1. Pledge of Allegiance/Call to Order
Mr. Clark
stated he had a meeting with the Building Inspector and he said the valley goes by the 2006 code and he can’t find it in the code. His pool is 11,000 feet and when built in 1999 it was 12,000 feet. He is operating as a residential situation and will be coming to ask for approval for public use as he assembles more land in the area. For possible action - Approval of Minutes: a. stated she submitted some minor typographical corrections to staff. Meeting went into recess at 6:05 pm Meeting reconvened at 6:09 pm.

Mr. Waggoner
stated planning applications received for September was 158, 7 less than last month, total applications processed was 135, a drop of 46 from last month. Building permits received was 15 SFR, 23 less than previous month, no MF and 26 MH total permits. There was a total of 167 permits issued, 54 less than previous and total inspection for the month was 475, 161 less than previous. Code compliance 28 new increase of 22 closed 39, 31 less than last month. Items heard by the board previously: Sign bill repealing 17.304.770, was to be on the August 20" and set a public hearing for the September 17 BOCC and was continued to the October 15" meeting and there is a recommendation to continue it again for workshops to be held with the public; the next one will be October 29" at 1:30 pm. MP-2019-000103 and ZC-2019-000036 were recommend for approval Page 2 of 6 and were approved by the BOCC. ZC-2019-000040 board recommended approval and will be heard at the 10/15 BOCC meeting. Ex Parte Communications and Conflict of Interest Disclosure Statements None SITTING AS THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE For Possible Action: Discussion and Direction on a review of the Public Works Evaluation Matrix and Capital Improvement Plan Status Update. Tim Dahl stated they have supplied the priority matrix and asked for any comments or recommendations.
Commissioner Duryea
asked what going from a minor arterial to an urban minor means.
Mr. Dahl
stated that is telling us the proposed classification will change from what it is today. The streets and highways plan have different details on how they plan to build the road out.
Mr. Waggoner
asked what determines what is a minor and a major.
Mr. Dahl
stated the width of the ROW and the average daily trips the road will see.
Commissioner Koenig
stated the first row under CIP intersection Improvements, Dalton and Hwy 160 is with anticipation of putting some money in for a Roundabout where the new hotel is going to be. There is no guarantee that they will do it or that they will have to do that, but it has to be on the list.
Commissioner Lee
asked what else needs to be done at Wilson and Hwy 160, is that for future roundabout improvements?
Mr. Dahl
stated when the plan came out it was to have signalization to it, and ROW acquisition. The improvements that the state has done for them now has been working really well.
Commissioner Turner
asked if the Dalton/160 is just the intersection of Gamebird and 160, are they creating one or is there one there.
Mr. Dahl
stated no, it will be in conjunction with a developer putting in a roundabout at Dalton and Hwy 160 and it will be a nice entrance into our Fairgrounds property as well. There are no figures because once the list is approved, they will put projects on the list put it before the BOCC for their approval and consideration after they approve the list as well.
Commissioner Lee
asked if PW has a preference to do one or two big projects or a few small projects or as many small projects as they can get done.
Mr. Dahl
stated there is $2.4 million and $600,000+ is interest they have accrued over the last 10 years. There is a benefit to leaving it and benefit to using it.
Commissioner Tyler
asked if we are bound by any of these to use them within a time frame.
Mr. Dahl
stated they are evaluating that, they are not in jeopardy of losing any of those funds that he knows of. They don’t really lose them, but the developer has the opportunity to ask for the funds back.
Commissioner Curtis
asked if the state has any plans to widen the Hwy by the race track to 4 lanes. Page 3 of 6
Mr. Dahl
stated they have asked the state and they know that we would like to see that happen. It’s a matter of find the funding to do that. Their priority is to do the safety related things fixed first.
Commissioner Curtis
asked if the roundabout is a single or double lane.
Mr. Dahl
stated he hasn’t seen the plan but does have a meeting on the 29" to discuss being more involved in the development of the corridor.
Commissioner Koenig
stated he believes it would be our largest roundabout to eventually be able to expand in the future with the growing needs.
Commissioner Lee
asked what the criteria is used to the Basin/Blagg intersection before the Mesquite 160 intersection.
Mr. Dahl
stated they base it off of road condition, traffic, developments. Blagg and Basin has had two developers to approach them to do a large and a small development on two of the four corners of Blagg/Basin and participation by the subdivision on the other corner. That is why it is necessary to put at the top of the list.
Commissioner Lee
asked if it was easier to put Blagg/Basin on the list because they are county owned and maintained.
Mr. Dahl
stated they are about the same, but to estimate the cost for an intersection it is double for a signalized intersection as well as maintenance costs.
Commissioner Tyler
stated Mesquite and 160 is in the completed and intersection recommendations. Which should it be?
Mr. Dahl
stated Mesquite and 160 still need some improvements, but he envisions that to be another roundabout down the road. It needs to be removed off the completed list.
Commissioner Turner
motioned to recommend approval to the BOCC with the correction of removing Mesquite/160 intersection from completed. Seconded by Commissioner Duryea.
Commissioner Lee
asked when we will get a status update from Mr. Lacy on the CIP update.
Mr. Waggoner
stated they can have an update at the next meeting.
Commissioner Lee
asked what the statute deadlines are to have this updated.
Mr. Dahl
stated he doesn’t have the answer to that.
Commissioner Koenig
stated he believes it is every five years.
Commissioner Tyler
left the meeting. For Possible Action — CU-2019-000082: Public Hearing, discussion and deliberation on an application for a Conditional Use Permit for a Class I or II, Liquor Sales Establishment (Winery, Tasting Room and Production), on property located at 1731 S. NV Highway 160 within the General Commercial (GC) zoning district. Assessor Page 4 of 6 10. Parcel Number 042-012-01. Property Owner - Mankins Family Exemption Trust. Applicant - Pamela Tyler. (This item is Final Action by the Pahrump Regional Planning Commission unless appealed to the Board of County Commissioners, or otherwise announced.) (CB) Cheryl Beeman reviewed her staff report and stated that they are just looking at the production portion, liquor sales is a permissive use within the GC zoning district. Staff is recommending approval of the application,

asked if hard liquor can be sold there like a bar.
Ms. Beeman
stated all categories of Liquor Sales is permissive within the zoning district.
Commissioner Turner
asked if there is anything that restricts distribution there as far as shipping. Tim Burke, managing member of Artesian Cellars stated it is their intent to open a third winery in the region. Under AB4 wineries prior to 2015 can sell any alcohol, any winery after 2015 can only sell wine. There are less than 10 wineries in the whole state of Nevada, typical winery production would be 1000 — 3000 cases, 3000 being a very high number to produce but a small number for distribution.
Commissioner Curtis
asked if the grapes will be for landscaping and if they will bring juices from somewhere else.
Mr. Burke
stated they have harvest agreements with quite a number of independent vineyards in Nevada and they are leasing vines in California and Washington State. The grapes here will be for landscaping.
Commissioner Blackstock
asked if they have considered combining hemp and grapes.
Mr. Burke
stated up until the government passed the latest farm bill, they were opposed to anything with hemp and alcohol. The farm bill may be that possibility down the road.
Commissioner Curtis
stated if they will be using the entire building, the tasting room is small.
Mr. Burke
stated the largest amount will be production and storage, the rest will be for offices and finished good storage. They will use the whole building but not all of it will be open to the public.
Commissioner Turner
asked if they are wanting a Class | or 2 liquor license.
Mr. Waggoner
stated they are only here for the CUP; the liquor license is determined by the licensing board. Public comment opened and closed at 6:48 pm with no comments.
Commissioner Lee
asked what they anticipate the employment number will be.
Mr. Burke
stated depending on demand and customers they anticipate starting with 6 and growing from there. They hope to open in December depending on the liquor licensing.

asked if there will be an update next month for the neighborhood review.
Ms. Beeman
stated she hasn’t identified all of the neighborhoods and suggested a workshop to determine all the neighborhoods. They are also working on a timeline for the adoption of the FEMA maps they will have to work around.
