called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Mr. Blundo

asked for staff to look at the traffic light timing at Winery Road/Homestead and Hwy 160. Mr. Blundo stated that he received a phone call complaint that it wasn’t allowing left turns. He went up there to check it out and it was in fact waiting 5 green lights before allowing a left signal. Mr. Carlo stated it is the amplifier in the magnetic loops and the parts are ordered. He has flipped on the crosswalk signal to get us by until it is fixed. Mr. Blundo thanked Mr. Carlo for taking care of the downed stop sign at Gamebird and Hwy 160. Mr. Blundo also stated that there are some potholes on Blagg between Comstock and Calvada and he would also like to bring up the RTC bonding so that we can accomplish projects in the future without the stress and work with a budget. Mr. Blundo stated that a lot of people don’t realize that we get the money after the fact not before.

stated that he had nothing at this time.

asked Tim what the costs for the amplifiers are. Mr. Carlo stated that they are around a thousand dollars. Tim stated that we are placing a larger order for back- up parts like monitors and amplifiers for all 3 signal lights. Regional Transportation Commission – Minutes June 7, 2017

stated that just for the record the lights cost us money to maintain unlike the roundabouts which he is happy with. Tim stated that one of signal light cabinets was hit a year ago by Gold Town and it cost 56,000.00 for a new cabinet.

informed Mr. Blundo that when he gets pothole complaints, we have an area on the Nye County Website for things like that and Wade Christensen, Nye County Road Supervisor, gets those and will take care of them. Mr. Blundo stated that he rode around town with NDOT the other day and he wants to get some of roads that were used as detours during the roundabout construction on their radar so that we can get them fixed. Mr. Carlo stated he recently met with NDOT as well and just finalized and signed off on our road classification list. It was determined that we have 2 roads that qualify for NDOT. We took most of our major Arterial Roads in Pahrump, Amargosa, Beatty and Tonopah and included them on that list. This will open the doors for Federal Funds. Mr. Carlo

stated that the 1/4 cent is authorized under NRS 377A for taxes for miscellaneous special purposes. Mr. Carlo noted that it is ¼ cent of 1 cent and it could go to a ½ cent and we have the authority to do so. It is something to consider in the future. Commissioner Schinhofen clarified the ¼ cent is sales tax and it is for this board to do as they please with. Mr. Carlos stated yes and this fund does not need Board of Commissioners approval.

stated that the 9 cent is created under the NRS 373 for the construction or repair of public roads. Tim stated that the $350,000.00 is mostly our graders up north. The $250,000.00 is for the cold mix that we use every year for pothole patching. Tim stated that item 2 for $82,378.00 is for the 98 flashing red lights throughout town that we maintain. Tim stated that most of our projects come from the Pavement Maintenance which is $2,667,622.00. We don’t normally have this much but we had an ending balance from 2016/2017 so we’re going to utilize it for Farm Road, Pahrump Valley, Valley View, Pablo Canyon and Belmont. Tim also stated that Homestead Road will also come out of this budget. Tim stated that we did not get SRS funding this year and we rely on that funding each year.

will be in D.C next week and he will mention it to our representatives there. Tim stated that the SRS funds come from the Forest Service. We maintain a lot of roads up north for them to have access.

Mr. Blundo

asked why we did not get it this year. Mr. Carlo stated that there is not a good explanation, it just was not approved. Commissioner Schinhofen stated that these funds are discretionary and rural areas rely on it. asked about the $50,000.00 earmarked for Transportation. Mr. Carlo stated that he put this in the budget because the RTC ¼ cent can fund some kind of transportation and it is the pleasure of the board as to where it goes. Commissioner Schinhofen asked to have an item on the next agenda for this purpose. Mr. Koenig stated it needs to be an action item.

Mr. Carlo

moved into the 9 cent budget that includes street lighting. Traffic signal maintenance is done by Transcore and is a yearly contract. Striping includes supplies but we do have our own striper. Mr. Carlo also stated that we maintain over 15,555 miles of gravel road north of Beatty and he has included an amount for that in the budget. Commissioner Schinhofen complimented the work on those roads that the Road Department does. Mr. Carlo stated that we use the Admin/Engineering funds for hiring engineers for the design and construction of roads. Mr. Carlo stated the projects for line item g. are for Pablo Canyon, Belmont and Valley View. Mr. Koenig asked what was going on with Belmont, he drove it and it’s horrible. Mr. Carlo stated that we are going to be repairing from the church to our transfer station which is about 19 miles. Mr. Carlo stated that as far as the road that is falling apart, we are handling that through the Road Commission and the 205 funds. He also stated he has 615 tons of asphalt and he is doing what he can. He is hoping he can get the approval from this board to do an NFLAP application for Belmont and that will include Bell Vista also. Tim stated that we did overlay years ago on Belmont Road and with this climate the bottom layer is starting to peel off. Tim stated that in the month of September Belmont sees more traffic than it does all year long.

asked if we are given a transportation grant for the $50,000.00. Commissioner Schinhofen stated no it’s just earmarked to use if we choose to. Mr. Blundo asked if it doesn’t get used does it just stay where it is at. Commissioner Schinhofen stated that we would just amend the budget if we do not use it.

Mr. Blundo

clarified that we have a surplus of $256,000.00 for this year’s budget. Tim stated yes those numbers are from our Comptroller’s office and we based our budget off of those numbers.

made a motion to approve the 2017/2018 RTC Budget as presented. Commissioner Koenig second. Motion approved. Discussion regarding the condition of the roads on Wilson, Red Butte, Mt. Charleston, Calvada, Blagg and Basin: Tim stated that these roads were affected by heavy traffic from the roundabout construction detours. Tim stated that Red Butte holds water and we need to do a drainage study in that area. In regards to Wilson, the subdivision Ashanti Ridge is obligated to pave that area in front of their property so keep that in mind when obligating funds to fix Wilson Road. Commissioner Koenig asked if they still have a bond. Commissioner Schinhofen stated yes, he asked Mr. Lacy to bring it before the Board of County Commissioners a couple of months ago. Tim stated that if you pull the bond they will need to pave from Bolling to Buol and then we would be responsible for the rest.

stated that he asked that this item be put on the agenda. Mr. Blundo asked if there was ever a remediation agreement put in place with NDOT when they did the roundabouts. Tim stated there was not and the board approved the agreement and that they would not need 3 Regional Transportation Commission – Minutes June 7, 2017 to apply for encroachments either. Tim also stated that he took traffic counts prior to the roundabout construction and he also did them during the roundabouts. He would be happy to put this item the next agenda so that we can discuss it further. Mr. Blundo stated that he has a PCI for Wilson Road and it is 35. Tim stated that anything under 40 is failing and requires a complete rebuild. Mr. Blundo stated that he would like to see that through the RTC we have a voice in presenting this to the County Commissioners in support of doing something like this project down the line. Tim stated that Red Butte and Mt Charleston are the only two roads that he did not add to the NDOT Classification but the others are on there. Mr. Blundo stated that President Trump is working on an infrastructure package and there may be money at some point for this. Commissioner Schinhofen stated that we will need to make sure we have the information ready to go when this happens so we don’t miss out on the opportunity like we did last time and only got Gamebird done. Tim stated that all Federal Funds go through NDOT and then get trickled down to the counties.

stated that he is happy to hear this and would like to see Red Butte on that list as it is a school bus route.

asked about the work that was done on Redrock and wanted to know if it was done or are they going back to finish it. Mr. Carlo stated that he would need to go look as the Road Dept does work daily on roads. Mr. Carlo did state that when we skin patch we do a layer and then let traffic beat it in, it gets hot and then we go back and do a final lift on it. Tim reminded the board that with all the projects going on even with NDOT, the asphalt is getting hard to come by and we need to make sure we are scheduling it. Mr. Blundo stated that NDOT may be willing to give us their chippings from their projects. Tim stated that he has over 3,000 tons of it. Mr. Blundo asked if there were any projects that qualify for TAP Funding.

stated no not that he can think of.

stated that we have 6 of the 12 roads on the list for overlays are already approved and we can add to it. Tim stated that he can bring it back to the board and go over it to determine future funding for the others.

Commissioner Schinhofen

stated that when we get the Lumos Study done then that is when we should do it because we will have more information on those roads.

Commissioner Koenig

asked if any of these qualify for minuscule funds. Tim stated that he would need to look at the CIP. Tim stated that Wilson, Blagg and Basin are on the CIP but we would have to modify the CIP at the CIP level to move those up on the list. Tim stated that Homestead is number one on the CIP List. UPDADTE: Homestead: Tim stated that we have 100% plans for design build and the comments have been back and forth. We are still working on funding, as you know it’s the hard part. We will get it out to bid as soon as we can. Tim stated that a portion is being funded by RTC and the other portion was being funded by SRS which is no longer happening. Commissioner /Schinhofen stated that we will more than likely going back to the Board of County Commissioners to identify where the remaining funds will come from. 4 Regional Transportation Commission – Minutes June 7, 2017 UPDATE: Lumos Study: Tim stated that we have an update from Lumos to be done on July 28th. Tim stated that the Lumos Study is a study performed by an engineering firm for our streets and highways program. The last time it was done was in 1992-93. It identifies our collector roads throughout the county. It assigns a maintenance cost and priority to them. It uses the PCI data to indentify the conditions of the roads. It also runs concurrently with the Master Plan and works with the CIP and planning. Commissioner Schinhofen stated that it is what the RTC uses for information and to work off of. Tim stated that we cannot form an RTC without that document and it needed to be updated.

asked if we will be updating every two years. Commissioner Schinhofen stated yes.
