called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: There was no public comment at this time COMMISSIONER/MEMBER COMMENTS:

had no comment at this time. Commissioner Carbone stated that he had talked to Tim about some areas that he would like to see some overlays on.

Commissioner Schinhofen

stated that he did not have anything at this time. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: the approval of the minutes from August 17th, 2016.

motioned to approve the minutes. Commissioner Carbone second. Motion approved. Approved 3-0 Regional Transportation Commission – Minutes November 21, 2016 FOR POSSIBLE ACTION: Discussion, deliberation and possible decision to revise the scope of work on Gamebird/Barney to eliminate paving from Jaybird to 372 and also eliminate re- doing the intersection at Gamebird/Winchester.

turned the floor over to Tim Carlo, Public Works Director. Tim stated that 6-8 of months ago the board approved to do a section of Barney that included centering it in the 100’ right-of-way and in that same meeting we expanded it from Jaybird out to the 372 and also included a 1750’ taper to align it back into Gamebird and Winchester intersection and then redo the Winchester intersection. Tim also stated that his item goes hand-in-hand with the next item. Tim stated that he would like to revise it to keep the road where it is currently at and eliminate going to Jaybird and 372 at this time and eliminate the intersection at Winchester and Gamebird so that he can expedite the out to bid process and save on funds.

Commissioner Schinhofen

asked if Jaybird out to Barney would last us another 3-4 years. Tim stated no, depending on traffic. Tim stated that if traffic stays the same it wouldn’t affect the road but as soon as we get Gamebird done the traffic will increase. Tim stated that we can go in and do some full depth patches in the bad areas and get us by for a year to 18 months and then he will bring it back to the board at that time. Commissioner Schinhofen asked if the Gamebird/Winchester intersection would hold up. Tim stated that it would hold up through there because it is actual pavement.

Commissioner Carbone

asked if there was a guarantee that we wouldn’t have the same problem in that area. Tim stated that he cannot give one. Tim also stated that if we start having problems then he will have to bring it back to the board sooner. Tim stated that he is confident that he can take care of the bad areas like they did on Bob Ruud Memorial Highway.

Commissioner Carbone

asked if they could do a quick overlay just to help it last a little longer. Tim stated that is his intent. He will use the cold mix on the west side and skin patch over it.

stated that will give us some time. Tim stated that by doing this it would give some better structure to it. Commissioner Carbone stated that it would work. John Koenig made a motion to approve the revision and the scope of work on Gamebird/Barney to eliminate paving from Jaybird to 372 and also eliminate re-doing the intersection at Gamebird/Winchester.

seconds the motion with knowing that we are going to have skin patches over the areas that need it. Tim stated that we already have that scheduled.

asked if there was any further discussion. Motion passed.

Commissioner Schinhofen

opened up further discussion on this item. Commissioner Schinhofen stated that he has two things to mention. He would like to know what it will take to make a parking lot area across from Panda Express on Oxbow and Basin. He also wants to know if there is any way to do a by-pass on Industrial up to Higley and Higley across to Mesquite or some kind of alternate route so that when we have the parade we don’t have cars backed up for an hour. Tim stated that we would have to cleanup right-of-ways in that area and that Powerline might be a better alternate route. Commissioner Schinhofen stated that it won’t get done in this budget cycle but he would like to discuss it and put it out there and maybe see if there are any grants to help. Tim stated that if we go down Powerline we will run in to the Basin subdivision that is on record of survey and there will be alot of right-of-way 2 Regional Transportation Commission – Minutes November 21, 2016 issues to work on. Commissioner Schinhofen asked that Ken Plewe, Nye County GIS, could look at them. Mr. Lacy stated that maybe we could tie in the Post Office from 372 and Basin so that area of town will have alternatives. Commissioner Carbone stated that the Fire Department wants to do some of this too because they don’t want to string their fire hoses across main streets. Commissioner Carbone stated that we need to look at other alternatives.

Mr. Koenig

stated that he has noticed the traffic getting worse. Tim stated that he put counters on Wilson and in the past 6 months the traffic has doubled. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding revising the funding sources if necessary. Tim stated that 6-8 months ago we approved some projects that were out of the 205 fund which is the road excise fuel account; it’s neither our 9 cent fund nor our ¼ cent fund. Tim stated that we are still reconciling accounts and that he will need to bring another agenda item back later on. Tim stated that he just wanted the board to know that is why it’s taking the time it is to approve projects. Tim stated that when he gets the accounts reconciled he will come back to the board to get these projects approved. Tim stated that there will be a couple of meetings with Pam and the comptroller to go over the accounts.

Commissioner Schinhofen

stated that in the January meeting he would like to see all the funds available from all sources and all accounts and then re-prioritize what is getting done this fiscal year. He also stated that we may have to adjust a couple of them and move them further back.

also stated to include how we can use that money from each fund and what board approves to use those funds. Tim stated that Farm Road was priority one and Pahrump Valley was priority two and priority three were the roads up north so when the projects get extended out the reason will be because we need to reconcile the accounts.

Mr. Koenig

stated that the projects up north would have to wait anyway because the weather is too cold right now. Tim stated yes, we would have to wait until spring anyway. Tim stated that we are receipting in the 9 cent fund and its going good.

Commissioner Carbone

asked Tim if there was any news on the signage for Leslie and 372. Mr. Carlo stated the he send an email to Rudy, with NDOT, and replied back that he needs to check in to see if any policies have changed in our area and get back to me. Mr. Carlo stated that he is hoping to hear back from this week and he will keep us updated. Commissioner Carbone stated that if Tim doesn’t hear from him then he should get in touch with our Congressman. Tim stated that he was copied on the email. UPDATE on the Lumos Study: Tim stated that the Lumos Study is underway. In effort to save money our crews are doing a lot the studies and leg work and giving that data to Lumos and Associates to update the manual on their end which is part of the $50,000.00 that was approved at the last meeting. Tim stated that we have the pavement indexes done and they are evaluating them at the Lumos level and 3 Regional Transportation Commission – Minutes November 21, 2016 then they will put a maintenance value and their recommendations on them and then we will update the Road and Highways Plan.

stated that our by-laws used to state that the study be updated every year and we changed it to every 2 so we need to get this study updated first thing in 2017 so we don’t have to update or review for another 2 years. Tim stated that this is a document that plays into the Master Plan and everything that we do. GENERAL PUBLIC COMMENT: (second) Darrell Lacy, Planning Director stated that he is perfectly fine with updating the study as it does tie into the Master Plan. Mr. Lacy stated that the traffic is increasing and the construction has shown that we need to start thinking about by pass routes. Mr. Lacy stated that he will bring some things before the board so that we can discuss the Master Plan. Mr. Lacy also stated that along with the Lumos Study we should think about some of the encroachment standards that we implement on land development in regards to the type of road needed in the areas as far as speed limits on residential roads and maybe more distance between driveways and if we have access roads on some developments.
