called the meeting to order at 8:30 a.m. PLEDGE OF ALLEGIANCE GENERAL PUBLIC COMMENT: No public comment at this time. COMMISSIONER/MEMBER COMMENTS:

Commissioner Schinhofen

asked Tim Dahl, Acting Public Works Director, to get him a price on Pahrump Valley Blvd. He also stated that when we can we need to get it cored so we know what’s under it. He would like to get a price on the overlay if the base is good or a price to rebuild.

stated that he asked what the PCI was on Homestead from Manse to Thousandaire and the answer came back as 18. We average about 51 according to the back-up and it should be 70-90. Tim stated, yes. Commissioner Schinhofen stated that the road is in desperate need of repair so he would like to know what the base is like underneath that road also. He stated that if the base is bad and it needs to be rebuilt then we may have to schedule that for next year but if the base is good then he would like to know the cost for overlaying it and see if we can do an extension to the contract while they’re already out there. He stated that they may have a meeting in a couple of weeks. Tim asked if this included the intersection at Thousandaire and Homestead in both directions. Schinhofen stated to get him a price with and without the intersection. Commissioner Schinhofen stated that once Tim gets with Savannah and we know where we are at with the approved list of roads from a couple years ago, he’d like to have it brought back so that we can look at the priorities and make sure they Regional Transportation Commission – Minutes January 23, 2017 are still the same. Pablo Canyon, Valley View in Tonopah, the backside of Belmont and Pahrump Valley Blvd are the ones left to complete on the list. Schinhofen is also going to the Town of Round Mountain to pitch in with their Gas Tax. Tim stated that the Town of Round Mountain has approached us with possibly taking over the maintenance of their subdivision in Hadley. They are still discussing that amongst themselves to send a proposal to the Board of County Commissioners to essentially give back what they’ve been getting from the State so that we can take over maintaining the roads. Tim stated that Commissioner Wichman asked him to reach out the Town of Round Mountain and we have. We have done some emergency pothole repairs and they have paid for those repairs. We are still waiting for them to create a document we can bring before the Board.

stated that he would like to have Tim look at all the potholes on Blagg.

Commissioner Koenig

stated that he too would like to have all of the intersections on Blagg looked at; some of them are getting really bad. Commissioner Koenig asked Tim how Long Round Mountain has been collecting their gas tax. Tim stated that he did not have an exact time but off the top of his head he’s thinking it was the mid 90’s. Tim stated that they have a substantial amount of money sitting in a bank account for maintaining those roads. It is Tim’s recommendation to the Board that we get those funds along with any future revenue.

stated that he would like to know what they are taking in every year so we know where we are at. Tim stated that they understand the work that the subdivision needs to have and there may be enough funding there to put band-aids on it but they need to get the roads on a list to get repaired and there are utilities in the ROW’s too. Tim stated that we submitted an application to NFLAP for 21 miles of improvement of Bell Vista Road from Hwy 160 to the State Line at the beginning of December and hopefully we can make the list for the projects they choose in March. Tim also stated that if we don’t make the list then we will have to do it in phases and do whatever it takes to fix that section of road.

asked Tim if he included the letters from Death Valley National Park, Tim stated yes as well as Ash Meadows. Tim stated that the Grant is for $7 million dollars. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the approval of the minutes from October 10, 2017.

motioned to approve the minutes. Mr. Leo Blundo, second. Motion Approved. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding the approval of the updated Nye County Streets & Highway Plan as prepared by Lumos and Associates.

Commissioner Schinhofen

stated that this is done. Tim stated that at the last meeting they did not vote on whether to adopt this update.

Commissioner Koenig

directed staff to bring it back in January of 2020. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision to get direction from the Board regarding the revision of the Policy and Procedure Manual to reflect the increase of Gas Tax from 4 cents to 9 cents.
