called the meeting to order at 8:30 a.m.

Mr. Koenig

stated that he had nothing at this time. Commissioner Carbone also stated that he had nothing at this time. Commissioner Schinhofen stated that he had two items to bring back to the agenda. Commissioner Schinhofen would like to see the Nye Ryder Project. He received an email from Albert Bass stating that the NDOT grant has been approved and needs to be moved over to the Nye County Community Coalition and he wants to see if we still want to do this. The other is that he would like to see if this board wants to consider the 4 cent sales tax from the roads to be bonded for 2 cents so that we get a sum of money to do Bell Vista or Mesquite. Commissioner Schinhofen asked Tim Carlo what the traffic count was on Bell Vista for 6 days. Tim stated that Bell Vista and HWY 160 traffic counts were 16,275 and the feed store is 6,763. Commissioner Schinhofen stated that if we do it a mile a year then by the time we get done we would be going back and starting again. Mr. Fanning asked for clarification on Bell Vista because he thought there was another street they were going to look at. Commissioner Schinhofen stated Mesquite because its farm road and it doesn’t have a base. Mr. Fanning clarified west from 160 on both Mesquite and Bell Vista. Commissioner Schinhofen stated yes, that it would be up to the board to decide what the priority is. Commissioner Carbone stated that Simkins is also really bad. Mr. Fanning stated that we are working on PCI’s for that. Mr. Fanning also stated that the last time we talked about Regional Transportation Commission – Minutes July 21, 2015 this he was looking at Low Road and that was completed in 1993. That road is now 21 years old and in some of the slides that were in the Gas Tax Presentation show Low Road with holes in it. Mr. Fanning stated that it just goes to show you that the roads we build are actually a 20 year road and there is a lot of PCI’s (Pavement Condition Index) that needs to be done.

Commissioner Carbone

stated that in the last BoCC Meeting, Donna Cox had brought up one of the roads that were rolling up. Mr. Koenig stated that there is alot of those at the 4 way stop sign areas. Mr. Fanning stated that he thought it was Basin and Blagg and the deterioration is called “Viscolasticity”, it’s where you have the bottom slipping underneath where the pavement ends and that creates indilation which is then protruding through the pavement. Commissioner Carbone stated that even with a prime on there it would not have stopped it. Mr. Fanning stated that it would but with that on there it drives the cost up. Mr. Fanning stated that there are a couple of reads we have primed the shoulders on. Basin is one of them and you don’t see any weeds growing within the 4 foot hinge but you have to have the right- of-way to do that. Mr. Fanning also stated that there are a lot of chipsealed roads that are 40 feet total right-of-way and that’s why you see them drop off with the weeds right there.

Commissioner Schinhofen

stated that this will give us a southern way through town and it is also a bus route. He also stated that everything in the back-up is what he was looking for except for the cost. Commissioner Schinhofen asked Dave what those costs would be and where they would come from; he is looking at the back up with the bike lanes. Mr. Fanning stated it would be Gamebird to basically Winchester, exceeding a few hundred feet, to the west and then going all the way west bound to Barney and then turning the corner heading north bound on Barney to Jaybird to make the connection there. The project is 2.6 miles, 11,940 lineal feet.

Mr. Fanning

suggested from the Public Works side that the road gets rebuilt. The gravel road would actually be taken off, the base be thickened up by bringing in more than what is there so that it is 2 ½ to 3 feet of base to support the asphalt in that area. The cost ranges and there are a couple of different options. They range from 28 feet to 38 feet. The 38 feet cost is with your bike lanes on the shoulders and the two drive thru lanes and there will be a two way stop at Barney. It is a 90 degree angle and will 2 Regional Transportation Commission – Minutes July 21, 2015 have a knuckle that is paved wider for hazard reasons. That cost is $1.7 million with 3 1/2 inches of AC on it. Mr. Fanning stated that normally we would pave back every intersection that ties into it but since it is a right-of-way in Pahrump Valley Estates that does not have access to it we would go right by those intersections because it would be trespassing on the Pahrump Valley Estates. The Board of County Commissioners in the past has had us take the 100 foot right-of-way to the south. We would not be paving any roads intersecting in the Pahrump Valley Estates onto Gamebird. Those roads are Woodchips, Jolley, Jaybird, Nest, Elderberry and other streets that may connect to Gamebird. We normally pave back 50 feet but in this case we won’t because we would be in trespass. From the 38 foot to 36 foot is going to be narrower bike lanes and travel lanes and drops to $1.4 million with the total rebuild. The 32 foot is two travel lanes, a foot hinge and no bike lanes and would cost about $1.2 million The 28 foot is two travel lanes only and would be about $900,000.00-1million depending on how we treat that.

Mr. Fanning

stated that the funding for the 38 feet, which is what we have done everywhere else in the past, could come from 205. Mr. Fanning stated that he would like to keep it as wide as possible since it is a major throughway in the valley and it will be safer for those using it. He also stated that we are coming off of an existing road that is 28 feet wide and we will be making a flared transition. Mr. Fanning also stated that in time when we take the other portion of Gamebird to 160 it will come out 38 feet.

Commissioner Carbone

asked if we had the easement to go out to the 160. Mr. Fanning stated yes, in time. Commissioner Carbone asked if we had the easement to do the 38 feet on this part of Gamebird. Mr. Fanning stated in the portion on Winchester to Barney and Barney up to Jaybird area, yes we do.

Mr. Koenig

asked that if we plan on doing 38 feet and we only have 28 feet going up to the 160 then will we have to buy the right-of-way later to make it 38 feet.

Commissioner Schinhofen

stated that we do have 38 feet of right-of-way going up Gamebird. Mr. Fanning stated that we do have full right-of-way all the way up to the 160. He also stated that when roads come in and they are picked at a mile or two we will do the 38 foot. Mr. Koenig also asked how we protect the edge of the road from crumbling in the intersections that are in the Pahrump Valley Estates right-of-ways. Mr. Fanning stated that we could put a foot hinge in each one of those where it will protect the existing edge. He also stated that the board could vote to pave those back but remember that you do not have ownership of the Estates at this time. Commissioner Schinhofen asked if the 66 2/3 right-of-way has been offered. Mr. Fanning stated that those are things we would work through. Everything is possible and we will do whatever the board would like to do.

Commissioner Carbone

asked what it would cost of we decided to pick those areas of right-of-way up. Mr. Fanning stated that it would cost an additional $65-70,000.00 if you were to pave back 50 feet. If you want to do the foot hinge it’s only going to cost a couple hundred dollars to protect those 8 intersections. Mr. 3 Regional Transportation Commission – Minutes July 21, 2015 Koenig stated that he hates to put down new road and then in a couple years have the intersections deteriorating.

asked if this road is more important than Bell Vista. Mr. Fanning stated that Bell Vista is a pre-existing road and it’s a gateway into Death Valley. He also stated that it is absolutely priority one because of the ADT’s. Mr. Fanning also stated that if the highways ever shut down you need the other to get the public through the valley. Not that you would want to send traffic through Gamebird and Barney but it is a potential resolve to migrate traffic.

asked what the ADT’s were on Gamebird. Mr. Carlo stated that in 13 days were 1,280.

Commissioner Schinhofen

asked if there was a motion on this. Commissioner Carbone wanted to address Bell Vista. Commissioner Schinhofen stated that we could discuss it at the next meeting. Mr. Koenig stated that we could bring it to the next meeting when we have information on Bell Vista and decide then.

asked Mr. Fanning how long he would need to go out to bid. Mr. Fanning stated 45-60 days. Mr. Koenig asked if Bell Vista could be done in 45-60 days. Commissioner Schinhofen stated you can only get about one mile done on Bell Vista and he would like to look at bonding for this. Commissioner Schinhofen stated that he sees the need for Gamebird and Barney to be done, it is a bus route.

Mr. Fanning

stated that he would like to study Bell Vista. He also stated that when we did the rebuild on Calvada we encountered 3 inches of sub-base material and Bell Vista is probably the same. That is one of things we look at for internal costs.

Commissioner Schinhofen

stated that is a big project. Mr. Fanning stated that the PCI is going to show everything failing, 40 and below is a fail from lack of drainage in the ditches, tree growth, traffic volumes and amount of hinge. Mr. Fanning stated that he would like to go through an analysis with this before we do anything so that he can bring it to the board and should we consider Gamebird/Barney area we still need to go in and lift that off and then sub ex the base below that so that we can put the material back in and add to it so that we have a 20+ year road. Mr. Fanning also stated that Lyme is the best way to treat it. Lyme will neutralize it to a state but it will not neutralize it to the full capacity. Commissioner Schinhofen stated that is why we want to put good bases down when we build roads. That is why he supports Gamebird/Barney to be built that way. Commissioner Schinhofen stated that he is not going to get a motion from the board, reconsidering this does not preclude us from doing something on Bell Vista. Commissioner Carbone stated that it’s not that we don’t want to do it but looking at it from a different picture is what he wants to do. Mr. Fanning agreed and stated that he wants to provide the board with a total run of what we are looking at and what we see is necessary. Commissioner Carbone recommends that we continue this until we get both Bell Vista and Barney/Gamebird plan put together. Mr. Fanning stated that he will get the ADT’s and PCI’s done for these. Commissioner Schinhofen also wants to see Homestead/Manse because those are the three major projects he’s looking at for the next two years. He would also like to see the funds identified for these projects 4 Regional Transportation Commission – Minutes July 21, 2015 so we know what we can and can’t do. Mr. Fanning asked for clarification on Homestead. Commissioner Schinhofen stated Homestead, Gamebird to Manse.

stated that as he recalls it was Donna that requested this.

stated that the cost is not that much but he doesn’t know why we would do this when it is part of the commercial improvements they are going to do up there anyway. Mr. Fanning stated that the request was from Donna but it was also requested to bring it to the RTC Level with a cost associated with it, which we have. He also stated that from Postal all the way to Carlton there is a portion that is a subdivision that is out of the way who’s paved and did an island median so heading south bound off of Postal some 200-300 feet the median stops and there is open gravel section 10’x 125’ in length with two paved lanes on either side. It is paved down to another opening that is 10’ x 58’ area so that overall open area that is left remaining is going to cost $2,400.00 to the tax payers. However, as

stated, there is a commercial operation to the west of that which their portion would be contributing to this factor in time. Mr. Fanning stated that if this has not been an issue before then we would like to make sure that it’s not a public issue other than maybe someone driving through it. Commissioner Carbone stated that it is becoming a pass through as you come out of the building.

Mr. Fanning

stated that they can go either way from Goodwill. Commissioner Schinhofen stated that he doesn’t see this as a necessity. Commissioner Carbone asked Mr. Fanning what the plan was. Mr. Fanning stated that we would just continually grade it back if we have rocks out there or we sweep it. Commissioner Schinhofen asked Mr. Fanning to check with the commercial build-out and see if they give us a time frame and then we can bring it back unless the board wants to do something with it now. Commissioner Carbone stated that it’s not that it’s a real need but when it rains that area gets bad. Commissioner Schinhofen stated that it has to do with the profile of the road in that area and it may be something to look at doing the whole road but that would be a long range plan. Commissioner Carbone stated that if it’s a county road then we should maintain it by sweeping it. Mr. Fanning stated that it is scheduled as part of our sweeping area. Commissioner Schinhofen stated that no action will be taken other than the normal sweeping that the Road Department does.

Mr. Fanning

stated that there are 56 streetlight poles that need testing. The 50 poles on the eye going all the way up and 6 on the Basin area that he would like to do if the board wants him to. Commissioner Schinhofen and Carbone both stated that they are not looking at those 6. Mr. Fanning stated that the poles cost $100.00 per pole to test. He also stated that the poles on the Calvada centerline have been out here for 38 to 39 years and we want to make sure that they don’t come down. 5 Regional Transportation Commission – Minutes July 21, 2015 The test will be an ultrasonic x-ray that looks at the metal fatigue and tells us if we have any problems with it. Commissioner Schinhofen asked where it’s funded from and how much is it. Mr. Fanning stated that it comes out of fund 205 and it will be about $5,600.00 to 6,000.00 to complete that test. With the 6 dropped off of there is will be less. Mr. Fanning stated that he has to pay mileage and the closest one in out of Henderson and there are two out of California. Mr. Fanning stated that the one in Henderson is the one he is talking about to do it.

Mr. Koenig

stated that the reason he wanted this on the agenda is because Nye Ryder was granted the CTAA and the director will be out on July 29th and 30th. They are all excited about it. Mr. Koenig also stated that he thought if we had a liaison from the RTC when he met with her then it would look more official. Mr. Koenig stated that going back to the previous comments and what they want on the next agenda; he will leave it up to the board as to whether they want to do anything or not. Commissioner Schinhofen stated that the email that Mr. Koenig is reading states that the grant was transferred to Nye Communities Coalition and Loraine Murray is now the Chairman of that group so since they moved it and didn’t ask us anything about it then they should just run it but if Mr. Koenig wants to meet with them in an official capacity then he sees no problem appointing him the liaison for the Nye Ryder Project. Commissioner Carbone made a motion to appoint Mr. John Koenig as the liaison for the Regional Transportation Committee. Commissioner Schinhofen second. Mr. Koenig abstained. Passed 2-0
