Mr. Blundo

asked Tim for an update on Gamebird. He had a few people ask about it getting done because the corners are eroding. Mr. Blundo did not have specific streets corners off of Gamebird. Tim Carlo stated that they have put up Safe Hit markers on the corner of Gamebird and Pahrump Valley to try to eliminate the radius’ getting hit so much through there. Tim stated that if Mr. Blundo can get the exact area then we can go out and fix those problems. Tim also stated that Gamebird is scheduled for crack sealing this winter. He also stated that from Blagg to Homestead he has plans to mill and fill. Mr. Blundo asked if there was anything going on with Wilson from Blagg up to West. Tim stated that he is getting in contact with bonding companies and that Ishani Ridge is to do half of that distance of the road. Tim also stated that we found some money from developers that will have to do the intersection of Wilson and Blagg. Tim stated that this was all in the beginning stages right now and we are gathering more information. Tim stated that the intersection of Wilson and Blagg is a project he wants to get done to help with drainage issues. Mr. Blundo stated that he doesn’t see the need to spend money on it now if we are looking at other means for funding. Tim stated that the road was put in 40 or 50 years ago and it is a very old farm road. Mr. Blundo stated that he has been sending people to the website to fill out the complaint forms so that we can track what work is Regional Transportation Commission – Minutes October 10, 2017 being performed. Tim stated that using the website was the best way to reach out to us for complaints. Commissioner Schinhofen

stated that he was happy to see the completed update version. Tim stated that he would like to point out some key information. Tim stated that this replaces the last version which was updated in 1993. It is referenced in the Master Plan and the CIP and all other county documents as a tool for road standards and pricing. To increase the roads to a “good” standard within the next 10 years Nye County will need to budget 16.2 million per year, that’s with inflation, on just the maintenance and repair needs. Tim also stated that with the current budget of 3.9 million we will deteriorate our roads to a poor level by 2025 according to the document but if we start spending the money on the roads now then it won’t be as bad in the future. The cost for what we currently maintain in Nye County is 8 million dollars a year on a 3.9 million dollar budget. Tim also stated the document gives a PCI factor on the roads (Pavement Condition Index) and as you can see most of the roads in Nye County average around 51 which means they are in poor condition.

asked if they took all the roads in Nye County into consideration when finding the average. Tim stated yes that’s why it’s an average. We don’t have enough newly surfaced roads to bring that average up.

Commissioner Koenig

asked why Hadley was included in the report. Tim stated that there is a small portion of Hadley that will not be done but Pablo Canyon Road will be. Tim explained that on the Appendix C they go out and take 5 sections within a mile of road and analyze and sample it. In the appendix you will see those 5 different samples and that is what determines the PCI. For an example: Amargosa Farm Road has a PCI of 19.91. When we get the first portion of the work done on that road it will bring it up to almost 100.

stated that this is the kind of tool we need so that we can break down the road conditions per mile not by the full length of the road. Commissioner Schinhofen asked about Pahrump Valley Blvd from Calvada to Gamebird. Tim stated that the whole road is alligatored and we will get that done. Tim also stated that we are going to go out to bid Pahrump Valley Blvd. from 372 to Calvada. Tim stated that the original bid was off and he wanted to rework it so he put it back out to be rebid.

stated that he would like to start getting numbers for roads that need to be reworked.

asked if they could get the data in some kind of file so they can sort through it and look at. Tim stated yes. Commissioner Koenig will let Tim know what file would work best. Tim also stated that we can print out a document through the Micro Paver. Tim 2 Regional Transportation Commission – Minutes October 10, 2017 recommended that he come by the office for anything that he needs printed. Tim stated that this document is the Final version. stated that we have talked about this before with previous boards in previous years and if we were to bond for 20 million and indentify some of these major issues we could lower our annual maintenance costs. Tim stated yes. Right now our average is 8 million a year for our projected yearly cost and right now we have a budget of 3.9 and that budget includes other stuff. If we could bond and bring our roads up to a good standard then that would reduce our maintenance cost down to a 3 million dollar annual budget. Tim stated that we still wouldn’t be able to keep up with it but we could slow down the deterioration of county roads. Tim also stated that we have been looking into bonding companies and we need to get outside council to help us administer the NRS on bonding through the RTC. Some of them need a public vote and some of them don’t. There are magnitudes of things that will need to be looked at. Tim stated that he will be bringing a proposal for possible bonding to a later board meeting.

Commissioner Koenig

asked Tim how we purposed that we pay off the bond. Tim stated that in the preliminary research he found that we can use the 9 cent gas tax and it would not have to go to public vote. We would have to budget and set-up a bond payment annually. Tim also stated that he could get with the County Manager and see if we could pay it out of Capital Funds or other revenues.

Commissioner Koenig

stated that the 9 cent is for roads and if we use that to pay the bond then that money is used up for the future use for maintenance on our roads. Tim stated that is correct. Tim stated that he is still researching our options.

Commissioner Schinhofen

stated that the gas tax increase is about 1.8 million a year and if we borrowed against that can we pay it back. He would like to see a spreadsheet of the projects we have planned so that we can see how much it’s going to be. Tim stated that it would be a factor in the determined amount we get bonded for also. Tim stated that we can bond and bring some to a good condition. Commissioner Koenig stated that we can use the current money we have to bring others to a good condition also. Tim stated that bonding would be for major arterial roads with high traffic and use.

Commissioner Schinhofen

stated that we have major roads that need to be done and we have grants for some of those. Tim stated that the call for the NFLP applications were pushed from July to September and we now have until December 3rd to get our application in. Tim stated that we have one ROW issue on Bell Vista and we have cleared up all of the BLM issues and private property issues at this point.

Commissioner Koenig

stated that we need to do something to help our roads.

asked if we were planning on doing any public workshops on this topic.
