opened up item 1. Mr. Koenig asked that the Pledge of Allegiance get put on all future Agendas.

Ms. Linda

Hatley came forward to find out about road repair that needs to be done on Pahrump Valley Blvd. Ms. Hatley stated that it is a rollercoaster and very bumpy, not full of potholes just very shaky to drive on. Mr. Fanning stated that they have looked at a series of other additional roads that are highly traveled and major corridors like Pahrump Valley and it is actually rated by the length and width of the easement and the amount of ADT’s. Pahrump Valley falls under this from 372 to Gamebird and then the other portion on Pahrump Valley all the way down to Thousandaire, so that entire section is being examined for what we can do to it. Mr. Fanning also stated that we will have to take it in increments because the funding is not there to actually redo the entire road of 7 miles. Ms. Hatley stated that she didn’t live in the area but she travels it a lot and wanted to get it on record for the Road Dept. to look at. Commissioner Carbone stated that there is a whole list of roads that Tim Carlo is putting together a plan on.

stated that he would like to talk about the I-11 Corridor at the next RTC meeting.

motioned to approve the minutes. Mr. Koenig second. Motion approved.

Mr. Fanning

stated that he wanted to give an update as to when we, meaning this RTC Board, the Commissioners and the Public, would start seeing the increased gas tax that was approved last October. Mr. Fanning stated that it will be registering in January 2016. He also stated that he wanted to make sure this gets repeated and heard again just for the sake of the board and for the people that are wondering what happen to that tax and it’s about how the State does their reporting and how it gets recorded. Mr. Fanning also stated that we will be watching the actual revenues that are going through the system. We will be monitoring it closely so that when the information is available we can provide you with a report as to what we are seeing for growth as far as how many miles and many gallons are pumped and what the gas prices are. Mr. Fanning stated that we have seen the gas prices drastically drop at the pump but that doesn’t mean the people are driving more because the price drop and the increase went up, we are still going to get the 9 cents regardless but we are in a role reversal in the economy. Mr. Fanning also stated that we would like to deliver something that is substantial between the collected 4 cent and where we are at the 9 cent and try to estimate where we are going to be.

stated that he is glad the press is here so that it can get reported correctly.

Mr. Koenig

stated that he asked for this item to be on today’s agenda so that he could clarify that if he’s been paying the 5 cents for the last few months, then the State has not given us the money. Mr. Fanning stated that the State system runs by sending out an audit report to the gas station owners so that they can start reporting the additional 5 cent increase, 9 cent total. It takes the State a couple of months to gather the information and then start collecting the money in January.

Mr. Fanning

stated that if we had approved this one week before then it would have kicked in prior to the reporting cut off and that he mentioned it in the Board meeting back in October. Mr. Koenig clarified that the State just started paying it then a few weeks ago. Mr. Fanning stated yes. Mr. Koenig stated that the other reason he brought this up is so that we could have a discussion about what we are going to do with the money. He also asked if this would be discussed in the update of Roads that need repair from Tim Carlo. Mr. Schinhofen stated that this would be 2 Regional Transportation Commission – Minutes January 20, 2016 discussed when we set the budgets for the following year. Mr. Fanning stated that it is going to pave the way for us to look at what we want to do for the adjusting budget for fiscal year 16/17. Mr. Koenig stated that it’s nice to get something out to the public to let them know what we are going to do with the money. Commissioner Schinhofen stated that Mr. Andy Alberti is trying to get a petition signed to repeal the increase because he says we didn’t tell him what we were going to do with the money. Commissioner Schinhofen also stated that we have had at least 6 meetings regarding the gas tax increase and he wished that he had shown up but he hasn’t come to any of them to discuss the tax increase and what we are going to do with it, which is what we discuss at these meetings. Commissioner Schinhofen agrees that this needs to get out to the public so they know what we are doing with the money and when we get the funds this is where we would discuss it. Commissioner Carbone clarified that Mr. Alberti doesn’t want to just repeal the 5 cents; he wants to repeal the whole 9 cents.

Mr. Fanning

stated that he is in favor of the Board of County Commissioners and this RTC Board for being diligent over the years to actually get this done. He also stated that we have all seen the cost of oil, rubber and everything go up and then we have seen it hit a decline. The construction rates have never declined and that was the biggest reason on why we were pursuing the increase over all these years. Mr. Fanning stated that the Board has listened and the public has complained but there is nothing to fix the roads if you don’t have the funds and this is the only source that the money comes from to fix these roads. This is the reason why we are where we are today. Mr. Fanning stated that we definitely need the revenue to fix our roads. He also stated that we are one of the largest county’s and we are not going to get any smaller and we have more population coming in. Mr. Fanning stated that these are the things we need to pay attention to and provide the best service possible. The rest of this agenda is based on what we will be doing for the upcoming budget and putting projects together. Commissioner Carbone stated that a lot of people think that Clark County has all these roads but we actually have more roads than they do to maintain. Mr. Fanning stated that we do and we are getting more because we are going out there and fighting for the road right-of-ways for these ranchers and for people who have used these roads for a long time. These roads come with a price and that price happens to be the maintenance of it and that maintenance has a dollar fact tied to it.

Commissioner Carbone

stated that Clark County has around 2.1 million people and we have roughly 37-38,000. Mr. Fanning stated that’s close. Commissioner Carbone stated that when you look at those differences, we have less people and more roads.

Mr. Fanning

stated that we received a letter from the Assistant County Manager making us aware of something that was placed on the Beatty Town Advisory Board Agenda in December. This letter was actually written to Frank Raetz, Beatty/Amargosa Road Supervisor because he watches over the roads in that area. 3 Regional Transportation Commission – Minutes January 20, 2016

Mr. Fanning

stated the he wanted to make this board aware of the request due to them servicing everybody. Mr. Fanning turned the floor over to Tim Carlo.

Mr. Carlo

stated that the condition values that are listed on the backup are from our original 2004 study. These numbers have probably dropped substantially in the past 12 years. Mr. Carlo stated that we are working on updating the PCI’s but wanted the board to see what they were when we had done them in 2004. Mr. Carlo stated the PCI numbers in red are what they were and the hand written numbers are what our area supervisors have seen. Mr. Carlo stated that he had the supervisors go out and take a look at some of these roads. Historically we will slurry seal the roads and on some of them you will see we changed their recommendation to what we thought would need to be done on each individual street. We changed most of those to a slurry seal from a chip seal.

Commissioner Schinhofen

asked if this was currently not in our budget and if we were looking to put this in next year’s budget. Mr. Fanning stated that it is not in our budget at this point in time. Commissioner Schinhofen stated other than what we have already approved for this year. Mr. Fanning stated that is correct. Mr. Fanning stated that we have no way to do a slurry seal in-house. We do not have the equipment for that but we do have the man power for a chip seal. This means that when we get down to the money and dollars we may be chip sealing some of these roads even though it goes against what he and Tim were just talking about. The reason is because we would take a better quality of road and put the wear and tear on the surface which would be a chip seal and make it last a little bit longer so that we have more time to accumulate more dollars to do the slurry with our own forces and that would be one of the ways we could off-set some of this.

Commissioner Schinhofen

stated that it’s a decision that we will have to make when we set the Budget for next year. He also stated that this board’s major priority for next year is parts of Bell Vista and he would like to get all of these projects together in the next couple of months so we can rate them and discuss where we are going from there.

Mr. Koenig

asked Mr. Fanning to go over what “condition value” means. Mr. Fanning stated that zero is lowest you can go and 100 being the best what you have is a PCI index rating (pavement conditioning index) and what we look at are the cracks and we measure the size. 100 down to 60 are in good shape, 60-40 is in fair shape, 40-20 is poor and the rest is failing condition. Mr. Fanning stated that some of those conditions will move up and down depending on the weather conditions and environment. The PCI truly does give you an index value that the surface is failing because the base is failing so you can’t just go put a new surface on over the top of something that is failing from below. It requires a substantial amount of dollars to rebuild a sub-base to support the surface and that is what the PCI tells you, which is why we do PCI’s. Commissioner Carbone stated that the lowest number on the back-up list is a 58. Tim Carlo stated that this is from 2004.

Commissioner Schinhofen

stated that it’s probably a 28 now at this time. Mr. Carlo also stated that he is compiling a master list of all of this with current ADT’s and current PCI’s but it takes a while to gather the information from the ATD’s because 4 Regional Transportation Commission – Minutes January 20, 2016 they have to run for 7-10 days and count traffic in every area then he will put together a master list with these roads included. Mr. Carlo stated that then we can prioritize and rate and schedule the projects to be done. Commissioner Schinhofen asked that Mr. Carlo contact the Beatty Board and tell them that we got their request and we are looking to prioritize. Mr. Carlo stated that he will.

Ms. Hatley

stated that she brought this item to the board to find out what needs to be done with the roadway in order to put in the bridle paths around the town. Ms. Hatley went through her back-up. Commissioner Schinhofen stated that he will stop her if he has questions. Ms. Hatley would like to amend the third page and clarify that Valley Feed Store has not taken their half for insurance and has donated that half to the cause. Ms Haltey also stated that she will talk to AT&T about the wood they have stored in their yard. She also has 2 ranchers that will donate wood but she needs to pick it up herself.

moved on to the fourth page and stated that after talking with Tim Carlo from Nye County Public Works he feels that a few of them need to be changed. The 1st trailhead was to be on Simkins/Barney but Tim feels it should be the 3rd. In trying to show the town what we want to accomplish we will try to make it go from Simkins to Bell Vista along the easement of the corner. The gentleman that owns that is very horse friendly and will let us put the bridle paths in so we will do that stretch first then going to Bell Vista and Stephanie out to the feed store.

Commissioner Carbone

stated that’s good. Ms. Hatley would like to show people what they are trying to do and want to do to protect them. Ms. Hatley also stated that she did look at the map like Tim suggested and agrees that Barney is not a good road. She also looked at Blagg and there are only two houses that don’t have the blue line and what she is hoping is that if they did go with Simkins up to Blagg and then Blagg to Gamebird because that corner is supposed to be another trailhead at some point. She was thinking that they could just skip those two houses and if the owners like what they see then she can talk to them and see if they can go across their yards. Ms. Hatley also stated that there are blue indications all the way from Simkins to Gamebird except for two parcels. Commissioner Carbone stated that it could be a problem. Mr. Carlo wants to explain what the blue indication means. In the GIS data base the blue line means that we do not have right-of-way through that area. Ms. Hatley stated that the other areas are Barney up to Basin but she doesn’t want to use Barney so she was thinking Blagg to Basin. Homestead to Gamebird and then Homestead to Turner where there will be another trailhead. The next part would be Homestead/Gamebird out to 160 and then Blagg/Gamebird to Blagg and Leslie. Dandelion goes from 160 with areas of blue. Ms. Haltey will look at the GIS more closely to make sure she didn’t misread any of the indications wrong.

stated that she should coordinate with Tim on this.

Commissioner Schinhofen

stated that he sees an ambitious program but he thinks it best to identify one area to do first. Ms. Hatley stated that she indicated Simkins to 5 Regional Transportation Commission – Minutes January 20, 2016 Bell Vista. Commissioner Schinhofen asked if Homestead and Turner would go out to the lake bed. Ms. Hatley stated no, just to Turner from 160 in increments. Ms. Hatley stated that they would just call a couple weeks ahead and Public Works can tell them where the utilities are. Ms. Hatley also stated that Tim has explained to her about the easement area and how he wants her to keep that area clear.

Commissioner Carbone

stated that she may want to go with something simpler to try out so that we can see if we are going to have any issues like stopping traffic and the layout of trails. He also stated that she should get with Tim to see what areas will have the least amount of problems with property and right-of –ways. Ms. Hatley stated that would be Simkins to Bell Vista. Mr. Carlo stated that he met her out there on Simkins and Stephanie on the west side down to Bell Vista and up to the feed store. He stated that he suggested that because there are no driveways and only one large private parcel and she has already contacted the owner and it all correlates with the Last Chance Park and will connect that development if it decided to take off.

Ms. Hatley

stated that they have a board of 5 and they have their 501.3C so they could file their paperwork and by-laws. Ms. Hatley stated that she spoke with Norco, an insurance company, and if the horse is in an accident involving a vehicle it is covered under their auto insurance. If the vehicle doesn’t have insurance it falls on the horse owner (homeowners’ insurance) if a home was hurt then the homeowner is liable, if none of that is possible then it would fall on the county. Ms Hatley spoke about the maintenance of the trails. Ms. Hatley stated that the people who own the home in which the trail runs along their property are responsible for maintaining that area of debris. She also stated that the budget for repairs for the first 10 years would be between 5 and 10,000 dollars for upkeep.

Commissioner Schinhofen

stated that he thinks there is interest for it but he thinks this needs to be done in sections so that we can see what issues might arise and then go from there on the first phase of Stephanie and Bell Vista on the west side.

stated that there are a lot of issues like traffic safety, maintenance and right-of-ways that will come up and he would like for her to bring that back for us to take a look at and go forward. Ms. Hatley stated only one person owns property in that area. Commissioner Carbone stated that we would need documentation from them stating that he gives permission for the path to run along his property. Mr. Keonig stated that right now there is only one property owner but in the future there will be multiple property owners and she needs to do these things in steps and have the correct paperwork. When that is done then everyone will know what needs to be done for the rest of project to be finished.

directed her to come back to the board with that information. Ms. Hatley stated she had one more thing to discuss and that is that behind Albertsons shopping center there is a corral area that they would like to use in the future but they are going to make them pay for that because they are the ones that do the upkeep. They have decided to use the vinyl fencing which is more expensive at 35 thousand a year. wanted to go back to item 2. Mr. Koenig would like an update from Albert Bass on the next agenda now that we have the busses. Commissioner Schinhofen stated that we need to understand who maintains the busses and who is responsible for them.

stated that the next bus meeting is tomorrow at 11 am at the Nye Community Coalition on Wilson and West St. Commissioner Schinhofen stated that he would like for Tim or Dave to find out from Mr. Bass how they are paying for it, the upkeep, the drivers and the insurance.

stated that if Mr. Fanning has any updates on the roads in Beatty or any other road updates then we will discuss it at the next meeting also.
