asks staff if the billboard is grandfathered.
Mr. Lewis
states the sign is grandfathered, but we can place a condition to have the billboard removed.
Commissioner Koenig
stated at one point we granted some grandfathered uses to continue after they have sunset. We can add additional requirements correct? Mr Lewis stated that is correct, and the applicant is willing to do some sort of paving if given 12 months to do so, he also stated he can do some landscaping. Page 2 of 6
Commissioner King
is concerned that the parking for this business is going to extend into the County ROW. He agrees with Mr. Hafen that we need to spruce up the businesses that front highway 160. He would like to see paving that meets up with the highway and landscaping in the front, but not willing to grant them 6 to 12 months to get it done.
Commissioner Dolan
agrees with the parking in the front and the paving should be required around through the back, for parking of employees and customers. If the billboard is not conforming to code it should be removed or brought into compliance. If we issue a CUP with conditions that he comes into compliance in 12 months for GC can we put a sunset the CUP in a year if he has or hasn’t come into compliance with GC.
Mr. Sutton
stated put a time limit on the CUP to make the corrections and if he hasn’t come into compliance in that time they we could start the revocation process.
Commissioner Koenig
stated we should have a motion to remove the Billboard, 12 months to complete paving for employee and customer parking, 12 months for completing the landscaping.
Mr. Lewis
asks if the landscaping requirement would make it come into compliance with GC standards.
Commissioner Carbone
asked with type of paving is required.
Commissioner Koenig
state paving to making it into compliance with GC.

10. For possible action – Revocation of Conditional Use Permit CU-12-0023: Public Hearing,
Mr. Osborne
reviews the staff report and recommends revocation.
11. Master Plan Amendment, Zone Change:
Mr. Osborne
reviews the staff report and states staff recommends approval.
Commissioner Koenig
states he understands we are not give tentative or any other approval to build a 6 acre lake. Mr Osborne stated they will have to apply for a CUP for a lake or a development agreement.
Commissioner Koenig
asks if with this approval is giving them permission to build 100 homes etcetera, except for the lake.
Mr. Osborne
stated they would still have to obtain the proper building permits and have site plans approved.
Commissioner Koenig
asks if there is going to be a development agreement.
Mr. Osborne
stated the property owner as submitted a Development agreement and it is under review.
Commissioner Koenig
stated the BOCC won’t have proper time to approve the zone change.
Commissioner King
asks what the Special Project Overlay zone is. Is it unique to a specific development?
Mr. Osborne
stated it is unique to that development that is being applied for.
Commissioner Carbone
asks if this zone change gives him the authority to go build.
Mr. Osborne
stated this gives him permission to apply.
Commissioner Dolan
asks if we approve the special overlay, this eliminates the process of them coming and asking us to build 100 homes.
Mr. Lewis
stated the portion that has the residential zoning would have to come back with a tentative map, since they have already submitted the TM and it is approved they are entitled to have a certain number of homes. Page 4 of 6

asks if submitting all these maps they would still have to submit building plan to Building and Safety.
Mr. Osborne
stated that is correct. Russ Meads, applicant states they have received a draft of their Development Agreement. They must have a CUP in place for a water and sewer system, they can’t move forward without that.
Commissioner Hafen
asks Mr. Meads if they are amenable to bring everything back all at once, if they can’t come to a conclusion tonight.
Mr. Meads
stated they are under some heavy deadlines from General Motors for their plans in the community, if the board would rather have it all at once they would do it, but they have already paid all the fees associate with the DA.
Mr. Sutton
stated the DA aren’t mandatory and it doesn’t have to come before the RPC, it goes straight to the BOCC.
Commissioner Koenig
reopened the item at 6:47 pm.

stated they received a letter from Mr. Dwight Lily opposing the item.
12. Director’s Report.
Mr. Lewis
stated he and Cheryl Beeman have meet with the Realtors, Chamber of Commerce and the Capital Improvements Committee and presented the Master Plan update to them.
13. Future Meetings/Workshops: Discussion and Direction Concerning Items for Future
Commissioner Koenig
stated there will be a special meeting on April 24th a 1:00 PM and the next regular meeting is May 14th at 6:00 pm. He would like staff to look at the follow parcels 044-851-20,-21,-22 so we can get them all zoned all the same and we aren’t spot zoned. He would also like staff to look at the 6 lots along PV Blvd South of Thousandaire for rezoning from GC that are residential lots. There is a gentleman that bought it and wants to build a home on it.

stated the first group of parcels you have listed there are a lot of developers that own large chunks of land if staff can please note where those are. Page 5 of 6
