asks how many dogs they have.

stated 17 and they have 4 breeding pairs
Commissioner King
asks if they are selling puppies.
Mr. Grubb
stated they are not. All floors in the kennels are now concrete.
Commissioner Hafen
asks if the 17 dogs include the puppies.
Mr. Grubb
stated there are no puppies.
Commissioner Hafen
stated there is a letter from February 4, 2014 from Animal Control there are 18 dogs and 20 puppies on the property.
Mr. Grubb
stated Adan’s brother from Colorado came and took some and his daughter took some to find them homes.
Commissioner Goode
stated he thought the applicants should be given more time so he understands what he needs to do and can bring his property into compliance.
Commissioner Koenig
stated the applicants have already been given 3 months.
10. a. For possible action – PM-14-0002: Parcel Map application to divide an 18.49 net acre
Commissioner King
asked if this was being done at the insistence of the property owner, because aren’t there provisions under NRS where they don’t have to do this? Beth Lee stated that is correct. Under NRS they aren’t required to submit a parcel map for the creation of a utility easement, but in order to give the property owner a level of comfort, they are doing this. Jason Higgins, PLS, here to answer any questions.

asks if the state engineer signs off on parcel maps.
Ms. Lee
stated not on a parcel map. The state water engineer’s office does keep track of what happens with maps here in Pahrump, and we are requiring a notice be recorded with the map stating there have not been any water rights transferred.
11. For possible action – CU-14-0005: Conditional Use Permit (CUP) application to allow an

commented on the impressive project. Champ Roach, manager of Hydro Greens. Clarified it’s aquaponics that they do.
Commissioner Hafen
asked why applicant is applying for a CUP. Champ Roach stated property is zoned VR-20 and he needs proper zoning or approval to expand his project to do the commercial portion before he can apply to the health department.
Mr. Roach
stated they have one van and deliver to Las Vegas 6 days a week, there will be no process going along with pesto. No additional use of water.
Commissioner Hafen
commented that the estimated water usage is 75 – 100 gallons per day, which is approximately .10 AF of usage, which is very minimal.
12. For possible action – Revocation of Conditional Use Permit CU-07-0013: Public Hearing,

13. For possible action – ZC-14-0002: Zone Change application to change 22 parcels containing a

asked which parcel is someone trying to put a house on and can’t. 6111 Tequila Way is the parcel that wants to place a MH on the property.
Commissioner Hafen
asked if we could just rezone 6111 Tequila Way and none of the rest.
Mr. Osborne
stated that could be done.
Commissioner King
stated the RPC may want to consider adding the Business Opportunity Overlay zone to some of the properties. What does BO allow vs GC zoning?
Mr. Osborne
stated BO allows you to have a single family residence and you can have Neighborhood Commercial type uses.
Commissioner King
asked if you can have a business without a single family residence.
Commissioner Koenig
stated in regular NC zoning you can’t have a house.
Mr. Osborne
stated you’re not required to have both.
Commissioner King
asked if they’re all changed to RE-1 and given the BO Overlay they could have a Neighborhood Commercial type business or a residence or both.
Mr. Osborne
stated that is correct.
Commissioner Koenig
stated we didn’t do that because it’s called spot zoning and we don’t like to do that. Jean Woods had Valley Manufactured Homes for years. Has over ½ a million dollars on the properties you’re trying to rezone. Wants her properties to stay commercial. Jack Stanton, opened Valley Manufactured homes in 1989. Owns about 7 acres in the area of the rezoning and doesn’t think it’s a good idea. Page 5 of 8 Kat Deegan, owns property on Lewis Street which backs up to the subject properties. Supports this zone change because she doesn’t want commercial along her back property. Commercial areas that are already established should be encouraged to be used. Ray Bell, owns the property at 6111 Tequila, originally thought this would just address the 6 lots on Tequila. None of them are commercial, they’re either residential or vacant lots. Ricky Kalinowski 1220 Thousandaire, owned for 43 years. It’s always been chickens and farms, and doesn’t want to see the zoning changed.
Commissioner Koenig
said we have 2 options. 1) we spot zone the one lot to allow the house; or 2) we do the Tequila Way and I can’t be in favor of doing anything more than that.
Commissioner King
stated he felt the same way. Leaving it the way it is does not conform to the new Master Plan.
Mr. Osborne
affirmed and said if you just rezoned the properties on Tequila that would be in conformance with the new Master Plan.
Commissioner McCall
asked if the property on the corner of Pahrump Valley and Thousandaire that has the racecars, will this change affect him in any way.
Mr. Osborne
stated of the 6 lots, 3 of them have a Pahrump Valley Boulevard Address.
Commissioner Koenig
asked if Mr. King would change his motion to those properties that have a Tequila Way address.
Mr. Osborne
stated that would be the second, fifth and sixth lots.
Commissioner Earl
and King withdraw their motions.

asked if the property on the southwest corner of the Pahrump Valley Blvd and Thousandaire, is that residential or commercial.
Mr. Osborne
responded that it is currently being assessed as residential.
Commissioner Hafen
stated it’s clear there’s more than just residential going on at this property, can we add BO Overlay to that property?
Ms. Lee
stated the addresses are 6170 PV Blvd, 614 Tequila Way, 6111 Tequila Way and 6080 PV Blvd.
