Ms. Sally

Kerr is attending on behalf of the Pahrump Ryder and Public Transportation System. She is the acting Chairman and would like to know what the Commission may need from her. She also wanted to report that the Vet Trans is going really well and they are serving over 50 Veterans per month. They are looking at branching out to Amargosa and Beatty. Ms. Kerr stated that she sees a need for the general population to use this service as well.

stated that he would get with her later and address his concerns.

Ms. Kerr

stated that the grant would not be ready for a month or so and she is not certain what they will be looking for. She also stated that the same company that came in and did the studies for us a year or so ago is the same company that is going to revamp the grant. They are looking at a 2 year grant cycle which makes it easier for long term planning. Ms. Kerr will be back when she has that grant information. COMMISSIONER/MEMBER COMMENTS: No comment at this time. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the approval of the minutes from January 18, 2016.

Commissioner Schinhofen

turned the floor over to Savannah Rucker, Nye County Comptroller. Savannah stated that this review is for the status of RTC funds 10207, the 9 cent fund and 10208 which is the ¼ cent fund. Savannah went through the budget status for sustainability for fiscal year 2017. The ending fund balance based on the audit for 10207 is $983,622.00 that combined with actual forecasted revenues for FY17 will give us total resources available of $2,383,622.00 and the original purposed RTC Budget was $2,691,900.00 and that makes the budget unsustainable for FY17 due to revenues and ending fund balance. It is in excess of $308,278.00. Commissioner Schinhofen stated that we have a budget in that amount but we are not spending that amount. Savannah continued with the new projected budget of $1,900,000.00 the ending fund balance will forecast to have additional resources carried over for FY18 of $483,622.00 so this new budget is sustainable.

Commissioner Koenig

asked if these figures include the additional 6 months of gas tax revenue. Tim stated yes, even with them not being reported yet. The figures are estimated into this budget. Savannah stated that the budget for FY 17 was short about $19,000.00 so on the February, 21st Board of County Commissioners meeting, she augmented that budget by $19,265.00 to match the expenses that we would be seeing in this budget. That leaves us with $0.00 left in the spending budget for FY17 for this fund. Savannah moved in the FY18 budget. The rollover from the revised FY17 budget is $483,622.00; the total revenue is projected at $1,400,000.00 making it a total of $1,883,622.00 Savannah recommends that the total maximum expenditures be no more than $1,800,000.00.

stated that this is a conservative budget of the gas tax money. Savannah stated yes. Commissioner Keonig stated that he think s they will be pleasantly surprised at the actual amount of revenue from the gas tax when all is said and done. Tim Carlo stated that it is all based on the gallons sold in Nye County. Savannah stated that we can change the budget when we start seeing those funds but for now her recommendation for the budget is $1,800,000.00. Savannah stated that fund 10208 which is the ¼ cent fund is the next set of backup she will discuss. Commissioner Koenig asked what we can use this ¼ on. Tim stated that it can be used for roads, parks, transportation and all its various forms. Savannah stated that the rollover from this fund was $2,666,150.00 and the actual forecasted revenues were $1,070,000.00 giving us a total of $3,736,150.00. The totals that will rollover into FY18 is $2,556,150.00. The expenses for FY17 were budgeted by the county at $3,350,000.00; the RTC Budget is $1,180,000.00 that leaves a remaining budget for FY17 of $2,170,000.00. The budget assumptions for FY18 would be the unused amount from FY17 for $2,556,150.00 and the forecasted revenue of $1,100,000.00 giving us a total of $3,656,150.00. Savannah recommends that the budget not to exceed $3,400,000.00 for FY18, that would leave an amount of $256,150.00.

asked if anyone knew how many gallons are being sold. stated that the invitation to bid is on the website and is expected to close on the 20th of March. Tim stated that our Road Department portion will be done this week. The only thing left would be the award of paving and once we get the bids and award it then we will go out and do the asphalt preparation.

Mr. Lacy

, Nye County Planning Director stated that he has heard that the costs of materials are going up and wanted to know if Mr. Carlo has experienced any of this. Mr. Carlo stated no, not yet but he will know once this bid for asphalt comes in. UPDATE: Lumos Study:

Commissioner Schinhofen

stated that this was done in 1993 and it is the master update to all of our roadways. Our policy now states that it needs to be reviewed every 2 years. Mr. Carlo stated that in the backup on Exhibit A, Task 3 is the portion where we will use our CIP and determine a long range plan for identifying roads and budgeting for them. Commissioner Schinhofen stated that this is a great tool to see what roads need work and what they will cost.
