Mrs. Sandoval

stated Planning applications for the month of October, total applications received were 217, which was 16 more than last month. Total applications processed was 137, which was 11 less than last month. Since July 1*' 2024 to October 31, 2025 there have been 3,369 planning applications and 877 new code complaints received. Compared to July 1, 2023, to October 31, 2024, total applications were 3,247 planning applications, and 698 Code compliance complaints received. Code compliance: new complaints for October was 55, which is 8 less than last month, closed cases were 53, which is 10 more than last month. Total active complaints through October 31, 2025, are 450. Building permits for October for SFR was 13, which was 4 less than last month, MF (multi-family) was 0 which was the same as last month, commercial was 10 which is 3 more than last month. The total permits issued in all categories was 120, which was 2 more than last month. Total inspections were 447 which was 22 more than last month. Update on previous items heard by the RPC, ZCMP-25-8 was a zone change to change 167.67 acres from RH- 4.5 to SP and to change 56.2 acres from VR-20 to SP to allow for the Manse Ranch Subdivision located at 4250 S James Ave and 0 E Mountain Falls Pkwy. This item was heard at the 9/10/25 RPC Meeting and voted 4 — | to recommend approval to the BOCC. The item was heard by the BOCC at their 10/21/2025 meeting and approved 5-0. ZCMP-25-9 was a Major Master Plan Amendment from CDA to SPD and PU-25-1 for a Tentative Planned Unit of Development to allow a master planned mixed-use community located at 700 E Wilson Rd. This item was heard at the 9/10/25 RPC meeting and voted 5 — 2 to recommend approval to the BOCC. The item was heard by the BOCC at their 10/21/2025 meeting and approved 5 - 0.

Commissioner Bohannon

asked about code compliance cases regarding the year over year increase, is there a theme of why there is such an increase this year from last year?

Mrs. Sandoval

stated we did have an uptake in RV’s that are not permissive, graffiti, and the Assessor is also doing the re-appraisals, they are seeing structures being placed on properties without the proper permits. reviewed the staff report stating this is an application for conditional use permit to allow an off- premise billboard within the General Commercial zoning district. Upon review of the application staff finds sufficient justification to recommend approval subject to the standard and special conditions.

Commissioner Kerr

asked about the Masterplan and the goals, one of them is the sunsetting of billboards, would that be referring to the grandfathered billboards?

Mr. Osborne

stated that is correct, but it has not been adopted in code.

Mr. Koenig

stated that was an agreement that if they were to build something on the lot where they had the billboard that the billboard would go away.

Commissioner Kerr

asked is this the area in the NDOT plans for a potential round about? Tyler Mulvey not that he is aware of. Paul Bastien stated he is here for any questions, he does not know anything about a roundabout.

Commissioner Tyler

asked Mr. Bastien if he has read, understands, and agrees with the conditions listed in the staff report.

Mr. Bastien

stated yes.. Public Comment opened at 6:19 pm. Suzie Hertz stated she has been coming to the commission meetings for many years and it has been stated repeatedly by Commissioners that we are bombarded by billboards. She drove in from Vegas this morming and counted 14 billboards before getting to Homestead road. We do not need any more billboards, there are other ways to advertise. Ammie Nelson stated we have so many billboards, there were regulations put in place to stop or slow down the amount of billboards and we just keep getting them. She is not in favor of anymore billboards.

Commissioner Tyler

clarified the location for this billboard. Public comment closed at 6:23 pm.

Mr. Bastien

stated the difference between our billboards vs others are our will not be illuminated and they are smaller, we do not advertise alcohol or casinos. We are Christian based company we advertise for local economy. There are really no other billboards in this area.

Commissioner O’Brien

stated in 2023 the PRPD adopted the 2023 Master plan update, it provided direction for land-use and the actions of this board should reflect the Master plan. The vast open feeling of Pahrump is constantly changing, he has received no less than 40 phone calls regarding billboards. The board must abide by the Master Plan, they must give reasonable consideration for all applications presented before them and if the application is suitable for the area. Highway 160 is the gateway for Pahrump and the first impressions of what our community is about. The Master plan recognizes the need for business signage but only at the businesses. He has to look at every item based on existing policies and plans put in place and the direction that we have taken is to not allow billboards and for that reason he is making these statements.

Commissioner Kerr

stated looking at this property it is going to be a long time before any development will happen. It does not make sense for us to add signs when we have been trying to mitigate that visual effect.

Commissioner Bohannon

stated we have had a strong stance on not adding billboards but reducing the count of billboards. Page 3 of 8

stated for the record that the reasons given for the previous item stand for this item.

Commissioner Bohannon

stated there is an NRS that discusses specifically about the Master plan and the importance of following it. The Master plan gives us guidance on billboards and reducing billboards, for the rural community here, not increasing billboards. We want to be faithful to our Master plan.

Ms. Marshall

reviewed the staff report stating this is an application for a market and restaurant on a split zoned parcel. The applicant currently has a business license to sell at farmers markets for produce they grow and would like to expand their services by adding the market and restaurant. Upon review of the application staff finds sufficient justification to recommend approval subject to the standard and special conditions. Steve Cantwell stated they are hoping to move forward with this project and get all proper licensing for their business.

Commissioner Bohannon

asked what was the inspiration behind this project?

Mr. Cantwell

stated that sustainable farming has always been a hobby of his and during Covid times not being self-sustainable was an issue for people so he thought this would be a great thing to do.

Commissioner Bohannon

asked how many jobs will this bring?

Mr. Cantwell

stated 8-10 Max.

Commissioner Tyler

asked Mr. Cantwell if he has read, understands, and agrees with the conditions listed in the staff report?

Ms. Marshall

stated that special condition #13 from Public Works needs to be corrected. It states Ernest Way and she believes it was a cut and paste from a previous item.

Mr. Mulvey

clarified that special condition #13 should be South Hawkins way not Ernest way.

Mr. Cantwell

stated yes, he agrees with all the conditions in the staff report. Public comment re-opened at 6:55 pm. Ammie Nelson stated she would like to know what kind of restaurant will this be, will it be vegan, and will they be using their own produce.

Ms. Marshall

reviewed the staff report stating that this is an application for a proposed hotel within the General Commercial zoning. Upon review of the application staff finds sufficient justification to recommend approval subject to the standard and special conditions. Sanki Reindersma he stated he is the architect for his project and represents the firm on this project. It will be 129 rooms 4-story hotel by Marriot hotel. There are 2 conditions in the staff report #8 and #9 from Public Works that we do not agree with specifically # 9 as it would create a hardship for the property owner. Page 5 of 8

asked Mr. Reindersma if he has read, understands and agrees with the conditions other than what you stated.

explained conditions #8 and # 9 from Public Works.

Commissioner Hayden

asked staff about the applicant objecting to the conditions what would be the solution?

Mr. Osborne

stated as a commission you need to decide if they want to keep it as a condition or not.

Commissioner Tyler

stated all we need to decide is if we are going to approve with the staff recommended conditions or amend the conditions as we think they should be or if we are going to deny based on alternate findings.

Mr. Osborne

stated this will go through site development process, street improvements are going to be addressed with a traffic study.

Commissioner Hayden

stated she is not comfortable with deciding if the condition will be a hardship or denying it due to one condition. If this could be resolved than she would have a better comfort level for approval.

Commissioner Tyler

if we approve with the conditions and the applicant does not agree they could appeal it to the BOCC. If we want to make an alternative recommendation, we need to figure out what that looks like and then they can still appeal to the BOCC.

Commissioner Bohannon

stated this condition is not unusual.. He agrees with the conditions in the staff report.

Commissioner Tyler

stated room tax dollars support tourism for the community.

Commissioner O’Brien

stated for clarification the applicant has not agreed to all the conditions, however this is going to go through site development, and this condition could change.

Commissioner Tyler

stated we ask for the record if they agree with the conditions, but they do not have to agree to the conditions and that is why there is an appeal process.

Mr. Reindersma

stated in the conditions it does says if necessary. We do not know if it is going to be necessary until a traffic study and site development is completed.

Mr. Mulvey

stated the next RPC meeting is December 10, 2025.

Commissioner O’Brien

would like to direct the BOCC to look into the current sign ordinances and he will draft a letter to the BOCC of the issues he wants addressed.
