have to take care of people who want to help us. If we didn’t have the help, then what would you do? Are you guys going to go out and put your boots and jeans on and volunteer? Maybe John might, I think he likes to chase those things. The priority that we have here is our priority. What is our priority? I tried to say that earlier: where are we going, what do we wantto do, and what are we trying to accomplish? From what I can see, it’s just spending money, putting some more businesses in, giving some more jobs away, whether you need them or not. Maybe we should start cutting jobs, maybe some of those people we didn’t really need, maybe they can double up in their office, and somebody else does another chore other than what they’re doing. So, there are a lot of things that maybe we can cut money, so we have some other money and funds for these other things. But we need to take more priorities in this town and what we’re doing and spending the money on, and right now it’s all wrong. We don’t need a fairground right now, we don’t need a motocross, we don’t need all that. It’s not really important. You’re spending money we don’t have, so cut out someplace else where we can save some money. You want to bring all these new houses here, which are going to take more money for services, so yes, Debra, it’s all part of your budget. So, if we’re going to spend money, where can we cut money? And that’s not what you’re doing. You cut the services that we need, the fire department, the police department volunteers, you don’t want to give them a raise, fine, don’t give them a raise, then they probably won’t be here next month. You are the ones spending the money, and we are the ones who suffer for lack of services. Where do we come in the middle and meet? Ron Mortinson In these calculations, the real estate-based cost of living has to have a factor, what people get paid. Last week I paid a house in San Clemente, California, and the family has a house payment of $7000 a month. So, how much did the first responder have to make to pay their house payment, feed their family, and make the car payment? It’s a lot, and the point is that when a person has to pay to have a house, that has to factor 39 P a g e 17. Chief Lewis Pardon me, but I have to be judicious with my words, we are in the middle of negotiations with the 1FF, the local. But you know, quite frankly, the intent is pure. There needs to be a change; there needs to be a long-term, sustainable process. It’s not showing appreciation as much as it is showing support. These folks are out there 24/365, and I know I’m speaking to the choir. I get it, but there needs to be something that we do better to maintain our staffing numbers. The sheriff was dead on when he said that, you know, we’re in huge challenges with who we compete against, who simply throw money at their problems. We don’t have that ability. But I think that you know when we’re talking about the potential of $1 90 as an insult, it is. But at least it’s a start, so we actually form a sustainable method to support our emergency responders. I know that they appreciate it, and everyone’s costs are going up, and they are our families, and you are incurring those same damages. We appreciate more than anything else today that you’re willing to take up the subject, and Commissioner Bayne, I know that you’ve been working diligently and making this happen, but we do appreciate it.

Ultimately, the spending needs to be cut or trimmed in order to make something sustainable long-term. This for two years, I shudder to think what happens then when we don’t address the root problem, which is without raising taxes, cutting spending elsewhere. We cut $1 .5 out of the Tonopah jail. It’s gone; we didn’t get to see a benefit from that, partially because the old comptroller left some issues for us. Revenue is going to go up each year, but we need to cut spending. Undersheriff Cory Fowles Much like Chief, I appreciate you taking up the issue, and I understand everyone’s position. I may have the title of undersheriff, but I am a police officer first and foremost. Any item or initiative that supports the police and the firefighters is something that I support, and I hope this passes. Tim Bohannon What I heard early in the conversation is that we have I .7 unassigned funds available in the account. However, we’re I .8 down for the year. I just want to make sure people understand that I am a first responder supporter. However, I want to look at the long-term, notjust a temporary fix that may put us in jeopardy. Forget the $1 0.2 million cash; that’s not what we need to go after. That’s not a number, it’s window dressing. The truth is, from our financial position, we have $1 .7 million that’s unassigned. So, I think it is $1 .036 million, so it does fit into that. What about ifthat portion of $1 .7 is used up? How much is left, and when does it replenish, or does it ever get replenished? So those are the considerations that need to be given. The comptroller was quite frankly put on the spot and answered it quite well. We do have $1.7 that we’re dealing with, we have $1 .036, but we’re down $1.08. We also have negotiations in process that could make the fix a more permanent solution rather than temporary. I’d like to see some well-thought-out considerations from the board. I like the idea and the thought behind this, but when it comes down to the numbers are full. 40 I P a g e 17. For Possible Action Discussion and debate to consider the First Responder Retention Initiative Cont... James McRae I am the president ofthe Nye CountyAssociation ofSheriff’s Supervisors. I feel Commissioner Bayne has spearheaded this for us. But I think that we’re not looking at this. This is a stopgap; this is something most of the unions right now are either in negotiations or going into negotiations for the next two years. This could be a temporary stopgap that helps with some of these things before we go back into negotiations. I think that this is something we need to look into, but when we go to negotiations, then we’re able to adjust the pay scales, and then this could actually go away. If you look at other agents, they are currently doing retention bonuses similar to the state, based on staffing and things of that nature, so I believe that commissioners need to strongly look into this and support it. Michael Garcia I hope these badges are on break when they’re doing public comment. Chair, did you notify the sheriff when he was talking about Applebee’s that it didn’t have anything to do with the agenda item? What about putting gas in his truck? You know we need an even playing field across the board. Cat got your tongue? This is another epic example of y’all’s failure. This is a collective bargaining agreement issue, y’all are trying to put a Band-Aid on the wound that’s gushing. Why don’t you work on compliance obedience to the Constitution? We’re better off spending that money on our training. Actually, knowing what’s in it. Knowing who can disrupt the First Amendment. You know what I’m saying, and so Commissioner Bayne, if you really want to know who benefits from these side tricks, you should do it per household. It’s kind of funny how a county manager can make more than the governor. Do you really think we’re getting all that and a bag of chips?

You may not know this, but my father-in-law was a Battalion Chief in Fresno, California. My husband was raised in the firehouse. When he was born, he was taken home to a firehouse, and he did not leave until he went to college. I definitely understand all of us; it’s a family, it’s important, I get it. Ijust don’tthink this is the approach. This would not be a sensible approach for a Band-Aid to go on something that could be really fixed if we’d come up with a better plan.

Commissioner Bayne

I am restricted from discussing certain things because of the union and because of my position. If I were someone able to stand up there as a citizen, I would be able to speak much more freely about any kind of negotiations that may or may not be going on, so that is a problem. I said there’s 10 million or so balance, and there’s Civic Center money in here and all kinds of other things. The reason why it’s a two-year sunset is to hold us accountable. I don’t believe we’ve been prioritizing first responders in this county. It says are we going to find a way in two years. There are people in this county who make a lot of money to figure things out. And so, we’re going to hold those people accountable to figure out how to take better care of our fire, police, and volunteers. Are we just going to ignore this? It’s been ignored here in Nye County for so long. I do talk to a lot of police and fire, and the thing that always comes back to me is we 411 P a g e 17. I had a very unglamorous Army Reserve career, six years in the Army Reserve, and I went to a combat engineer unit in 1997. My grandparents both fought in World War II, and I just want to be part of something. I think this is about showing some kind of support for what it is they do. I think it’s important that our first responders see that we care enough about them to set the clock for two years and say we’re giving ourselves two years to figure this out. So, all ofthese people who have all this data and information, we’re going to put them all together like a little mini army to figure out how to prioritize our first responders. That’s what this is about. I would make a motion, but I don’t want to take any time away from anyone else who wants to speak.

Commissioner Jabbour

I will say, please keep in mind thatthe negotiations don’t include the volunteers that are county-wide, so it takes it out of negotiations if this is to be seriously considered, and I’m sitting up here getting mixed messages from the sheriff and from the chief that they appreciate this; however, it’s insulting. I don’t think it’s insulting at all. I think it’s a thank you, a bare minimum thank you to everybody that serves, and this is a start. Because we have to start somewhere, and ifthey truly believe that it’s insulting, I’ll withdraw from any motion or seconding a motion. But it must include everybody throughout the county that’s out there putting their lives at stake. It was my understanding that Commissioner Bayne identified the source, and so again I will ask, have we truly identified the source, and are we able to do this? As far as I’m concerned, it doesn’t have anything to do with negotiations because we’re including the volunteers that are unpaid, and they are not represented by a CBA. So, am I able to get clarification? Do we have the money to do this?

Comptroller Teich

I want to clarify the proceeds that we received and are sitting in the grantfund. We received a payment of$12 million; ofthe $12 million, itcame to the board, and the board assigned projects to be used with this money. The projects that were assigned amounted to $10.25 million; ofthe amount assigned, we have made payments of $3 million. The balance, meaning the money that has been unspent as of this point in time, and I’m correcting myself from before, is not $12 million, but $8.2 million. So, if the board decides to unassign these projects, that’s what would be available. I’m not saying that it would be available to be reassigned if they choose to do that.

During the meeting, it was very tedious that we had to assign per the information that was given to us by each department head. I think it was $3.5 million just for lT and that was county-wide for communications, remember we were going to lose our 911 capability; we would lose everything, so that was assigned. We prioritize the assignments of this money, and just because it hasn’t been used at this time, I am opposed to reassigning and reevaluating that. Buildings and grounds, for example, the buildings that we have our offices, the buildings that the public comes to do county business... We don’t just build it, and it remains for 2000 years. So, I’m opposed to reassigning assigned monies. Because that money is necessary, if the answer is no, we don’t have a source. If the answer is no, do we not have a dedicated source? 42 I P a g e 17. Of the latch fund money, we have $1 .7 million that has not been assigned to any project.

I understand that, but what I’m hearing is we’ve got a group of first responders who believe this gesture would help them; it would help with morale, it would help with retention. The compromise, which would cost us roughly $500,000, would still leave us a million to cover the cost of fuel.

I don’t know how much it would cost; we would have to know the counts of all of the volunteers and all the towns. We would have to know the Town of Pahrump firefighters and first responders. Does it include all of the sheriff’s areas? Does it include the sheriff’s volunteers? I think we would need to know what that number is.

I can put that number in my motion.

This is to repeal the dump fee, which is what I want to do. Public Works Director Thomas BoIling We’re here because the complete description of the requested action is that additional fees and taxes at the dump have led to an increase in trash being dumped all over Pahrump. This item will repeal Nye County resolution 2025-01 dump fee and replace it with whatever fees or laws were in place when 2025-01 was passed. This is a highly weighted item. lfwe were to repeal this item, we talked about the sheer economics of it. To start with, we would have to refund all the added assessed fees to every parcel in Nye County if it were repealed immediately. Assessor Sheree Stringer If this were to be repealed, we are looking at almost 58,000 parcels that would have to be refunded. So, we are looking at literally $569,917.21 that would be refunded this year. Director BoIling — That doesn’t include the labor it costs to do those refunds. Assessor Stringer — That will be close to $900,000 for labor. Director BoIling lfwe make it effective July 1st, we wouldn’t have to refund any of that. So, we thought about that. That’s not the only problem that we have. That’s just the first immediate problem. The next problem that we have and it’s in the backup. It says repealing the solid waste resolution is not a minor adjustment. The reason why we did the resolution to begin with was that we need more dollars in the landfill funds because we’re running out of money, and we’re going in the hole every year. If you look at the fiscal year expected revenue funds, it’s a negative $338,000 for this year alone. If you look at the little excerpt we have below, our current cash balance in that fund is $4397 million. If you take away the engineering and exploration cost that we have to expand our landfill to last 44 P a g e 18. For Possible Action Discussion and deliberation to adopt, amend and adopt, or reject Nye County Resolution No. 2026-03 Cont... past the eight-year mark that we are currently at, we only have eight years left with our landfill. That’s $650,000 we have to spend just for engineering. Then, the CIP and current projects that we have for scales, both in Tonopah and Pahrump, one of them was mandated by Indep, and the other one is to make sure we collect accurate funding for the tipping fees. That leaves us a cash balance of $3147 million left in that account. After we started going into the hole, we spent the dollars that we have cause the price keeps going up, especially with fuel. There’s this little thing called a fuel surcharge that the company that runs the landfill is allowed to charge us. The bottom line is we are projected to be out of funding with the current monies that we brought in this year in fiscal year 2029. That means out of funding. At that point, we have three options: we can close both landfills up north because we can no longer afford to operate them, and continue to operate the Pahrump landfill, or we close the Pahrump landfill and leave the two up north operating. And what happens when we do that? We have to take all of our stuff to Apex; that’s probably the best option, because we’ll have to haul little stuff from up north down to the Pahrump landfill, which is going to fill it up faster. And we can haul it from Pahrump to the north, or we can haul it to Apex; either way, we have to be able to operate these landfills. The third option is that we have to do an augment from the general fund in order to cover the fees and what it costs to run the landfill. That’s the whole reason why we did this resolution to begin with. Now, the one thing that I want to explain to the board is that in December of 2024, we amended the code that began the fees and made it so that the residents had to pay for all fees for everything that they put in that landfill outside of what was collected by the garbage man, except for household waste. So, getting rid of this resolution and going back to the 2017 resolution isn’t going to reduce any kind of fees that they have to pay at the landfill. What we’re addressing right now is the resolution, not the code. There are a bunch of options. At the bottom of the recommendations from public works is that we can do an updated rate and revenue recommendation, which takes three to four months to consider adjustments effective July 21 2026. That saves us $1 .4 million , in refunds and time evaluating a phase and targeted change rather than full repeal. So, how do we change it so that the residents don’t have to pay? So that they don’t go and dump their trash. So, 8.24.250 waiver of use fees. It says except for providing section 8.2. What put the fees into place was 2017-66. If you go to paragraph 2 of that section, it says any resident verified by the State of Nevada may dispose of household waste generated at his or her residence. 1he word household was changed from solid waste in December of 2024. We did the ordinance change in anticipation of the 2025 tax increase. We did it in two different months, and the whole committee that worked on this knew all about it. The amount changes every year; $2,960,120 sounds pretty close. $12,173,000 is for the landfill closure fund, which is for closure and post-closure landfills. That is for the one landfill in Pahrump. We have to file four fact sheets every year, and the four of them come up to over $12 million. We have been working on a fix prior to this agenda. The original decision that was made by the committee that brought this to light was to gain dollars for the landfill. We’ve already redone the resolution. If you read the last bullet point on our recommendation is approved resolution amending resolution 2025-01 to eliminate tipping fees for Nye County residents only. That means that commercial and everything else 45 P a g e 18. For Possible Action Discussion and deliberation to adopt, amend and adopt, or reject Nye County Resolution No. 2026-03 Cont... would stay in effect, so anybody who takes things commercially and industrially to our landfill would have to pay tipping fees, or anybody from Clark County.

Approve amending Resolution 2025-1 to eliminate tipping fees for Nye County residents only; commercial, and out-of-county tipping fees will still be in effect. We have prepared an amended resolution that could be heard at the next board meeting. So, that is already in the works, so there’s no reason for Bayne to write one.

It’s already done and sent to Lorina. So if you want to use it, it’s fine if you have the same intent letter, that’s fine. Anybody who’s willing, it’s very important we hear often about election integrity, voter integrity, and it starts at the Clerk’s Office, they have been under attack for many years, going back, and there have been audits, and they were unfounded because they were never able to find anything. So, as the Madam Clerk announced earlier this morning, I’ll just reiterate again that they are in need of poll workers here in Tonopah and Pah rump. So please, if you know anybody who’s willing and able, it’s actually quite an exciting event when it takes place, and it’s a grind, but there is a light at the end of the tunnel.
