asked Mr. Carlo if he heard the conversation with Diaz. Mr. Carlo stated yes. Commissioner Carbone commented about Bell Vista, stating that the guys are doing a great job out there with this weather and he appreciates it. As you drive down the 160 you can see the culverts that are full of debris. Mr. Carlo stated that we were hit really hard in the Crystal area. made a motion to approve the minutes from June 9th. Commissioner Carbone second. Motion Approved. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: The cost of repair on Pahrump Valley Boulevard from HWY 372 to Calvada also the project on Homestead from Manse to Thousandaire.

Commissioner Carbone

turned the floor over to Tim Carlo, Nye County Road Superintendent. Tim stated that we put this on the agenda because it was brought up in the last meeting and it correlates with item 7. The cost to do Pahrump Valley is $437,000.00 from 372 to Calvada. That would be to widen it out to 38’and include bike lanes to tie that area in with the roundabouts. Commissioner Carbone asked about the $900,000.00 that we gave to the State for the roundabouts and asked if that didn’t include the tie in. Mr. Carlo stated no, they are going 20’ north of Big O Tires parking lot and then taper back into our road that is falling apart.

also stated that the cost for Homestead is $509,000.00.

closed this item and opened the next one. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: Adopt OHV crossings and speed limit for the Town of Pahrump.

Mr. Koenig

stated that it is our intent to copy the Ordinance in Tonopah for Pahrump. Mr. Carlo stated we will attempt to copy but what we mainly need is on page 2 of 4 of the backup. NRS 490.100 states “If the board designates any portion of a State Highway as permissible for the use of OHV the board must obtain approval of the designation from the Department of Transportation.” Mr. Carlo stated that in order for us to designate or adopt any highway crossings or thoroughfares we will need to apply for a permit. If we all agree on the crossings and use of highways then we can move forward with obtaining a permit.

Commissioner Carbone

stated that the crossings lead to other county roads but he wants to know if they lead to any of the trailheads. Mr. Carlo stated yes, the Last Chance Range, Carpenter Canyon, Trout Canyon, and the basin behind the Nugget and also CAAS Road. Mr. Koenig asked if we intend to change certain things within the Tonopah Ordinance like the speed limit of 35 MPH or less. Mr. Carlo stated that it would be the pleasure of the board to do that.

also stated that personally he likes the portion of the Ordinance 490 where it states that everyone must obey the current traffic rules, regulations and speed limits. The reason it never got pushed through in 2014 is because of the speed limit. Mr. Koenig stated in the Tonopah Ordinance it states that it must be 35 MPH or less where posted and we don’t have that here in Pahrump. Mr. Carlo stated that is correct.

Commissioner Carbone

stated that it is a little different because at each entrance coming into town with the exception of HWY 372, we have signs posted that say 25 MPH for roads that are not paved and 45 MPH for roads that are paved but below that it states “or posted”. Mr. Koenig stated that he wants to make sure that it gets changed. Commissioner Carbone stated that his concern is the other towns like Amargosa and Beatty and how do we handle them in our Ordinance. Mr. Carlo stated that we have a county ordinance but each individual town will 2 Regional Transportation Commission – Minutes July 6, 2016 need their own ordinance. The only one that has followed through to completion is Tonopah and that is why you only see this one that we are using as a template. We have one for Pahrump and in the speed limit section it states that they must follow all laws set forth in the county. Mr. Carlo stated that the reason we even brought the Tonopah Ordinance into the backup is because we want to designate state highway crossings like Tonopah did so as soon as we designate the highway crossings we can move forward with a permit through NDOT.

Commissioner Carbone

stated that we need to have something in there foe the Sherriff in regards to them being able to check these vehicles for proper registration and for those not following rules. Commissioner Carbone asked that Mr. Carlo move forward on the crossings. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: Pavement Preservation Projects for FY 16/17.

Mr. Carlo

stated that when we went from 4 cent to 9 cent we are now averaging $103,000.00 more a month than we did in prior years so that gives us a better budget to repair roads. Mr. Carlo stated that in the backup he has a list of roads that he has put in priority for the board to discuss.

Commissioner Carbone

asked Mr. Carlo if he had talked to Commissioner Schinhofen about his wants. Mr. Carlo stated yes, it is Valley View in the northern area and Homestead from Manse to Thousandaire and Pahrump Valley from 372 to Calvada in the southern area. Mr. Carlo stated that if we are going to approve the northern area we should approve all three instead of breaking them up throughout the fiscal years. Commissioner Carbone stated that he would like to get some of the roads done in Amargosa as well. Mr. Koenig wants to discuss Bell Vista before we approve anything. Mr. Carlo stated that we have a good chance of getting the NFLAP grant because of where that road traverses to and the majority of it crosses federal lands. Mr. Carlo would like to get us into next year by repairing the road as we are now so that we can apply for that grant in June of 2017. Commissioner Carbone stated that we are taking care of the 5 miles in the back end and we can keep pushing for that grant. Commissioner Carbone also stated that as soon as the roundabouts are done we will need to finish Pahrump Valley Boulevard or we will have a mess. Mr. Carlo stated that there are 234 working days for the roundabouts to be done.

Mr. Koenig

stated that Farm Road should be first and then we will make Pahrump Valley second. Mr. Koenig asked if the crews were different in Tonopah. Mr. Carlo stated yes but all paving would have to go out to bid. Commissioner Carbone stated that the roads in Tonopah should be Pablo Canyon- third, Belmont Road-fourth and Valley View-fifth. Mr. Koenig stated that Homestead should be the sixth priority and that takes care of the 16/17 fiscal year.

asked that we let him know what the cost is for all of these to be done.

clarified that the remaining roads on the list will be moved to the following fiscal year.

stated yes. Mr. Carlo stated that we will bring the remaining roads to the next meeting for prioritizing along with more roads that will need to be done in the 18/19 fiscal year. Mr. Koenig stated that we can go through this list every few meetings. Mr. Koenig asked how this would affect our normal day to day maintenance programs. Mr. Carlo stated that it doesn’t, we have factored in the excess from the 9 cent. We kept the normal 4 cents for 3 Regional Transportation Commission – Minutes July 6, 2016 normal skin patches, pothole repair and Regional Road maintenance and traffic signals. We took the extra 5 cents for these projects.

Commissioner Carbone

stated that most folks say they don’t know what the money goes for.

Mr. Koenig

stated that it can only go the roads as per the NRS. Commissioner Carbone stated that now that the money is coming in we can actually start repairing some of these roads. Mr. Carlo stated that we have receipted in 6 months of the 9 cent.

made a motion to approve the list of prioritized roads that we went through and to bring back the list again next month so we can continue prioritizing. Commissioner Carbone second. Motion Approved.
