stated she turned in some minor typographical errors to staff.

6. Commission/Committee/Director Reports:

Mr. Osborne

stated in October they received a total of 198 applications which is 37 more than the previous month. Total applications processed was 93 which was 14 less than last month. Since July 1st there have been 761 planning applications received and 134 new code compliance complaints received. Compared to 694 Planning Applications and 121 Code compliance complaints for the same time period last year. For building permits SFR for October was 19, which is 26 less than last month. MF Building permits were zero, which is 5 less than last month, total permits issued all categories 142, which was 120 less than last month. Total inspections all categories were 472, which was the same as last month. Code Compliance complaints they received 36, which was 2 more than last month, they closed 30 which was 21 more than last month. Previous items heard by the RPC: ZCMP-22-11 was heard at the 8/31 RPC Meeting and recommended for approval and heard by the BOCC on 11/18 and approved it. ZCMP-22-13 and ZCMP-22-14 were heard at the 9/14 RPC meeting and were recommended for approval. It was heard by the BOCC on 10/18 and both were approved. ZCMP-22-12 and ZCMP-22-16 were both heard by the BOCC on 10/12 RPC meeting and were recommended for approval. They will be heard by the BOCC on 11/15. ZCMP-22-17 was heard by the RPC on 10/12 and was recommended for denial. This item will be heard by the BOCC on 11/15. ZCMP-22-11 had an issue with the wording on the agenda and the item will be re-noticed and heard by the BOCC again on 12/6/22.

asked as far as the parcels on Coconino they will come back later for mapping or whatever they want to do at the time.

Mr. Cookston

stated yes. Qiana Medici stated they do have a map in the process for the two parcels at this time.

Commissioner Lee

asked the property owner if they have read, understand and agree to the conditions of approval. Alex Ingels stated yes.

Commissioner Carbone

asked if there were any letters of opposition to this, he didn’t see any in the back up. Staff confirmed no there wasn’t.

Commissioner Carbone

asked if this was an auto repair business.

Mr. Cookston

stated it is RV Sales they have been doing RV repair on the back two parcels where their sales office is.

Commissioner Turner

asked why on the Master Plan the LDR is right in the middle of the commercial on the vacant land behind these.

Mr. Osborne

stated he isn’t sure why it is like that.

Mr. Ingels

stated they will not be doing any type of heavy-duty engine work, brakes or tires that will result in hazardous chemicals or waste. That will be referred to the shops that specialize in that.

asked what a solar photovoltaic facility is?

Commissioner Lee

stated it is the large-scale solar ground mounted projects.

10. Master Plan Workshop: Public Hearing, discussion, deliberation and possible action on review of the

Mrs. Medici

stated tonight’s workshop will focus on chapters 1 and 2 and the results of the 2020 survey. She went over a brief overview of the history of the Master plan and then into the results of the survey. The BOCC adopted the first MP in 2003 and then followed by the first Comprehensive zoning ordinance in 2004. Page 4 of 8 The BOCC requested an update to the MP in 2010 after a series of technical reviews in 2010 – 2014. The 2014 MP update was adopted May 1, 2014. The 2019 update stalled out due to the pandemic and the Planning Department then put out a survey to gather input and opinions from residents and contractors. The survey went out on June 18, 2020 and closed 8/12/2020 and they received 109 responses. The survey helped with the development of the 2022 PRPD Masterplan Update. The survey in the back up show’s numbers 1 – 5. 1 being they totally disagree with the statement and 5 they totally agree with the statement. Mrs. Medici continued to review the survey in the back up. She stated the reality is it is 2022 and we have a population of about 50,000 people and we are going to continue to grow. We are not strictly a retirement community, we are a community of diverse ages, cultures and needs. We are here to encourage development and promote the safety, health and welfare of the community. It’s time to focus on the future growth of Pahrump instead of holding on to the past.

Commissioner Turner

stated with the water supply and demand was anything updated with the new policy for new builds purchasing 2-acre feet of water rights.

Mrs. Medici

stated that will be discussed in chapter 6, Conservation.

Commissioner Hayden

stated she has looked at the Master Plan and it is very well done. She stated this is the zoning board, she appreciates that they are looking at the overall plan or future of Pahrump. They deal with zoning, what does she have anything to say about education or businesses. How does it fit into the zoning unless they are going to do a zone change. Are these really items that come before this committee?

Mrs. Medici

stated yes, they are items for them. As far as education that is the School Board. What they look at is when the developments come in they have development agreements they will have X number of houses, and figuring out how many families will be there. That does back to the school district, and we can put stipulations in for these developers that they have to put in types of necessities. The MP is the bottom layer of the zoning, we have to make sure they work cohesively. The MP is required by NRS and has to be updated every few years.

Commissioner Tyler

stated part of their responsibility is to put this together for the BOCC, by doing the homework for them to approve. It is our task. It helps us by giving us guidelines for the community on how they want to see smart growth happen in the community. On the survey she remembers Director Waggoner extending the time of the survey time after time trying to get people to go in online, because they couldn’t come in personally because of COVID, to complete the survey. The results were not because the County didn’t try and get the information out.

asked how do we know we are meeting these objectives we are setting in the Master Plan? Page 5 of 8

Mr. Osborne

stated they do have specific goals and objectives outlined in the Master Plan, one for example one is to adopt a lighting ordinance they have done that. In some of the future chapters we will get into, they will have things that they know either they have been done or not.

Commissioner Lee

asked staff if they are looking for a recommendation to move this chapter to the BOCC.

Mrs. Medici

stated yes. This month we have 1 and 2, next month you will have chapters 3, 4 and 5, January will have 6 and 7 then they will bring back the maps and it will basically be ready to go to the BOCC and if the board is ready then they will set a public hearing at that time.

Commissioner Turner

asked if chapter 6 will tie back into the water?

Mrs. Medici

reviewed goals and objectives in Chapter 2 and stated they did have some additions like Ord 514 Water Conservation Ordinance for new construction. This is where in the CDA and Neighborhood centers they took information from the survey. Another objective they met was Objective E with the adoption of Ord 552 adopted in June 2019 to amend the lighting portion of the code to keep the valley dark sky compliant.

Commissioner Lee

stated under goals and objectives it talks about obtaining county provided services in many spots and with utilities in the same sentence. Is there a way to clear up that water and sewer are not municipal services she doesn’t want confusion that the County will provide water and sewer and they actually will not.

Mrs. Medici

stated she will make sure that is clear.

Commissioner Skinner

asked if there is a way to add verbiage that includes splash pads and shade structures.

Commissioner Skinner

stated one of our challenges is when we try to do complete streets we need complete streets plus. We try to accommodate motorist and bicycles, but can we address ATVs as well, that is being taken advantage of more.

Mrs. Medici

stated that can be addressed in Chapter 5.

Commissioner Tyler

asked that the welcome to Pahrump sign be updated to the new sign.

Mrs. Medici

stated yes and encouraged anyone to take new pictures and send them to her.

Commissioner Turner

asked if they can start using the Bob Rudd sign for communication again on what is happening in town.

Commissioner Skinner

stated going back to common theme. We are laying out these goals, what are the tactics to get there? If the language we use could be very directing with what we want.

Mr. Osborne

stated those are good comments and we can look at strategies to get there.

Commissioner Hayden

stated the town has ordinances that says how many dogs people have and there isn’t anything on how many other animals they can have. It makes sense to have consistency across the board Page 6 of 8 with guidelines. Something needs to be established to give Code Enforcement more teeth to stand on and work better with other agencies.

Mrs. Medici

stated as far as limiting livestock that has already been discussed and it was decided to take no action. One way we can control it is by zoning districts. It can be discussed and looked into, but it will be touched in Chapter 4.

Commissioner Blackstock

stated 4 pages in there is a picture for town center plaza and there was a town he used to work for that housing projects would have kiosk type signs for housing projects that they had to pay for. It could hold several developers and it could be an idea to get rid of all the little garbage signs around town.

11. Future Meetings/Workshops: Discussion and Direction Concerning Items for Future

asked staff if they can have a CIP meeting either in December or January.

stated the next RPC meeting will be a CIP meeting.
