stated she would like to take item #8 first before item #7.
Mr. Osborne
stated Planning applications for the month of September, total applications received were 201, which was 14 more than last month. Total applications processed was 148, which was 1 more than last month. Since July 1° 2024 to September 30, 2025 there have been 3,141 planning applications and 865 new code complaints received. Compared to July 1*, 2023, to September 30, 2024, total applications were 3,041 planning applications, and 650 Code compliance complaints received. Code compliance: new complaints for September was 63, which is 37 less than last month, closed cases were 43, which is 6 more than last month. Total active complaints through September 30, 2025, are 477. Building permits for September for SFR was 17, which was 29 less than last month, MF (multi-family) was 0 which was 1 less than last month, commercial was 7 which is 6 less than last month. The total permits issued in all categories was 118, which was 83 less than last month. Total inspections were 425 which was 11 less than last month. Update on previous items heard by the RPC, ZCMP-25-7 was a Zone Change to change 14.77 acres from GC to SP to allow for 62 single family residential subdivision lots, and a Welcome to Pahrump/Home Finding Center and Model Home park located at 6120 E. Mountain Falls Blvd. This item was heard at the 8/13/2025 RPC meeting and recommended for approval to the BOCC. This item was heard by the BOCC on 9/16/2025 and was approved 4 — 0. ZCMP-25-8 was a zone change to change 167.67 acres from RH-4.5 to SP and to change 56.2 acres from VR- 20 to SP to allow for the Manse Ranch Subdivision located at 4250 S James Ave and 0 E Mountain Falls Pkwy. This item was heard at the 9/10/25 RPC Meeting and voted 4 — 1 to recommend approval to the BOCC. The item will be heard by the BOCC at their 10/21/2025 meeting. ZCMP-25-9 was a Major Master Plan Amendment from CDA to SPD and PU-25-1 for a Tentative Planned Unit of Development to allow a master planned mixed-use community located at 700 E Wilson Rd. This item was heard at the 9/10/25 RPC meeting and voted 5 — 2 to recommend approval to the BOCC. The item will be heard by the BOCC at their 10/21/2025 meeting. For Possible Action — SN-25-2: Discussion and deliberation on two (2) proposed street names for Mountain Falls South — Manse Ranch proposed subdivision. Pursuant to NCC 15.24.100, New Street Names for Division Page 2 of 10 of Land Maps, street names are reviewed and approved by the PRPC. Adaven Management, Inc. — Property Owner / Taney Engineering — Applicant. (This item is Final Action by the Pahrump Regional Planning Commissioner unless appealed to the Board of County Commissioners, or as otherwise announced.) (QM) Qiana Medici reviewed the staff report stating this is an application for two new street names within Mountain Falls South-Manse Ranch. The applicant submitted two names for each proposed street name and they were reviewed by internal departments, external utility companies and USPS. Staff reviewed the application, map, proposed names, and External Comments and found that the names meet the criteria per Nye County Code. Susan Florien stated they agree with staff recommendations and conditions.

asked have you read, understand, and agree with the conditions in the staff report.
Mrs. Medici
stated no, these developments will have other streets within, and she does not know how many homes. Linda Clark asked for staff to repeat the street names, she gets the highland name but not the Mountain Vista. There are already a lot of streets with the word Mountain in Mountain Falls.
Mrs. Medici
reviewed the staff report stating this is an application for a public/private recreation area to allow a wedding/event venue. Currently, the properties are used as short-term rentals (licensed). Upon review of the application staff finds sufficient justification to recommend approval of this application. Alicia Sowers stated they would like to have a rustic western wedding venue with maximum capacity of 150 people.

asked about the overflow parking? Paula Peterson stated she owns the adjacent property where the parking will be.

asked the applicant if they have read, understand, and agree to the conditions in the staff report?

asked about the amount of guest coming down Janet lane, the road is narrow, the lot is dirt. He stated he has an issue with this narrow road and the dust.
Mrs. Sowers
stated they plan on utilizing shuttle services and expects most of their groups will not be at the 150- maximum capacity.
Commissioner Bohannon
asked if there will be additional catering and other vendors for these events?
Mrs. Sowers
stated yes, they have already reached out to several local vendors, and are working with local hotels. Public Comment opened at 6:18 pm. Jaynee Reeves stated she supports this project. Daniel Carlson stated he has lived here for 30 years and he cannot see people driving down the dead-end road without it being an issue. He stated they are on septic systems and wells that are not commercial, and the parking and noise will be an issue. Linda Clark stated her concern is alcohol use and who is going to monitor that? Is there a time limit on the hours of these events? Mitchell Perterson stated he is the owner of the property and they have conducted it as an Airbnb, and have had no complaints. The idea of this venue started out as very small project, and how many people we could actually host there with parking, it will be well managed. Ammie Nelson stated this project looks great. She stated she was wondering if anyone that lives in the area was approached about the project.

asked about the OSDS septic system and the parking will this all be addressed in the site development?
Commissioner Bohannon
stated parking seems to be the concern, he is hearing that will be solved with the adjacent lot. He is still concerned about the amount of traffic going in and out. Paula Peterson stated they have been doing Airbnb for 6 six years on the property, she stated she vets all of her guests, they have noise monitors, and cameras.
Commissioner Tyler
stated she saw in the application the quiet hours are 10 pm to 10 am on weekends and 10 pm to 7 am on weekdays.
Mrs. Sowers
stated she has 10 years of experience in this type of work.
Commissioner Kerr
stated there is going to be a major investment needed for this project to get completed.
Mrs. Peterson
stated they are aware of that.

asked has there been any complaints on this property?

asked for clarification that this Conditional Use permit would allow them to re-open the restaurant?
Mrs. Marshall
stated the Conditional Use Permit would re-instate the grandfathered use.
Commissioner Bohannon
stated it is his understanding their liquor license has never expired?

stated that is correct.
Commissioner Kerr
stated she would like clarification on the Conditional use and the Grandfathering use, what does grandfathering mean?
Mrs. Marshall
stated the grandfathering allows them to operate as they were before code was in effect.
Commissioner Kerr
stated does that mean they do not have to do parking requirements?
Mr. Mulvey
stated it is a condition that they will have to do site development.
Commissioner Ewing
asked about the access point off Highway 160 is there any conditions that will require access off the Highway.
Mrs. Marshall
stated it will be addressed in site development.
Commissioner Kerr
asked for clarification again on the site development and the grandfathering. What part of the process will they not have to complete due to the grandfathering being re-instated? Are there parts of the site development they will not be required to complete?
Mr. Osborne
clarified without the condition of the Category II site development they could re-open as is with the grandfathering, but due to adding site development to the conditions they will have to meet requirements of the Cat II site development.
Commissioner Tyler
stated re-instating the grandfathered status gives staff the ability to meet the requirements meant through Cat II site development. Alyssa Baskiewicz, applicant, stated they have had some issues when her grandmother was sick. They have updated the ampul system. They have had some financial issues with the parking lot and improving it. There was miscommunication with understanding how to proceed and have been going back and forth with how to proceed to reopen the restaurant. Page 5 of 10 10.

asked who will be operating the site?

stated her and her grandfather. Public comment opened at 6:50 pm. Maryann Hollis asked if this business located across from the Rainman shelter? Her concern is there have already been complaints regarding children using the parking lot to play, this could be dangerous.
Commissioner Kerr
stated the restaurant is across the highway. Maryann Hollis stated then there is no concern. Ammie Nelson stated it alarms her when people state they want to grandfather and due to his age who will take over and be responsible for completing all the requirements.
Commissioner Tyler
clarified grandfathering does not refer to a person, it refers to putting back the property to the prior conditions.
Commissioner Bohannon
stated he appreciates they have not let the liquor license expire.
Commissioner Tyler
asked the applicant if they have read, agree, and understand the conditions in the staff report? Alyssa Baskiewicz asked what were the recommended conditions?

read the conditions listed in the staff report.

stated yes, they agree.
Mrs. Marshall
reviewed the staff report stating this is a reconsideration of condition #7 of Conditional Use Permit (CU-24-44) for a fuel dispensing facility for the proposed development of Green Valley Grocery Convenience Store and gas station. They are requesting additional time to submit a CAT 1 Site Development as they had to terminate their civil engineer of record and hired another engineer who is currently working on improvement plans for submission. Upon review of the application, staff finds sufficient justification to recommend approval of the application.

asked if all we are doing is extending the time on this project? Has there been involvement with staff regarding the roundabout off Highway 160 for this project? Page 6 of 10 11.

stated when the original conditional use permit was submitted it was given out for external comments at that time. Roberto Piedra, applicant, stated they agree with the conditions in the staff report. Public comment opened at 7:05 pm. Maryann Hollis asked for clarification regarding the roundabout and if the developer contributed to the road improvements. These developers make money and we cannot get the traffic situation on 160 addresses. She has been talking about this for three years, her husband recently had to take an ambulance ride and the ambulance could not get out onto Highway 160. She believes these developers should be contributing to these roads. Ammie Nelson stated she knows this area and every time she goes to Vegas it scares her because it is dangerous. She stated Las Vegas is getting rid of roundabouts and she does not believe this is a good area for a roundabout.
Commissioner Kerr
asked Tyler Mulvey how Public works can manage how the developers contribute to improvements for roads.
Mr. Mulvey
stated in most subdivisions, the developers do contribute a portion to the road improvements. There is funding set aside for these developments, however it is never enough for the entire project it is a percentage. This roundabout is being proposed by the developer so it is up to them and NDOT as to when it will be completed.
Commissioner Bohannon
stated we are here to discuss this extension, but it is a concern as to what will happen with traffic in this area.
Mr. Mulvey
stated it is his understanding this development will not move forward without this roundabout, that is why it is shown on the plans.
Commissioner Tyler
stated that is her recollection, and they had stated that on the record at the prior RPC meeting when the original approval was granted.
Mrs. Medici
reviewed the staff report stating this is an application for a conforming zone change, to change the subject parcel from General Commercial to Rural Estates Residential, which is conforming to the existing Master Plan designation of Rural Density Residential. The intent is to allow the property owner to utilize this parcel to place a single-family residence for her son to reside. Upon review of the application, staff finds sufficient justification to recommend approval. Sharon Ricci stated they bought the property 12 years ago for her son to live there. We just found out that he cannot stay there due to the zoning. Page 7 of 10 12. Guy Ricci stated he would like to also do a business there.

stated that would not be covered under this application.

asked the applicant if they have you read, understand, and agree with the conditions in the staff report.

asked if there has been any feedback from the neighbors.
Mrs. Ricci
stated no, and the property is very clean.
Commissioner Kerr
asked about condition number 5 that says a TUP for an RV cannot be placed until after 120 days?
Mrs. Medici
stated as it stands now if the CUP is approved the clock starts over and the RV can stay on the property for 120 days without a TUP.
Mr. Osborne
reviewed the Development Agreement report stating all the information on active and expired development agreements, how many homes have been built and what is remaining to be built for each development, and what the expected water usage will be.
Commissioner Bohannon
stated this report is very helpful. He asked if an agreement is expired can they come back for grandfathering?
Mr. Osborne
stated no if they expire they have to start over with the process for approval.
Commissioner Kerr
asked about the Pahrump Lands development.
Mr. Osborne
stated that was a commercial project, it does not have any dwellings.
Mr. Koenig
asked about Ishani Ridge and if they are still building homes there. Page 8 of 10 13. 14. 15.
Mr. Osborne
stated they are building there it is already a recorded subdivision, and it is zoned for single family homes. The development agreement has expired but since they have a bond and it is zoned for the homes they can continue to build.
Commissioner Bohannon
asked about the recharge amount of water in the basin as far as the 20,000 number.
Mr. Osborne
stated we do not know what the actual number is, it is all an estimate. The water district has been and is currently working on the water study for the Valley.
