14. Discussion Only: Discussion concerning revising the official boundary line of the Pahrump
Commissioner Koenig
stated they are looking at moving the Northern Boundary to Road Runner and the Southern boundary up.
Commissioner Carbone
stated they are basically trying to bring the RPC closer to the boundary of the Town of Pahrump.
Commissioner King
asks who benefits from this?
Commissioner Carbone
stated the current people inside the boundary have nothing but empty space between Road Runner and the boundary up North. There is no development out there.
Commissioner King
stated if we move the PRPD boundary South that removes zoning and any oversight for those properties. Someone could move in there, dig a big hole and open up a dump without any oversight. That is our gateway entry into the Town of Pahrump from the North.
Commissioner Hafen
stated the Master Plan Steering Committee had a consensus that they didn’t need to discuss it any further. There are too many unintended consequences. There was also discussion at maybe looking at new zoning area and classification that would open it up to more uses, but the MPSC didn’t want to even look at that. He thinks that all private land is incorporated into the PRPD and it was put into it for a reason and believes it is still valid.
Commissioner Dolan
would like to take this back to the Town Board to see how they feel about it. There is some expected expansion on the South end and it may or may not spur more growth down to maybe the county line.
Commissioner McCall
has some concerns on the North end it is the entry way into Pahrump, the Southern end she may be more amendable to bringing it up closer as there isn’t a lot going on there most of it is not within the direct view of the highway, but would like more time to review the map and what is below there.
Commissioner Koenig
stated if the BOCC wants to do this, it is their decision. He believes there are unintended consequences that may or may not happen. We know there are some things happening down South and if you want it to happen without the RPC getting involved then the BOCC can have it.
Commissioner Borasky
stated he would like to get a list from the RPC on what the unintended consequences might be. He would like to sit down and talk about what the pros and cons are to moving the boundary.
Commissioner Hafen
asks Commissioner Borasky about Unit 14 and the cross streets on the Southern boundary.
Ms. Lee
stated the bottom street is Virginia and it is Oakridge to the East and Vicki Ann to the West. It almost lines up with the end of the brothels.
