called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT:

welcomed Mr. Leo Blundo, who was appointed as the Member at Large by the Board of County Commissioners, to the Regional Transportation Commission Board.

expressed his gratitude and also stated that he is looking forward to bringing some solutions to this board. COMMISSIONER/MEMBER COMMENTS:

reminded everyone that there is Open Meeting Law on the 25th at 9 a.m. and also stated that it is mandatory for all elected officials to attend. ACTION: Appointment of Officers:

motioned that Commissioner Schinhofen act as the Regional Transportation Chairman. Mr. Blundo second. Approved

motioned that Commissioner Koenig be the Vice-Chair for the Regional Transportation Commission. Mr. Blundo second. Approved. Regional Transportation Commission – Minutes January 18, 2017 FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: the approval of the minutes from November 21, 2016.

motioned to approve the minutes. Mr. Blundo, second. Approved FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding an alternate by-pass route on Industrial up to Higley and Higley to Mesquite or on Powerline Rd to facilitate the parade traffic.

Mr. Tim

Carlo stated that this topic was brought up in the last meeting as possible alternative routes uptown for by-passes when there is an event. Tim stated that the problem with Powerline is that there are several pieces of property that are not aligned and passes through private property and that will make it difficult. Tim thinks that Higley would be a better option for this by-pass. He thinks we can get the property needed from BLM and in the future we could do some drainage up top to push water where needed. Tim stated that he would need an action from this board to move forward on acquiring the right-of-way.

wanted clarification on the motion. Commissioner Schinhofen stated that this is just to start acquiring right-of-ways and that no money will be spent right now. Tim stated that all we will do at this time is file for BLM right-of-ways and select the best alternative route. Tim stated that there is more work still to be done further to the south, from Industrial but that will also be to acquire right-of-ways which is what we need on the East side of Higley.

second. Further discussion, Commissioner Schinhofen asked if this was the property that is on Charleston Park that has a right-of-way that we need. Mr. Carlo stated yes. Commissioner Schinhofen stated that it wouldn’t be as much ROW as Powerline. Tim stated yes, once we get past Charleston Park all the way to Mesquite the east side is BLM ROW. Darrel Lacy stated that he agrees with Mr. Carlo. He also stated that we have needed a by-pass for years in that area and that his department is on board with this alternative route.

asked about how many miles it is. Mr. Carlo stated about 3 to 3 ½. Mr. Carlo stated that we could have a lot more alternative routes in the future if we just get started with the ROW’s. He also stated that there is funding for the flood control in the future. Tim stated that if we start here and continue to the North then it all ties into the Master Plan that the Planning Department has been working on for several years.

stated that we have about 2 more weeks of transporting gravel and doing earthwork. He also stated that he wanted to get the bid package out this week but it looks like it won’t be until next week, so be expecting that to come through. This project should be paved in the next month or so. Tim stated that the time line sped up by reducing the scope in that last meeting. It will still be 24’ wide and shotgun out at all of the approaching intersections to protect the 2 Regional Transportation Commission – Minutes January 18, 2017 edge of the roads. Mr. Blundo asked how long this road will last. Tim stated that we are building a 20 year minimum road.

stated that the Road Department started shot gunning those edges a couple of years ago and it helps. Tim stated that we will still have the normal wear and tear and it will need to be pothole patched in the future just like any other road in the Valley. UPDATE Funding Sources: Tim stated that in the last meeting it was brought up as to where we stand with funding and the accounts. Mr. Carlo stated we have most of the accounts reconciled and we have a plan in place and we are hoping that the Comptroller can come to the next meeting and give a more detailed explanation. Tim also stated that the Comptroller has been setting up meetings with all of the departments to go over the budgets for next year. Tim stated that the 9cent account is averaging over 100K a month.

stated that is right about where we thought we should be.

stated that we can show the public where their extra 5 cents went by doing more projects next year.
