called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: There was no public comment at this time COMMISSIONER/MEMBER COMMENTS:

and Commissioner Carbone both stated that they had nothing to discuss at this time.

Commissioner Schinhofen

stated that if we have to replace Mr. John Koenig’s seat on the board then he asks that staff be ready in November to put out advertisements for that position. The first of the year is when we will vote on a new board. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: the approval of the minutes from July 6th, 2016.

motioned to approve the minutes. Mr. Koenig second. Motion approved. Regional Transportation Commission – Minutes August 17, 2016 FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: Board to approve the Lumos Study that is dated April 1993 to be updated by Lumos for an estimated amount not to exceed $50,000.00.

Mr. Carlo

stated that we have had many discussions about this. He has included the Policy and Procedures Manual in the back up. It states that the plan must be reviewed every two years. The plan that we have now was produced in 1993. Tim stated that this document encompasses all major arterials and pavement condition factors. They also assign a maintenance dollar factor for square foot road pricing. Tim also stated that this is a document that the RTC is required to have.

Commissioner Schinhofen

stated that in the NRS it requires that we have it also. He also stated that we changed the policy a couple of years ago to read biannually instead of annually and looking back he could not see that it had ever been reviewed. Commissioner Schinhofen stated that it is prohibitive to try and do this in-house.

Commissioner Carbone

made a motion to approve the funds for this study. Mr. Koenig second, motion passed.

Mr. Koenig

asked where the monies will be coming from. Mr. Carlo stated that it will come from the ¼ cent fund which is the fund that this board approves. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: Prioritize the Pavement Maintenance Project List. Tim Carlo stated that this list will go hand-in-hand with the Lumos Study. He is putting together a long term rehabilitation/maintenance program and he wants to get the preliminary list out so we can discuss the roads and their conditions. He can then develop a scope of work and a long range plan. Tim stated that this may take years to get completed.

Commissioner Schinhofen

asked if the red lines in the back up are the roads that need to be looked at. Tim stated yes and they are on the list too.

asked if these roads are the worst of the best. Tim stated yes. Mr. Koenig asked Tim if he had been down Donner. Tim stated yes. Mr. Koenig stated that the road is horrible and he thinks it needs to be on the list.

Commissioner Schinhofen

stated that a couple of these roads on the list are already approved to be done but if we get some of these others approved they will have to wait until next year to get done. Tim stated that he is correct. Tim also stated that the top 6 listed are already approved for this year and those are the ones we are focusing on right now. He will develop a scope of work for the others that get prioritized and approved. Tim stated that he started with major arterials first and then we can look into chipsealing other residential streets.

stated the top 6 that are approved are not going to be done over the winter and will be put off until spring. Tim stated yes. Commissioner Schinhofen asked if we could start 1 and 2 soon. Tim stated yes, 3, 4, 5 and 6 will have to be put off until spring.

asked when we would send 1 and 2 out to bid. Tim stated that Amargosa Farm Road is ready to go, it just needs to go to finance for approval. Commissioner Schinhofen stated that after 2017 we can see where we are for gas tax revenue and then maybe start another one. Tim stated that is correct. Tim stated that Donner, Retread and 2 Regional Transportation Commission – Minutes August 17, 2016 some of these others can always have a cold mix overlay with a grader, doing that will hold up just fine on those lower volume roads.

stated that Harris Farm from Linda to 160 is not really that bad. Tim stated that is why he wants to develop a scope so that he can see what roads will need what. Tim also stated that Harris Farm from Blagg to the highway is a prime candidate to do a crack seal with a chip seal overlay. Tim will put the scope of work on the list as we move forward.

Commissioner Carbone

stated that he would like to see something for a chipseal program and would like to discuss this in a future meeting. Tim stated that some of the roads were chipsealed and have not been looked at since so those roads are due for an overlay before they fall apart. Tim will identify whether the road needs a crack seal, chipseal overlay or rebuild.

asked how long it will take him to identify the scopes. Tim stated that this is where the Lumos will fall into place. They will put a maintenance factor and dollar amount on each of these roads. Mr. Koenig asked how long Lumos would take. Tim stated that it’s just a matter of them updating since they did the original study. Tim stated that they have not given him a firm time frame as of yet and could be 2-3 months out. Tim thinks that by November it can be done.

Commissioner Carbone

stated that November is a busy month because of NACO. Tim stated that he can bring an update prior to that if he gets the information. It would just be an update of this list and where the Lumos is at.

would like to add more roads to this list.

Mr. Koenig

asked what they did to Donner between Leslie and David. Tim stated that he would go by and look at it. Commissioner Schinhofen stated to keep in mind that we have miles and miles of chipseal to do already. Tim stated that he will also break this list down into surface types along with the scope.

Mr. Koenig

asked if we were sending out the bid for Pahrump Valley Blvd. before the roundabout is done. Tim stated yes the bid will go out and the work will be completed before the round-about is done and they will have to match to our road. Tim stated that we will rebuild up to 120’ from Big O Tires and then NDOT will have to tie in to our road. Tim stated that we are widening Pahrump Valley Boulevard to include a bike lane.

stated that he would like to see the severity of some of these roads on the list. UPDATE on Homestead and Gamebird/Barney: Tim stated that they have started work again now that Bob Ruud is finished. They are redoing some grade. Tim also stated that in the essence of time and getting it done and the amount of gravel that is out there he thinks they can leave the layout as is. He has contacted the homeowners in Pahrump Valley Estates and they are OK with that. They will have a 40’ approach from centerline into their driveways. Tim stated that will save him about 4-6 weeks time. Commissioner Schinhofen stated that he didn’t know why we ever moved it over in the first place. Tim stated that all that did was center it in to the BLM Right-of-way. We will not be doing that to Barney. Barney will set up against Pahrump Valley Estates so now both roads will line up. Tim stated that the goal is to have this out to bid by November so that it can be used as a detour when the round-about starts. Commissioner Schinhofen stated that if he gets the bid for that before our November meeting to bring it to the board so that it can get signed. 3 Regional Transportation Commission – Minutes August 17, 2016 Commissioner asked about the Homestead update. Tim stated that we got a signed Deed from Fererra and we have a meeting next week with Lee Jacoby, they Hydrologist from Horrocks. Tim also stated that it is designed for the 100 year flood and he should have that next week. Tim stated that property alignment is all good and Jim Shaner will set the pins.

stated that he doesn’t see a need for a meeting in September.

stated that November 14th is a good day. Tim stated that he may have to update before then. Commissioner Schinhofen stated that if that is the case we can call a special meeting.

suggested that we schedule the November meeting and if the bids come in we can have a special meeting to approve those.
