5. For possible action - Approval of / Modifications to the Agenda: Approval of the Agenda after

stated ZCMP 25-8 and ZCMP 25-7 continued by applicant to August 13, 2025 RPC Meeting.

7. Commission/Committee/Director Reports:

Mrs. Sandoval

stated Planning applications for the month of June, total applications received was 228 which was 1 more than last month. Total applications processed was 143 which was 22 more than last month. Since July 1st 2024 to June 30, 2025 there have been 2,541 planning applications and 576 new code complaints received. Compared to July 1st, 2023, to June 30, 2024, total applications were 2,404 planning applications, and 505 Code compliance complaints received. Code compliance new complaints for June was 62 which is 3 less than last month, closed cases were 53, which is 17 more than last month. Total active complaints through June 30th, 2025, are 3. Building permits for June for SFR was 18 which was 14 less than last month, MF (multi-family) was 7 which was 1 more than last month, commercial was 12 which is the same as last month. The total permits issued in all categories was 155, which was 16 less than last month. Total inspections were 474 which was 42 more than last month. Update on Previous items heard by the RPC ZCMP-25-1 was a conforming zone change from VR-10 to NC to allow for a New Public Storage Facility located at 4061 E Dandelion St. It was heard at the May 14 RPC meeting and the RPC voted 4 - 0 to recommended approval to the BOCC. This item was heard at the June 17, BOCC meeting and approved 3 – 1. ZCMP-25-3 was a Conforming Zone Change NC to RE-1 to allow for a SFR to be built at 1021 E Manse Rd. It was heard at the May 14 RPC meeting and the RPC voted 4 - 0 to recommended approval to the BOCC. This item was heard at the June 17, BOCC meeting and approved 5 - 0. ZCMP-24-18 an application for a Zone Change from LI (Light Industrial) to HI (Heavy Industrial) and ZCMP-25-2 an application for a Minor Master Plan Amendment from Community Development Area (CDA) to Business Industrial Area (BIA) for parcels located at 1401 and 1441 E. Pink Way, were heard at the 6/11/2025 RPC meeting and recommended for denial to the BOCC. The items will be heard at the July 15th BOCC meeting.

8. For Possible Action – AB-24-7: Public Hearing, discussion, and deliberation on an application requesting

reviewed the staff report recommending approval stating the purpose of this application is to ensure the requested easement vacation extends outside of the existing guy wire location, according to the request of Valley Electric Association. Staff finds that the requested Abandonment complies with the requirement of Nye County Code. Rebecca Chiriboga stated she is with Taney Engineering and represents the applicant and they agree with all the staff conditions and you have any questions I would be happy to answer them

9. For Possible Action – CU-25-14: Public Hearing, discussion, and deliberation on an application

reviewed the staff report stating this Conditional Use Permit is to allow the applicant to build 4 single family detached 2-story homes with garages on a Multi-Family zoned parcel. Upon review of the application staff finds sufficient justification to recommend approval. Bill Cookston stated the owner has read and agrees to the conditions outlined in staff report and he is here for any questions.

10. For Possible Action – CU-25-16: Public Hearing, discussion, and deliberation on an application

reviewed the staff report stating this is an application for a Conditional Use Permit to allow a liquor sales establishment on a Neighborhood Commercial zoned parcel. Staff finds sufficient justification to recommend approval of this application. Marissa Fehrman stated she is here on behalf of the applicant. As you all know, this is an existing building on this site. They plan to revitalize this building that has been out of operation for several years, bringing in a new operator to serve the Pahrump Area. There are currently 3 other gaming locations for Dottie’s and just like those locations it will feature a selection of electronic machines and a full-service bar and grill. We understand the applicant will have to separately obtain the liquor and gaming licenses. This is compatible with the surrounding area and overall will be a net positive for the area.

11. For Possible Action – WV-25-9: Public Hearing, discussion, and deliberation on an application

Mrs. Marshall

reviewed the staff report stating this is an application for a Waiver from Nye County Code 17.04.820 stating the home must be manufactured within the ten years immediately preceding the date on which it is affixed to the land. The BOCC heard bill 2025-01 at their April 15, 2025, meeting and adopted County Ordinance No. 616. Staff finds sufficient justification to recommend approval of this application. Ronnie Murphy stated we would appreciate approval on this waiver. The home we picked up is in very good condition and we would like to set it up for my daughter.

asked have you read, understand, and do you agree to the conditions as written in the staff report?

reviewed the staff report stating Richmond American Homes is requesting to install 4 off premise signs on separate parcels, this requires a approved conditional use permit. For this application, the applicant proposes to install an “Off-Premises” sign at 6135 S Nevada Highway 160, advertising the Richmond American Homes Nevada (Amalfi) located within the Mt. Falls subdivisions. The applicant is also asking for a Waiver to allow a sign to be located more than 100’ from Highway 372 or Highway 160 and to allow an Off-premises sign to be located south of Caas Road. Upon review staff finds sufficient justification to recommend approval.

states is this one of the signs North of Bell Vista, and she wanted to clarify is this one of the cases where the sign was already there prior to approval?

asked how long are we approving it to be there?

stated 2 years after approval of the CUP.

Mr. Koenig

asked the 6 signs out there now, are they coming down or are they going to stay there?

Mrs. Medici

stated she is not sure and asked if the applicant is present.

Commissioner Tyler

stated that without an applicant present it is hard to get clarification.

Mrs. Hollis

stated it seems premature to her to be discussing putting signs in if the discussion and deliberation for a zone change has not been addressed. It gives the appearance of a done deal that their development has been approved, and the signage in that area now is outrageous. It is overkill in 1 block that the majority of residents pass through daily, most insulting is the premise that even more signs that are not allowed within the masterplan are necessary to assist homebuyers in finding their Almafi home.

16. For Possible Action – ZCMP-25-8: Public hearing, discussion and deliberation on an application

Mrs. Sandavol

stated we send the notices in the mail well in advance of the 10-day deadline. We will look into the noticing list for these items and confirm the list was accurate.

stated she supports these items being continued.

17. Future Meetings/Workshops: Discussion and Direction Concerning Items for Future

requested a standard formula for animal rescues based on square footage, animal size, and other stipulations.
