McGill Reports of a significant budget shortfall of roughly $7,000,000 for the Nye County Detention Center, as well as a total of approximately $13 million county-wide. I’m not pointing fingers at any department operations; instead, I respectfully ask that this issue be forwarded to the State Comptroller’s Office and the Nevada Division of Investigation for a thorough and complete investigation to include a forensic audit as to 2Page the shortfall and where it went. Residents rely on the finance team to keep accurate records, track spending, and make sure everything adds up correctly. A shortfall of this size raises important questions about how the $7,000,000 gap developed and the $13 million gap. Were there warning signs that were missed? Were the proper financial controls and reconciliations in place? I request that a full forensic audit of the accounts related to this shortfall be done as soon as possible to bring in independent reviewers if needed, keep the process completely objective, share the findings openly with the public in a timely manner, and identify improvements to the county’s financial tracking and reporting so this kind of surprise does not happen again. This issue affects the entire county budget and the services we all depend on; good financial oversight is essential for maintaining public trust. I would appreciate it if you passed this message to the Nevada Division of Investigations as well as the State Comptroller’s Office. The Nye County people deserve clear answers and confidence that steps are being taken to protect our tax dollars.

Morning, everybody. I’d just like to address one thing that was mentioned during public comment: the owners of the jerky, honey, nuts, and dried fruits in Pahrump have been there for over 20 years on Hwy. 160 and Gamebird, they got in touch with me. They also have a store in Beatty, and what happened was that they were given notice on the property that they had been on for the last 20 years. It’s private property. They were given notice by the owner as they want to develop that property, and they purchased the property directly across the street on Gamebird and 160. It has absolutely no utilities, none whatsoever, and of course, they were grandfathered in at their original location. Code enforcement paid them a visit, and from that initial visit, they were working with them to come up with a solution to keep them in business and not just shut them down. These folks own a piece of property directly across the highway from their location that has all the utilities power water and septic and that is an option for them. In the meantime, until they figure that out, I did make a phone call, and I assisted in facilitating them to be at the location that they’re at across from Big 5. They are there on weekends to sell. So, they are not completely shut down, and everybody is trying to work with them to come up with a solution, so they are in compliance with the state. And you mentioned health codes, well, you can’t be in a trailer selling all day long without having to relieve yourself, and you need water, soap, and towels. This came before us, about a year and a half ago, for all the vendors that were out there in Pahrump, Nye County. So, we are working with these folks. I think there’s a little bit of misinformation there. Manager Brett Waggoner One of the things, I promise, we are diving into and analyzing the jail budget, Sheriff’s Office budget, and everything. But one of the things that’s led to a big portion of the shortfall is the fact that when we did have an ICE contract there were 29 positions that were added to the Sheriffs Department and there were promotions given and none of that’s been reeled back since we no longer have that contract. So, that itself contributes to well over $2,000,000.

And in fact we were bringing in a federal contract in 2024 $2.365 million as an idea of why. That’s a big portion of the loss. 3IPage

I just want to clarify that there was something online that was about me or us, because a film festival was cancelled. Dr. Salute from the college had been reached out to and indicated that the applicant was going back and forth with their Elko office and did not provide the paperwork that was required in order to use the space. So, that’s what happened, and the fee that he paid was refunded.

To pecuniary interests, financial gain, compensation and CE donations, there are strict guidelines for all of that, and I would love an e-mail to be dropped on Marianne Hollis and Dwight Lilly about what that is so they can be clear because they aren’t. Teich So what I’d like to do is give you an overview of the fiscal 27 tentative budget as it’s been prepared and submitted to Dtax at this point in time. So, total revenues are $56,000,000, and they’re represented by 40% for property tax, intergovernmental is 52%, and then we have the remainder of the revenues service of charges for smaller items. This is just for the general fund. Then we go down to wages and salaries of $26 million. Benefits for all employees that are paid through the general fund, $18.4 million. And then we also have service and supplies of $13.8 million. Which brings us to a total expenditure for the tentative budget of $58.3 million. Now, in our budget, we’re allowed up to a 3% contingency, which NRS allows. So, you’ll see the contingency item for $1 .1 million. From there, we need to do some transfers for mandatory expenses that are being funded through other funds: health clinics $65,000, debt service $812,000, the Nye County jail $8.4 million, and then we also have extraordinary maintenance for $1.2 million. So, all the transfers after the expenditures represent $10.5 million. When we add the transfers with the expenditures, we get a total outlay of $69.9 million. So, this is where, in our last meeting, I said that we had a shortfall of $13.5 million. So, from here, to show the county where we can freeze spending, the total number of positions with benefits that we have out there for the general fund is $2.5 million. New 3. 4IPage Commissioner/Manager Comments Reopened Cont... positions that have been requested by the departments represent $2.6 million, and then we also had a request for promotions who are reclass of positions $400,000. So, that would bring the total shortfall down to $7.8 million. One of the items that was requested of me is to show what a reduction of service and supplies would represent. So, over here you can see that if we reduced service and supplies by I 0%, we would save $1 .3 million; a reduction in service supplies by 15% would be $2 million; a reduction of2O% in service supplies would represent $2.8 million, and 25% would be $3.5 million. So, this is the starting point that I’d like to start off with before we hear all the requests that are being asked for in the workshop today. So, as you can see at the top of the page, we have $7.8 million, and that is deficit funding. So now, as we start listening to the items that are going to be brought forward, you can see what the impact is for each of these items that are being requested. Now I’d be happy to take any questions.

My first one is how did we end up in this position?

So it’s a tough question. About 65-70% of our general fund expenditures are salary and benefits, the remainder is service and supplies. I can’t talk about what has happened in the past. I can only tell you what I would like to do moving forward with trying to bring the budget in alignment with a zero-balance budget and to tighten the belt so that we can reduce spending in order to provide the services that are required by the communities. So, what I would recommend is taking a look at the jail fund expenditures and identifying where to take a look back, you know, what were the expenditures at the time of the contract and what actual expenditures went away after we eliminated the contract, what expenditures stayed after the contract. That’s how I would look at it, and I can come back to the board to give an analysis of that.

First page of the report underneath the Nye County jail, the $8.3 you have extraordinary maintenance of $1 .2 million is that for just the jails, plural, or is that for all the buildings?

Comptroller Teich

Extraordinary maintenance is for all of the county; it’s for buildings, it’s for areas where we would make improvements on our assets, and the improvement would extend the life for at least five years. It wouldn’t matter if it was the jail, it wouldn’t matter if it was an administrative building, it’s any type of improvement that would extend the life for more than five years.

I had mentioned specifically buildings and grounds that there is money about that much money $1.2 million and that’s reserved to help with the county buildings throughout the county.

What I can tell you is the budget that was submitted to Dtax for fiscal 26 did have a shortfall. It is public record; you can go back to the final budget, and you can look at it. I can pull up the pages, and you can see that there was an actual shortfall.

Do you think it is a little backwards to look at our expenditures before we know what our budget is? Since we haven’t yet looked at the budget and I’ve not been in your position, but just running a small business, it would seem that you have to know what you’re spending money on before you then make decisions on what staffing you need in order to properly execute the job. Wouldn’t it make more sense to have the budget first and then go and look at the positions?

How much has been transferred out of that general fund in this budget? When I see transfers out of the general fund, do we transfer any money out of the general fund into these little pockets of money?

So, the general rule the jail fund has been funded every month. So, the transfers out from the general fund have been to the debt service fund and the jail fund.

So do you think that since we’ve had so many errors here in the county going back historically, the chairman says maybe years, would an outside firm have experience in municipal or state budgeting? Would that help you if we were to contract something like that?

One of the items on the agenda today is actually for my department for service and supplies, and it would be a professional service contract that I’m asking for. To support some of the analysis that should be done in the department. I am new to the county, and I would like a chance to look at items and come to the board with facts on the expenditures and revenues. I am not a CPA. I have a bachelor’s degree in accounting. Sheree, if we were to move forward with this position, how many parcels do you think they would be able to facilitate from now until July Ist? And is this position an in-house position that they are familiar with the process? Assessor Stringer Yes, but they still have to go through training. I mean we have to keep up our CEU’s, everybody has to go to school, you have to be licensed by the state, you have two years to get your license. In that time, you’re still working as an appraiser, but you have someone above you that makes sure that you’re doing your mandates and making sure that the information is correct as it’s being placed into the computer for tax purposes. We have 7800 this year coming up, so I would say that person should be able to because if we do it as an in-house, you know, we have someone that’s already been training with an appraiser, working side by side with them, so I would say they’d be at least able to get anywhere between 750 and 1000. You can’t send them to school and then not be licensed; they get a temporary license.

The training appraiser works under the supervisory appraiser. I’ve been a supervisor appraiser in the past. If they can’t get the hours, they will not become a certified or licensed appraiser, so they have to have the job. I thought it was 3000 hours, but it’s a whole process, so they both work independently even though one is working under the other’s license. Assessor Stringer — That is correct, but we don’t have to get 3000 hours.

As to our funding sources, the worst thing that we can be looking at today is funding out of 10101, which is depleted. Let’s just make it straight up. It’s over-appropriated; it’s in a deficit. I wish there were a way that we could have had these discussions prior to right now to say is there another funding source for your office. Because you’re bringing in Nye County funds distributed throughout Nye County but you’re appraising strictly the town of Pahrump on this upcoming 7800 parcels. 7IPage Assessor Stringer No, that’s not just Pahrump; that’s all of Nye County.

We don’t have a special appraiser that’s tasked with the creation of new parcels so they can be taxed right away and so I’m hating that we’re having to even talk aboutfunding anything out of 10101 and so you don’t have any ideas for me? Assessor Stringer No, because we can’t take salaries out of technology; it does not allow us to do that.

With the 10101 general fund looks like they’re all coming out of this. The question goes back to the Comptroller: do we have money to fund this, and I’ll refrain from the other items at this time. 5-minute break.

For the assessor department, and where they stand now, they’ve spent 67% of their budget. Into the year are we percentage wise 75%. I have to say we need to invest in certain areas in order to generate the revenue, and as much as I say that we don’t have the money, I believe it’s important that we get the appraisers so that we can generate the revenue to have more revenue in the future.

If this position is going to assist by generating revenue back to the county to I 01 01 this is an area of interest. So, we do have the money, or we will , have the money for this position by them generating the revenue.

Comptroller Teich

We don’t have the money right now. But this position will generate revenue for us to support the position. I would say the first month of the new fiscal year because it is important by the end of the first quarter of the new fiscal year, which would be by September, and I think this position should be put in as a priority as opposed to other positions only because it generates money.

So, Sherry, you’ve heard the conversation here. Are you okay with this being extended within the first quarter of the new fiscal year, and would this help meet your request? Assessor Stringer I would be grateful if you would look at it again in September. I mean, we’ll do the best with what we have. We have been doing the best with what we have, and we’ll look at it in September, and hopefully, at that time, we’ll be able to generate enough revenue so that we will be able to fill this position.

lfyou spend $115,000 on an employee who could bring in $1 ,000,000 in the next couple of months. I don’t know a four-year college that would teach you not to bring that person in. This is just a logical problem. We will bring in $1,000,000 in months if we have this $115,000 in position. Makes absolutely no sense. I would be in support of this. Manager Waggoner Sherry, so far this year, you have not used even $1 800 in overtime. How come you aren’t utilizing your overtime? Because that’s a lot cheaper than funding two more positions. Assessor Stringer Because I’ve never used overtime. We try to get the job done within that time. I can certainly put my employees up for overtime, but that’s not what we try to do. I try to stay within my budget. Manager Waggoner It’s cheaper than benefits and salaries for two people; that’s why I was asking. Because in other years you’ve had 20k, 12,500, another 20,000, one year 30,000. Assessor Stringer But you have to remember that’s not all overtime. That is before we started doing this new payroll. We had Thursdays and Fridays off for the holidays. I had to pay for that Friday for all the staff. You’re asking my employees to give up their time from their families. They work I 0 hours a day, as it is. I work Friday, Saturday, and Sunday, and I don’t make anything more than what my salary is.

If this position were approved today and they started whenever; how soon would we see the revenue? Assessor Stringer Tax bills go out July 1st, so you’re going to see it in August when the first payments are due. We’d have to advertise for two weeks, and it wouldn’t make a difference that the person is not even going full-time until after July 1st

The cost for the appraiser is $86,000 a year, but if you move someone into that who’s making $70k, the additional cost is only $16k to reclassify. Assessor Stringer Ultimately, what I would like to do is, if this person were selected as an appraiser, we would take his position; he’s already receiving a salary. We would move it over to the real property, and instead of backfilling his position, I would like to take that position and drop it down to data collectors, but part-time, no benefits. So that’s a savings there as well.

Question so with this change through the legislation, I mean that’s statewide for every county. Has it been recognized that the new legislation that was passed is not working as effectively as in the past? JOP Sullivan — I can tell you that the majority of the judges throughout the state are dissatisfied with it because there is no bite to it at all. I think that there, and again, I only think from what I’m hearing, that they’re running into the same problems. I would totally recommend, if you could, make a voice in legislation. I don’t know how they can get it back and be a regular misdemeanor citation, but civil is just not the answer.

Comptroller, this too generates revenue, not as much as in the past, but it does generate revenue, and do we have the money in general fund 10101 to do this?

What I don’t understand is: do the fines go to the general fund from the justice court, or do they stay in that special fund that is administered by Beatty Justice Court? Can I ask the Judge if we can take a reprieve from touching 10101 for this year? Chelsea Cathcart — That account is split between the three courts. Jop Sullivan — That can only be used for certain things set by statute. Chelsea Cathcart — $11000 goes to maintaining JAVS it is not funded anywhere else.

It’s funded in LTCF money that is just sitting around. We have $600,000 for this discovery, so there is funding.

That funding that was earmarked is for the District Court and not the Justice Courts. If the JAVS system goes down and it’s not supported, how does that affect your courtroom and administration? Jop Sullivan We must be on JAyS, we are a court of record. It would shut us down 25 30 cases a week, plus in custody, new arrests. Without it, we cannot hold court.

for Tonopah Justice Court; c. Filling one (1) vacant Deputy Justice Court Clerk I position; and d. To fund from 10101 General Fund. Justice of the Peace Jennifer Klapper I come before you this morning, listening to the struggles of Nye County and all the different issues that are happening. In our request today, we’ll start with the employees because they are the most important part of Nye County. The vacancy that we have, which is the third one listed the Deputy Justice Court Clerk I. I do not anticipate filling soon; however, I do wish to leave that position available because we are anticipating the retirement of an employee, and we will have to fill a vacancy at that point if the employee does indeed retire. I’m unsure how that picture looks, but we anticipate that it would be at the lower cost of the Deputy Justice Court Clerk I, not the higher cost for the two requests to reclassify the Deputy Justice Court Clerk II to a Deputy Justice Court Clerk III. This is the same ask as last year. In the deputyjustice court progression, you serve a certain amount oftime as a I, if you qualify, you’re then moved up to a II. If you qualify, you’re then moved up to an Ill, and that’s where we are now. They’re both extremely knowledgeable about the positions that they hold, in leadership roles, and they deserve to have that increase if Nye County is able to help with that. On the 3rd request of the JP raise, I am not asking for that on my own behalf but on behalf of all the Justices of the Peace. So, starting back in I 995, I only went back 30 years in 2003 and 2018, the commissioners have consistently determined that the Justices of the Peace should make at least the same rate of pay as other elected officials. So, every year since 2018, as was agreed between the comptroller and county management, we have put in this budget request annually; however, the other elected officials were granted the raise last year pursuant to NRS that governs them, but the JPs were left off that. So that is the ask, just that we make an equal rate of pay to the other elected officials for all courts, not just Tonopah as it looks.

There is no financial impact. Do we know how much it will cost? District Court Administrator Whitney Richardson This item is pretty straightforward. We know that we have the MOU in place so the promotion of the District Court Clerk I to the District Court Clerk II, we were already allotted that position a year ago, and we hired all District Court Clerk l’s. We didn’t hire anybody at a higher step, so we would just like to utilize one of those promotions for one of our current court clerks. We do currently have an opening, so I assume that’s what they mean, you know, finance added for (e), so we again already have that position from the MOU. So, I don’t think that would add any impact fiscally. The raises are something that I requested last year for staff, and that’s just to keep our staff at the same level and same pay rate as Nye County employees as well. And when we had this discussion with finance, we discussed the entire department getting raises. I’d like to still move forward with this as is. I plan on making an additional request at a later time. But I am cognizant of the current financial issues. I’ve done my best to operate within our budget that we’ve been given by taking staff, court clerk ones, and things like that and trying to maintain our budget.

My problem is I am looking at a blank piece of paper with no dollar amount, no financial impact if we approve this thing. All the rest of them have dollar numbers on them, and this has got nothing zero.

The total amount for all four items is $397,656.

It’s a very difficult meeting today to say no, and I too have no backup. I’m looking at this. What I find interesting is that part of the justification under (a) is to match Nye County Employees Association’s negotiated salaries. I was very adamant to try to keep the employees within the CBA, and that was not an option. I was told that was denied when, in fact, I found that as of 2019, through legislation, they would have been able to remain in the CBA, if not the same CBA, a different CBA. So, I find it really interesting that they were taken out of their current or previous CBA while working for the Clerk’s Office, or if they were county employees who wanted to transfer, but they were not allowed to have any representation by the CBA, but that’s part of the justification. So, I’m a little confused there.

Why are my numbers 98, 77, and 21 just from our last meeting? You also have 18 open positions, we have 77 current, and 21 detention, we had 13 open. Mr. Cody, could you tell us? Undersheriff Fowles That ratio only applies to category one police officers who answer calls on the road; it does not include detention services personnel. They are not category one certified; they cannot respond to domestic issues, drug enforcement issues, traffic accidents, things of that nature. The 91 figure I pulled that right off the schedule today that includes every category one piece officer from the sheriff on down to include detectives and patrol from Round Mountain to Pahrump. I don’t know where the 98 number comes from. I have 91 But it does not count detention personnel who are also . understaffed. Adding these I 3 positions brings us up to I 06, which puts us at I .83 per thousand residents. We have 7 open category one positions, which does not include investigators, and we have 8 people in backgrounds right now to fill those positions. So, I expect those to be filled, hopefully by the end of this year. In 2015, the Sheriff’s Office responded to 43,039 calls for service on the streets, I 0 years later, in 2025, we responded to 62,089 that’s an increase of 19,050 calls in 10 years. That number is only going to go up. That gap is going to continue to increase. To bring us to the national average we need to almost double our staff, and the Sheriffs Office is not here asking for that. I know that would be outrageous. To add 13 street cops and 2 sergeants to supervise them would bring us a bit closer, but still not there. In a county of approximately 58,000 people, we would need to double what we have. I’m asking for 15 more because I don’t think we’re there yet, but at a certain point, I don’t know who’s going to replace the sheriff but his replacement or that person’s replacement is eventually going to start looking at some way to reduce services, which we don’t want, nobody wants. But this place has grown by I Os of thousands, and our staffing is not sufficient, so we need to add these positions because if you want a lower crime rate, you have to add police as the population increases.

This is a prioritized item. I’m not sure why it’s before us and written the way it is. Because I think this is the number, there are 15 frozen positions that was done 6-8 months ago at the request of the Sheriff’s Office. I needed clarification that we were uncomfortable with there being a freeze county-wide and needed clarification that it excluded law enforcement, the fire department, and 1st responders. I believe it could have been presented as asking us to unfreeze these positions; these are not new positions. The sheriff said we have a dilemma, they have more applications than positions, now it’s a great problem to have because now the word is out that Nye County is a great place to come and live and work. As far as I’m concerned, we’re just unfreezing what they were already approved for.

These are new positions that were requested. There are 27 open positions for the sheriff. Undersheriff Fowles I can clarify that. I am talking about category one: the street, coming to your house, handling your traffic accident, and taking the drugs off the street. Right now, what we have vacant and unfrozen is five Pahrump deputies, one Beatty deputy, one Round Mountain deputy, and three investigators. Now I’m going to put the three investigators aside, because I can’t fill those investigator positions until I get more people in patrol, because they come from patrol to go to investigation. These are seasoned cops. My background investigator has eight applications on his desk right now to fill those, five of which are going to the Academy in Carson City in July. There are three laterals from other agencies. One of them is not going to get a job, so we have a surplus.

For the I 5 new positions, $1 .9 million. So, in the operating fund in the general fund, the sheriffs area is a total budget of $18.4 million. Our property tax revenue for [FY]27 is $23 million. So, the Sheriffs Department, in total, I’m not talking specific areas in the general fund, takes up 80% of our property taxes. That does not include the deficit with the jail fund for fiscal 26; the jail fund deficit is about $7.5 million.

If we can’t get the 15, I would just beg this board to give two or three deputy positions, or one deputy position, or any deputy positions. We cannot have an excuse to respond to a 911 call. We cannot tell somebody who’s a victim of a crime that we’re sorry the jail funds are upside down.

Five positions would equal about $633,000.

We have two sergeants who are being requested. Their pay is slightly higher than the deputies.

A patrol Sergeant would be a promotion from a deputy, so that deputy would need to be replaced. They’re both a critical need: you need the deputies, and you need the sergeants to oversee, supervise, and complete the paperwork. The biggest point of this item is that currently our deputies are working 12-hour shifts, 6A to 6P, 6P to 6A. Studies have shown that it is too long a shift for law enforcement; fatigue, stress, it all 20 j P a g e plays a factor, and it is not safe for law enforcement. The goal here right now is that we are going to be shifting to a 1 0-hour shift. That will give us an overlap between day shifts, swing shifts, and nightshifts. Because at 6:00AM, every cop is offthe street. Our deputies log on in their driveway from their house because they have take-home cars.

So, if hypothetically this board were to say okay, let’s give you 4 deputies, could you wait on the sergeants?

Absolutely, four deputies will help, but it’s a drop in the bucket. You’ve got to consider that if we send eight people to the Carson City Academy in July, we’re probably going to come back with four, because that’s the attrition rate. We don’t want to keep playing catch-up for the next 10 years.

I have a question for the sheriff. You said you’re going to change the hours. Will that reduce overtime since they’re no longer doing 12-hour shifts?

Sheriff McGill

You’re not paying overtime because they’re on 12-hour shifts. You’re not paying 4 hours of overtime; they still work an 80-hour pay period. Yes, it will reduce overtime because if a deputy gets dispatched to a violent domestic in progress at 5:30, he arrives at 5:50 and makes an arrest, goes to the jail, and does the paperwork. I’m not going to promise you that it’s going to be significant.

If we hire the additional I 5 people, do we have the capacity at your current building?

These individuals would be patrol deputies for the most part. We need to increase our investigative units. We need to increase our problem-solving unit, which is a two-man unit that is responsible for part of their job, which is to go out and buy drugs and arrest the dealers. Patrol is the backbone of a law enforcement agency. If the 911 calls are not handled, if the crashes are not handled, if the disturbances and homeless complaints are not handled, we are failing in our job.

So Dtax received a tentative budget on April 1 5th. We have the Town of Pahrump and the capital going before this board on May 6th, and at that time, we’re going to ask for a public hearing for the budgets, which will be on May 19th The final budget is due to Dtax no later than May 31st• We are proposing to change the tentative budget to pull out all open positions or freeze open positions.

I don’t see filling I 5 positions this year. However, I don’t want to have to turn away an applicant because I don’t have a position. 1 would rather stay in the position that we’re in and have more open positions and less applicants. I want to be able to accept everybody who wants to come and work here.

Rest assured that I, and probably everybody, is looking for ways to cut or find funding elsewhere, but it’s not happening overnight. We want you to 21 IPage have what you need, and I also don’t want to raise anybody’s taxes, but we’ve got to cut somewhere.

The reality is we could be on fiscal watch this coming fiscal year. Undersheriff Fowles I have two open detectives, a detective sergeant, four deputies, a detention sergeant, a food service worker, a detention tech, four dispatchers, a Beatty deputy, four detention deputies, a Round Mountain deputy, a Tonopah sergeant; all are open; the rest are all frozen. The open deputies are filled; they’re graduating in May.

You need to understand that those deputies who are currently in the Academy are occupying positions; they are not moving into an empty position.

We keep getting a number of what it’s going to cost, but that’s not a real number because it doesn’t start tomorrow; we have to start with payroll and benefits. So, ultimately, it’ll be $500k to $800,000, or it could be $1 .9 million, depending on the motion. That doesn’t affect us or impact us tomorrow, so we have some wiggle room, timing-wise. So, it’s not that we know that we don’t have the money now, but they’re not asking for the money now; they’re just asking for the approval of the position.

If we’re going to get five positions, four deputies and one sergeant hypothetically, then I would rather it be five deputies if we can, because that allows me to take those five people and spread them among the squads, rather than having to have a sergeant over two people.

What I just heard, and I may have misinterpreted as when you say the five deputies will be on and spread out through different squads, will that be squads within Pahrump, or is this for Nye County?

Tonopah is fully staffed. Beatty, we have one open deputy position, and I can’t fill the Round Mountain, nobody will apply for it. We send them from Tonopah to handle the calls. We need at least one more for Beatty Amargosa. I would like to be able to have two assigned to Beatty and two assigned to Amargosa, but right now we’re still 22 I P a g e having to share. It would be the bulk for Pahrump because the bulk of our population, by far, is here.

A cost of $108,000 for the reclassification. Administrative Assistant Patrick Lazenby — We have requested the EMPG, the Emergency Management Program Grant, because I’m qualified and everything I do affects Emergency Management, to fund part of my salary under that, and that’s whether I stay in admin or move to logistics. Part of my position, if FEMA ever opens back up, we might hear yes or no on that. It’s a long-term grant; it’s been around for an extended period, and we have assurances that it will be around for another long period of time. When I started in Emergency Management in 2018, we had two other positions there. We had a lady up in Tonopah who did our accounts payable, accounts receivable, and ambulance billing; she retired about a year after I started. I absorbed her duties. Then, 2 1/2 years ago, we had the logistics officer medically retire, and I absorbed his position. 23IPage That’s what we’ve been doing now, and I think in 2 1/2 years, I’m retiring. I think at this point it’s more critical to get moved to logistics and hire an administrative assistant that I can be around with to train for the next 2 1/2 years because. The admin assistant in Emergency Management isn’t like an admin assistant in any other department; there’s a lot more to it than just coming in and paying bills and ordering supplies.

What about a motion to approve based on a grant revenue fund that you would have to determine? I want to fully fund it out of the EMPG. Lazenby You would not be able to fully fund it out of that grant. Because of the way the grant is set up, we can’t even fully fund Chief Lewis’s salary. I think it would fund 20-25%, and the person who would replace me may be a little bit less on the pay scale.

Has anybody looked into outsourcing? Obviously, it has to be done. I much prefer outsourcing to hiring another person to come in and be part of this. Manager Knightly- In the future, they could bring an REQ. Right now, on our website, we’re looking at over 1000 pages just for Nye County, plus all the documents that come with all those pages. We’re talking hundreds of thousands of pages. I think that would be a bad idea. 27 I P a g e Manager Waggoner- That is a request I made to Arnold to look at outsourcing. In my opinion, one person isn’t going to be able to do this and get us into compliance. But I think outsourcing would be needed to get it at least to a point where it could be maintained, and then at that point is where I would look at possibly getting someone who would do that.

William Allen- We stayed at 74% of our budget this year, haven’t overspent yet. The way facilities work we’re usually one emergency away from being over budget. This is the third time that we’ve been here requesting this position, this was the result of a large solar field on top of the justice court and the detention center. We started running that system last year we’re nine months in it has saved us $98,000 so far. We expect greater than $1 00,000 savings this year from that system. We were able to get somebody certified in- house, so we haven’t stopped doing the jail. If we cut that we’ll save that money that we could apply for the training. We are producing more power than we’re using since they were cleaned, which is substantial increase.

I don’t know if it was latch or whether it was Arpa; did you utilize all those funds for 911? I still have unused $530,000 on the balance sheet that I have from April 14th that just came off the top of my head. I would have been more prepared for this, I’m just looking at the April 14th, 2026, summary for latch funds and in it we had public safety communication. Brad Adams The retirement for communications system supervisor probably going to be in Q3 of fiscal 27 which will be put between January 1st and April 1st• The network engineer anticipated to be December 31st which is at the very end of Q2. I would need three years to bring them up to speed. We will likely end up doing a promotion within the department in one of those two positions, the network engineer likely will be a promotion within the department. It brings a highly qualified individual into that position with that promotion, but it does open up a systems admin position that will need to be backfilled. I’d be confident to shorten the pre hire so we could go from December 31st and shorten that all the way down to maybe two months. The communication system supervisor and 911 system is a highly proprietary system that individual has to have a lot of knowledge on a lot of things and it’s a very specific skill set. That will be hard to find, hard to hire and hard to cross train. It’s going to require as much time as we can commit to it typically in that position. I would love to see three years, but I also understand the reality of it. If we were to back down the pre hire on the network engineer with the understanding that we’re going to have to backfill that position if that individual is promoted. That would reduce the cost outlay on the communication system supervisor that is the one we want to get posted as soon as possible.

Ian Bayne- I know working various radio stations that sometimes they’ll outsource the engineering it’s pretty complicated or radio station that has syndication. Brad Adams Our system covers 18,000 square miles and it has some of the remote systems that are in the state, and these are complex radio system. We have powers, we have right aways, we have access right of ways and we have solar rays that need to be welded on mountain tops in severe conditions at 10,000 feet. We have backup generators, underground battery volts and generators that are tied to solar charge controllers. We have RF communications and RF propagation radio frequency. Not only is the scope outside of what would be even possible or reasonable for an outside contractor to even attempt. An outside contractor coming out of Las Vegas, which would be the closest contractor, would be unreasonably expensive and would not be confident across the board. We found even with recent FAA lighting where they may be able to replace the light bulb up on top of the tower but when there’s a power strip that’s up on top of the tower, they are not qualified to change out an electrical power strip. You’re talking about multiple skill sets and abilities for an internal employee to do the resources and repairs that are necessary. FCC licensing on public safety FCC programming and all of our radios the firmware system resources for the core infrastructure. The maintenance of our system with one or two individuals is incredibly difficult as it stands. I have not asked for a secondary that will come in the future right now I am the backup for our current employee and I will be the backup for the future employee. I know exactly what it takes because I rebuilt a lot of those sites and this is not something that can be done by a contractor efficiently. An imminent issue at one of the sites and the commitment from internal staff toward the benefit and the safety of the first responders is critical. An outside contractor you’re talking about a response time of 4, 6, or 8 hours or more. That is absolutely not even possible nor reasonable to expect an outside contractor to be able to do it and it would be more expensive.
