There's one on Leslie that probably goes five blocks into nowhere. The one on Homestead goes quite a way south, but it'd be nice to have one on Gamebird, that connected Gamebird to Homestead, all the way to at least Winchester or Barney is the end street of town over there. and then if we had one on Calvada on the Calvada I which there's a lot of right-of-way it'd be real nice to have bike paths there so what I'm asking for somebody to please look into giving the bikers a chance to ride here and you know we want to spend money on fairgrounds but nobody wants to do anything for the bikers and cars are not most cars are polite and will get over but some of them are rude and fly down Calvada going 40 50 miles an hour and they don't get over it's like I'm surprised there hasn't been more killings of people on bikes here because there are no bike paths. But if you look at what we have, they go nowhere. I mean, none of them connect. A few of them homestead to manse, that, but you can't get nowhere else. You can't get back home if you live on the south end of town, down off of Calvada and Zephyr. Because I can't see the town they're spending money on everything else, like spend some money on some bike paths for us. That's all I have.

My friend Herman, and I just wanted to make some things perfectly clear that there was intent of extortion that was being thrown out there, so I'm going to ask you guys to read a little further into the law since this was a vehicle owner that voluntarily decided to get into the situation. and whose vehicle happens to still be sitting in my place and who was actually was given notice back in January and six months went by with no communication so it's going to be a pretty hard case trying to prove intent on extortion Despite these efforts, necessary components were not provided by the person that made the claim and wasted these deputies' time. So my phone is on. If any of you all want to reach out and have a little conversation with me, I'm willing to do that. The burden of proof rests upon the one who asserts, and that's a maximum of law. And another maximum of law is he who receives the benefit should also bear the burden. The person receiving the benefit of storage, custody, preservation, and use of another's equipment should also bear the associated burdens. Another maximum of law, the law aids the vigilant, not those who sleep on their rights. The record reflects repeated communication requests notices and efforts to resolve the matter were sent out and were not, you know, obviously rolled over in the decision that led up to these deputies seeking out to have a discussion with me on Saturday. I don't think you guys understand that when you have phone calls coming in from different people that want to come into the county and do business that we don't hear about that generally until it's made it through all the way through the planning board situation and I think you owe it to the constituents out here to let us know hey if ABC companies moving wants to come here and they're going to bring in some widget factory that you need to tell us if you heard the information two years ago you should have told us two years ago that this is what's being discussed in your comments to the public so that we're on top of this and it doesn't get dropped in our lap and the reason that's important I hope I don't go over here is that if something is done by the Regional Planning Commission we only have 30 days to protest it to you guys here and it takes a while for that to sink in when we see if nothing brought out so I wish you do that the other thing you appointed some people to the Regional Planning Commission I was shocked to find out one of the members on it was the one that sold the property to the metal waste company. We still have under our ordinance a requirement that they get a permit from this board that would do a complete environmental review and, you know, there is no permit that's required to be given to them if we find that whatever they're doing creates some type of an environmental impact that we can't remediate. And so, again, people just need to be more informed on that. on that um and and I'm very concerned about people being able to freely get up here and accuse me of committing a crime okay I

I was at that planning commission meeting. I heard what was happening. I was distraught that my office, the person who actually did this review, did not make any complaint against this matter. So again, if you're going to come up here and make these allegations, you better be truthful. Marianne Hollis, H-O-L-L-I-S. I appreciate Commissioner Strickland as liaison forwarding that statement from the OHV Advisory Committee. I respect that decision and I respect the decision that the staff had already decided that this was just not going to happen this way. The amount of money that was requested would have brought the monies allocated to the OHV tracks to over a million dollars. Since March of 2020, the total project costs come in at $465,575, and this would have put that over into a million. And what do we have to show for it? The kiddie track. that to the best of my knowledge has probably been utilized fewer than 10 times and a wall to nowhere so I don't know where all the other money has gone and certainly this would have been another concern because it's just the tracks and not the bleaches and the lighting and the the building that they want to put there to manage it all so I'm happy to see that the breaks have been applied to this, and I wish the volunteers well, and I hope that there is oversight, and I hope that Mr. Martinez can have a crew that will be freed up from one of the projects that's still up in the air to fulfill it. The parents don't have monies to buy motorcycles. They can't even afford the helmet and the clothes. So who's going to be using these things? The parents are barely surviving just to keep food on their table, and the kids all want to do it because they may have friends at school that maybe are going to do it. This is an elite sport for elite families. So yes, it's got this field and it's got this little area and everybody wants to support it up there. Most of us out here don't, especially if we live over there. So why are we spending money on something that our children really can't use? Okay, like I said, there's a few that can. But most of them can't. There's a couple kids on my street at the end of the street around the corner and I stopped and I talked to them and their mother wanted to know why I was talking to them and I asked her, I said, do your children want to do motocross and bikes? She goes no and I said would you want to do it if they wanted to and she goes no we couldn't afford that. So tell me where people get the money to do this sport. It's not going to be for the whole community and all the children around here in this community that maybe would want to do it, especially when we're a poor community. I ended up in Harvey View Hospital with my foot literally almost torn off from motocross racing. So I kind of like the idea of having a place where people could do this. where it's in control. I just don't understand how much control you guys are going to have of the track. I would highly advise always have a medical personnel out there that know what they're doing because there are going to be accidents. We had concessions at Duma Don's for four years, my wife and I, and we've seen helicopters come in and take bodies out of there of people that were stupid running across the desert. So I like the idea of a sanction type. In fact, I just don't know if the county or the town has the funding to properly do it right or the training to properly do it right. I know Bob Adams has been involved in this. Johnson's been involved in going off road. I just saw his comment. This is a dangerous sport. I started riding motorcycles out of 1937 suicide shift motorcycle. that I spent more time working on than I did writing. But I liked it, but it's dangerous. Don't think that you're not getting into something extremely dangerous here if you're going to get into off-road racing. Before any kid is allowed on that track, I know I get cut off here, they have to go through a training program. Do not let them out there if they aren't properly trained. They should be certified and sound. Last thing, insurance. You need to insist every rider out there using the track. Iraq has liability insurance, I'd say up to $2 million. Thank you.

Thank you, Mr. Chairman. So I spoke with the Autism Coalition. This issue actually first I should preface by saying that I was in contact with somebody who is close with this issue. The problem is, the problem we're trying to solve is the issue of autism awareness. There are certain mandatory, or maybe they're not mandatory, but there are classes that our first responders will take. I believe only on the police side they don't do. They don't do that on the fire side, do they, Chief? Are you aware of that? No. And but the just like any anybody's ever taken the CLE continuing education Commissioner Strickland does I don't know maybe you do too Actually, a lot of people just sit down. I take these things are taking the same one for 25 years So you just you know all the answers, you know the questions and it's kind of like that They just sort of flip by it. What this is is I'm just trying to help establish as low cost as possible Maybe a yearly training so that our first responders responders have the opportunity to, if they can, and it would be the discretion of the department heads for the fire and police, to go in and take this one-day comprehensive training. This happened in Henderson, I believe, last year. The Autism Coalition of Nevada hosts this. These are for their trainers. This is for a single day. Lucky for us, on October 26th, they're going to have their trainers in the area for another place, so we don't have to pay the full. full cost of bringing them out, but a very comprehensive all-day long training not designed to hit every single person, obviously just a start to try to minimize any sort of misunderstanding as to how to treat all people in a first responder situation so I really would hope five thousand dollars will do this I would ask my colleagues to support this so that we could schedule this for October somewhere around October fire chief has been kind enough to tell me that they could sponsor it out of it's a training out of the firehouse for people because of course they have to be on call and and so it's just a matter of get as many people trained up as they can and then in the event that there is some kind of an awareness issue or an issue with someone with autism that they someone could maybe help someone else who's on duty or may know more about a situation I don't want to go into the details of it but obviously people can understand when you go in you're a police officer you come on someone with autism that might not understand what's going on I have a very close friend that actually started in this business this on a campaign with in nineteen ninety nine, long time ago. And her daughter has autism and and I've been kind of talking to her, talking to her about this uh for a while about that issue. But you can imagine a police officer comes in not really understanding what's happening, may f may see some encounter someone that's behaving oddly and may misunderstand that. This is designed to mitigate that and maybe help uh under s first responders understand the situation. So that's all I will say. So here's the canvas for the votes for the 2026 June primary. A couple things I do want to let you guys know, as well as all the constituents. We had just under 1,600 ballots returned to us undeliverable, meaning we have a bad address. We had 192 ballots that needed to be cured, 99 of them were taken care of, 93 we could not get a hold of them, meaning we don't have the contact information.

Um, they had until Monday at 5. We called every person on that list or 10 to 2 if we could. How many were the phones weren't working? The emails bounced back. They dropped them on election night. They don't get postmarked till the next day. We can't count them. And I do want to let the public know a couple things. The electioneering that occurred on May 27th was turned over to the Secretary of State's office, as we do by law. It is not nothing I can do and there's nothing the DA can do. The Secretary of State's office does have that and they're going to take care of it.

And I have not been able to get in touch with him to explain to him it's still not too late for him to be able to re-register. I think they should have to participate in the wrong medical plan more. Right? And so let's not forget there are a couple of dispatcher positions that they are also requesting, and we've been trying to resolve a dispatcher issue. They're short they've been short staffed for a long time. They've been working overtime for a long time. And this is county wide. This is a county wide issue. And so I can appreciate the commissioner's concerns on the budgetary concerns. We all are. And we have to do it right and find the right resource and the right monies. I if you wanna discuss it, we don't need to, but that's I just I want to try and put someone in in Round Mountain. And the fourth question is and this is something just I would like to see, is the dispatcher we just have all kinds of issues with the with supporting dispatchers. I was told that the the room was a 100 degrees last week, and I just and I and I I understand there's all these challenges, but I just think we fail our dispatchers. I don't think you guys do. I think we do up here. So I I would like to start paying more attention to our dispatchers and thinking figuring out how to make them happier or give them more money or whatever it is. So I I my concern is that if we have dispatchers leave, and I think they leave at a higher rate than other positions, that with freezing these these positions that now if a dispatcher leaves, we're gonna have them doing overtime in 100 degree rooms and sitting there. The the most difficult job in town could possibly be answering these phone calls for these people in crisis. Just I can't imagine putting more pressure on dispatchers. So if it's something that this board is willing to entertain, even if they're gonna say no on, just dividing the question to four questions, the PSST being one, the prompt deputy being two, the Round Mountain Deputy being three, and one dispatcher being four. And I'm just going to go through, highlight the revenue and the expenditures so far. Actual revenues are 44,600,000 and, there's a million dollars in transfer. I wanna make a correction. It's a actual transfer in, and it is not for proceeds from an online auction, but it is a internal transfer from other funds. We have an estimate of $10,000,000 of revenue that still needs to come in. We're expecting C tax and PILT. We did receive net proceeds from mining. It came in at $1,200,000. It was not recorded in actuals because we did not have the breakout at the time that we closed the books for the month of May. So we have total revenues estimated to the end of the year of $56,000,000 actual expenditures so far, dollars 46,800,000, actual transfers of 7,500,000, which is the majority of that transfer is for the jail fund. There's a portion for, the bond for the animal shelter, the debt. And then we I'm estimating payroll to the end of the year to be $3,300,000 and additional expenditures estimated of another million. And then we're estimating a transfer, an additional transfer of $9,950,000, which is basically to, additional funding to the jail fund. So total expenditures, we're expecting to be $59,500,000 and our deficit is estimated to be $3,800,000 which is lower than what we estimated last month. And I do wanna say that the revenues, the estimate for revenues are being conservative.

God. I love being the last person. Ski Senseke, c e n s k e. Just as an update, it's been exciting week or so, specifically about the parade and the fireworks show. The parade is on track. They got a lot of floats. Everybody is required to decorate their floats. We'll have our announceable set up, and we have a very, very distinguished community member that's gonna assist me with announcing the parade. And I'm gonna keep that under wraps until she gets there. In the meantime, on the fireworks issue, you know, I'm sure you figured out moving it to the other park has some incredible logistic issues. One being a sound system that cover that entire park. We went out for sponsorship. We've had excellent support. So I got the sponsorship that we needed. I had a meeting with the fire chief. That went very well. And but most importantly, had a meeting with both the sheriff and the undersheriff. And you're probably figuring out what the hell's music got to do with the sheriff's department. It doesn't, but the sound system does. If you think of the challenges, first responders could possibly have at that park. So what we did is agree to we're gonna have our big sound system set up that'll broadcast through that entire park. And not to get into details, but because it wouldn't be fair to do it, but we're actually gonna have the undersheriff up there with us, which is gonna be centrally located. And during the fireworks show specifically, if there's any, God forbid, serious emergency comes up, then they can contact the undersheriff. He's right there with us. We can make announcements over the PA system. We can coordinate shutting down the fireworks real quick. And I think barring anything else, we could have the lights ready to come back on, the announcement, everything in about fifteen seconds. So the cooperation between the sheriff's department and the fire department and us is gonna put together an incredible show. Jim and his folks out there, they're getting the ground already, and I think it's gonna be very exciting. On the humor end of it, I was talking to a couple people, and I was explaining how we're gonna do a song from 1776 and then 1800 and then. And this is only in Peron. Well, ski, did they have a billboard top 20 songs in 1776? I said, they didn't even have any damn electricity. How the hell are they gonna have a billboard list? So thanks to Google, we do have a way to look up what was the most popular song. So the input we're getting, the cooperation we're getting, the security issues, I mean, I think they've they've got that well under control, if not exceeding expectations.
