Commissioner Schinhofen

called the meeting to order at 8:30 a.m.

Commissioner Carbone

led the Pledge.

Commissioner Schinhofen

stated that we will be scheduling the next RTC Meeting at the end of this meeting. He also wanted the record to show that Mr. Alberti is not present at the meeting.

Commissioner Schinhofen

asked Mr. Fanning if an overlay would be good on Bell Vista by the feed store. Mr. Fanning stated that the base will need to be rebuilt all the way down from 160. Commissioner Schinhofen also asked about Homestead- Manse to Thousandaire. Mr. Fanning stated that we are working on that. Mr. Fanning also stated that an overlay is very doable in that area and he will put something together for him. Commissioner Schinhofen asked that the other board members take a look in their areas for roads that may need overlays. He also stated that he would like to identify roads that don’t need to be rebuilt but can use an overlay so that they can get put in the budget. Commissioner Schinhofen stated that if the public sees these roads getting fixed then they will know that their money is well spent. He also stated that this goes for all areas in the county. Mr. Fanning

stated that before this went to the Board of County Commissioners he reached out to the property owner who stated that he would be out of town until the end of June. Mr. Fanning stated that it is pending to see if he takes the offer.

Mr. Fanning

stated that he is in the process of sending a certified letter to him and he will let the board know when it goes out. Commissioner Schinhofen asked to let them also know if he responds and if it is in a timely fashion.

Mr. Fanning

stated that he attached the NRS 10.10 to this Agenda. The Board of County Commissioners has adopted these in some of the towns. Tonopah has a really good model and the Board has accepted it. Mr. Fanning also stated that the County has gone through the process of identifying 9 streets within the town and the routes that cross the State Highways. Mr. Fanning stated that they thought it would be an easy process but it turned out to be very complicated with NDOT due to the encroachment process. It used to be handled in Tonopah but is now moved to Las Vegas to District 1. It could not be looked at on the placement of 3 Highway signs, one on Highway 6 and two on Highway 95. With that said Mr. Fanning thinks that the agreement that the Commissioners entered into with Tonopah is great way to get these thing established and start supporting signs in specific towns or unincorporated towns and advisory board towns. Mr. Fanning stated that he included the back-up so we could move forward with suggestions.

Commissioner Carbone

stated that this is why he wanted it on the agenda, so that we could get things started. He also stated that there are probably people out there on the roads that are not properly registered nor have the proper equipment on while riding. Commissioner Carbone stated that he would like to continue moving forward by putting the right things in place. He also stated that he is confused as to why NDOT is giving us a hard time when the Legislation passed this and wanted this to happen. Maybe we need to ask them what is going on. Mr. Fanning stated that it is not necessarily NDOT. It’s due to the fact that they transferred their encroachment side to Las Vegas and they already had a back-log. Commissioner Carbone asked if they are moving quicker now. Mr. Fanning stated that they are still taking time just because Vegas is busy. Mr. Fanning stated that he will continue to work on it but he wants the board to know that it may take up to a year.

stated that right now we just need to identify where we want those crossings to be. Mr. Fanning stated that we have not even gone that far because each town enters into their own agreement and that needs to go through the BoCC, so we are waiting for that direction. Mr. Fanning stated the intention of this was to be two miles away from the trail head and people are not using their 2 Regional Transportation Commission – Minutes May 25, 2016 ATV’s that way. Now we are just seeing them all over the roads and that is why we are trying to incorporate this into the speed limit and identify where we want them to ride. Mr. Fanning stated that he wants to make law breakers out them but he wants to get ahead of it so that we don’t have accidents or problems because these OHV’s are out there comingling with regular traffic. Mr. Fanning also stated that he would like for Pam Webster to bring this to the Board of County Commissioners to start issuing the signage for the OHV’s. Commissioner Carbone asked if we wanted to bring a plan to this board first so that we can understand what it is we want and then bring it to the BoCC. Commissioner Carbone also stated that we can make a decision on what we want and then go from there. Mr. Fanning stated that we can but he would like to include Bob Adams from the Public Lands Committee, and make sure that we incorporate all the wants and needs. The signage would be a question because of air quality especially on Crawford because to the other side of that is private land and the dust comes back down. Commissioner Carbone stated that there is going to be that issue allover because people traverse onto property.

also stated that it would be nice to get these OHV’s on paved roads at least to where the trail head starts. He also stated that setting up the trail heads is another part to this. Commissioner Carbone stated that this is a pretty good size plan and it will take time to put it all together. Mr. Fanning stated that Bob’s plan was pretty good because he was targeting gas stations and eateries up through the chip sealed road areas so that the OHV’s could get out onto gravel and follow signs to the trailheads. Mr. Fanning stated that this is why he would like to include Bob.

Commissioner Schinhofen

stated that Dave had mentioned advisory boards but if this board starts this then it will also have to go to the Town Board of Pahrump too.

Commissioner Carbone

stated that it would be in places like Beatty, Gabbs and Pahrump. Commissioner Schinhofen stated that in order to keep our ducks in a row the governing board in the Town of Pahrump will have to approve it and then take it to the BoCC.

Mr. Fanning

stated that on the first page of the back-up is the State Report 3D, it shows what the State takes in and how it is distributed within Nye County. The towns that are listed are actually Town Boards so you can see where the dollars fall for January and February. Commissioner Carbone asked about the numbers from Amargosa and Tonopah. Mr. Fanning stated that there is only one known gas station in Amargosa and there are 7 in Tonopah.

stated that the second page in the back-up is our own spreadsheet that we keep and it is actually a list of the individual haulers in Nye County.

Commissioner Carbone

asked if the numbers are gallons and if they are accurate.

Mr. Fanning

stated that it is in gallons and he doesn’t feel that the numbers are accurate especially up north in the Tonopah area seeing as we have 7 gas stations up there. Mr. Fanning also stated that we are only tracking gas not diesel. He also 3 Regional Transportation Commission – Minutes May 25, 2016 stated that we are tracking as best we can so that we know where we stand with the budget and be prepared for the increase.

stated that he wished there was a way to get actual numbers.

Mr. Koenig

stated that there is obviously something wrong with the numbers because every time he goes up there every gas station has cars getting gas. He also stated that Round Mountain gets $4,000.00 and Tonopah gets $700.00 so there has to be something wrong. Mr. Fanning stated that Round Mountain keeps their own gas tax; they signed an MOU with the Board of County Commissioners. That is money that we don’t see and that is the reason that we don’t maintain the sub- division of Hadley. Commissioner Schinhofen stated that we are doing Pablo Canyon Road. Mr. Fanning stated yes because it is a county maintained road.

Mr. Koenig

stated that since the funds are so little in Tonopah then the county is getting screwed out of money vs. the actual gas that gets sold there. Mr. Fanning stated that we believe that might be the case and we are trying to get with the DMV since they put the numbers together and find out if the haulers are recording the correct gallons for our county. Mr. Fanning stated that we have asked many times.

stated that it is reported on the honor system. He also stated that we could put an employee at each gas station and report the numbers back to us so that we can do the tracking. Commissioner Carbone stated that Amargosa is higher than Tonopah and that it makes no sense. Mr. Fanning stated that Beatty puts theirs into the Nye County coffers and that it where it is reflected.

stated that the second page shows the February increase of roughly $90,000.00 so in the next year it could easily be a million more.

Mr. Fanning

stated that he would like to purpose a couple of projects at the next meeting to try and address some of the road issues.

stated that he got together with Bryan Wulfenstein of Wulfenstein Construction and learned some things about overlays, pave and Superpave. He also stated that he thought it would be good if the board got the same information because this may be something we may want to consider and that is why he asked Bryan to present today. Bryan Wulfenstein stated that the thin asphalt overlays are used for preserving roads. A thin asphalt overlay improves the road and is 1 ½ inches thick of asphalt or less. They are the most popular treatment for pavement. They are less expensive. They also have a long life. There is no need to tear the street up. Asphalt overlays have a smooth surface and are easy to maintain. They can also withstand heavy traffic. Bryan also stated that not all projects are good to use an overlay on. The best way to know is have an engineer walk it. Bryan also stated that they can crown the road so that water drains properly. Bryan stated that a lot of times they will mill the road so that they can put the overlay on it and make it uniform. He also stated that you can select the correct mix type. Wulfenstein’s did 4 Regional Transportation Commission – Minutes May 25, 2016 a test area not too long ago and they used a 3/8 mix Superpave. They found that the smaller grade material actually performs better then the larger rock.

stated that it’s because there is an inch and half under there.

Commissioner Schinhofen

stated that the portions of road where the overlays are have held up very well. Mr. Fanning stated yes it has. Commissioner Schinhofen wants to talk about an overlay on Pahrump Valley. Mr. Fanning stated that it is something that will need to be rebuilt. Bryan stated that some of the bad traverse cracking roads are not good candidates for overlays and will need to be treated beforehand. He also stated that we have an excellent climate for this type of overlay.

Commissioner Schinhofen

stated that when you lay this down then in 10 years you would need to come back and do another layer so then you are adding to your base.

Mr. Fanning

stated that if you start to see wear then every 5 to 10 years you would want to put chip on it or at least a crack seal just to protect the surface. He also stated that you can extend the life of pavement just by taking these precautions. Bryan stated that you can also use overlay as an extended life treatment. The pavement of the overlay can last up to 10 years depending on the base underneath.

Commissioner Carbone

asked if the maintenance would be less. Mr. Fanning stated about 90 % yes, the other 10% would be the base under that. Bryan stated that PG7010 is the mixture they use. Commissioner Carbone stated that there is an area on Blagg and Barney where the asphalt was rolling up. Bryan stated that it could be because the chip never set but it was not an overlay or a Superpave. Mr. Fanning stated that it was done years ago and it may be from friction.

Mr. Koenig

stated that he likes Superpave because it quiet and smooth.

Mr. Fanning

stated that it is a good fit for our climate and it’s also a great smooth surface for driving. Commissioner Schinhofen stated that this was only a presentation for information purposes and all projects have to go out to bid.

made a motion to have a Special RTC Meeting on June 9th to go over the 2016/2017 Budget at 8:30. Mr. Koenig seconds the motion.
