. Things are going bad in this county there’s three things my oldest brother passed away in 2017 I’ve been paying his property taxes. My son and myself, the last time over 2 weeks ago my son went in to pay the taxes they refused to let him pay and said you got to put the property in your name if you want them paid. You’re trying to steal the property from my brother and from me. Second complaint code compliance is illegal as hell if you read the NRS’s which none of you do, it says they’re incorporated towns of 100,000 or more people this is an unincorporated town. We’ve turned it down four times and we’ll turn it down again if they bring it up. Third complaint is your county dump up here, that’s what we pay taxes for and now they’re trying to charge. I can go and pay anybody’s taxes, and they’re supposed to take the money, that’s the law it says it right on the bills for all debts public and private. These times we are under is proven on the county and state and federal level they all coincide it’s kind ofweird how if identified with USDA I could talk about USDA. In my notice to the first prospective buyers, I put your phone number down and I asked people to call the county and find out if they could do anything with these lots. All the money that you collected from taxes, and you can’t improve the roads. Supposing there was someone seriously injured north of Lola, how are they going to get to desert view hospital. And, you know, the people who own the property got a citation to relocate the fence on an easement that was gifted before they bought the property. And the fence that’s there that is being demanded to be relocated and everything cannot be relocated until the County clears what it is they’re claiming is their gifted easement in order for the fence to be relocated. So, we have a serious construction issue going on here, and I would just appreciate it if you all would work with me a little bit. She decided she wanted to cut me out of the communication. So, we have an inconsistency here with lawful administration. And I would appreciate that y’all answer my emails. And finally, before last night, I thought I was the only victim left in the dust of the DA’s office. Come to find out, there’s a whole lot of us. But throughout my proceeding, I had no information on any upcoming court dates, and in the end I gone to the DA’s office, and I insisted that I wanted a restitution hearing. I did not get a restitution hearing. If he was going to make things right with me, he’s going to get me a restitution hearing. And if he gets me a restitution hearing, there’s a lot of other people out there that also need to get a restitution hearing. That’s what I have to say. Patricia Robb The final zombie lot report and the Water District’s April 1 0th, 2025, water hall agenda item continue to show that the County remains fixated on the same traditional solutions. However, the clarification response received from NDEP and the State’s health authority in Carson City prove reality. This report confirms many parcels lack feasible water access and remain unbuildable. It recognizes three water sources: wells, community systems, and regulated utility services. But those are not the only ways to get water. Even the Water District’s April 10th, 2025, document proves Nevada has standards for hauled water. The Committees’ report admits many lots are too small for wells or community systems, and unrealistic for utility service, confirming the challenge is real and lOj Page documented. Nevada regulations focus on health and safety outcomes for water systems, yet local rules block practical alternative pathways for some parcels. The third document here from NDEP states, under NAC 444783, alternative wastewater methods may be approved when they protect public health and meet code standards. NDEP indicates that under NAC 444.783, and related provisions in NAC Chapter 444, alternative wastewater systems may be considered when properly engineered, approved, and protective of public health. So, the State has already created regulatory frameworks to address real- world water delivery concerns where needed. Together, these three documents show usable lots exist, taxpaying zombie lot owners face unrealistic barriers, water and wastewater alternatives can be regulated, public health remains the standard. The Committees’ report recommends mapping disclosures and planning but still offers no solution or pathway for these owners. The issue remains how to provide lawful practical pathways for effective owners. Under the current zoning framework in this report, viable pathways remain blocked. The final report does not settle the issue; it just shows that discussions need to continue. We request that this be put on an agenda item. And what

I will start off by apologizing to each and every one of you as normally the routine is to be down in Pahrump for the second meeting of the month however, as soon as this meeting is adjourned, I will be on my way to the Rural roundup, the state tourism conference that’s held every year. This year it happens to be in Elko, so it’s quite away from Tonopah itself and that’s why I’m here. I also want to apologize to all the employees that are going to be recognized today because it’s one of my highlights, I 13Page April 21, 2026 Page14 really appreciate you. Whether it’s five years 10/15/20 years, we have one that we had asked to come back because we didn’t want to just give him his plaque and say thank you when he was off property. I’d like to address some of the things that were mentioned today. I received one of the emails with a list of all of the commissioners asking how I would vote. Asking the other commissioners how I would vote. Whether the individual who sent the e-mail or not realizes, but this is a perfect example of an open meeting law violation. If I was to answer that e-mail and send in my answer and then all of the commissioners would see where I stand on this position. I think we all know where we stand, but nothing solidified until the vote is called. The closure of Oakridge. The folks, the neighbors, they’re absolutely correct. It was before us a few months ago and we unanimously voted to reject re-instating their license. I also am curious to know how we are super seeded with a decision and they are still able to function and operate. I’m waiting to hear what that justification is because I’m not satisfied after we formally had a hearing and it went to vote and it was unanimous to reject the reinstatement of that license. This past weekend, Amargosa days. I want to say it was successful and I did recognize and see some folks from Pahrump. I know that Amargosa is very appreciative of your attendance there. Mr. Dwight Lily started to talk about the film and arts festival at Great Basin College. it’s scheduled April 24 26. I will be speaking on Saturday and that is also the day that Desert View Hospital has their block party from I 0-2. Everybody, if you are able to carve some time, they’d love to see you there. We had two folks get up today, Diane and Mary, to speak of the coalition. It was probably an oversight, but I’m going to help remind you that for those less fortunate, those homeless children that are living here in Pahrump, in Nye County, there is a building that sits in between the old school and the coalition building. It’s facilitated through the school district. They accept clothing, they accept new clothing, slightly used clothing, shoes, coats, sweaters, etcetera. It would be great for all of us to help and go over there, check it out, see what they have available. Thank you.

the first thing I did want to address is that there was someone who had said something about an e-mail that I sent. I’m happy to provide the e-mail to anybody they want, and I don’t know if maybe I was confused about what was being asked but there was a 6-paragraph e-mail. It was summed up in a couple seconds by someone who’s here, and at one point I was explaining how there’s a sign. So, the big 5 sign is owned by someone, and I’m thinking maybe it’s the person that emailed me. I said what would you do if you owned this big 5 sign and it was just the land under the big 5 sign. You might say I’ve got this stupid sign, and I don’t know what to do with it. If the person who’s up here owns that sign, I’m very sorry, but it’s an explanation of what it means to have different kinds of land. Land is a commodity like anything else. I’m a real estate appraiser, so I know a little bit about the value of land. I was very careful not to do an appraisal on any properties in an e-mail by disclosing that, but there’s a tiny strip of land underneath that big 5 sign on 160. Ifwe were to say go ahead and put a house on there, that’s the size of this little podium, it would be landlocked. There would be no way to access it. It would be very problematic to go and allow people to just dump houses. That was the purpose of my 6 paragraph emails, to explain that. I think everybody who reaches out to me usually is pretty happy with the response. This is a picture of 3, out of 14 I P a g e probably 100 homeless camps that I have reported. It’s important to understand, this is not the land that belongs to the people doing this. People talk about property rights, and I believe you have a right to not have someone come in and do this to your land. Maybe you disagree. But as you can see here, I is north of Petrick Park. The nonprofit cleanup program did a really great job cleaning this up. #2, which I like to call the appropriately numbered #2, is a large bucket filled with poop someone has attached a toilet seat to it and then somehow fastened it to this bucket of poop. the people who drive by near Basin and 160 will and have a man or a woman pull their pants down and poop into this. Some may think this is acceptable. I don’t think this is acceptable. #3 is on Dahlia St. behind Walmart where there’s actually another poop bucket there and very lucky that you can’t see it, because it’s not covered. You probably don’t want to see the people doing whatever they’re doing as they drive by. I saw someone arrested there, very dangerous person, was arrested there a while back. I’m sure there were many arrests there. All three of these situations, ifyou drive by right now, have been handled by code enforcement. Allthe time, I was floored. When you look at next to the nugget, what it looked like in 2023, it’s just a phenomenal transformation from today. There’s nothing out there. It just was incredible. and now it’s pretty much all gone. That’s code enforcement that did that, and I probably reported, I don’t even know, hundreds of homeless camps to code enforcement. I want to thank them. I also want to follow up on one other thing sort of related. 3 trailers have been removed from the landfill; they’re working on more. I want to really thank Captain Means and Lieutenant Klenczar for their hard work on this. They both have been very vested in doing, handling, that we’ve actually taken these all the way. It’s been too confusing to dispose of them here in Nye County. It just puzzled dozens of people, so we just took them to Las Vegas. cheap way to do it. We’ve got them out of here, so we are sending some of the bad element back to Las Vegas.

Earth Day: There was a really nice turnout. Those are people that are compassionate about clean water, clean air, growing in your gardens, anything you can think about. I am so proud of those who participated in Earth Day. As far as potential direction to staff, we had a comment about our I 0 AM timed items, can we make it 11:00? We’re going to have public comment.

Excuse me chair, I believe what I also heard, which absolutely makes sense, it’s almost like a field trip today, and it’s good for them to be engaged. If they’re not able to and afforded the opportunity to listen in or watch what goes on so they have a pulse on what’s going on throughout the county. But it’s absolutely true that some of them need to get back to work because they’re short staffed or what have you. So, I’m not opposed to that consideration either. To recognize the employee’s 1st, and then allow them, if they want to stay, they stay. If they need to get back, they leave right then.

I also want to recognize I’m very happy that you’re going to Rural round up. Our tourism director is there now, and today is our outdoor recreation board meeting, which I was not able to attend for Nevada. I felt, of course, I needed to be here, but that’s awesome. 15 I Page DA Kunzi I just want to clarify something that came up in Public Comment. Public records requests. I want to advise the board; you have to love political season where you get a snippet of the truth and the situation that we’re involved with here. As the individual who’s making a public records request has sued the county in federal District Court has included me in that lawsuit. We’re in the middle ofthis litigation and when you file litigation there’s rules that deal with discovery and how the process works. This individual will get all the information they want, but they’ll get it through the process that he initiated through the lawsuit. So, no one is being denied anything that are public records request. I just wantto make sure that everybody understands the context ofwhat is happening with this particular case so that you understood where we were.

Quick dates that I want to throw out there to make sure everybody’s aware. Our UOCAVA ballots, which are our military ballots, are going out at the end of this week. Our sample ballots will be out next week, and it looks like our out of state as well, because those have to be mailed out by a certain date. Our actual ballots should be mailed out before the 20th We have 32 days until early voting. We are still looking for poll workers. If anybody’s interested, I have applications here. and I don’t allow dead people to vote. I do want to just put that on record. but I do want to let you know there have been cases where somebody has gotten their mail ballot on the 20th they have voted it on the 21st and they have passed away on the 23rd and we count that ballot. On the third page under the minutes, the action was to deny, moved by one of the commissioners seconded by another commissioner, planning commissioner that is, and then it reads that the motion failed. and then it gives us the number. I was confused in reading this back up. Part ofthe backup also reads that waivers may be granted if there are special circumstances which make compliance difficult. and nowhere in the minutes do I find any special circumstances. Now I understand the saving of water; we’re trying to conserve. I also understand the concept of park and ride, making it convenient for potential employees. We’re talking about approximately an 80-minute drive from Pahrump to their site. and yes, granted this group, we’re happy to have them in Nye County. They’re going to really help develop and put some infrastructure into Nye County. But park and ride open parking lot no trees no shade no water? Perhaps, the thought could be to consider for the employees’ consideration, that there is some type of restroom facility, that water is provided with a septic, and not to spend your client’s money. imagine standing out there and then also in the vehicle 80-minute drive to and from and then they get out and have to rush. It’s just inconvenient, and this is not a convenient scenario from my experience. I’d like to know what the special circumstances that were considered and why did planning motion to deny? There’s a reason. Russ Meads I think I’ll address the special circumstances first, commissioner. On a normal project for some type of a building, there would be a requirement to bring water, sewer, whatever it took to service that building, including fire coverage. This particular item does not have that requirement attached to it. This happens to be inside of a utility district service area so a well and a septic is not possible. We would have to extend water and sewer to the project. We got quotes to be able to do that it was nearly $1,000,000 to 18Page 8. 10:00 a.m. For Possible Action Public Hearing, discussion and deliberation — — on AP-26-4: An Appeal of the Pahrump Regional Planning Commission’s Cont... get it there, which made the project undoable. The only use for the water would be for a very small amount of water for a small amount of time for some small landscape. The decision by the RPC was that we would install live landscape, drought tolerance, that we would make sure that we had water available to establish those plants and then there would not be the need for a water system. When they voted to deny the waiver, they put in the denial that we would work with staff to establish the correct plants that would not need a water system. However, by denying it, staff did not have the ability to move forward because it was denied. you can’t deny “with conditions”. You can only approve “with conditions” and that’s why we’re here today.

If we’re going to reverse, there are some additional conditions that will be followed. that Mister Meads and his group, his client, will work with staff to put in the appropriate, say when you say plants, are there any trees that are being considered? I choose to not change my motions, but I would like to state something. We already own a park and ride facility. it is owned by Nye County excuse me Town of Pahrump. It is at boot hill and Hwy. 160, and it’s used by the Nevada test site workers. I have no idea when it started, but there’s no trees, there’s no water. I stand on my motion.

Regarding the test site, that’s 40 minutes away. 40 minutes versus 80 minutes away. The only thing that I asked was if we’re moving forward to reverse the decision of the Planning Commission, and with the approval is for them to additionally work now back with staff regarding the plants and trees that will be installed and planted

the Nevada test site and it was a 2-hour ride, 2 hours from that parking space, so yeah, the Nevada test site is really big.

Jennifer Fanning The way that the budget is set up right now, obviously these are tentative numbers, so our tentative projection and this is just keeping things at current staffing levels. So, this is the personnel, the fuel, the medical, all of those things are continuing to rise. We do have reserves to support those short term, but it’s something that we’ll be monitoring closely and hopefully when we present to you the final budget, we can have it correctly, a little closer, so there’s not such a deficit.

And you’re going to keep us abreast of that so we can be conservative. There are increases that are also in these pages. it’s going to get worse. Jennifer Fanning Those numbers right now, a lot of those are in current negotiations. so those numbers are subject to change. We like to budget on the high side, that way that we have it. Then hopefully, when they negotiate, we’ll have the final numbers for you.

I would like to make one comment. It was stated that when a Nye County staff member does town work, charges the town. It’s the same for the other towns, unincorporated towns that we administer, which are Beatty, Gabbs, Manhattan. a part of doing business, you would not want us to have Nye County working for free for these other townships that have their own set of budgets.

Let me clarify for the public listening and that are present and watching. During a special budget meeting for four separate budgetary items. A caller called in and had absolutely nothing to say regarding the budget or those specific items, and yes, was expelled for that meeting for noncompliance, being disruptive of the meeting, and holding everything up, and again had absolutely nothing to do with budgetary concerns. So yes, absolutely, I made the motion, it was seconded, and it was a unanimous decision to expel the caller for the remainder of that meeting and on record welcoming him back at the next meeting. When the decision was made to close the jail in Tonopah the number that we were given of savings was approximately $1 .6 million. The realization of expenditures exceeded that number and the jail the savings of $1 .6 million of Tonopah was our decision to close it and that $1 .6 million as the sheriff had mentioned is a hard number to argue with. There were expenditures incurred over the past year from transporting, fuel, labor, food and it’s not totally closed, it’s a holding area. It still must have utilities and staff to provide for these inmates that are being transferred to Pahrump and then once they’re arraigned and go through the process if they’re released, they’re back here. Do you have a number of our expenditures from the time the jail was closed here in Tonopah to now so we can see was it prudent for us to close the jail or not. 26 I P a g e 26. Zena Teich- I would have the defer to the finance officer for the Sheriffs Office who oversees the expenditures and the revenues for the jail fund.

I don’t need a number right now, but when you mentioned the jail fund that we had a savings and we did incur expenses this brought to light, and this was one of my questions. I didn’t want to move on to the rest of your presentation without addressing this specifically so thank you and if the finance manager of the sheriff’s office you can be in touch with them and explain what we are looking for this is an important issue.

Commissioner Boskovich

How upside-down are we and how did it get upside-down. Zena Teich- The jail fund is a special revenue fund, and we are looking for around $7 million dollars to be funded out of the general fund for fiscal 2026. I don’t have an answer right now. I would like to bring a separate item for the jail fund. We are expecting to have total expenditures of about $56 million by the end of this year which means that we will have a deficit funding for the end of this year of $2.4 million and that is just for the general fund. I’m going to go to the quarterly report and talk about a few items that we’re overextended. Miscellaneous under general government we are going to overspent there. We have a lot of postage for the county that is recorded through here and the NACO subscription. Sam Tackett There is an insurance contribution to it not only for our risk management but OPEP, transfers out and unemployment insurance. Zena Teich- We will be overextended for animal services because they support the Sheriff’s Office when animals that are mistreated and brought in. There is a suit pending right now related to an item that occurred this year. John Koenig That is about 1 00 donkeys that we have to pay to feed and that has cost us about $100,000 this year so far. Zena Teich We are going to be over budget in the area of Public Guardian and judicial other. Judicial other includes public defenders which is a mandated expense we have very little control over it. We do get paid by the State for indigent but only after a certain dollar amount. We have it as a as a revenue line item right and it really should be a reduction of expenses. The other funds that I wanted to talk about, the road fund, look like our revenues are less than our expenditures year to date. We do have a fund balance which means that we’re eating away at our fund balance. Regional transportation Commission, that’s another item where we’re expanding our expenditures and our revenues are pretty close. The grant fund is another area that I still need to look into. I want to go over to the tentative budget.

Commissioner Strickland

We have discussed it and I know that I’m hoping that we’re going to take action from our discussion, under general government commissioners or overspent because we’ve been costed out the cost from grid alliances appraisals of those 27 I P a g e 26. For Possible Action Report by Zena Teich, regarding the budget status Cont... properties and that should have been costed out under the costs of selling property that we have a line item somewhere in this budget for that. If we can make that correction so the general public knows we take a deep dive at all this. Zena Teich Fiscal 2027 budget assumptions for salaries we have a cola of 2.8%, 15% increase in medical cost, 2% market increase for NCEA, 4% increase in Justice of the Peace, 7% increase for NCMEA & NCMEAICDDA and again these are estimates. Some of these collective bargaining agreements we are in negotiations with, so we have to put something in the budget. We have the regrade of 40 titles that we are required to put into the fiscal 27 budget along with any open positions. Some people have already commented that the costs are high for our salaries and benefits and the one thing that I want to bring out is that they’re collective bargaining agreements we are required contractually to adhere to some of these expenditures. On the revenue side for the budget, we’re going to be slightly higher than the fiscal 26 budget and it’s because of the property taxes and also C tax. When we spoke to the departments and asked about their budget requests, we gave them some criteria to start off with the 26 budget. Since we didn’t have our 25 fiscal audit adjustments in the system it was the best starting point. If the department asked to fill any open heads or new heads we asked them to sit down with us and if they asked for any increase in spending or any capital. I just want to point out some of the departments that came to us with some requests, Sheriffs Department came to us for open positions, new positions and capital, safety is important, so we put it into the budget. B&G, we have a lot of properties that have repairs and maintenance they need capital improvements we need to get a better handle on our properties and come up with a strategy for bringing these properties into a state of good repair. District Court is asking to separate out their sections into three separate sections. From my department I’ve only asked for an increase in spending to account for asking to go out for a professional services contract. In fiscal 27 we have to implement a new ERP system which will require dedication of staff to set up the system, train and then to roll it out so when all is done, we’re going to have a deficit of $1 3 million in the general fund. That was the punch line, not a very good one. The things that I can bring forward and make the Board of Commissioners aware of we have open head count and new head count the open head count for the general fund is a liffle over $1 ,000,000 so if we don’t approve any open headcount there would be $1 ,000,000 right there, I would like to work with urn B&G because I wantto do a little research on some ofthe funds that we can charge some of the expenses that were brought to some of these properties, repairs and maintenance into a state of good repair maybe we could put some of those expenses to those other funds. I need to do a deeper dive there and I need to work with B&G to see if we can make some adjustments to those numbers.

We have buildings throughout the county they have a strategy the director does a good job their staff does a great job at addressing issues. They have a strategy what they don’t have is the necessary funds to address everything in its entirety. You’re wanting to work with buildings and grounds to move some of that monies that’s not being used, there’s a reason why some of that money is not being used at this time or it hasn’t been at this time due to parts etc. If the intent is to move that money somewhere 281 Page 26. For Possible Action Report by Zena Teich, regarding the budget status Cont... else that’s going to create a detrimental effect on buildings and grounds and when I say buildings and grounds we’re talking about the very offices that we all sit in. I would be opposed to that. Zena Teich I’m going to ask for guidance on how we should proceed with the budget workshops to cut as much spending as we can to get as close to a 0 budget. We can be subject to fiscal watch if we do not do a good job of making cuts. According to the NRS fiscal watch detox would have the ability to put us on fiscal watch if we don’t reduce our spending. Ourfund balancewould haveto be4% ofprioryearspending which our general fund balance would need to be just over $2,000,000 in ending general fund balance The request is to get guidance on the budget workshop, how should we proceed, what direction do you want me to take, what areas do you want me to look at, what do you want to see cut or what information would you like to see before the budget workshop.

With the safety committee comment that I thought was very provocative, you probably didn’t mean it that way. I don’tthink that we all agree that safety should be a priority because we have the same number of police driving around as when the undersheriff over there was a teenager in the Explorer program. I disagree there. The question I have regarding that is, the $13 million upside down, does that include the request for more police and the request for more of these positions that we’re considering?

The mining revenue that you have in this budget is attributable to the current year’s budget? So, this $1 .4 million you have, where’s that going? The mining revenue is mentioned in one of your presentations. I’m on #27, and it says mining $1.4 million paid in June. So, we budgeted and spent it assuming it was coming in.

Comptroller Teich

We were expecting it to come in better than budget. To be more than $1 .4 million, we’re expecting it to be better than that. So, we don’t have the money yet, but it’s expected to be higher because of the information we’re getting about all of the mining. I really don’t know how much it’ll be. But based on prior receipts, it is better than the prior years. The $1 .4 is forthe current year. We have not spent it; we have not received it. When it comes in, it’s going to be recorded to the net proceeds of mining in the revenue section of the general fund. It is not new money.

There are a lot of things that we’ve voted on, but we have not done so there are just pockets of money all over the place. What are your thoughts on that?

Just because something is approved by the Board of Commissioners does not mean that we always have the available funds for it.

So we don’t have any unencumbered expenditures. When I say that, I mean something that’s been voted on to spend by this Board, and it’s just sitting there, and it’s not been spent, and it’s not encumbered in the sense that there’s no contract against those funds. No one’s said, “Hey, I’m getting a million dollars for four million phones for everybody. I signed a contract saying I’m gonna pay you that at some point.” That would be encumbered, which is a very—look it up in the dictionary if there’s any confusion there. Do we have a lot of these kinds of funds where there’s money sitting and no one’s done anything on them?

So when you speak of unencumbered or encumbered, in accounting, encumbered means that there is a commitment to pay.

Yeah, that’s correct. That’s what I mean. Do we have a commitment to pay out? So, in other words, if I say we’re gonna put a million dollars in phones, it’s passed, everyone says yes, then it goes offto a million dollars in phones fund, and it’s still sitting there three years later—no one’s signed a Verizon contract, no one’s talked to anybody, there’s no implied contract, there’s no actual contract—it’s just sitting there. Do we have that kind of thing going on in the budget?

I can’t put a finger on that, and the reason why I say that is because our expenditures and the departments are able to make their own commitments. They’re able to do their own purchasing; it’s decentralized, the purchasing. And, just recently, I came across a situation where I received an invoice dated September of last year, but I 30 I P a g e 26. So, it was not included in our expenditures until the current month.

Let me put a finger on what you were saying and put a finger on—my finger goes to the court services software that we spent $600,000. We voted— this Board, we all sat here and voted unanimously—and right now there’s no court services. So that’s $600,000 that’s just sitting there. What do we do with that?

So are you talking about the LATCF funds?

So let’s talk about that. Those are special. That money was received, and it was put into a special revenue fund. When it’s put into a special revenue fund, it can only be spent on designated purposes based on the purpose of that fund. So, if the Board of Commissioners had assigned $600,000 for a court system a year ago or two years ago, it will stay in that special revenue fund.

That’s what I’m talking about. That’s the problem, is that we have all these special revenue funds where the money is sitting there. I have other things—I don’t want to take up more time—but I do have plenty of instances where there’s money that’s been, whatever you want to call it, signed out. We voted, we said yes, we want to do this, here it is. No court software, the money’s sitting there. And again, I’m not blaming you for it. I don’t even think it’s your job to spend that money. I’m just saying we have these pockets of money all over the place. So, it’s kind of like the teenager that goes off to college, and he takes all his living money and does a keg party and bar tabs and then says, “I’m broke. I have no money for rent.” It’s kind of like that. We’ve kind of tucked this money away all over the place. So, I’ll leave that at that because I don’t want to go into it anymore or waste any more time on this. But there’s more coming on that, as far as I’m concerned. But the one thing I want to know, if you’re willing to do it, of course, is just let us know how much that budget would be upside down in the event that we fully staffed 31 IPage 26. If we had a budget with just the Assessor’s request and just the peace officers, and all these other things like digital supervisor and weed puller or whatever that’s in this budget where I’m seeing all these new positions everyone’s rushing to fill, I just want to see what that might look like. So, Assessor on the table and the I 5 peace officers on the table. If you can do that. That’s not my vote. I’m . . just saying I would like to see that, if you’re willing to do it. So, as we are all expressing our opinions with the Comptroller and trying to save money. As we save money, we make money, right? And we hedge that deficit. So, my question—and I’ll just be audible—my question is, I believe it’s $71 000 for NACo, but regardless if it’s $71 000 or $75,000, if we were to suspend that for one year, there’s $70,000 right there of a savings that I don’t think there are any ramifications if we were to go that direction and suspending the NACo temporarily, right, to get us back in a healthy situation. The other thing I’d like to mention is the . DA, question—because I . . think I know the answer but I’m not quite sure, is come June, after the primary specifically, I’ve been honing in on the Justice of the Peace position, depending on who is the victor of the primary for Justice of the Peace in Pah rump, would we see immediate relief from a salary in June, or are we obligated to continue through the end of 2026? Do you happen to know? DA Kunzi Well, it won’t be through 2026, but depending on the outcome, there still may be matters pending before the Judicial Discipline Committee. So we can’t look at that as relief in anticipation, for example, in June? DA Kunzi No. But it may not. Well, I guess my hope would be that they will fast-track — . . it, as slow as they’ve been on this one, that I don’t think it’ll take more than a few months to get some type of a resolution. But unfortunately, that’s completely outside of our control.

Right. OK. So, circling back, I think the point that I’m making is if we all sharpen our pencils, put it to paper, and try to come up with and figure out where we can save and what we need to do and, as we said, prioritize, I think this will put us in a better position than we are in right now.

May I ask a quick follow-up, maybe Mr. DA? Is there any way we can get some kind of injunctive or a writ of mandamus? I don’t know what it would be, just to say it’s irreparable harm, it’s harming us. They’re the court—I don’t know how that works in administrative law. I don’t want to really know. If you could just answer the question ifyou want, ifyou’re willing. DA Kunzi Well, I think what we need to do. I don’t think there’s any formal action we — . . can force upon them, but I do think we need to be very clear and aggressive with them that we really do deserve a prompt resolution of this, given how long it’s been going on.

And I want to be on the record—I don’t know who listens to these—I am not upset with them, but I’m just saying, moving forward it would be nice to kind of wrap this up. So, in the event that’s an issue, I don’t want to pressure them, if they feel pressured, but maybe if we ask—I just don’t know what the proper polite thing to do is to the Judicial Board or whatever they are. DA Kunzi We can reach out to them, and I think they will take quick action. The way things have been set up now, from the standpoint of being pushed back down from the Supreme Court back down to the council, I think that they will move relatively quickly given how long this has been pending. We can certainly try to influence them to push it along.

OK. Well, let’s do some public comment then.

Zena, I am not pointing this at you. I’d like some acknowledgement because I know that you all are aware of what happened, but I don’t think they’re [the public] aware. That this upside-downness in the jail is not on us, it’s not on me. I wonder if there’s a criminal investigation pending in reference to this. Is it a misfeasance or malfeasance? It’s only going to get worse because our fuel costs for the month went from $1 2,000 down to $9000 couple of months ago, and now it was $1 8,000 for a month. I just signed a couple of days ago, and that’s just one department. But you know, there are so many costs that are involved in this that nobody can control. But I just want some acknowledgment without a tap dance that this is not on us, this is not on me, for this upside-downness in the jail. Linda Clark I really think you guys need to get, and I’m not blaming you, Zena, or the previous, a budget that you can stick to. You keep changing things, you keep spending money that we don’t have, and you always find all these other things that we have to spend money on. There are probably lots of things that you’re spending money on that we know we don’t need, but you keep spending money on them. So, I wish I had a checkbook, I could do that I can’t, that’s being retired. So, you need to think about what do you really need to spend money on. Tell me what do we really need that you need to spend money on. We’ve got employees that have benefits, we’ve got a fire department, gasoline, trucks, and streets, and all that stuff that needs to be fixed, but what else do we need to spend money on? Do you have a lot of stuff that you spend money on that we don’t need? So maybe you need to think about that. I’m sure you can cut a lot of money out of that budget. You’d make your residence a lot happier for your constituents. I just think that with all the money we have coming in, and obviously it’s not enough, and you’ll be getting more obviously, that’s what you’re happy about, all these rooftops and all these new buildings. But all that goes with a lot of extra expense; we’ve got roads and streets and other stuff that has to be taken care of. And you know where is that money going to come from? It’s going to take a while to come all in, with your budgets, with your rooftops, and we have a lot of rooftops coming in, a lot of extra expense, a lot of extra wear and 34 P a g e 26. For Possible Action Report by Zena Teich, regarding the budget status Cont... tear on our roads, our streets, and our services. Where’s that money going to come from? You guys have got to cut your budget and cut it where it makes sense for the public, and not cut out the things that we really need. Tim Bohannon — Several things here, one I haven’t heard anything mentioned about driving efficiencies from each ofthe department heads. I think they may have some things of value. We’re driving down some of the costs that we may be able to leverage there. I don’t hear any discussion about a 13-month rolling. So, I know that we have to do it on an annual basis, and that’s a requirement. But nothing says you can’t do a little bit more from a forecast standpoint and look out to see, hey, what’s going on 13 months, what’s going on 2 years from now, and then you know from the capital improvement standpoint we generally take a look at that or at least consider that prioritization, which is the key. the other thing is tax revenue I know that it sounds like the mines are starting to produce a little bit now more than they have and just from the note the folks up north from mining standpoint they’re confident that the minds produce a lot of tax revenue for the county and that’s why they feel no shame if you will or making sure that we have a strong Tonopah office as well as the Pahrump office. I respect that, and I understand that there are some efficiencies that can be done and technology that can be utilized to make that happen. Then contingency, making sure there’s a stronger contingency next year, not just the okay, here’s our 5 or 10%, but here’s our additional savings to make sure that we’re covering pension liabilities for the future, and factor that in, and making sure that making sure it’s accounted for. Making sure that you’re prepared for it and that there’s a way oftaking care ofthose pensions because a lot ofthe balance sheet issues are driven by that and get it, you know, under control. I’d like to talk, though I like what I’m hearing. There’s the content, just thought, hey, we need to do things, but the last part is disappointing to do this effectively, to cut to sharpen the pencil, and that’s what I do, sharpening the pencil. I hope you guys have it. Dwight Lilly The last time I heard this was years ago, and where John Koenig is setting Dan Schinhofen and was spinning in his seat, you know, with that pondering, cuffing staff didn’t want to cut employment. But really, the largest section of the budget I brought up earlier, and I don’t want any county employee to think I’m attacking them personally, but our payroll expenses are way over what they can be. They can’t be justified, you know. I’m glad the sheriff brought up the one thing that I hadn’t heard before, the fuel cost. You know, some of the people here need to start reading the Wall Street Journal or Baron Report and paying attention to what’s going on economically out there and the inflation that’s hitting us. Because I didn’t hear one word about that fact being factored into the budgeting going forward, so you’re not even seeing what could possibly happen here, and you probably could have taken immediate measures to cut payroll. Commissioner Jabbour brought up the buildings, you know, getting fixed and everything, you probably have to shut some buildings down and move staff into other buildings to cut expenditures. The jail was brought up. I remember when the jail was shut down back then, and then

brought it back with a promise that the feds were going to pay us money for housing prisoners up there, and we were going to make all this money. Well, that flopped, and we didn’t make money; we lost money on that. So, it’s unfortunate to 35 I P a g e 26. For Possible Action Report by Zena Teich, regarding the budget status Cont... transport prisoners back and forth. But this is times where maybe you put them on a bicycle or transported back down here or something. I went through that with my own business when it goes bad, it goes south fast, and that one year my business was down profit wise 25%, we were down so far, and I was working twice as hard not to let people go. But that’s what happens and you guys are faced with that right now with fiscal watch came up before because the county made some bad mistakes it’s been over $4 million that it didn’t have. Moving money amongst funds, thinking that the times we’re going to get better, they didn’t get better. I’m all for public safety. Joe is sitting over there. We just had a bust of a major drug dealer, he brought up. We save money county-wise by law enforcement taking other crooks off the street. If you cut down the drug dealers, you have less drug crime. Those are areas where you can save money. In my opinion, we need to have public safety and fire safety where it needs to be, and unfortunately, other departments are going to have to cut way back, yeah, and it’s unfortunate, but that’s what it is. Director BoIling — I just want to point out a couple of things. I really applaud her for bringing this up and putting itto you guys the way that she did. because here’s your reality. There is, however, a limit of the last three months of the fiscal year, which is when we get the bulk of our dollars, at least in my funds. I’ll get 20 to 25% of my funds in the last three months of the year. In fact, just last week we received word, or a couple of weeks ago we received word, that we’re getting $952,000 from SRS, and after that we should get another $725,000 from SRS funds for this fiscal year. Then, talking to the treasurer, a lot of the funding that they show us, and they say that we’re going to be receiving, we don’t even get until July, August into September. All that has to be backdated into this fiscal year. That’s the reason why whenever I became director, I was like, we have to have a $2,000,000 buffer, 1/4 or 20% of our budget needs to be a buffer in case something like this happens. We are overspending versus our revenues currently, but we have a buffer so that we don’t run out of cash, basically. I think that her idea of putting a buffer into the county coffers is a good idea, but I’m looking more at $1 0 million, not $2,000,000, because you need to have at least 20%, and with a $50 million budget, you’re going to need to have a decent buffer there. Because there will be bumps in the night. Counting on other entities to pay us, how long does that take? Bruce Johnson I have some recommendations on your budget issues. For one, get rid of that bobcat with a little mower on it, that mows the edge of the roads, and get a regular little tractor with a mower behind it. It would be much more efficient, much more cost- effective. #2 work with me on getting this issue straightened out over on Oakridge and Kellogg, and we could consider bringing some new revenue by creating some new opportunities to generate some money, and I can bring some new people into this town for some other opportunities. So, consider doing that, you know, things like this could actually be economic drivers for a community when you work with people, and I just want to say that be righteous about things. Tamie Pitman I have an idea, and I brought it up before, but nothing happened. If you task our employees to come up with cost-saving measures and then if those are 36 I P a g e 26. For Possible Action Report by Zena Teich, regarding the budget status Cont... implemented and after one year the cost measures are funded our actual seen, they would get 10% of the cost savings. Gee, they would have some skin in the game for bringing in new ideas. Ron Mortinson I make the case that funds are actually fungible, that monies can go into the account to go here, there, everywhere. There’s no truly setting aside in hardly any situation. I know in years past we had the federal government paying to house illegal immigrants in the jail. I always felt like that was a really perverse situation in terms of incentive and spending money that’s not going to be there forever, and when that dried up, I would feel like somebody should have completely rearranged the funding of the jails. Is that like a source of why the jails are upside down in funding now, because the federal funding for illegal immigrants is gone? Caroleen Logue I’d like to ask a question. Is the jail, the detention center, and the prison that is now overloaded. We have contracts with that private prison, and we have an MOU through the jail that they’re supposed to be reimbursement for certain expenses that the jail has to undertake. So, my question is whether there is a crime that is committed in the prison or the detention center against a person that they have the due process rights of having that crime adjudicated in Nye County, just like any other crime that would be committed throughout Nye County. I understand the sheriff’s concern about all the costs that are involved in adjudicating a criminal case. But it is the county’s responsibility to make sure that when a crime is committed, the local courts adjudicate that case. So, if that is what’s happening, our jail can be and probably is being impacted by that large population in that prison in that detention center. not counting all the people throughout our large Nye County that need to be transported and adjudicated in our courts. So, the question is, how is that fund handled? How is that kind of situation handled here in Nye County and Pahrump through the contractual agreements? We have businesses that have committed crimes, and we adjudicate and handle those through the Sheriff’s Department. We have public property where crimes are committed, and the sheriff and the courts have to handle those. We have private homes where crimes are committed. So, how does the prison and the detention center not get included in any of that adjudication, and how is that cost supposed to be handled? So that’s the question I’m hoping that the DistrictAttorney Kunzi will help with. Maryann Hollis How many buildings do we collect $1.00 rent for? Why are we not looking at that? It’s abouttime, and secondly, if I recall, we bleed money on the golf course, and that probably should be looked at. But those are just two things that should be looked at. And stop on the other side, stop spending, start collecting. Serina Grudjenski If you think about it long term, that’s not going to work. Cutting the budget isn’t going to work long-term. It seems like the sole income is property taxes, and anyone can correct me if I’m wrong, but from watching, that was property taxes. The problem is that this town does not have any other source of income source that needs to change. For instance, Ian Bayne said he didn’t want a Community Center. I have 3 kids. The Community Center that we currently have is super hard as a youth group to get into 37 P a g e 26. We could open up a YMCA-type center, charge families’ memberships, and out of that percentage, that goes towards the county. That would be a long-term income for the town. With the way that the growth rate in this town is, if we cut budgets, the police department suffers, the road department suffers, the building department suffers; everyone is going to suffer. Long- term wise we are having new people come in here, hundreds of people. The school districts even admitted that the Superintendent admitted at a school meeting at Mantz Elementary, saying that the school department is struggling to keep up with the students. Eventually, we’re going to have to build more schools, and I don’t think anyone has taken into consideration the long term. Cutting budgets is a temporary situation, and you’re punishing the next generation. Because then other people who are going to become commissioners are stuck with that, the new members of this the chair and everyone else suffer having to solve that problem. We need to come together as a community and think long-term. So, I don’t understand why this town has not, atthis point in my whole life living here, created a Youth Center for the children? It prevents drugs, which prevents crime, and you can charge your membership. Vegas has so many youth centers, and they’re proving it works, so it solves the problem of nothing to do for families. Again, community effort. I don’t understand why Valley Electric Association wasn’t held responsible for that. don’t know much about it, to be honest. That one thing could change a lot for everybody in this town, and it’s sad that that has not been approved. There has not been any movement forward on it; it’s all been talk, and as a mom of three and as a kid being here, I am one in a group of five girls that grew up here, not on drugs, not been arrested, have been great in this community, but that’s one in five kids. Beth Borysewich — Needs to have some income other than property taxes. Not from MediWaste or any of these other companies that want to come here and treat us like garbage. That’s just not what I’m talking about. The last speaker said that a youth center would be a good thing, and I do agree with her. And you can charge for membership. The only thing is that we need to agree that we’re not going to use the coalition to run it. Because we don’t want it to turn into a homeless center, we don’t want it to be a soup kitchen. We want it to be where kids can come in, they can learn computers, they can do ballet, they can learn how to don’t know whatever. The other thing is that if you take all of the employees that you have and you say to them, here’s the situation, we are going to either have to cut jobs, or we need to come up with a solution to being over budget, and tell those employees to come up with some ideas. I’ll tell you, they’re the ones that do the work, and they’re the ones that know, actually, the answers, not the commissioners, not the residents. We have two small towns, Manhattan and Gabbs, that need money for water, and we have a big budget for the pool here. Maybe some of the residents out here who have horses would like to adopt a donkey that would take care of that problem. Plans for a park and ride parking lot is that commissioner out of his mind? He parked cars there, you get another vehicle, and you go to off-site jobs, you don’t need a bathroom built or plants put in a parking lot, that’s ridiculous. Where’s your common sense? It’s possible that Treasurer Powers is still on the line listening the first, second, and third year delinquent letters are mailed, and I believe in the third year it’s registered mail, if I’m not mistaken. We’re talking about thousands of dollars here for these delinquent letters and looking at the backup. I just want to make sure that the postage we incur, I want to make sure that part of the process is that the taxpayer who is delinquent is actually paying the postage, so we’re passing that charge along. I don’t know is anybody able to confirm that? Treasurer Raelyn Powers You’re correct, Commissioner Jabbour. The delinquent taxpayer is reimbursing us for upfront mailing costs, and costs are reported in fund I 0203 when we do recover the publication cost, in the general fund for the mailing cost when we recover those funds. It’s per the NRS that we are mandated to charge postage, and we are mandated to charge publication costs for delinquent notices in the newspaper. So, it is a cost that we do implement on all the delinquent properties it is also a cost that we do recover either by payment or through auction.

, who passed away, is probably involved in doing this whole thing and getting it laid out, but those were the old days. Today, we had sort of decided unofficially that all the areas up in the northern part of Pahrump would try to remain rural, and 8000 square foot lots are not what I want. We were trying to keep the last one that we approved, half- acre lots. More than half of the lots are 8000 square feet, which is going to be tiny lots, tiny homes, a lot of lots, and a lot of homes. The largest lots and it’s about an eighth of them would be 12,000 square feet, that’s 1/4 of an acre, 400 acres total. So, I don’t know what we can do. I guess we can vote no. I’m having a problem with that; it’s a lot of houses. Manager Waggoner These size lots will also require a development agreement if this were to ever go that far.

When these Pumpage inventories are made by the Division of Water Resources, it takes into accountthe pumps that are running. This particular utility company the I ,000-acre feet ofwater, and this utility company have been using and those pumpage inventories are inclusive of his pumping. Just like Mountain Falls, they have a well up there that’s artesian, that’s giving 1,000 gallons a minute, that’s part of the pumpage inventory that is metered water. So, when you look at those numbers, make sure you skew them and look at the different places where the water is already in use, and that use would change for housing.

There are reasons why, on the south side, for example, we were basically forced to continue the approval of those projects. Let me come back to this project. You say that they’ll be able to come back if the proposal is for half-acre lots. Butwe are rejecting their plans, these 74014 lots to 370 lots to 1 81 lots, and so is that your proposal? We’re going to reject this; however, they’re able to propose half-acre lots on 400 acres.

On May 4, 2022, received the complaint CC-202-128 against Derrick Stoneberger, who was the property owner at the time, on May 4, 2022, when out and performing a site inspection found out that the structure was unpermitted. There were no occupants at the time; it was just an empty structure, and it was red tagged immediately byAlbert Cammarata from Building and Safety. Then we sent out a courtesy notice explaining all the violations. June 7, 2022, did another site inspection, no changes to the property. Notice of violation was sent out to Mr. Stoneburner. On July 11, 2022, another site inspection again showed no changes to the property, and a final notice was sent out. In September of 2022, I performed another site inspection with no changes to 48 I P a g e April 21 , 2026 Page 49 10. 10:00 a.m. For Possible Action Public Hearing, discussion Cont... — — the property, but the property changed hands to Mr. Potter, so I have to start over again. Started with the notice of violation on September 22, 2022, and noticed him with a notice of violation. Again, the same exact violations. Just to let you know that this structure in winds like this today, if you stand in front of it, you get the sway, and the building is so dry rotted out now it’s starting to sway, so it’s become more of a safety issue than anything. Inside the building, our dead crows and dead pigeons have gotten in through the eaves, and they couldn’t get back out, and it’s just a mess. This overrides your purchase agreement. If we abate this that allows us to go in using police power. And we can essentially clear it, but the bad part for you is that that would be tacked on as a special assessment. So basically, in the short term, we would come in and override whatever your agreement is. No one has a legal right to do the things that are going on there. DA Kunzi The law allows you to cover the abatement cost the county may incur. It doesn’t necessarily require that you actually impose that. I think it’s up to you to take into consideration what’s happening here and make that decision. I wonder what something like that would cost?

I’ll tell you exactly how much it costs because we have to take all these RVs to Las Vegas if the guy in the red shirt would take the RV as it says on the website, and we can do it for free. I probably get one of these nonprofits to go out there. As far as the RV would just be the cost, which I don’t really know; they have to tow it, and I don’t know how big it is. I’ve become an expert on RV towing in the last couple of months. Do you think he would take it if it were tagged? How did it get there? Addonizio I really don’t know because when we pulled it out of there, there’s no engine in it. He has a van there so he may have towed it with that. I mean if you guys are willing to do that, I’d be willing to pay the tow cost. It is cheaper than the eviction.

I have spoken to Tony at the location. He is aggressive, he is defiant, it’s not illegal, I’ve got a contract. I first got involved probably in September. I spoke to the property owner he said that Tony was in default for the purchase, and I recommended the eviction process. Yes, there was an incident where this stuff was brought back, and bad advice was given by a deputy, and the deputy’s been counseled. I have personally driven by there and seen Tony outside the RV cooking on a campfire, and so something needs to be done.

I would mine attaching to allow him a reasonable period after the removal of the RV to clean up the property, and that he will be responsible for the towing ofthe RV. We truly need to protect Robert because if this Tony is this aggressive even with the sheriff, then I believe we would have to formally evict him from that property in order to protect Robert and stop this man Tony from coming back on the property and perhaps just sleeping in his car. DA Kunzi- The individual on that property has zero rights. He’s not the owner of the property. A purchase contract basically gives him some type of an equitable interest but he’s not the owner of the property. The owner of the property is the one under our code who really has the responsibility for the condition of the property. I don’t think we have to go down that path of considering this individual’s rights at all. There are two components to this. The first component is the police vehicles we have. I know we keep buying them, but we keep needing them. These are driven very fast; they’re being used a lot. I listened to the police radio on occasion, and we do these high-speed pursuits. This isn’t a city where the fastest, you’re going to go is 45 miles an hour; these people go very fast, and they burn these things up, and they’re constantly driving. I’ve been told by the sheriff that we have a need for police vehicles. For some reason we get stalled and there’s up fitting, there’s outfitting of these vehicles with the wires and everything. So, the reason behind this I was listening in, and someone was trying to respond to something he said, Oh, my car doesn’t work,” and “ then I heard another guy go, “Yeah, my carjust blew up”. There were two cars that both blew up or whatever, according to the deputies, this is like 6 months ago. I got an anonymous message about it the next day. So, we definitely have a need for police vehicles. That’s the reason behind this. As proposed, I will get to the funding in a second. But I just want to address the Civic Center Community Center, which is a giant government complex. The only documentation we have about its purpose comes from this board, and it’s been called the pandemic refuge center, it’s been called a place to administer vaccines on a large scale and called the drug rehab center. HHS staffers stood right there and said it’s not just a homeless shelter, which begs the question, what else could peacefully coexist with a homeless shelter? Certainly not anything for families, certainly not anything you want your family to be. I public record requested and it says here LTCF, this is a March 1 7th e-mail; LTCF funding $2.43 million reallocated from ARPA in Civic Center funding, it says unspent $2.43 million. I thought, well, if we need these cars when we were told at the last meeting that we have the money available, but we need that in case there’s some kind of emergency, we need the extra $1 .7 million. So, let’s instead go after the $2.4 million that is currently sitting there unused. I would like to take the $2.4 million out of the LTCF and take the $1 .9 million for police vehicles at the discretion of the sheriff, upfitting/outfitting at the discretion of the sheriff, and two motorcycles at the discretion of the sheriff.

and I talked on the phone, and we did some research on our records, and based on that, I’ve got an update to your backup. Based on what we’ve found is very far off. We currently have 112 operational vehicles throughout the department, which include detention, admin, training, some spare vehicles, and our auxiliary vehicles. Auxiliary vehicles are the ones that still run, but maybe not as well; they’re hand-me- downs. We currently have 56 vehicles that are over 100,000 miles, we have 23 that are over 150,000 miles, we have 11 that are over 200,000 miles, and two that are over 250,000 miles; that’s based on the service records that Captain Means looked up this morning. We have 76 vehicles that are listed as surplus or no longer in service, which were crushed or auctioned. The carcasses that were over in the old animal shelter 61 had been disposed of; 15 are still waiting for auction for various reasons. I know that there’s a Prius over there that the county never did have the title to, and they’re having to somehow get a title. We have 21 miscellaneous vehicles, which include 3 trailers, 3 60 I P a g e 22. Out of the LATCF fund, there’s no question about where the money is coming from, right here the Community Civic Center, $2.43 million so we’re going to spend this money on that controlled by the coalition now maybe that’s changed so we either lie to the federal government underARPA, oh, we decided not to do that and we lied to them. The other thing I would say, and it’s nothing against the sheriff, but you know these are our employees. I care about the police just as much as anybody else. Then one of your deputies, who is that to me, says hey you know we have got a problem here. So, it’s really not against you at all. We have a disgruntled peace officer who’s trying to do his job, and now he has to go and find another car and deal with a car being towed or replaced or whatever the morale, and it just bothers me. I just want to clean up the town so that’s why I’m doing this, and that’s why I make the motion.

I agree with you, and yes, it is a morale issue for our deputies and an appearance issue for our community. There have been many times I have run into a deputy asking me to unlock the key box for him so he can find a spare car because his car broke down, it’s in for service, whatever, and we don’t have a spare car. That $754,000 is a new order of vehicles, which we haven’t been allowed to order because the audit was going on. The last batch of vehicles has taken us over a year to get.

I can tell you that in the last three years that I’ve been here, and in budget planning, we’ve had very little, if any of our capital improvement requests fulfilled by the county. So, right now I’m asking for 15 deputies; we have 4 graduating, 4 that are going into the next Academy beginning in July. But we have to have cars. You’ve got to remember that from time to time we crash as a result of police work, as a result of wear and tear on vehicles, we’ve got 13 vehicles over 200,000 miles that are on the road. You’ve got to consider the fact that there are times when our when the shop for two weeks or two months. We had an instance of a deputy who was under investigation, and his vehicle was sitting in our parking lot for over a year because we couldn’t put it back on the road. We were not allowed to. There was another deputy of another that was involved in a minor traffic accident. Because someday or another somebody’s going to call 911 and if there’s no car for him to get in , there, he’s not going to put on his new pair of Jordans and run down the road to try and get there, so I recommend you spend the money. Carolene Logue I have been a supporter of the Community Center since it was granted to our community, and if everyone is against having what a broad term is Civic Center, then you really don’t want the Community Center, you don’t want Petrack Park, you don’t want many of the locations where people can gather. If you looked and took the time to read a definition of what a civic title is, it’s doing your civic duty in a civic space with civic pride and having civic leaders that has a broad definition. You have the ability to broaden what is provided to your community. But Civic Center is just the title, then you are really opposing civic use for you as civil society. Our children can be helped with using a center, and the one we have now is 50-60 years old and is not accommodating the new needs of our community. So, please get educated, learn what the broader term of a civic answer is, and don’t denigrate your people that are trying to provide services for you in a civic manner. I really appreciate everybody learning more about civic education and civic involvement so they can be productive citizens of our community. Undersheriff Cory Fowles I would like to clarify a few points. First, you know that this county is geographically challenging to govern. It is challenging for you, for the clerk, for the DA, for the sheriff, and when you talk about patrolling and policing areas like Amargosa, Tonopah, Round Mountain, the mileage on these cars they just they rack up faster than normal. We have gotten a lot of new cars recently, and we’re thankful that the county was able to fund that. As far as the why we haven’t ordered the second half of those cars, there are a few clarifying points, one of them is that you know we could have ordered those cars immediately, but the bottleneck is always the up-fitting. We know this. I think there’s still one Durango from the last batch that we ordered that we’re just in the final stages of outfitting, and we ordered those cars 14 months ago. I’m not knocking our friends at the shop; they’re understaffed and busy just like the rest of us. But we could order all these cars, and then they would just sit in a parking lot waiting for upfit. Over the course of the last four weeks, I’ve had many meetings with Lieutenant Tippets and Captain Means about ordering this current batch of cars. One of the questions when upfitting we’re looking at outsourcing the outfitting. That’s problematic because when you go to a third-party upfitter, like Macintosh. The reason they turned them out so quickly is that they have I 2 people working on them at once, and the wiring diagram is inconsistent. Down the road, if we have a wiring issue and we need to upfit new body cameras or new radio equipment. The shop here it’s frustrating to chase that down. So, we dealt with that. The next question was, where are we going to order them from? I appreciate Mr. Jones’s position, but it is kind of a beast to order these things. We want to be good stewards of the county’s money. We decided to go with Durango’s for the consistency of equipment and outfitting and to ease the headache on the shop. So that it’s all the same make and model of car. Saitta Trudeau was the cheapest, but it has to go to procurement because of the size of the purchase; they were not a source well vendor, so it’s got to go out to procurement, which is 90 days alone, and procurement is going through the bid process with an order of this size. But where the money comes from, it’s all above my head. Civic Center or not, it’s not for me to comment on. I appreciate the sentiment and the consideration, but just to answer Commissioner Strickland’s questions, we could have, but we wanted to make sure that we did our research, and that we were going to go with. We talked about Tahoe’s or trucks. We decided on Durango, and then it was a matter of what upfitting. Yes, it was a long time, but we could have started it sooner. It would have done us no good because of the bottleneck, and the upfit we could just park ten more new cars, and they would just sit in a parking lot while we figured out the upfitting issue. Lora Larsen We need our sheriffs to have cars to take care of the community. I mean, it’s only common sense that we need to have our sheriffs so that if anyone calls 911 they , are going to get to the location to protect the community. I understand what you’re going to do in a week regarding the fact that the funds are there. However, regarding the fact that if they need that money now, let them have the money now. But also inform them that they need to inform the comptroller regarding how much they’re spending. Actually, communication is the key. I’m just saying regarding the fact that we should protect our sheriff, and the deputies need the cars. We should go ahead and get them whether or not everything needs to be monitored and everything needs to be controlled. I totally understand where you guys come from. I hope you guys approve this so they can get the cars as needed, and you know they have the funds and the resources to be able to get what they need.

So, it’s not that we don’t want to give and fund the sheriff and the deputies their vehicles. There is money sitting aside, and we just heard the undersheriff explain why. It does make sense that they’ve put in an order for 10 more vehicles that they’ve negotiated. My math on Commissioner Bayne’s proposal with the two police patrol motorcycles and then the upfitting subtracted from the $1 .7 million divided by the $70,000 average per vehicle, it looks like 20 more vehicles. So, does it make sense to make a decision now on this when they’re pending the other ten vehicles, and as the Undersheriff said, they’re just going to be sitting until they can be upfitted appropriately. After that happens, I have no problem with moving this because ten vehicles are not adequate for the Sheriff’s Office. You’re still at a shortfall, and by prioritizing this money, if we were to move this money and a motion were to go forward versus another scenario, how are we going to get this money back to the fairgrounds? Not everybody is opposed to the fairgrounds. Upfitting and supplying the Sheriffs Office with vehicles to help save any one of our lives at any time, I know how much you all are on the road, and you know how much I’m on the road at any time, something will happen, hope it doesn’t. So, I’m not opposed to this, but is it the appropriate time when there is money set aside that they haven’t used? I know at the last meeting, Director BoIling said he was going to work with us, the sheriff, and HR, trying to get a mechanic. So, we are 65 I P a g e 22. For Possible Action To spend $1 .99 million from the $2.4 million Cont... working very diligently to pull things together. We have the comptroller telling us to be careful what we’re going to approve or disapprove. But this money is not in the general fund. This money cannot be used for just anything in the general fund. Please let’s keep that in mind. If this is going to be moved, we’re prioritizing for health and safety, public safety reasons; they need it now or within a couple of months.

There is one guy at the motor pool whose job it is to outfit all these; the reason why I would like to take the entire amount and offer it to the sheriff to do the outfitting of the cars. It’s very simple, it’s right here from March 17, 2026, it says Community Civic Center $2.43 million, so a no vote on this is to keep $2.43 million in the fund. A yes vote on this is to take $1 .99 million Civic Center fund money and give it to the sheriff to have the outfitting done on these cars that he already has purchased, purchase more cars, and get motorcycles. It’s no more complicated than that. I would make a motion unless anybody else wants to.

I believe that several months ago, this board motioned that approved, I believe it was 5-0 to change the designation of that money from Civic Center to fields for the kids. We all voted for it. The name didn’t get changed because the ex financial person didn’t do it. There was a draft agenda that came out last time, and the first day, you know what I saw? It got pulled off, it was a mistake, it’s also a mistake that this says it’s a Community Center. I guess it was a mistake because there were no sheriff deputy positions at the next meeting. There are a lot of mistakes going on. Why do we have $1 000,000 in road repair that was passed last year? There are a lot of people in Pahrump who want to know why their roads aren’t taken care of. We’ve done a 5013C and then we’ve also divided that and done a 501-C4 and we have two different groups, and we have some legal counsel. We’re exhausting some resources in trying to solve this issue. I wanted to tell you that as a community member and a real estate professional, we have shown up to two different residents in Amargosa. And the mental health issue that we had brought up earlier is very important. One was a guy who 69 I P a g e April 21 2026 Page 70 30. But what it did to him was it made him go almost suicidal. And one of the gentlemen, we were able to talk down with our businessmen fellowship group in prayer. But he had a weapon to his mouth, he was ready to off-himself over this because he felt he was losing his home, his livelihood, the whole community was attacking him. It wasn’t an easy situation, but we were able to contain it and get him the help that he needed. Another gentleman went through the same kind of situation in Amargosa Valley, and that’s the main point of my discussion today: Amargosa Valley. We have had two people that I was in media coverage I asked the judge to approve it so I could film the whole hearing, but they did not allow me to, but I did motion with that formally. But I wanted to point out in title I 8; the ordinance amending title 18 of Nye County Code by amending chapter 18.04 there to adopting and approving the formation of the unincorporated Town ofAmargosa Valley, County of Nye, State of Nevada, adopting and approving the town board form of government for the unincorporated town ofAmargosa Valley providing for the appointment of the initial town board providing for the election of succeeding town board providing for the constitutionality severability and effective date hereof. Repealing all ordinances or parts of ordinances relative to the Town of Amargosa in conflict herein and other matters properly relating to it. I believe in Title I 8, it clearly states that we should be repealing this from the law for our town, at least, and for the rural jurisdictions of Nevada.

Mr. Osborn, we just heard items 1 0 & 11 where we were trying — , to deal with properties that have code compliance violations. How does this affect this code? Does it dictate what we just did? Because I believe that we could clean up properties, etc., without having this in place. Director Osborne — In the case of the guy with all the shopping carts, the trash, the disabled RV, I mean, that would be covered under 1704, not necessarily the lP MC. So, there are cases like a burned-out house would still be covered under the nuisance 1704.

So, what I’d like to clarify are a few things that were said today. The last meeting that this IP MC came before us officially, we unanimously rejected what was on the agenda because it was only to clean up verbiage within the lP MC. We rejected that because of the way it was written; we were not able to dissolve the IP MC throughout Nye County. Why do we want to continue to protect and hide the fact that I’m not going to do it? A former commissioner got on Facebook and social media and said, while pounding his chest, stay off of my property and this is the very thing I fought for when I was commissioner. Well, let me tell you what, I have it right here in writing, this is the resolution. Commissioner Blundo is the commissioner who brought this lP MC forward in 2018 with adjustments, and it was signed off and effective as of January 1, 2020. We, the five of us, are not the commissioners who signed off on this. Whether we were here 70 I P a g e 30. I know why in the body it reads the IP MC as a model code that regulates the minimum maintenance requirements for existing commercial and residential structures and premises. IPMC provides requirements for maintenance of site conditions, swimming pools, plumbing, mechanical, electrical, and Fire Protection systems in existing buildings. You’re going to think that I’m being redundant, but I’m not. I’m going to read something else to you. Model building code establishes minimum standards to safeguard public health, safety, and general welfare, covering everything from structural integrity, fire prevention, accessibility, and energy efficiency. That’s the definition ofthe International Building Code, which we follow here in Nye County, no doubt about it. PRPD follows the International Building Code. This nonprofit organization broughtthe IP MC to Nye County back in 2018. They didn’t invent a new wheel; they just piggybacked on the International Building Code, so much of it is redundant. Some of it is absolute garbage, and some of it gives authority that violates the constitutional rights that were mentioned earlier today by Sam Jones. There’s no NRS, there’s no NAC requiring us now, in the future, or in the past, to adopt this code of IPMC. There’s no mandate that we can fall back on and say we had to do it. But the game is over, we’re not covering for whoever brought this forward and pushed it. We have a lot of very upset taxpayers, residents of our communities, and I believe you when you said commissioners, you know what we voted to reject, and I’m going to stand down temporarily because I want to make the motion to dissolve this IPMC Nye County-wide. This is very interesting because on record for the past three meetings, I have asked and I was very specific to bring this item back so we could either move forward with it, or reject it, etc. This is not what I asked for, and you’re absolutely right, and this is exactly what I expected to happen. It’s for possible action, and this is a guideline we discussed, and I motioned for this to be dissolved Nye County-wide and if that’s a violation, then bring charges against me.

I just wanted to, real quick—Laura, I texted you. Please, please give me a call on Thursday. I can’t think anymore tonight because it’s 7. Thank you. DA Kunzi Steve, I really want to touch base. Awhile back, when the medical waste issue popped up, you know I drafted a hazardous substance ordinance to try to put in some 73 P a g e ________ protections and requiring a permit process. Part of that process was going to require the development of an environmental review plan, and I really want to touch base to see where we are and to get that moving because I say we’ve had a moratorium put on a couple of times to, you know, prevent—or a moratorium on offering a permit—but I think we really need to get moving on making sure we get in place the environmental impact process so that we can really make sure that we’ve got protections from these types of businesses. So, if we could hook up, please, we can get moving on that. Thank you.
